10:10 pm
and possible we have a hard stop at 1:15. we should have time a lot of meat in both presentations. >> good morning commissioners and staff. a pleasure to be back. today we are i will be (ing phase 2 of terminal c4 c component. we met in july where we showed you the conceptual design for the exterior of building. since we have been working heard developing behind the scenes detail to make the design that we shared 6 months ago. possible. there is not a lot of
10:11 pm
differences in the design there are a few in rein finements mostly what we want to share is our exterior finishes i have them in person and spend time walking you through the strategic and what the finishes are. >> we have 20 minutesil being consiechls part one and two we'll do a quick review over context in our design strategic this is we shared previously. these will be familiar looking diagram. we will go through fast and part throw the design development i talked about. so before we jump in the presentation we acknowledge the take aways from the left time. for us the first and primary one was our team was happy to hear livesave favorable rowelling of the over all direction of our project in terms of exterior design and aline am to the context of the san francisco airport.
10:12 pm
we are happy to hear those remarks and develop the project in this direction. second commissioner carney you mentioned to take a look at the northern fence we had previously shown a smaller in the northern facade and the short answer is we look the at the consulted the lighting consultant and the aline am of the operation hours of office in the morning and the depth of fence is sufficient. there should not be glare issues we want to acknowledge that. and then lastly told to select materials in a fashion that would compliment and push the design this we showed you forward and keep aline am with the context of the airport as well. we will walk you through that. and then quick refresher on context. though -- starting the big picture we had the over all
10:13 pm
arial of the airport. we are located our site at the end of the terminus 3. the courtyard with the international diane feinstein terminal. you will see here on the right the central terminal and the adjacent shoulder build to the left where they inner sect this is the site it is dynamic. . when we look closer at the local context, we consider is basically the entire experience of terminal throw we put the finished c3c buildoth right and c4 c project today, really book ends. these two massings book end the terminal. and i mentioned in the beginning we are part of the term until throw modernization had is a compossibly of that.
10:14 pm
one way to describe is to look at it compared to c throw c. you see that they are reasonably similar in scale. they are about the same size. 3 is a little bigger. difference is the shape of the massings 4 is a clean cube hits the ground if you drive through the passengers drop off you experience it. 4c is lifted above the podium and distinguished by 5 side shape of the reason is the result of the site intersection of the two terminals as well as the desire of the airports to max the 4.4 flex ability and future use they can adopt the floor plate to the whatever program they can get. so when we flip over to the air side this is where the airplanes
10:15 pm
air fuelled is it is clear the relationship of the podium the two levels the long windows are passenger program where people are connecting. we integrated that part of the building when we did is we essential low had to build in front of the existing shoulder building behind that. so to keep it as simple as possible. we telegraphed the architectural expression forward you are seeing the language coming forward. and then decided to distinguish the upper volume as a tower with a clear l it a bit of a levitation and grace above that podium. you can clearly see the 5 side massing and interaction the site this . is a reminder for us and the commission this we acknowledge that 4c is per of larger throw modern wragz project and we have made every
10:16 pm
effort to relate and compliment the language tht term until throw team who presented to you, want to feel we are pat of this project not dpfrnlt as well as we recognize the term until as a whole is part of the hierarchy of the camp us it may have its own identity it ms. rep to the other terminals and we want to make sure that the international terminal is the crown jewel of the airport and don't compete with that. so moving on part 2 the design strategy. from the beginning it has been clear to i think every stake holer including ourselves this project should be a background building not scroll or steal attention. i than the massing is big. it imis incumbent to make surety design is simple and minimal and try to receipts the background.
10:17 pm
our choice has been to like i talked about the podium is not change the new language about adopt a language had is there and the tower use minimal detailing refined detailing. reduce the amount of joints and really create a vertical rhythm this plays to the airport language. we talk about materiality later, we want to make this building as best as possible demillionaireizeddemillionaire ize dematerialized so you get a reflection of clouds as the weather changes throughout the day the building becomes part of that scene, right? so when we did is designed a system had i will show you in a bit this really is a system that can adopt itself to the different orbientations of the mass. if we look at the eastern
10:18 pm
elevations with the rising sun in the morning we create a vertical system that protects against the sun. in the south facade where we don't need vertical protection we introduce more opaque panels to help create protect against the sun throughout the day. and in the north where we have the tune because of not a lot of solar exposure we leave it open and clean. offering big panoramic views of the air field. with wha that translates to is a diagram. i will show this more in rendering how each system responds you see if you pay attention to the southeast we have 18 inch deep fence angled 45 degrees that is the opt map for this system. and then at the north it becomes a small are three inch fin. west a perpendicular 12 inch. same system just adopt to consider the conscience of each
10:19 pm
orientation. and i will not go in details but we are all aware of how the differents conscience of sun affect throughout the day this . is i simplified version of the diagram. and becomes this -- grain of vertical rhythms whether they are vertical or just flat panel they have a directionality that aline to the movement of the orientation of the shoulder we are building adjacent to and give this is levitating tower a feeling of shift and movement and dynamism. here is a diagram each uses the the 2 system of vertical and flat metal panel to adopt itself to the different requirements of the solar exposure and angle throughout the day. here, you notice if we look at the west and south facades,
10:20 pm
these other two that have a bit of a different development since we last met. the other once are similar. may be they change the depth of the fin they are similar. and i will hint the south we simplified we have an ab rhythm ofy metal glass module i will talk about the detailing of the metal panel. the west we kept the same fence system but metal panel i will talk about as well. now to the last apartment before we get to the element i want to share ann mated walk through to give you the sense of context of the building before i get in the details. this takes to to the passenger
10:21 pm
journey of machine in the care pick up or drop off. we began with 3c throw in the right and have here the terminal 3 design of our fellow colleagues that are working in the development of this approaching the air station bridge in the middle. you see c4c. but in reality this building will be the most visible once we get past the bridgeful here you see 4c in rep to terminal throw west on the right side. you notice that air train track passing close and adjacent to the level 4 review and the international term until in the background in the distance. as we get past this airport journey and he about to exist the aaron if you did this is where you might see and if you on the first air train station you see this from a distance. now we will take it from the air
10:22 pm
train loop. when you turn corn teris facing at you. and this corner the building you see is the triangular in plan. and as we approach it the air train tracks move upright to the line to the data after level 4 review. it is a nice experience passing through the level. >> and we doll a quick 360 you see and appreciate the orientations. so the north fasat with 3 inch is clear and open. the eastern facades have the fin system this is 12 inch perpendicular to the glass. southeast is 45 degrees to the glass. here is a new south facade a b
10:23 pm
rhythm. flat 5 foot panel. and our west facade which is different from the left time we met. we look at the frequent if the air field. i have a quick one i apologize it is 20 seconds. showing the experience of the air train in the opposite direction and wa we want to focus here the materiality glass and metal silver panel. you see as it is chop etch as you move throughout the building want slightly metal finish will boujs the light of the sun dramatically. this emphasizes that connection to the environment.
10:24 pm
>> go back to the adobe. yea. the development of the land side first. we talked about the diagram of the massing having an expression that really continued the data of the terminal on the bottom and c4c allow to be district. when we looked at materials and i have samples here that are going to be hard to appreciate. but -- keep wanted take a simple approach. we said what if we adopt the same and create two tonnes 1 for upper and one for the lower portion. and our job was made easy by the fact we have context to responded to. so starting on the land side the development of the fin
10:25 pm
system where the number two is of thet throw current design today, this is the same system we decided to carry over as a texture and ithim up to the tower. when we could have done is taken the same light metal finish we decided we wanted a contrast and in the create an overly monotonous environment where the tower is the same system and color as the fascia of the fence. when we end up with a two tone system of mead yawp silver finish at the top and a lighter gray but close to white at the bottom when we turn it over to the air field is makes felonies the existing shoulder building we telegraphed forward you see a section of the new level one and 2 and low over the existing building. that is also a light bright white tone that is mat is makes
10:26 pm
sense on the land and air side. that decision was almost made for us by the context of the site. and these slides highlight component and it is thing i want to mention the level 4 where the c label is clear glasing to distinguish that supervision from the podium and the tower. you can imagine this might be a lounge for an airline and when it is get to the evening dusk time as it lights up it can create a dramatic po villion affect creating a separation in the building. other thing in this slide is that our penthouse which is visible from this angle, use the same metal same exact material and finish as the rest of the penthouse in 3 to unify and reduce the aim of languages and
10:27 pm
colors. and as we can i get a time check. >> 4 minutes >> perfect. as we get closer this is -- you know if youor air train you can look at detailing of the fence this is the 18 inch at an angle. you know i talked about crediting the two system that while they are furthermoring different it credit a unified expression. when we are doingeen though we have on the south facade on the left a flat panel we introduced a review i will show you you can see it in the next slide. a review that creates a striation on the metal panel similar in scale and rhythm of the felonies. as you go around the building have you different expression its feels unify in the rhythm and verticality. you notice at the top and the bottom well is a cap a horizontal cap. on the detail on the right where
10:28 pm
the e is you see what cap and at the airport you know this is an example of the details to consider. the airport well is a consideration for birds nesting in horizontal surface we turnd that 30 degrees to prevent birds from roosting this am appear on the south facade. this is the section showing you how all of this is encapsulated at the top and bottom. you is see that the glazing system the facade bottoms the parapit it is part of the building expression. here is the south facade on the right. you will see how this 5 foot metal panel is broken in thirds and a third is that angled recess. it will create a nice shadow line. with the finished material. it will have a really nice metallic silver will have a nice
10:29 pm
bouncing of light and that is the mechanism that creates verticality for this facade. you can see in this elevation that more cleanly. one other thing on note the rigor we put in try to minimize horizontal jointses the only two joints expressed on vertical are the floor when there is look at the roof or at the ceiling line of a floor. we were encouraged to put this joint for simplicity but pushed take advantage of the over sized panels to dematerialize and just have a refined language and avoid the joints where possible in the glass we use [inaudible] rather than breaking up glass that has a nice vertical reading and there is less interruptions to reflections from different
10:30 pm
angles. and i want it talk about the west facade it is different than last time. we introduce metal panel. you notice there is a pat sxern it becomes solid toward the center. reason is our core is off set in this direction. a lot of the rooms mechanical spares all that stuff is adjacent to this if sad well is in need for vision glass. we want to work with this metal panel system because weer close to the joining of building. there are fire code considerations how much glazing we are allowed this checks both of the lists well. this is just set rendzerring the south facade might be to show you have 5 feet soland i had 5 feet open of is comfortable environment that allows connection to the exterior and this is creating protection to the in the tenants from getting
10:31 pm
beat up with sun throughout the day. you see if you look to the left of this on the you will see the moment where it becomes solid. to the fence system the system well on the left side of the glasing is more open. i will pull my cursor into it. and on the air side really apparent that podium again we telegraphed this material. and then the air side is a bit more open. this is just a section of podium showing the same metal panel system that exist in the back. when it is punch window this is is where all the passengerses are connect width two term untils passing through. and at the top portion whether a lounge or office they will have really clear view opportunity. and you see what that conceptual interior may look like temperature is nice panoramic
10:32 pm
views the air field and san bruno hills and i will leave it to wrap up. thank you. >> thank you. appreciate that. excellent presentation. we00 eye would like it call for commissioner discussion and comments i remind everyone to be thoughtful but concise in your comments. and -- also to speak your name before you make your comments who would like to start? >> okay. commissioner commissioner. >> thank you. for the present and thank you for being thorough i had questions about the west facade and the lack of glasing there. so can we and you brought materials. yes. get a chance to show these.
10:33 pm
>> we need to seat materials this is an exterior sample of the glass on the tower. which might be similar glass at the podium where we don't have a sample is the level 4. that is a low iron glass that will be almost transparent. and then these two metal samples here the top one here -- is happen the bottom. they are slipped what the bottom podium may electric like it is close to white. and the finish on the tower which we are using for the metal trims in the multiple finance. is this slightly -- hard to see but slightly warm not cold silv and has a bit of a sheen. so this will give the affect i talked about in animations the sun hitting from different angles will cause the reflection to be light and dark.
10:34 pm
it will be dynamic and reflect a bit of the sky. >> if i may interrupt, is that something we can pass or should i invite the commissioners to can in down >> come down. it is quite heavy because of the glass sample. as we go through this i invite commissioner fist than i want to go down and take a look we will continue with the comments as that goes on. i love the beams the structural beams and glazing so symmetrical, gorgeous and i like the massing of c23e. >> [inaudible]. but it is very symmetrical and pleasing. thank you. >> thank you. >> commissioner kearney. >> thank you for all the
10:35 pm
rendzerring andan mission than i are well done and helpful. and i think this project coming long amplifies nicely and follow when is we proved before i'm ready to move it forward. so the following reasons. first, i think this the 5 sided building is much more appropriate than the 4 side and is a better transition with the two terminals. i liked blendses well with term until throw and the international term until it is a transition between the 2 terminals. the fins add texture and depth and create interesting facades and i like how they vary from elevation to elevation. and i appreciate the hierarchy as they wrap around the building and project different at each elevation. the set become on level 4 that you call the reveal i think that helps the build and
10:36 pm
appreciate that the glass is trans parent on this floor. it adds more interest and helps separate the tower from the lower curve public functions from the upper more private and operational functions. you will of that worked well. and i appreciate the long cantilever projectionos air side and southeast side. i think that really i like the way it throws the building off from the symmetry and projection is extra long on the two sides. the curtain wall in the drawings and choice in transparency levels from clear to oshg pang are well thought out. and adds interest from the inside too as the glazing varyos different walls when you look out. on page 25 if you go to that. you have an interesting detailed d the large trawling in the upper right hand appreciate the angled portion
10:37 pm
next to the flat opaque foergz will add interests on the air train it creates an entering shadow at the top. most will not notice but this is elegant detail. and the west facade change is fine. and makes perfect sense. thank you very much. >> thank you for your comments. >> okay. just a few comments. first thank you, the presentation is really helpful and you have done a beautiful job, i applaud your solution of the 5 sided building. you know you are tricky with how you fit together that you have to do you have come up with a very well thought out and
10:38 pm
elegant solution. the -- i'm curious on the south side when in the winter when the sun is lower, are you going -- how do you deal with the glare then? >> one thing i did in the mention, you know its -- you have to create a solid box to not have zero affect from the sun. having said this, there are going to be moments throughout the day in different seasons when you have to give extra protection. so one thing i did in the talk about is as a backup we will have pocket shades from the sealing and our recommendation to sfo would be to automatic the pocket shades with -- talking about color. making sure when they come down they are not a brat color this is contrasting but this they come down the same time on all levels you don't have this missing tooth affect that is the way we will offer the extra
10:39 pm
protection. maeb might be a two lay are system if a glare consideration it is like a lighter translucent, if you want to protect more it is a blackout shade that come down with the sun is hitting. >> thank you that was my own question. i agree with all of commissioner kearney's comments and i congratulate you on an elegant and well thought out design. >> thank you. and if we have no other comments. then i will call for public comment then. >> call for you a motion? >> >> can i have a motion to approve sfo terminal 3 west modernization courtyard for connector c4c phase 2 review. >> commissioner kearney
10:40 pm
>> of the second. now public comment. >> yes. >> for those joining person proceed to the comment podium and fill out the comment information card. we are on item three. is there anyone withhold like to comment on the concern agenda item? no requests public comment is now closed. i will ask the final motion all in favor say, aye. >> aye. >> opposed? and the resolution passes unanimously. thank you. >> congratulations. >> well done.
10:41 pm
>> i'm calling item number 4. sfo westfield campus conceptual review and what i'd like to propose here this is very complex special you have a lot of material to cover, is that -- go through your presentation. i have asked to please remind each part of the presentation within 5 minutes of time to help you keep on track there are many different parts and parties to it. and then also i ask the commissioners to hold all their comments until end of all the presentations and then we will ask to you come up. that is the most expediting way >> thank you. >> good morning commissioners. i'm a project manager with san francisco international airport. joining me are the will you evera johnson from gail studio.
10:42 pm
[inaudible] jay wilon and george waters. we are introducing 3 projects. in the westfield area. which is located north of the main terminals. about a year ago the airport selected throw design teams to deliver the projects using the progressist design build delivery prop to foster greater collaboration and innovation. the selected teams are -- the austin web court. for aestfield garage. [inaudible] for [inaudible]. phase one. and [inaudible] for cargo building sen 27 phase one maintenance facility for ground services equipful owner the pedestrian year, the teams have been diligent low analyzing the airport's needs and priorities.
10:43 pm
as the heart of sfo's strategic goal system a focus on people and planet. and you will see that the projects reflect this commitment. than i are expect today achieve completion in late 2027. marking the first phase for a long-term vision. to provide context. we will like to offer an over view of a reimagined westfield campus concement. in collaboration with gail stewedo the airports developing a program strategy for the westfield area. the public space are not fund in the the capitol plan and materialize part of the future phase projects we want to be thoughtful about the in between spaces now to take an intentional approach to help planning these and other projects in the westfield. we are adopting a holistic
10:44 pm
approach to enrichment. our intention and goal is on to make sure there is -- visibility and accessibility to public art across the westfield. rather than treating every building as a stand alone project. this strategy may involve preserving a portion of the budget for the future phase of westfield development. with this i would like it hand it over to offer an introduction to the westfield campus. >> hi i'm laura johnson director at gail stewedo a global urban design firm this has taken a holistic look at this campus and we don't want to leave the in between spaces for last we are starting with this
10:45 pm
urban framework. to orient you first. westfield campus is in the red out line. this map is looking east so north is to the left. so think burglar where this is in context westfield is a support campus. to the terminals that is directly north. between the rental car center and the back of term until 3. dig nothing more at this time soit we have i combination of cargo facilities office facility this is support backbone to the campus itself. and where you are looking at mou is westfield road. east. toward the air field. and turning around here now you are looking west toward the air train station at westfield the station is -- right before the rental car center. to orient you of where we are.
10:46 pm
you see already here from that arial that the roads are large the level of infrastructure here can be a bit overwhelming. between the cargo traffic, the width of the road. the decreased number of crossings than we would see in a typical campus environment. you have airplanes going over head and freeway noise. it be an overwhelming sensory environment. we have a great opportunity but a challenge here. to create a place that feels more human scaled and pedestrian oriented. looking at that campus site plan. north is to the left the terminals are to the south to the right. the three phase one projects you will hear in a moment are 677
10:47 pm
garage building will support office and cargo functions in the surrounding building. and the 626 cargo building across westfield road. sen 20 cargo building on mc donald rod and the ground service air field support operations build suggest sen 42 to orient you. this is phase one. where these throw individual buildings will be developed. but what we know suspect that actually in the future, that over all campus in the next 10 years is going to be both shrinking in land area and denseifiying in program. we are not thinking about phase one but we are thinking about the long-term development of the area. and how we can accommodate additional cargo users, office employees, airline employees and potentially hotel and office
10:48 pm
desks at the new 675 parcel adjacent to the air train station. a mix of users. going back to the challenges and opportunity this we see on site. as i mentioned it be can an overwhelming environment. and so we want to focus on both pedestrian safety and comfort. with relationship to the conflicts with cargo trucks and pedestrians. finding may be a better way to provide comfortable, sheltered out door space, food options to bring people together more often. and all the while navigating the fact this will be an active construction site for next 10 years, well is throw minutes of 10 remaining >> and so we developed a design vision for the campus. that will focus on the over arching goals to create a moss aviation support campus setting
10:49 pm
a standards for employee experience prescriptional efficiency and sustain ability. and makeing public realm service connective tissue between the buildings to link the functions and inspiring the environment. some of the key cop ponents of those visions first is the public realm as the connective campus tissue. this silent place where a diversity of use and building functions meet. break, social connection. second is that that vibrant public realm supports equity through design all employees regardless of position or status have the same amenities. the third is about public realm. to create a camp that yous attracts and retains cargo office and hotel operators to deprive economic value for the campus. the fourth pillar is to folk us on the campus experience through
10:50 pm
a layered importance this celebrates working at the airport. the fifth the building to become a back drop for that public realm they are high low functional and provide the human scale interface and the create clear ledgeability through movement pattern, way finding and materiality at a campus scale. and each of the campus elements in together in a layered campus experience this we think in a similar way to the terminal experience you have the operational core the highly functional support buildings. you have the public realm like the terminals that serve as this public meeting place and connective tissue. and you have the inner face with the two to provide carefully crafted glimpses with the air field and the prescriptions and this public realm.
10:51 pm
and finally spatializing. some of those strategics. we see a camp that yous has essential heart this will serve as a primary meeting space for employees, for visitors and guests. a series of connected green ways provide safe pass for movement between buildings and moments to enjoy the out doors. a series of complete streets that support pedestrian safety and comfort. a series of arrival moments that create a sense of arrival if the air train stations and the rentsal car center and to that heart of campus. which we think could be key for public art integration and finally active building edges to enliven the public realm and enhumans the employee experience. so these three phase one buildings will create the backbone of the camp us and i

will pass is over to lieu hol speak to the first one the 670 garage building. >> thank you. >> thanks laura. good morning. i'm liz, i'm representing the austin web core [inaudible] and [inaudible] join ventures. and i'm here to present the concept design for the garage two project. our team asked how this garage can be designed to enhandles the sfo employee experience. how can it be more then and there a garage and elevate the every day. the garage in blue is situated between sfo terminals and

long-term parking close to the air trains westfield stop. inspect new cargo building 626 across westfield road. air field buildings the air train and highway 101 and close to building 674. the garage is the piece of the puzzle that will be put in place first. before the completion of the campuses full built out vision. so we have worked closely with gail and city id to develop the garage project and aline it with their campus vision goals. the project aims to belong to large are campus of structures and establish a cohesive campus identity through building and public space formation.

>> our project goals torbe good neighbor really. respecting the massing and scale of buildings. orchestrate pedestrian and vehicular flows to mechanic myself safety. support place making at the heart of the campus. focus on the needs of users. and prioritize building performance to reduce carbon. the garage at the highest level is 8 stories in has 1100 parking stalless. it is 410,000 square feet on ramp configuration. includes 110ev spaces with the capacity to double this in the future. and 21 parking stalls. designed for flexibility to accommodate large are trucks and to support future amenities to activate the ground level. the building inventory shows
10:55 pm
this is a working catch us at the air field and you know the environmental conscience are challenging. the garage is part of a campus 96 us and the flow informed how -- to separate pedestrian and vehicular path of travel which in attorney informs the design team how to locate and best to locate the circulation cores and access points. our approach is to create a contextual building sets the stage for the campus future spatial reate a well defined courtyard stepping back the garage and align it can the height of adjacent buildings.
10:56 pm
several press dents inspired the look and feel. illustrate how a garage project can scale its surrounding public space. the movement for the garage informs design decisions that prove way finding, articulating the structure expressing the floor plates and the circulation can show case its use. we developed two designs. from mass being scheme that brings definition to the heart of the campus. the options were develop in the response at this time stake holder feedback and a consensus to enhance a central catch us and employee experience. working with gail and city id address acsocial securitiable. foster equity. a layered experience and developed this building as a a now vital public realm.

the strategy here is to use the facade element to highlight the pedestrian core and the vehicle lawyerent row. at the elevated volume it flanks the central wer westfield is lifts to emphasize the vehicular. went courtyard reflects height of the office building. a lining to it at the lower scomplft drawing up to capture the core and emphasizing that circulation. of sfo has a campus palette that timeless the westfield project vs an opportunity to enhance it. the 3 design teams working close low to develop a palette this unifies the campus. the garage concrete structure is honest. metal and glass support this framing, draping and screening. color miplay a role as well.

to conclude sfo's commitment to delivering an airport experience people and our planet come first is foundational to our collective approach. being in flexible were center spaces to capture views from the air field spanning all the way to the san bruno hills can enhance interaction and of course we are designing for resiliency carbon reduction. garage structure and configuration and water conversation. all support the large are campus energy and water goals. on this note i thank you and we look forward to economic back with more plans in phase one i will pass it now to jay who will present cargo building 626. >> thank you. hello i'm an architect and hpa --

[inaudible]. team. we are a big team. we are doing something newer working with us and the sen 20 team to establish a new standard for cargo at westfield where the employee and experience and function of the building have equal weight. you will see this slide again. to clarify we other build nothing blue. directly across from the garage and office building south of westfield road with direct access to the air field which important for an air cargo building. zoom nothing a clarity. we are waited between two other cargo buildings east and the west. this is 632 and 612. again south of westfield road. laura was talking about campus

design we have an important part to play as a southern elevation to whenp as a campu to create areas for res spi the machine that is -- the -- back of house operations at sfo. our project goals again we share the project goals 720. our project goals one to be adoptable, efficient and functional this needs to be ready to change and potential future use. it needs to the efficiency side. it needs to be move a lot of cargo through it. and functional. that guess without saying this is about processing. itments to be propable save and comfortable, easy to find entry. universal design we separated gone through work to separate the truck from pedestrian traffic to create safety and

comfort. and harmonious and timeless that fit in with the rest of the campus and continues to fit in as time marches on. i want to clarify, we are different from 720 we are a 2 story cargo building. movements on both floors and one baptist misleading here it is 270,000 square feet of total space. this is 2 huh human to 210 thbld square feet of cargo space and mezzanine office of 60000 including employee amenities. one other point i want to clarify here is we are doing design and construction for phase one. we are also doing design and programming for phase two. but this is in the part of the
11:04 pm
capital program at the airport. that we finished this at phase 2 that is true for us and the 720 team. talking a bit about the existing conditions. we have the office building campus acid registration building 624 to the north to -- we are also closely adjacent to the air train to the east is building sick 32 that is an existing cargo building new. and to the west is building sick 12 an older cargo building would be demoed part of phase 2 should that happen. other slight low less gnificant buildings because they have relatively near time demo plans is the 624. in the affordability of the plan 626 an older warehouse building. 620 which is a campus infrastructure building.
11:05 pm
622 an electrical building that will be demoed as part of this project. and 676 which is an office building that would be demoed part of the future plan for office hotel on that side. we are talking about phasing a bit that gives you a picture of this. phase one shown on the left. and full out phase 2 on the right. removes 612 and directly, jaysant to the existing air train. get nothing circulation and movement on the site. i mentioned moves was to create strong separation between truck traffic and period of times we moved the event rews on the east side and phase two the far west allows us opportunity for landscaping on both sides and creates the separation which we feel increases safety. a bit about the precedentses we have been looking at and
11:06 pm
considering. we are a long building 500 feet on the south side and 80 feet tall. top of the parapit. we have been studying precedence this one can emphasize verticality for i long building. and the bottom right corner for example, we're setting up the opportunity to bring in trance louisencey to reveal the machine on the inside and bringing daylight and the image on the right and on the upper left is an opportunity to looking how we may break down mapping and setting that thing. so in this massing one thing to understand that we are trying to put a lot of program nothing a small area and have strict e can expand. the volume set what we study ways of break down what massing and we -- have 4-5 studies we looked at. i will go through a couple we
11:07 pm
think have the most promisement first is a,1 we named the express entry. we're expressing the event rew different from the rest of the building mass. and provide natural way finding. here is a street levelful view of the potential miscellaneousing theents rew is expressd and the mass have an prop to it most option we exploring where wese is expressram. this is expressing the office program a potential accent to the learninger ware husband program this would be under it. this provides an obvious entry and another way. has the benefit of breaking down the mapping vertically a bit. and again, street level view. showing what would be an obvious entry and how it breaks down the

unprotected area. and with this i will turn it over to george waters to take you through 720 cargo building and maintenance building. thank you, commissioners. i'm georgen architect with woods [ with 626 and the 720 building we are look to redefine cargo at the airport. with a focus on people and planet as samuel e lining with sustainability within the the context of the over all airport campus. and the relationship within that over all campus. toward the left adjacent to the rental car center. this shows the two belling in
11:10 pm
their location as the northern end of the westfield campus. terminating west area drive and north mc donald road there. as all teams talked about we had a tremendous amount discussion and workshop with city [inaudible] how we can integrate connective catch us strategies into the program this shows 720 and 742 relationship creating an arrival moment. we identified the adjacent rental car center air train center on here as well as for the north entry and south entry of 720 phase one and two areas of respite tying in to the strategy around way finaling and pedestrian movement and the
11:11 pm
connectivity become it a campus green way. the project program similar tor626 a blended program cargo plus in this case in sen 20 we have cargo -- and office spitz. in the gc e building and have sen 42 maintenance operation. different from 626 we are a single story cargo building. we have 90,000 square feet of program with 26 facing north mc donald road. we have 28,000 square feet of multipen evertenant office space on the mezzanine and explore to incorporate amenities within that program. our cargo operations is a multitenant program. a bit different than the 626. flexibility is core to our
11:12 pm
building design. maintenance operations in the sen 42gse building we have 22,000 square feet of workshop space and 25 air side base and jay mentioned with 626 we are in scheme attic design and plan for example programming for the second phase but it is in the part of the improvement program. project goals as jay mentioned are -- shared between the cargo buildings and this is something and other compossiblies of design we are working through. flexible durable, propable safe and timeless. and with the real focus between the two projects being on flexibility as we have a lot more difference with multiple tenabilities of various size in cargo and office. this is a very hard working camp
11:13 pm
us and our end is more so. with this showing viewos west area and north mc donald and champions from a pedestrian per spektdive and the built environment here. similar to what jay touched on 626 there are buildings with that are in the existing context this will be demoed in phase one, left showing 750 or 730 or 710 would be replaced by phase two. this slide runs through what phasing situation with the left being the phase one with 742 and 720.1 the right side the full build out. this slide here has jay runllow
11:14 pm
with 626 we were looking how the vehicle lawyer and pedestrian circulation truck traffic would innerface with our project on the left side we are showing as much as possible we are trying to separate and -- divide those to simplify conflict. so00 autoyellow bold on the two ends of phase one are main public -- cores. with period of time access if air train or the public green way connecting back to those more public fadzphasing cores and the curb cuts and traffic interface down to accommodate more pedestrian accomodation there. on the right sides we seat full build out with phase two. again more public phasing course
11:15 pm
at the ends on north and south as well as one thing we were explore with city and gail is the opportunity to have a green space buffer zone. along north mc donald allowing for improved pedestrian circulation and supervision from the truck loading area and creating a buffer zone from truck loading your to the pedestrian walk way. precedence in inspiration we have been exploring ideas on the top left translucent materials. vows in the cargo prescriptions and having a lantern affect in the evening. top right show hag in both the gse and cargo and office buildings looking at not only vows but opportunity for day light to make sure it enhandless the employee experience. on the bottom left and bottom
11:16 pm
middle ideas around how green space and only plazas incorporated at buildingent rows. and also connect become tot connected green way go back to the heart of the westfield campus. the two options that were presenting here for sen 20 and 7 fro they are developments we have been wing on with sf oshg project team and drc. they will design, refine am before we narrow this down to a single scheme in the future. but this first option similar to when 626 was talking about we are looking at one that would have more definedent row to reenforce way finaling and provide as much clarity where office and cargo visitors would go and the street view showing arrival at intersection of west area and north mc donald rod you
11:17 pm
come off the air train acrossing from the rental car center with an idea around expressing those course at the north and south of the building. with a more gracious pedestrian plaza which would inerate green and connect to the learning are connected green way wight we were talking about. this next project which we were naming similarly to 626 expressed program here. creating a different map with the cargo building and office building. this facade is west facing. as we remooin fine tht sustain act impact through [inaudible] and possible mitigations will be something we will move into for detail with. this street view is showing the desire to express the durable base that will be at the cargo
11:18 pm
operations and highlight this more public bar of office program this would be on the mezzanine. with a strong presence for this element. with the -- gfe building. we are looking at two massing options that one in this case correcting the amenity and public -- program features along with the lob in that blue element that would be on the land side. irrelevant helping to signify and clarify way finding andent row and providing a moment where we could have planting at the event rews of circulation point. and the second massing option is creating a more uniform -- bar of program this would have a carve in at the event rew moment. and -- this would be one where you express the lob we the materials and canopy and it
11:19 pm
would carve in at that interfits with the public there. as all teams talking about we have been w to refine our materials. there is a build off of the subtle timeless and durable palette that exist at the airport we have glazing and insulated panels similar to 626 and the condition cree base that can be consistent throughout the project. we are looking at glass and calwall the lanern element to provide views or connection to lobys and the articulation that would be -- an accent on the west facade and public element there. sustainability is something this we know is core to sf 's mission and will be a driving
11:20 pm
part of this project. within our project for 626, we had on going work schops and discussions this will be only corporating takes into the building. and daylighting in cargo, maintenance and office space. preserving views to the hills and potential low out to the air field where we can and bay. the occurringo space would be naturally ventilated and w width airport to understand how to deliver that and enhancing employee experience on this front. we are identifying opportunities for protected roof decks accessible from cargo and office space. -- similar to something 626 is exploring. thank you very much. sorry a went a little over. i appreciate your time and love
11:21 pm
to discuss all the projects or answer questions. >> great. thank you. we appreciate all the presentations. and -- i like to to call for commissioner discussion and comments. and i ask to you say your name before you star your comments and -- commissioner? >> yea. >> i'm going to keep it general thank you for the presentations appreciate it. my big question was on the budget for the over all project which is somewhere around 187 million. well is traditional and nontraditional. and when the carve out for the two percent now on the application was energid at 2.7 million. if you dot method -- with the nontraditional total budget it was 8.6 and with the traditional
11:22 pm
it is is 6.9. does the multitiered question. hear me out. and who wants comments on this can. and i wanted to understand the phasing of it. because one thing that happened on treasure i lands lands a 50 million dollars art's master plan and as the development happened some of this build was not executed. so -- well was not an art's master plan done. you are master planing camp us and there will be an art fund? this is the associated with it i guess my multitier the question how are you assessing budget on this application? second is like if you were putting art work in commons you are doing the building in phases when are you going to build the commons? so this so the reason i ask is because what you built one
11:23 pm
building and you done get funding for the other or something changed and the art work going in the commons but they are not built? i'm look at less from the architectural than when we are focussed on here which is the public art. component. i than is a lot. thank you. >> good question. i don't have the math with me today. if i may perhaps we can work with paris to double -check the spreadsheet which we categoried the the conciliations and we can check on that. at the airport there is a not a [inaudible] calculation it is based on the total budget cost. there is hour it is calculates i don't want to misspeak trying to
11:24 pm
remember what i thought i remember on about the next phase of project. one project is on the capitol plan is the new administrative offices with the hotel. now it is not yet approved i don't think i will double check. regardless i my guess is that the -- the hart of when we have shown would be most sensible to include this project. and by preserving the art's dollar i think that is the providing the prime opportunity for art installations that is in the to say we not not have any art installations. we the teams briefd and -- met with amy and mary along the way to talk about when we are planning on the projects and what our strategies might be. so there might be opportunity
11:25 pm
where we would have identify locations within the current phases of projects to where we would what that would serving as canvass for art installation as well. >> my goal would be that the arts installation was equal to the development this is helping so not deferred down the road >> right >> thank you. >> yea >> yes if i can innerject in there. both commissioners have been on the commission for 12 years. we have seen and we saw the original the the 674 building. whatever. the first administration building was supposed to there and a seck one and everything changed. first of all, i applaud you on coming up with an over all master plan for all the different buildings that are
11:26 pm
constantly changing and needs change and stuff. so. i think that being very forward thinking i think it is excellent. from the art component it is really important that we do an over all master plan as well. and reality keep in tune. we always had a wonderful relationship with sfo in terms of the art and i know that there is a huge respect back and forth with the two organizations and staff there. i think it would be easy for them to sit down working through the complexities of this because we all know that some of the best public art made is made when the art and the design can all happen. you know the concept television can all happen similar points or still while the design process is still going on. >> just for an action item after this meeting i will meet with mary chu.
11:27 pm
we will figure out the math and make sure there is know agreement with the two agencies on what that is. we will develop a plan. i will share that with paris and however appropriate for her to share with commission. >> great. sounds great. thank you. anything more? >> yea. one thing i was looking i was energying occurrence of the pedestrians because that is a big walk way. it is under know air train. slowing traffic down so pedestrian actually registers will be i'm sure on your radar too. just would energying that. >> thank you. okay. commissioner i have two one is there were place in the presentation talked about future campus boundary. i was confused. >> like there was dotted red line with -- is it are the buildings coming down or when?
11:28 pm
>> is there page. i can't remember. talking about it getting smaller >> somebody talked about the campus getting smaller i was curious. i was in the sure everybody understood it. yea. so going back all the way. may be the beginning i got hung up on. if you think about the air side know boundary line now that is the red. and some of the buildings this are east of west campus drive. what you are seeing here is -- 638. 642 and 645. 548 on the top of the page those many of those are slated for redevelopment or relocation. and so -- the campus is going to
11:29 pm
shrink and the air field will grow. good for the public to be aware of since that is an important change. thank you. >> thank you. >> the second question seeing the public i don't know any of buildings i don't think i interacted with any of them may be one team to got post office there. the one place they >> the public interacts with the kiss and notice at the corner of 720. >> that's right >> have you guys thought about integrating the very publicness of the kiss and notice and drop off with that building design? we have. yea. it is something we have been studying in our public realm and movement study the concern effort. as part of this campus plan. i'm not sure whether we are going to relocate the kiss and notice but know this is i big opportunity for intinauguration of the westfield campus with the rental car center. >> yes.
11:30 pm
>> a nice joint. >> absolutely. >> thank you. >> okay. commissioner kearney. >> commissioner kearney here. there is a lot here that is for sure. i will break it up. thank you for your great presentation of all of and making easy to follow. as we go through all the individual parts. first, comment on the over all vision. i appreciate your stated goal prioritized the design of public santa fess to create inviting environment. usually the buildings are the first priority after visiting it appropriate you have the reverse goal. there are a lot of conflict points with the pedestrians and trucks and other vehicles. and as i found out yesterday, when i was near low run over by a truck. so -- as stated in the document
11:31 pm
public realm is a connection. buildings back drop design buildings to support public realm using materials, forms and prosecute portions that compliment the vision. i see that you are doing this and appreciate your designation of campus heart. where by you design a garage so pedestrian vs i safe zoneful out door space is usable well is a buffer zone from the main street that works as a diagram. now i will comment on all three of the projects. regarding the garage building labeled building 670, for such a large structure it is helpful have you the recessed portion of the garage, i know. to create a small are mass. first it was mentioned this the goal is a cohesive identity of
11:32 pm
all the buildingings which will be a challenge since they have functions theuneified palette of materials will help. >> as for the garage massing options of a and b, i wanted you to e will beerate the difference but you coverd that it it is the angular portions of the facade treatment between a and b and -- you know we will have to wait and see how you come back with that. i like the enter of the option b that -- it is split its up and points down to person points. >> we have a unique building adjacent 674. an angular form. so think burglar how we can respond to that. but right in the margin so to in order to create a better connection with the two buildings. this is a big building.
11:33 pm
and so -- our strategy to break the mass and forms and push this large are mass toward the air field leaves light and air open to internal catch us is very much part of both a and b. but how we can -- manipulate fasat treatment come down to how to better scale the building create alignments with its neighbors and -- looking at creating a data on the base for this potential activation of the ground plan that laura talked about. these are the key drivers of the project now. we are excited. it is a u till tearian building but trying to elevate it to a good neighbor and participate in forming this back drop to a new heart of campus. i think the grand stair case will help enhance that public
11:34 pm
space. >> landscape for that building as i was walk around i notice a lot of desert plants through this build and whole area. is this going to be a theme? >> part television is we are restrict in the landscape because the attraction of wildlife and planes. so we have a strict approximateliet that we can work within landscape has to conform to those guidelines. which are desert. >> they look great. >> thank you. >> thank you. why and regarding builting 626, the two story warehouse with offices on top. as for the mass being options a and b, i prefer option a. because the heroic nature of the xr height even though it is is in the taller. i think -- i like that and
11:35 pm
option b if you chose that one if you go to page 44 for your precedent i don't know if you want t project all the way across in the upper left hand corner that 1 you break up this press den break its up. i drove by that building i did not realize it was so for away. upon one feature that a and b have that i appreciate in the facades you have done are the very extremely exaggerated window slots. i think that is a nice feature for a building like this. reminds me of the century old powerhouse moccasin powerhouse at >> yosemite. we are two stories we have a goal of trying to bring daylight in to the ground floor you imagine the difficulty.
11:36 pm
having this will benefit it we don't think we would meet a daylighting standard at ground level. but i think doing when we can, and providing views to daylight at least helps. there is just -- it is difficult. we are trying to come up with ways like that to where this idea is coming from. try to get us may be part way there. >> the skinny slots are nice and might be utilizeed unify all buildings possibly. >> the section on page 51 irrelevant makes sense for interior workings of warehouse. ir like the courtyard up on the roof. however option aor b need a large projected canopy on rainy days they can unload and offer
11:37 pm
some relief on better days. i saw that on the existing warehouses out in that area >> canopy for the truck docks is something we are looking at. we have not seen the need for to be deep there are different ways we will think a short canopy to protect from rain as where the dock is occurring at the wall basically. >> 6 or 8 feet. may be less but that range. alternateively they do have devices called dock what are they -- attached to the dock like a seal versus hood it creates. protection there at the door there are a couple options we are and we are studying the canopy and it is part of our designs now.
11:38 pm
>> great. thank you. >> and then westfield cargo 720 and 742, the two options a and b i personal low preserve the option a with the express entry. rather than the long over hang. and plus based on your krin written statements i have here. it states the strategic location at the northwest corner of the camp ulc will serve a gateway. symbolizing the vital role in global commerce and a coarc sesz point for bus operations. plus the air train looks down on temperature therefore a simple line of cargo bays cant leiferstrary to the goal of prominent gateway. i think once you get further down the road you can do the --
11:39 pm
like terminal throw did and animation from the air trin. that will be helpful i think this corner is important now next to the rental car agency rather than cantilever area you could do something with this corner >> absolutely that is something as we refine the design that we are developing similarly and it is interesting for our building because i like how you perceive today have the animation from the air train. we have truck traffic or vehicular traffic on north mc donald and vehicle lawyer from 101 the learning facade you see many speeds and levels i like that. that -- note because that is wrn way we are looking at it moving forward. why great. >> thank you. >> i like the deck on the section as well. the precedence on page 62 look
11:40 pm
fine to me. and the materials proposed on page 69 are appropriate. as well. regarding esf72 the single story one going the angle behind the rental car area i prefer option afor the same reason with expressed entrance. that building will be viz okay for returning cars. one of the sheets we were begin notes a project will credit a vibrant realm connecting to westfield area. with integrative urban elements like landscaping and safety i western where this pedestrian realm will be it seems these fwolgds are quite a distance from the westfield area. you could use west campus drive i within down yesterday. it sets a clutered mess will take a major redo to reach that
11:41 pm
vibrant pedestrian realm and the main road it is just a busy road. anyway you have two difficult choice. >> that was one thing that in i was looking for the slide that talks about because of the curve of the road we have a minimum truck depth this, llows us the -- pardon. if you can see my cursor. there is a spot where as the road curves and dimension greater we provide some pedestrian green space that connect back. as you head back to lot d we are pulling the similar to when liz and the garage was doing pulling north face of the build nothing on the ground level it would allow a cover.
11:42 pm
and gracious pedestrian walk along that. thank you very much. to the entire team. >> okay. commissioner rothschild. hello. thank you very much that was terrific. terrific presentation. i have throw large scale comments. one is just echoing commissioner commissioners interested in seeing how the art develops in terms of considering ino novative ways to integrate the art in the buildings and land scape. as the commissioners were e loud to if we can -- conceive of art as part of the concept of the building will allow us the successful indication and it
11:43 pm
can't be in architecture terms we -- gives it a strong are presence. and to that end, to consider different types of art. you know as we all than it is loud -- and -- industrial, so you know things that could be include are you know from the more traditional thing this is might pop in heads like murals but could be music. being be a sculptor garden this -- if we can't have pleasants may be a sculptor guard thaen becomes our land scape and struck by opportunity for the traditional call facade we have pv's we got plevins and -- people coming to san francisco for first time and looking down as they notice over the planes and you have the
11:44 pm
certain built in audience with the air train and the freeway. considering this scale of viewership would be fun. second point is again. as we noted, this very urban big scale area you know is there a possibility of a softer image relative to how using materials concrete and metal they are sculpt ral follow we have concrete it is [inaudible] to get a shape but a bit of that can go into softening a material and i think and also just in terms of -- you know i think break up the massing again for the softer image we have this bluent row and the light and the gray. and may be more of i mix and
11:45 pm
match. there are logistics but in the you know it is grit to have the blue at entry and there being be blue this like a puzzle pos that may be guess on my third point about humans using the building is this more connectivity and more scale if the different uses are more sfred out throughout the building. i know there are issues with this. in terms of just simplicity and -- program. and human comfort of employee this is is something the airport -- has -- spoken about and i think it is so person -- and -- in concept looking at the outside and blue and gray things. would be interesting to understand the variety of folk this is will be working in the
11:46 pm
westfield i want to call at this time westfield mall. [laughter]. get my tennis shoes. the westfield development. and you know i don't know tens of dozens of hundreds of different jobs. people stand or sit all day or outside all day. great inside than i have a view to the land scape to really consider to that level how each -- different human being irrelevant has a level of comfort you get big and cold and -- you know not nice. thank you very much it was traffic presentation. >> thank you. so much for the presentation and also for the conversations. i irrelevant was thinking about as we design public it is different that than the term
11:47 pm
untils themselves. pedestrian the complexity is different they will be there every day and areas lying everlike the kiss and fly. i like that. this is a subject matter for the art. >> [laughter]. its really fascinating toeen as you are shifting from the bigger area down becomes a lot more linear and lined up -- which i think -- echos the point of able to visually use the buildings themselves. when we are doing the art projects. so you can see it from afar the public can see it from afar as employees are using it. and so i really appreciate that. and the emphasis on that the
11:48 pm
people using the area will be the workers and it is very much a defined that open pace and the movement through the project. so. thank you, so far. okay. a couple questions. i know for the again the pedestrian walk way this is is a different type of pedestrian walk way consideration than for the terminals themselves. i ask this you between this and the traffic i know you are aware and want to make the comment this that's really a major priority. i lost idea of try to create center part and it make a campus out of this hodgepodge. i give a lot of credit and i thank you for thinking those thoughts and all the different
11:49 pm
elements you talked about just keep those forefront as you go through your design. i had a question for 670 about the cantilever. that you are doing on the project. if you could explain this a bit from the concept side. >> just pull it up. one moment. the best image. yep. right here. yep >> when we are looking at is you see that -- is there a way to use the mouse, too. >> got it. >> okay. along here what we are doing
