that he could not go near his wife for the next four years, but he showed up at the spa where she worked with a gun and the fuel to start a fire. police in wisconsin say radcliffe haughton killed three women and wounded four others in milwaukee yesterday. officers rushed to a mall expecting a gunfight and found a building full of smoke. people were screaming, running out the back door. >> she was screaming because she was hurt, critically. i saw two more victims being pulled out. they weren't able to move. they were being carried on stretchers to the ambulances. >> police say haughton apparently committed suicide before they got to him. he tried to set the building on fire. and they found a propane gas tank that he may have planted, but the sprinklers helped douse the flames. haughton had a history of domestic violence. we don't know if his wife was among the victims.

tonight at 9:00 eastern, president obama and mitt romney had will face off for the last time before the election and they'll do battle in the country's biggest swing state. the debate in boca raton, florida, focuses on foreign policy. the president studied up over the weekend at camp david. romney spent time campaigning at the beach in south florida. so what could be the big, use tonight? here's paul steinhauser. >> the moderator will be asking the questions. they'll all be seated around a table and that will be interesting, similar to the vice presidential debate in kentucky. a couple of the flash points you'll see at this debate, you saw at the last debate on long island last week and that is, of course, libya. i think you'll see both pick up where they left off on libya and the assassination of our a.m. bass dore to libya. you are going to hear them continue to talk more about iran. we heard a little bit at the last debate, is reraelisrael, m

peace and china. >> 15 days to go until the election day. the candidates are tied at 47% according to a brand-new nbc/"wall street journal" poll. so tonight's debate could be crucial. our own kyra phillips will be there. look for her report later today on hln. get this, boys are hitting puberty earlier than ever before. typically boys start the process around 11 1/2 years old. doctors behind a new large study say in some cases it's now starting up to two years earlier. similar patterns have been found in young girls. doctors say they don't know what's causing the change, but it could be diet or kids getting less physical activity. the floor of a florida apartment building collapsed during a crowded party. police in tallahassee say dozens of people were packed into one apartment saturday night. around 1:30 in the morning the floor caved in.

>> i turned my head for a second, and then the ground just started shaking. i turned and the floor was gone and people were gone. the floor just kept on caving in more and more. so at that point in time everybody was just trying to get out for their lives. i jumped out the window. >> 55 people were taken to hospitals. everybody is expected to recover. it's judgment day for lance armstrong n. about an hour cycling's governing body will decide whether or not to strip him of his seven tour de france titles. joe is in for carlos this morning. you know what lance armstrong is most known for or made him a household superstar? all that could be taken away in about an hour like it never even happened. the u.s. anti-doping agency banned him from the sport and ordered all seven titles be taken away. ultimately the international cycling union has the authority to do that, and their decision will come down shortly, around 7:00 a.m. eastern. over the weekend armstrong spoke at the 15-year live strong anniversary party, and he tried

to maintain some perspective. >> obviously it's been an interesting and, as i said the other night, at times very difficult few weeks. people ask me a the lot, how are you doing? and i tell them, i say, well, i've been better, but i've also been worse. >> and it could get a lot worse. in about an hour, they say he trafficked in banned substances and pressured those who would testify against him or his suppliers. they called the report a one-sided hatchet job. of course, innatasha, we'll lea a lot more, like i said, when the international cycling committee makes their decision whether or not to take those titles away. >> 14 years his racing career could be erased this morning. we'll see what happens. thanks. al qaeda supporters plan to attack the u.s. embassy in jordan next month. that's what a person familiar with the investigation. jurordan's intelligence agents

you can see the frost advisories all up and down the north carolina and virginia mountains into roanoke. out to the west, lifting warm air. low level jet stream active this morning. a nice line of thunderstorms around iowa, stretching into northern missouri. des moines, you are getting rained upon right now. the whole thing sliding up to the east. with the frontal boundary in place watching for more rain. into tha will be later this afternoon. again, that's not severe but heavy pockets all rolling up to the east but the big weather player for the next couple of days is an area of low pressure that's now moving into northern california. here it is. here is san francisco. heavy downpours out here now. watch the rain pile up over 0 the next 48 hours. you can see it really coming on strong when you get up the mountains. a little ex squeeze out of the moisture there. all snow across the higher elevations. if you travel to california today, tough travel weather, no doubt about it, but good snow. that's heading on into the sierra. look at that. what's going on in d.c. if you're traveling here today, a cool start with temperatures up

forecast? we have a couple problems out there. no doubt about it. one storm riding into the great lakes, natasha. one out to the west that's major. here is what we're calling for for the day. it's early on a monday morning. no delays being reported. chicago's midway and o'hare will start seeing the storms develop. an hour or more delay. san francisco a half hour, hour long delay could turn into an hour. wind probably around las vegas and st. louis as well. the wind will be up and we'll talk about that and look at the radar out west. pretty interesting coming up in a couple of minutes, natasha. >> bob, thank you. what a story. this developed over the weekend. a father was killed and a mom badly hurt trying to protect their children from a gunman. police in inglewood, california, believe desmond moses set his home on fire, then went to his neighbor's home and started shooting. the dad's body was found slumped over three children. the mom was shot in both legs while carrying the fourth child out of the house. that boy later died. police found a body in the rubble of moses' home but they're not sure if it's hit.

the mom and two children are in the hospital. another state had its first death from that meningitis outbreak. plus, it's a first for any native american. one of them is now a saint. wooohooo....hahaahahaha! oh...there you go. wooohooo....hahaahahaha! i'm gonna stand up to her! no you're not. i know. you know ronny folks who save hundreds of dollars switching to geico sure are happy.

brought in $30 million for its debut. second was ben affleck's "argo." it made $16.5 million. "hotel transylvania" was third. at least seven people were injured when an amtrak train jumped the tracks in michigan. amtrak says none of the injuries are life threatening but the train came just short of hitting some freight cars that were sitting on another track. some passengers said things could have been much worse if the train hit those cars. for the first time native americans have a saint to call their own. the pope canonized a woman sunday at a special mass in st. peters square. she was known as lily of the mohawks. the pope also canonized six other newly recognized saints. an oregon family struggling to make ends meet was stunned when an anonymous stranger paid their grocery bill. a target cashier says the

family's bill topped $160 but their credit card was declined. a woman in line quietly covered the tab. she told the stunned clerk that she knew what it was like to help. >> always remember her and she has no idea the impact that she made and on how many people. she just has no idea. but he looks at me and says, you know what, i didn't have enough for my bill, he goes, but i have a $20 bill and he goes, i'm going to pay for for her. she gave me the money she was going to spend and then the next person came through the line which i believe was the two teenaged girls. they're teenagers. what would i have done as a teenager? score! i wouldn't have thought of passing it on to the next person, but they didn't. >> other shoppers were so inspired that they started donating as well. the story went viral and the clerk posted it on facebook.

tonight's presidential debate could be the decider in this razor close election. the polls gave round one to mitt romney and round two to president obama. political professor, jason, tonight's format and how that could affect the outcome compared to the last debates. what do you think? >> this is going to be really important. this race is a dead heat. obama was in the lead. romney surged after the first debate. he fell back. they're actually at the exact same point john kerry and joj bush were at in 2004. so this last debate, i don't know if it will change anything heading forward but it will have a lot to do with enthusiasm and turnout after this debate. >> you hear on foreign policy that the incumbents have the advantage. will romney have to make up for that. the presidents have the advantage. >> it will be hard for mitt romney. foreign policy is not a good

area for challengers. he's in the role that barack obama was in in 2008. mitt romney doesn't have any international experience. he can say he ran the olympics but that's the same when obama used to say i lived abroad. it's hard to find ways to critique the president and hope he can land some blows. >> 35 states plus d.c. have early voting. you have to wonder if that will make a difference in the election. what do you think in watching the debates, too? >> it's money in the bank. a place like ohio which is very key, early voter turnout has been up. most people have voted already. most people are already enthusiastic or not enthusiastic about whoever it is they are voting for. i don't think this debate will change anything but, again, if someone screws up, if someone doesn't seem enthusiastic, it could affect enthusiasm and that end up making a difference. >> definitely have to see how it turns out. jason johnson, thank you for coming in early as always. all right.

kyra phillips is going to be at the debate in boca raton, florida. look for her reports later on hln. a little girl fighting brain cancer got to mees justin bieber last night. 4-year-old haley roser wasn't sure if it would happen. the hospital was on lockdown after the whole spa shooting but it reopened just in time for her to meet him. a local radio station donated its media passes so haley could meet bieber. she told him he loved him and it was great to see her smile again. justin bieber, it's so sweet to see that smile on her face. he seems like the nicest guy. >> he seems like he does that a lot. >> meeting lots of fans lately and especially the little ones. they love it. >> my 5-year-old adores him. there you go. >> okay, bob, what's going on with the forecast? looking at the tropics right now. we're not dead yet. let me show you what's going on across the region. 80% chance of this disturbance

south of the dominican republic in haiti, south of cuba and jamaica could turn into a tropical system. where does it go from here? point this out quickly because, wref, you will see all the models trending to take this up to the north. heavy rain back on in towards the bahamas. something we're watching. it doesn't look like it will make it through the u.s. at this point but we're still going to keep our eyes out. back to the states, see the rain south of miami. that's where it will stay today. a strong east wind but look at that. out of the southwest a lot of warm air rising through kansas city. showers and thunderstorms early this morning. low level jet action so once that dies off this morning that will fall apart. the rain around des moines stretching into northern missouri. scattered pop-up lightning. you can see here, too, all moving up to the northeast. not severe right now but the rain will be back. you can see western texas. more showers are developing here. that's not severe either south of lubbock. lightning out of this. rain switching to all snow for

40 minutes past the hour. twitter, did you hear this, could help students bring their grades up. college students who tweet for class are more engaged and they end up doing better according to a new study done by a professor at michigan state who caught a class focused on tweeting. she said that twitter helped students in that class collaborate, write concisively and also talk directly to authors. twitter use among teens, by the way, in the u.s. has doubled in the last two years. they have to pay attention to the tweeting, don't they, if the class is on tweeting? >> you have to. and if you don't pay attention you don't look good, right? human beings like to look good. >> exactly. the government needs your brain power to stop those annoying recorded sales pitches that you get on your phone. if you have the solution, though, to robocalls, you could win $50,000. jennifer westhoven is here with

tonight at 9:00 eastern, president obama and mitt romney will face off for the last time before the election. the debate in boca raton, florida, focuses on foreign policy. the president studied up over the weekend at camp david. romney spent time campaigning at the beach in south florida. tonight's questions may focus on international issues, but voters say they still want answers on the economy. >> what i really want to see is about college education, funding. a lot of kids are going to school and they are going into debt. >> we're going down the drain. why are we giving away foreign aid? we can't pay our bills. how do we pay someone else's. >> it's the scariest time i have ever seen in the world. >> the race is closer than ever. the candidates are tied at 47% according to a new nbc wall street journal poll. tonight's debate could be crucial.

>> it is judgment day for lance armstrong's cycling's governing body could beside whether to strip him of his seven tour de france titles. >> let me explain this. the u.s. anti-doping agency in august banned armstrong from the sport. they said you cannot cycle anymore for the rest of your life. they ordered his seven tour de france titles be taken away. that decision is the decision of the international cycling union. they have the authority to take away the seven tour de france titles. this morning you are seeing live pictures of a press conference about to start. they are going to make the decision whether or not they are going to take away the seven tour de france titles or the decision could come down that they are going to keep the titles in place which would mean they have to appeal the decision from the united states anti-doping agency. that decision will be made very shortly. we have been waiting for that. over the weekend lance armstrong did speak for the first time since all of this happened.

the 15-year anniversary livestrong party happened over the weekend. lance armstrong tried to maintain perspective when he spoke to a thousand cyclists that showed up. >> obviously it's been an interesting and, as i said the other night, at times very difficult few weeks. people ask me a lot, how are you doing? and i tell them, i say, well, i've been better, but i've also been worse. >> now we are going to the press conference as the international cycling union decides whether they will take away the seven tour de france titles. >> provide an early response. we have done that. my message to cycling, to our riders, our sponsors and to our fans today is cycling has a future. this is not the first time cycling has reached a crossroads or it had to begin anew and engage in the painful process of

confronting its past. it will do so again with renewed vigor and purpose and stake holders and fans can be sure they will find a new path forward. we will confirm today that it will not appeal to the court of arbitration for sport. it will recognize the sanction that it has imposed. uci will ban lance armstrong for cycling and uci will strip him of his seven tour de france titles. lance armstrong has no place in cycling. uci will recognize the sanctions imposed upon the riders who testified against lance armstrong. uci thanks them for telling their stories. uci likewise has nothing to hide in responding to the report. that is also the purpose of today's press conference.

it made $16.5 million. "hotel transylvania" was third. those are your headlines this morning. to the latest on politics. the race for the white house. you know it's neck and neck headed into the final debate. did you know 35 states plus d.c. have early voting? you're wondering how many votes could be swayed by this third face-off, right? last hour, i talked to jason johnson. listen. >> you look at a place like ohio which is key. the early voter turnout is up 30% over 2008. you had 1500 people vote on day one in trumble county which is where you have youngstown, ohio. most people have voted. most people are enthusiastic about who they are voting for. i don't think the debate will change anything. but if someone screws up, doesn't seem enthusiastic it could make a difference. >> the debate starts at 9:00 p.m. in florida. the topic -- foreign policy.

breaking news. the international cycling union stripped lance armstrong of his seven tour de france titles. the decision follows the finding by the u.s. anti-doping agency that there is overwhelming evidence that armstrong was involved as a professional cyclist in the most sophisticated professional and successful doping program. armstrong denies the allegations saying he's never failed a drug test. at least seven people were injured when an amtrak train jumped the tracks in michigan. amtrak says none of the injuries are life threatening. the train came just short of hitting freight cars sitting on another track. passengers said things could have been much worse if the train hit those cars. a father was killed and a mom badly hurt trying to protect their children from a gunman. it is believed desmond mo ves set his home on fire and went to his neighbor's home and started shooting.

the father was found slumped over three children. the mother was shot in the leg but she carried the fourth child out of the house. there was a body found in moses's home but they are not sure if it's him. the mom and two children are in the hospital. a huge mob stormed the prime minister's office in lebanon. they are demanding he step down. they say he didn't do enough to stop an earlier car bomb that killed an intelligence official. gunfire was herd. police used teargas to disburse the crowd. at least 15 members of the military were wounded. for the first time native americans have a saint to call their own. the pope cannonized a mohawk named kateri tekawitha known as lily of the mohawks who is known to be the source of medical miracles. the pope canonized six other new saints. an 8-year-old girl got the

surprise of her life when mom came home from serving in afghanistan. illinois. that's a low level jet stream which is usually active in the predawn hours. that should fall apart later. the rain should be propelled to northern illinois. might close in on chicago. a new round of showers and storms ahead of the cold front later this afternoon. the morning activity now. a lot of lightning flashing. one severe thunderstorm warning. large hail. maybe more than an inch now. that's about it. look at the big thunderstorm complex developing south of lubbock, texas. hail is a possibility in the region. all moving to the northeast. you have it around western parts of texas. active for the morning. to the north, rain and snow around north dakota. more snow across the sierra nevada. this is the first storm edging in through california now. most of this is heavy rain near sacramento and san francisco. turns into areas of one to two feet of snow over the next couple of days. right now, scattered showers around the bay area.

a target cashier says the family's bill topped $160, but their credit card got declined. a woman in line quietly covered the tab. she told the clerk what she knew -- what it was like to need help. >> i will always remember her. and she has no idea the impact that she made and on how many people. she has no idea. he looks at me and goes, you know what, he goes, i didn't have enough for my bill. he goes, but i've got a $20. he goes, i'm going to pay that for her. she ended up giving me the money that she was going to spend and then the next person came through the line, which i believe was the two teenage girls. they're teenagers. and what -- what would i have done as a teenager? score. i wouldn't have thought of passing it on to the next person. they didn't. >> other shoppers were so inspired, they started donating,

all seven of his tour de france titles. the u.s. ada said armstrong used drugs at the peak of his cycling career, but the union had the final say on his titles. armstrong has always denied the allegations. no word from him yet on today's decision. and lance armstrong, by the way, can no longer be called a tour de france winner. so you're wondering who's going to get the titles? seven of them. joe carter, you have the latest. do you know what, surprising answer -- no one will get the stietds. that decision was made -- titles. that decision was made by the tour de france. from 1999 to 2005, cycling was so tainted and so many riders have linked to performance enhancing drugs, they figured you know what, no one should get the titles. a tour organizer called that era "a time that will be forever tainted." the final decision to take away armstrong's titles came down earlier this morning. cycling's governing body basically agreed with the united states anti-doping agency to take away the titles and ban lance armstrong from the sport for life.

>> bans lance armstrong from cycling and uci would strip him of his seven tour de france titles. lance armstrong has no place in cycling. >> of course this follows a report that both sides agree included overwhelming evidence that lance armstrong took part in what's being called "the most sophisticated professionalized and successful doping program" while he rode for the united states postal service team. the report included sworn testimony from 26 people, 11 former usps teammates. you saw the ada said armstrong trafficked in banned substances, pressured teammates to dope, as well, and threatened those who would testify against him or his circle of suppliers. now armstrong's attorney has called the report a one-sided hatchet job. of course, armstrong denying all the doping allegations, never tested positive during his career, over 5 hundred tests. yet, agreement that lance armstrong, in fact, will have

his titles removed. definitely an interesting day in the day of sports. one of the greatest athletes ever has been erased from the record books. >> a huge development in cycling. makes me wonder, for people who do spinning classes, workouts, the one i was in had a picture of lance armstrong on the wall. got to wonder it -- if they'll take it down. >> i think the perception will be forever changed. >> thank you very much. tonight at 9:00 eastern, president obama and mitt romney will face off for the last time before the election. the debate in boca raton, florida, focuses on foreign policy. the president studied up over the weekend at camp david. romney spent time campaigning at the beach in south florida. tonight's questions -- they could focus on international issues, but voters say that they still want answers on the economy. >> what i want to say also is about college education. funding, you know, for a lot of kids going to school. and they're not affording these -- they're going in today. >> going down the drain. and why are we giving away foreign aid?

we can't pay our bills, how can we pay someone else's? >> hands down, the scariest time in my lifetime that i've seen that's going on in the world. >> with just 15 days until election day, the race is closer than ever. the candidates are tied at 47%, according it to a -- according to a new nbc/"wall street journal" poll. the debate could be crucial. a judge told a wisconsin man he could not go near his wife for the next four years. what happened? he showed up at the spa where she worked with a gun and fuel to start a fire. police in wisconsin say radclif radcliffe haug theton went to t scene. people were screaming, running out the door. >> i seen two victims getting pulled out. they weren't able it move. they were carried out on stretchers to the ambulances.

>> haughton -- police say he committed suicide before they got to him. he had a history of violence before the shooting. he was recently arrested for domestic violence and disorderly conduct. police say he also slashed his wife's tires earlier this month. she then filed for a restraining order against him. a judge ruled just three days before the attack that haughton should stay away from her for the next four years and banned him from having guns. we don't know yet if his wife was injured in the attack. adele, the singer, is a new mom according to "people" magazine. she had a baby boy with her boyfriend. she just announced in june that she was pregnant. adele recently recorded the theme song for the latest james bond movie. a friend says she's laying low and nesting. what is it about having a baby, you wants to hunker down, buy stuff, special time. good for her. the storms are scaring me. how serious are we talking?

>> we're watching now the tropics. remember, hurricane season lasts through november 30. that's what we're looking at now across the caribbean in toward the atlantic. 90% chance. this thing that's below dominican republic and haiti, south of jamaica also could turn into a tropical disturbance. either a -- depression or storm. the next storm name, we're already up to the ses, sandy. and up to a 50% chance now. both things moving north. this one concerns us because it's going to go close to jamaica, over cuba, possibly close to haiti and in toward the bahamas over the next couple of days. either way, it's going to be a steady, heavy rainmaker, something we're watching. i want to show whales is happening. a warm front, warmer airlifting out of the south. northern missouri, rain, thunderstorms developing around iowa. we had it this morning, too. also around, it looks like, quincy. you get the severe thunderstorm warning. hailmakers a possible. whole thing sliding to the east. let me show you the web cam out of st. louis. could get stronger thunderstorms later today. air travel delays a possibility.

the drop may be far from over. jennifer westhoven's looking out for you. what's the latest? we want to hear good news, but is it? it is. it is, natasha. and as some of us may be seeing it already where you live. gas prices -- whoo -- coming down in the latest week. if you haven't, it's probably coming. at least if analysts are right. they mostly are, but sometimes, you know. hey, all the troubles that have been going on with pipelines and refineries that we've been talking about for weeks now are being worked out, meaning that more gas is on the way. some of the forecasts are even at prices, this is last week, by the way, could fall five to 15 cents a week each week for a few weeks. maybe even up to a month. so this morning, our national average is $3.67, says aaa. so many of are you paying more than that. listen, the average might go down to $3.35 before thanksgiving. you could be seeing a drop of maybe even 30 cents a gallon. you fly on this plane, the flight attendants are in their

did you hear about this breaking news -- lance armstrong stripped of his seven tour de france stietd. joe's in for carlos. what's the latest? you know, what made lance armstrong lance armstrong, what made him known as a superstar, as a multimillionaire, those seven titles have been taken away. the uci, governing body of cycling, agreed with the united states anti-doping agency to remove those titles forever, erase them from the recordbooks. lance armstrong, he can no longer be called a tour winner. and according to the general director of the tour de france, no one, no one will get the titles, those years will remain vacant. last week the anti-doping agency said it's piece. this morning, cycling's governing body agreed with usada by taking away the titles and banning lance armstrong for life. the giants on a thrilling never-say-die journey.

a little girl fighting brain cancer got to meet justin bieber last night. you could almost hear her screaming. she wasn't sure if it would happen. the milwaukee hospital that she was in was on lockdown after that spa shooting in wisconsin. it reopened just in time. a local radio station donated its media passes so haley could meet him. her dad said she told bieber she loved him and it was great to see her smile again. at least seven people were injured when an amtrak train just jumped off the tracks in michigan. amtrak says up in of the injuries are life threatening. but the train came short of hitting some freight cars that were sitting on another track. some passengers said that things could have been much worse if the train had hit those cars.

okay. 8:30 a.m. eastern. a couple seconds shy. i'm natasha curry in for robin meade. in headlines, the international cycling union stripped lance armstrong of all seven of his tour de france title. that's after a report by the u.s. ada said that he was part of the biggest doping cover-up in cycling history. armstrong has always denied the allegations. 23 people have died from meningitis linked to tainted steroid shots. north carolina reported its first death. 2 1 people who -- 281 people who got contaminated shots have gotten sick. the cdc even found the deadly fungus in opened vials at a massachusetts pharmacy. "paranormal activity 4" was the top ticket bringing in $30 million for its debut. second was ben affleck's "argo." it made -- ooh -- $15.5 million. "hotel transylvania" was third.

horror movies make me jump. tonight's presidential debate could be the decider in this razor close election. the polls are just -- inching so close to each other. gave round one to mitt romney, of course, round two to president obama. political science professor jason johnson here to talk about round three. you consult for both parties. what does president obama need to do, and what does mitt romney have to do? >> i realized what president obama had to do when i saw "argo." a bad hostage situation that made jimmy carter look bad. president barack obama needs to take control of any discussion about libya. he need to make it there that was a plan, he dunts meidn't me lie to the public. mitt romney needs to say that the economy is a foreign policy issue. >> and traditionally the economy, you know, usually the -- the incumbent has the advantage there. but is there a chance that the debate could be steered maybe by one of the candidates toward something else? >> yeah. i mean, i think mitt romney, that's his only chance of

success. if he can say, look, the debt that we have to china is incredibly dangerous, i'll tell you this -- the debt that the united states has to china, there have never been two countries that had that amounts of debt that did not end up solving it by open conflict in world history. that is a real issue. and if mitt romney mentions those things, he could steer this toward jobs and debt and other issues other than being commander in chief. >> and china definitely could be a really big topic tonight in the debate. how do you think each candidate should attack that? >> i think what barack obama wants to say is, look, how would you handle china like he says iran. we'll make sure they don't control their currency. make sure they're not cheating in the job markets. that's all the cuunited states n do. needs to say i will manage these issues with greater authority than you can. it will be hard to do, he's not a commander in chief, he doesn't have much foreign policy experience. that's the only chance mitt has tonight. >> the debate at 9:00 eastern. the last debate between the two. what three things do we need to look for when we're watching? >> it first thing is body language. usually i'm more into fact

checking than face checking. >> you are. >> this is important. tonight these men are exhausted. if we're tired, they're definitely tired. we have to see, is obama up, enthusiastic? is mitt romney going to be aggressive or going to hold back? the second thing is who's steering the conversation. is it barack obama setting the tone and romney reacting, or is it romney setting the tone and barack obama reacting? and then lastly, the most important, the moderator. is the moderator going to fact check people? when you're talking about foreign policy, it's very easy to say this happened, that happened in syria. is the moderator going to stand up and do their job? >> right. bob schieffer tonight. we'll see what happens with the whole thing. the body language thing is interesting. a lot of people look for confidence, i heard you say before. >> exactly. >> we'll see what happens. >> thank you very much as always. >> thank you. >> and hln's kyra phillips will be at the debate in boca raton tonight. look for live reports later today here on hln. the floor of a florida apartment building suddenly collapsed in the middle of a crowded party. police in tallahassee say dozens

that armstrong used drugs at the peak of his cycling career but the union had the final say on the titles. armstrong has always denied the allegations. no word from him yet on today's decision. and lance armstrong can no longer, of course, be called a tour de france winner so you're wondering, what will happen? who gets the titles? joe carter here with the latest on that. >> no one. nobody gets the titles. the director of the tour de france decided to keep the titles, seven titles vacant. from 1999 to 2005, that span when he won the titles, cycling simply was a very tainted sport. many of the riders have links to performance-enhancing drugs. the director of the tour called it an era forever tainted. the cycling governing body called it sickening and led to the decision this morning. >> we would ban lance armstrong from cycling and strip him of

the seven tour de france titles. lance armstrong has no place in cycling. >> now, the report that was released a couple of weeks ago included overwhelming evidence he took part in what's been called, quote, the most sophisticated professionalized and successful doping program while he rode for the united states postal service team. now, the report included sworn testimony from 26 people, 11 of them former armstrong teammates, also new this morning, armstrong's last major sponsor oakley has also decided to part ways with armstrong. they joined nike that dropped him last week and they say that armstrong trafficked in banned substances, pressured teammates to dope and threatened those that testify against him or his circle of suppliers. the attorney called the report a one-sided hatchet job. either way, obviously, the face of cycling, the sport forever changed today, removing the seven titles of once called the

greatest psycher in the sport. >> thanks so much. a judge told a wisconsin man he could not go near his wife for the next four years. within three days later, he showed up at the spa she worked with a gun and fuel to start a fire. police say he killed three women and wounded four yesterday near milwaukee. officers rushed to a mall expecting a gun fight and found a building full of smoke. people were screaming, running out the back door. >> she was hurt, critically. i have seen two more victims pulled out. they weren't able to move. they were carried on a stretcher to the ambulances. >> police say he apparently committed suicide before they got to him. he did have a history of violence before the shooting. he was recently arrested for domestic violence and disorderly conduct. police say he also slashed his wife's tired earlier this month. she then filed far restraining

order against him. the judge banned him from having guns. we don't know yet if the wife was injured in the attack. we'll keep you posted. tonight at 9:00 eastern, president obama and mitt romney will face off for the last time before the big election. the debate in boca raton focuses on foreign policy tonight. the romney campaign criticized the president on security issues. president obama is likely to focus on romney's lack of foreign policy experience but some voters say let's hear more about the economy. >> what i really want to see, also, is about college education, funding. you know, a lot of kids going to school and not affording it. >> i think we are going down the drain and why giving away foreign aid? we can't pay our bills. how can we pay someone else's? >> hands down, the scareiest time in my lifetime i have seen going on in the world. >> and with 15 days to go until election day, the race is closer

than ever. the candidates are tied at 47% according to a brand new nbc "wall street journal" poll and tonight's debate could be crucial. today we'll hear the first sentence in the florida a a&m university hazing trial. robert champion died after the band mates reportedly hazed him on the bus last year. a band member brian jones pleaded no contest earlier this month to hazing. he could get five years and $5,000 fine. at least 11 other band members will go on trial next year. singer adele is a new mom. the british singer had a baby boy with boyfriend simon and announced in june she was pregnant. she recently recorded the theme song for the latest james bond movie but a friend says she is laying low now and nesting. you can probably keep singing and singing to that baby every

studies? boys hitting puberty earlier than ever. usually older than 11. doctors behind the study saying some cases it is now starting up to two years earlier. similar patterns have also been found in young girls. doctors say they don't know what's causing the change but it could be diet or kids getting less physical activity. hmm. makes you scratch your head. all my girlfriends are saying it's something in the food, the hormones or something. >> wasn't there a study maybe if you're watching mature stuff on television? i don't know. >> yeah. >> nobody knows. we are kind of wondering, why. >> exactly. all right. so let's talk about this. gas prices, they're down. the drop may be far from over, though, jen, right? >> yeah. if you're not seeing this, you may be already going, yes, what? haven't seen that for a while. may be coming soon to you. gas prices could be dropping fast all next month if analysts are right, anyway. there's trouble at refineries and in pipelines.

both around chicago, certainly out in california. a lot of problems are being worked out analysts say and more gas is on the way so there's some forecasts that prices could be going down between 5 and 15 cents week and for a few weeks, too. so the forecasts are that we're going to see a good drop. the national average this morning, $3.60 says aaa and could go down to $3.35 before thanksgiving so that would be about a 30-cent drop a gallon. if you're paying more than that now and saying $3.67, i wish, you should get some kind of a drop, too, so that will help. does microsoft care about your privacy? on friday, they changed the privacy policy to track you a lot more says "the new york times." earlier this year, when google did the same thing or much the same thing, this is the ad that microsoft put out insin waiting that google is putting ads ahead of people and now looks like microsoft is doing something very similar.

good morning. breaking news this morning. lance armstrong has been stripped of the seven tour de france titles. what he's most known for and a superstar and a multimillionaire is taken away. they took away all seven tour de france titles. lance armstrong is no longer called a tour winner and no one will get all of those titles. those years, will remain vacant.

the last week, the anti-doping agency said the case. this morning, cycling's governing body agreed by taking away all seven titles and banning lance from the sport for life. baseball, the giants. they're on a thrilling never say die journey. san francisco beat st. louis last night, 6-1, to force a game seven tonight. giants broke things open early yesterday scoring four runs in the second and starting pitcher vogelsong with one run and struck out career high nine batters and this series, the cardinals up three games to one and now all square. so the winner tonight goes on to play detroit in the world series. tim tebow, now owns the trademark for tebowing. good investment. you see it everywhere. tebow said, though, he did not acquire it for a financial gain. he just wants to control how it's used and used in the right way. we should point out a fan tried

days. this is pretty good. first major snowstorm, this is the way it goes. rainfall in the valleys through nevada and utah over the next couple of days. the bull's eye northern california but the rain switches to snow. higher elevations. lock at this. look at the bull's eye in the sierra nevada, cascades and washington and wyoming, maybe one to two feet and the most we're finding. bull's eye around the dark-shaded area. looking at northern california through oregon. get away from there, see the rain around sacramento and sport land. wind is also a factor. wind delays around las vegas coming in. screaming mainly north of town about 55 miles per hour. ahead of the storm, all the way in to the rocky mountains and then the east side, pressure dominates the eastern seaboard. there's the rain. dry to the east coast. d.c. traveling here today, looks good. mid-atlantic states waking up to cool temperatures. low 40s all around. 72 degrees and mostly sunny.
