operations for the city. we absolutely are fully staffed up this weekend waiting to take calls for folks that are in need of help. if you are not in need of a life safety help or see a problem that's dangerous, please use 311 the other resources that are out there. you can go to s.f. gov. the very top of that page will click on that. >> it takes you to the all star page everything you could possibly need as far as where to get tickets, the street closures, other events that are going on will be there to help you out. >> furthermore absolutely encourage you to sign up for alert s.f. if you haven't already. you can do that through the website. you can do it just by texting your zip code to 888777 should there be a change in conditions in the street or something happens that we need to get
11:22 am
information to you quickly. >> that is the best way to do that. so we really encourage folks to do that. it's going to be great. i agree it's going to be probably traffic is going to be our biggest issue. so please be prepared. we always like people to be prepared. the department of emergency management and we have the resources out there for you to do so. and with that i think i'm turning it back to the mayor. >> thank you. >> all right. we're happy to thank you, marion. >> marion has been the driving force behind our preparations for months and months now. so thank you for your incredibly hard work and for your leadership. really appreciate it. with that, we'll open it up for questions. >> question just raise your hand. i could give you had mentioned the comparison to mean that you all would have the backup of other police agencies on this one. tell me about how that's going
11:23 am
to pose a challenge for this event as compared to other police agencies that would help you guys out? >> yeah, no, absolutely. apex had the number one eight pack was a national security event so that in and of itself triggers a whole nother level of actually 2 or 3 other levels of security measures that we had to have in place. so we had to have that mutual cooperation. we've taken a look at our deployment. we feel that we have enough officers to do the job and do it very well. >> and in the event that some unforeseen circumstance happens there's too there's always the option of mutual aid. but you know, the relationships that we have with bordering agencies even before an official mutual aid request goes in we call our we call in backup and many agencies will respond to that. it takes a while to actually do an official mutual aid request. but we've made those phone calls and make sure that we have contingency plans all the way up the chain up to mutual aid. if we had that schedule of of
11:24 am
event. but we feel that we have enough people we're coordinating with our sheriff's department and you'll see sheriff miyamoto's deputies on out in the field. so we're good. >> we're ready for sort of a two part question. >> one, any specific credible threats at this time? and then also wondering if you've sort of learned if you're monitoring patterns of behavior in other words, looking at the truck attack from new orleans, the truck attack in germany this morning as a way to harden our defenses here in the city and prepare for that kind of a random answer to the first question no, no non-credible threats. but look, you know, most of these events you know, there's sometimes it's known, sometimes it's not. we have to be prepared for everything. so new orleans was a wake up call for for all of us in terms of seeing kind of what some of the issues were there i think across the nation including
11:25 am
here in san francisco, we pay close attention to things that we could do better and we need to do better to do everything that we can to ensure a safe event and that's what we have done and we believe that we have we have the correct measures. >> you know, these these types of attacks where people are using cars to kill people, it's a real thing. but we're we're prepared for that as well. so i mean when you when you get to the parade route and even some of the venues that are associated with the all-star game, you will see a high level of security and fortification of the route. so we're prepared. >> have there been or will there be unscheduled encampment sweeps in preparation for this weekend? every single day we are trying to get people in the shelter off the streets. it's why we passed that fentanyl state of emergency ordinance yesterday. i think the board of supervisors once again we're not going to change what we do
11:26 am
and what we're doing today. we're not changing that tomorrow. we have to get people off the streets and into the help that they need to stay in their home. okay. what you guys are doing i know that a lot of this is about like the physical security of this this is a ticketed event with all kinds of things that are going on. so we need to be smart about, you know, fraud for some of these events too and what people should look out for so that they can enjoy these games without being cheated out of money online fraud, that kind of stuff. it's not just the tickets to that to chase. i think that you know, they're all electronic. i think we have full confidence in the warriors and the nba. they've been through this many times. they have been let me just say this. the warriors the nba have been obviously just working incredibly hard on this event for well well more than a year now. we have full confidence in their ability to pull this event off. but let's be clear we also want people that aren't going to chase to have a great time.
11:27 am
we opened up, you know, nba alley on powell street this morning. we want fans enjoying this event all over this city and that's why we want you taking muni all weekend long for free. get downtown enjoy what's going on in union square. and listen, let me end with this. let's have some fun this weekend. the people behind me have been working hard to keep the residents and the visitors safe here in our great city and we get to welcome the world and let's show it off and let's have some fun this weekend. thank you all for being here and thank you to all of our partners here. thank you, chief also for hosting us. thanks
11:28 am
in fire prevention. i'm very happy at fire prevention because not only am i able to enforce the code and make changes to help the citizen of san francisco be safe in their homes or place of business, but i think my work also make sure that my fellow firefighters and first responders, when they respond to a fire, the building is also safe for them. >> you're watching san francisco rising with chris manners. today's special guest is brooke jenkins. >> hi, i'm chris manners and you are watchs san francisco rising, the show about restarting rebuilding and reimagining our city. ourguest san francisco district attorney brooke jenkins here to talk about theopeioid crisis, criminal justice and more. >> thank you so much for having
11:29 am
me. >> thank you for being here. let's start with organized restale threft. some jurisdictions across the country imposed most of the punishment against people shop lifting in groups but that may be applied disproportionately to epipooal and doesn't address the organization ndit all. how can we make sure both prosecute the ring leaders behind the crimes and make sure justice is handed out eveningly? >> making sure we get to the higher level of organizations in the organized retail threrft area so that is something myophilus is very much focused on working the police department on. looking at organized retail threat ringzsx but we have to make sure people are being caught who have stealing and that is a big challenge in the sit a so we have worked with retailers and small business owners to insure the necessary protocols and procedures are in place to at the very laest catch
11:30 am
people who are stealing because they have been running out of the stores and therefore facing no consequence so we have to start there and trying to do more with intervention with the youth who are some of the population doing some of the threfts. many stores have turned to not detaining employees stealing oertrying to stop them and that change in procedure lead to making it very difficult for the police department to capture these people stealing. we have been working with them on a change in their protocol going back to the way it used to be done so we can actually have the opportunity to have people face consequences. >> right. so, let's move to the opioid crisis which had a devastating impact across the community and across the country, including san francisco. how can your office help address the issue? >> the main thing is going back to where people feel there is a consequence dealing drugs in the city. we can't
11:31 am
treat drug steel dealing as a victimless crime. we have ooverage 2 people dying a day from overdose. there are victims of this offense so quha what is did is say no longer the case we decriminalizing drug sales in san francisco as the da office. we have to put consequence on the table insure the most agregiouss sellers so massive quantityties of fentanyl, some enough to kill all most half the city. sometimes with people with wep ens and guns are multiple of cases with fentanyl are treated differently then thoges with small contties so i ask those people detain in custody. we can't have them on the street hours later, but also trying to work with the police department and our city making sure our laws are enforced. it is the only people people suffering from addiction will have a opportunity at
11:32 am
recovry. imagine if you are trying to get clean and every 10 steps doin the block you are offered the drug you have been addicted to. it is impossible. that is one way we are dealing with the supply side and we are taking a different approach on the demand side, which is to say, if people are publicly using drugs over and over again, that we believe we need to intervene in those situations and so the police are citing them and when somebody reaches 3 of the citations, we then file a complaint, but route them into a treatment court to try to help them get help. >> they have a option take treatment or face charges? >> correct. essentially. we of course encourage treatment because that is what these folks need. >> absolutely, absolutely. san francisco is known for being forfront of criminal justice reform with initiatives such as community justice center and restoreative justice, how do you plan to build on the efforts and push for
11:33 am
aggressive policies insuring we have a fair system that holds people accountable? >> i have been clear accountability comes in many different forms. historically, da office used one form and that is incarceration. the way i functioned as a prosecutor over the years is make sure we are finding the appropriate form of accountability for each and every person for their specific circumstance, and so for some people it may be incarceration, others it is treatment and going through behavioral health to stabilize mental health issue. some it is say ing we toopt see you get a job so we require that you go through a trade program so you can get a skill that allows you to take care of yourself in a different way. for me it is investing in those opportunities which requires us to be partnering with community based organizations to identify what programs we can send people to, but i'm very much invested in seeing our collaborative courts, which is
11:34 am
what community justice center, drug court, young adult court seeing those courts thrive and encouraging the lawyers to explore those opportunities. >> right. what role do you think the da office can play addressing the issue of police misconduct and promoting accountability? >> our job is to prosecute police officers when they commit such misconduct and use excessive force in a way that is illegal so we'll continue to maintain that is our job and our position. we prosecute all crime in san francisco, it is not about what your statue is, what your position is or what office you hold. the law will always be our standard. we can't treat differently where they come from, whether they wear a uniform or not, our standard is the law. for me, as a black latino woman it is
11:35 am
issue very personal to me. we had a death in police custody in my family that i heard about my entire life. i'm raising two black children including a black son who you know, i will have to talk about these type of issues as he grows up. i was out raged long before george floyd. the list goes on and on, but as a prosecutor i have to maintain one standard and it is whether somebody according to the law has committed a crime and so that's what we always look at. >> absolutely. finally, what message do you have for the people of san francisco and what you hope to accomplish during your tenure? >> i want the people of san francisco to know i'm committed serving the function the da office was designed to serve which is make sure we promote public safety across san francisco. like i said, we have to have accountability in our city. what we see going on in our streets is the result of
11:36 am
people feeling as though there was none. they didn't fear even the police walking by as they were committing a crime because there was a belief that even if you arrest me, the da office isn't going to do anything that i'm afraid of experiencing, and so we want people to have a healthy fear of what a consequence will be, but i also want san francisco to know we are a da office that stands by the val aoos we have here in san francisco which is second chances, compassion, responsible alternative to incourseeration bought the end of the day accountability has to be what people said back on the street or community in a fashion where they can succeed. every time somebody cycles into the system we are thoughtful what the person needs to get back on their feet and not create another victim in the future. >> quite right. thank you. thank you so much for coming on the show. i really
11:37 am
appreciate the time you have given us today. >> thank you. >> that's it for this episode. we'll back for another shortly. for sfgovtv, i'm i used methamphetamine for 35 years. yes, 35 years. when i started using drugs, i think i was 15 years old. i went through a lot of traumatic experiences as a kid. the height of my addiction, i was homeless. i was isolated from my family. i felt like i didn't want to live anymore. at the height of my addiction, i was a mess. it was just ugly. i constantly would ask myself, like, how did i get here if this is all that i was meant to be living from, not day to day, but hour to hour. because it was an all day chase, i knew that i was not living the
11:38 am
life that i wanted to live, but i didn't know how to get back on track. my life was was chaos. i decided to enter recovery to make sure that my son had a good life and had a chance. i was inspired to quit using when i found out i was going to be a father. we were just like, if we're going to have this kid and she's going to be with us, then we need to take the help right now. i wanted to quit because i didn't want to die. i was alone on my 50th birthday in a hotel, and i just caught a reflection of myself in the mirror, and it was like my wake up. i was like, girl, this is not cute anymore. every day that i use was a form of suicide. i just didn't die. i'm tired of committing suicide. i love my life. buprenorphine. it gave me the time and space to take life one step at a time.
11:39 am
methadone gave me my recovery. it gave me my life back. my advice for anybody that would want to stop using opioids is that you can do it. recovery is possible if you let help help you. it's never too late to recover from addiction. we are living proof that [music] >> really special, because of the rich history of service and that service is rooted in resident centered care. addressing the needs of the whole person. it served generations of people probably in some pretty dire times of need. for more then 150 years, laguna honda has sort of woven itself into san francisco's history. when we heard that laguna honda didn't regain our certification, our
11:40 am
hearts sank. >> in april 2022, the center for medicare and medicaid, cms, took away laguna honda participation in its program, which is extremely devastating. participation in the cms program is the way laguna honda is funded and able to keep its doors open. laguna honda takes that very seriously and we report incidents appropriately, and cms and [indiscernible] come out to review those facility reported incidents. what happens during that is enforcement cycle begins and the cycle is only 6 months, so any time there is a deficiency noted you have to train all your staff and the expectation is you get 100 percent of staff with training and the entire time the clock is ticking, there is no pause on the clock.
11:41 am
>> our office legal strategy to figure out that we could through the federal government and the actual lawsuit itself, was a important part in allowing the facilities to not transfer any resident out of the facility and also to buy additional time and funding for another year to allow the facility to do all the important changes that are necessary to resociety in medicare and medicaid. the settlement agreement didn't just expend the funding and the pause on transfers, it also set out fairly stringent requirements for improvements that laguna honda had to do. cms and cdph survey the survey which means they inspect the facility. any sort of interpretation and advice around the surveys, around inturperateing the laws and regulations that applied to the facility,
11:42 am
we were all-- >> after each survey we had, we identified gaps in knowledge that needed to be closed before our next monitoring survey. the turn around was pretty intense, but we had to do it because of the timeline with the recertification, and we had 1300 staff on average go through different modules. everyone has a role in this building to help contribute to the best care of our residents. kitchen staff, security, people who are not traditionally thought of in skilled facilities who are a huge support to all the clinical care and it was really exciting to watch the whole community come together. >> the relationships with our federal and state partners, the center and medicare and medicaid service and
11:43 am
department of public health, so important. the open lines of communication we had with them from the very beginning is going to serve laguna honda very well in the long-term success. >> congratulations to teams from department of public health and city attorney office for leading the fight to save laguna honda hospital. >> together you helped secure the future of a critical piece of our healthcare safety net. >> we celebrate front line staff and union partners mptd >> we are in ah of your and responding to a challenging situation can such grace, compassion and tenacity. >> gratitude to residents and their loved ones throughout recertification. >> the future is bright for laguna honda hospital. >> congratulations!
11:44 am
11:45 am
[music] so, can you tell us what it was like for you during your first encounter with the san francisco fire department? >> yep. it was super cool! i got to learn about the dry standing pipe correction. it is actually called, dry sand piper just stand pipe. tomato. you know. yea. >> so, what is coming up next for what is that for? >> oh , firefighter backsterinvited mow to a fire station to see the cool stuff firefighters use to put out fires. you have seen the had doors open like a space ship from out of nowhere. i close my eye its is like i'm there right now!
11:46 am
wow! whoa. watch out, man. what is that for? >> what is this? these are fire engines they might look alike they are both red. white top and red lights on top. this is a new 2021 fire engine and this is an older 2014 fire engine. if you can't tell, this one is shorter and narrower than our older fire engines. they have cool things like recessed lights. roll up doors. 360 degree cam ares and more that is important as the city is moving toward slower and safer streets adding parklets and bulb outs and bike lanes we need to decrease our footprint to keep us and the community safer on
11:47 am
emergency scenes. >> what's back there? >> when is not guilty fire engine. great question. i want to see, sure. >> let's go back and look at the equipment and the fire pump on the fire engine. >> this is a fire pump. it is cool all the colors and all that. this fire pump and this engine holds 500 gallons of water that is a lot. >> a lot of water. >> it is push out 1500 gallons a minute of water. we can lose our 500 gammons quickly. why we use hoses like this to connect to a fire hydrant and that gives us unlimited amount of water to help put a fire out temperature is important we have enough fire engine in san francisco to put fires out. so we can reduce the injuries and minimize loss of life and minimize property damage. [music]
11:48 am
>> mr. will. mr. will. will! >> oh. daydreaming. thanks, everybody for watching! bye! [music] >> shared spaces have transformed san francisco's adjacent sidewalks, local business communities are more resilient and their neighborhood centers are more vibrant and mildly. sidewalks and parking lanes can be used for outdoor seating, dining, merchandising, and other community activities. we're counting on operators of shared spaces to ensure their sites are safe and accessible
11:49 am
for all. people with disabilities enjoy all types of spaces. please provide at least 8 feet of open uninterrupted sidewalk so everyone can get through. sidewalk diverter let those who have low vision navigate through dining and other activity areas on the sidewalk. these devices are rectangular planters or boxes that are placed on the sidewalk at the ends of each shared space and need to be at least 12 inches wide and 24 inches long and 30 inches tall. they can be on wheels to make it easy to bring in and out at the start and the end of each day. but during business hours, they should be stationary and secure. please provide at least one wheelchair accessible dining table in your shared space so the disability people can patronize your business. to ensure that wheelchair users can
11:50 am
get to the wheelchair accessible area in the park area, provide an adequate ramp or parklet ramps are even with the curb. nobody wants to trip or get stuck. cable covers or cable ramps can create tripping hazards and difficulties for wheelchair users so they are not permitted on sidewalks. instead, electrical cables should run overhead at least ten feet above sidewalk. these updates to the shared spaces program will help to ensure safety and accessibility for everyone, so that we can all enjoy these public spaces. more information is available at sf.govt/shared spaces.
11:51 am
>> in the bay area as a whole, thinking about environmental sustainability. we have been a leader in the country across industries in terms of what you can do and we have a learn approach. that is what allows us to be successful. >> what's wonderful is you have so many people who come here and they are what i call policy innovators and whether it's banning plastic bags, recycling, composting, all the different things that we can do to improve the environment. we really champion. we are at recycle central, a large recycle fail on san francisco pier 96. every day the neighborhood
11:52 am
trucks that pick up recycling from the blue bins bring 50 # o tons of bottles, cans and paper here to this facility and unload it. and inside recology, san francisco's recycling company, they sort that into aluminum cans, glass cans, and different type of plastic. san francisco is making efforts to send less materials to the landfill and give more materials for recycling. other cities are observing this and are envious of san francisco's robust recycling program. it is good for the environment. but there is a lot of low quality plastics and junk plastics and candy wrappers and is difficult to recycle that. it is low quality material. in most cities that goes to
11:53 am
landfill. >> looking at the plastics industry, the oil industry is the main producer of blastics. and as we have been trying to phase out fossil fuels and the transfer stream, this is the fossil fuels and that plastic isn't recycled and goes into the waste stream and the landfill and unfortunately in the ocean. with the stairry step there will be more plastic in the ocean than fish. >> we can recycle again and again and again. but plastic, maybe you can recycle it once, maybe. and that, even that process it downgrades into a lower quality material. >> it is cheaper for the oil industry to create new plastics and so they have been producing more and more plastics so with our ab793, we have a bill that really has a goal of getting our beverage bottles to be made of
11:54 am
more recycled content so by the time 2030 rolls around t recycle content in a coke bottle, pepsi bottle, water bottle, will be up to 50% which is higher thatten the percentage in the european union and the highest percentage in the world. and that way you can actually feel confident that what you're drinking will actually become recycled. now, our recommendation is don't use to plastic bottle to begin w but if you do, they are committing to 50% recycled content. >> the test thing we can do is vote with our consumer dollars when we're shopping. if you can die something with no packaging and find loose fruits and vegetables, that is the best. find in packaging and glass, metal and pap rer all easily recycled. we don't want plastic. we want less plastic. awe what you we do locally is we
11:55 am
have the program to think disposable and work one on one to provide technical assistance to swap out the disposable food service to reusables and we have funding available to support businesses to do that so that is a way to get them off there. and i believe now is the time we will see a lot of the solutions come on the market and come on the scene. >> and is really logistics company and what we offer to restaurants is reasonable containers that they can order just like they would so we came from about a pain point that a lot of customers feel which wills a lot of waste with takeout and deliver, even transitioning from styrofoam to plastic, it is still wasteful. and to dream about reusing this one to be re-implemented and
11:56 am
cost delivery and food takeout. we didn't have throwaway culture always. most people used to get delivered to people's homes and then the empty milk containers were put back out when fresh milk came. customers are so excited that we have this available in our restaurant and came back and asked and were so excited about it and rolled it out as customers gain awareness understanding what it is and how it works and how they can integrate it into their life. >> and they have always done it and usually that is a way of being sustainable and long-term change to what makes good financial sense especially as
11:57 am
there are shipping issues and material issues and we see that will potentially be a way that we can save money as well. and so i think making that case to other restaurateurs will really help people adopt this. >> one restaurant we converted 2,000 packages and the impact and impact they have in the community with one switch. and we have been really encouraged to see more and more restaurants cooperate this. we are big fans of what re-ecology does in terms of adopting new systems and understanding why the current system is broken. when people come to the facility, they are shocked by how much waste they see and the
11:58 am
volume of the operations and how much technology we have dedicated to sort correctly and we led 25 tours and for students to reach about 1100 students. and they wanted to make change and this is sorting in the waste stream they do every single day and they can take ownership of and make a difference with. >> an i feel very, very fortunate that i get to represent san francisco in the legislature and allows me to push the envelope and it is because of the people the city attracts and is because of the eco system of policy thinking that goes on in san f that we are constantly seeing san francisco leading the way.
11:59 am
>> kids know there's a lot of environmental issues that they are facing. and that they will be impacted by the impact of climate change. they will have the opportunity to be in charge and make change and make the decisions in the future. >> we are re-inventing the way the planet does garbage founded in the environmental ethic and hunger to send less to landfills. this is so many wonderful things happening in san francisco. i feel very fortunate and very humble to live here and to be part of this wonderful place.
12:00 pm
news hybrid in-person and virtual meeting the san francisco entertainment commission my name has been blame and on the commission president. >> we'll start with announcements we would like to start the meeting with the land acknowledge ment we the san francisco entertainment commission acknowledge that we are on the unceded ancestral homeland of the dramatist jelani who are the original inhabitants of the san francisco peninsula as the indigenous stewards of this land and in accordance with their traditions
