in thet street. a woman left battered, bruised, and broken. now she says she knows who did it but police won't touch the case. >> not comfortable with the fact that he's still driving. he's living his life, no consequences. >> that victim refusing to give up. good evening. i'm david novarro. bill is off. >> and i'm sade baderinwa. she spent a year recovering while neighbors and lawyers recovered evidence, even digging up surveillance video from the accident, showing two angles from the moment she was hit riding her bike in bushwick. the owner of the car has not been questioned by police and no one has been charged with a crime. >> jim dolan in brooklyn with the story new at 11:00. >> even though dulcie was on a bike, she still stopped at the red light on wilson avenue. in fact there are cameras here on this wall that show that. and they show her seconds later being struck by a car and thrown violently to the pavement. they

also show that man, that driver leaving the scene. >> reporter: dulcie canton is back on her bike now but it took her almost a year to climb back up. that's understandable. the first words she heard after the accident were -- >> is she alive? >> reporter: this is video of the accident. watch the left side of the screen. when she gets hit, she and the bike get thrown to the pavement and the car just speeds away. watch from a different angle. you can see just how fast that car was going just before it hits canton. she broke some bones and even though she was wearing a helmet, the big problem was -- >> i had a major brain bleed, a concussion. that entire night in the hospital they wouldn't give me pain killers or let me sleep. they kept telling me every hour we may have to medivac you to the city if your brain keeps bleeding. >> reporter: after canton was hit by the car, horrified neighbors came running. but they did more than just look. they tracked down the car that hit her which was parked several blocks away. the owner of that car's insurance company

eventually settled a civil suit with ms. canton but he was never prosecuted. the woman who answered at richard rivera, jr.'s home said he was not there tonight. watch again how fast the driver was going and how violently he hits dulcie canton. >> i don't feel comfortable with the fact that he's still driving, he's living his life no consequences and that's frightening. >> it is frightening but in court it is difficult to prove who was driving the car even when you can prove what car was involved in an accident. for their part the nypd will only say no arrests have ever been made in this case. reporting live from bushwick, jim dolan, channel 7 eyewitness news. safe and sound, relief tonight for rosie o'donnell and her family. her 17-year-old daughter found a week after she disappeared. >> i'm glad she's been found, rosie. >> thank you very much. >> rosie thanking everyone for

their support as she walked in to her south nyack home tonight. she tweeted the news her daughter chelsea was found. we learned tonight police found her on the jersey shore. officers were tipped off to search homes there. police say a man in one of the homes at first didn't admit chelsea was there but after police started probing he relented. >> she was of sound mind and body. she was lus -- lucid. she didn't have any bodily injuries. >> rosie o'donnell said her daughter lives with a mental illness and was concerned because she stopped taking her medication. jared fogle is expected to plead guilty to charges related to child porn. this comes after six weeks authorities seized electronics and other items from his home in an indianapolis suburb. fogle became a subway pitch man over 15 years ago.

subway tonight issuing a terset statement saying it no longer has a relation with him. police say a man attacked a 52-year-old woman in a stairwell of an apartment building in bed-stuy early monday morning. the man threatened to shoot her. she is in stable condition tonight. new information, the case of two children hit by an suv in new rochelle. sadly one of the kids, a 10-year-old girl, has died. newscopter7 over the scene earlier tonight. as the family grieves, there are still so many questions. how did the car suddenly run them over? carolina leid on the scene. >> neighbors right now finding out that 10-year-old girl died from her injuries and the 12-year-old boy is still in serious condition at the hospital. so many people putting out these candles here

tonight, maybe about a half an hour ago. each wondering how in the world did this even happen? >> reporter: neighbors and witnesses say the two were leaving at 240 drake avenue, all smiles, ready for fun. somehow, some way, the 12-year-old boy and 10-year-old girl fell out of this ford expedition and were run over by the suv. >> they parked the car. she tried to put parking but i guess it wasn't in the right gear so i guess she started rolling back. i don't know how the boy and the girl got out of the car. but then they got hit by it. >> i didn't know what to do. >> reporter: car lean says the children were hit right outside her window. strangely enough, she didn't hear any crying or screaming. >> i thought they were just playing. >> reporter: surrounded by dozens of evidence markers, police could only say the cause

of this accident is still under investigation. >> i know one was a life-threatening injury and one was a serious injury but not life-threatening. >> i'm in shock. >> reporter: valencia said the driver often baby sat her children, describing her as extremely trust worthy. >> we have to pray for her and also pray for the boy and the girl. >> police tonight saying it looks like this was just an accident, but of course everything is still under investigation. but as of now, no one is in custody, and no one has been charged. reporting live in new rochelle, carolina leid, channel 7 eyewitness news. a large fire sending a huge plume of black smoke in to the sky. the fast moving flames destroyed a shed owned and operated by the throughway authority. the flames are out. no injuries were

reported. new information about a disturbing case of animal neglect. michael dombeck is facing charges. many animals needing medical attention. the animals included horses, goats, donkeys and geese among others. five of the animals needed medical treatment. >> the conditions these animals were living in was truly deplorable. they didn't have enough to eat, drink. the water was covered in slime. there was evidence of malnutrition. >> it was so bad in some cases animals' ribs were showing and others had serious infections. tonight we hear the traumatic call of how perilously close a passenger jet came to near disaster. a u.s. airways plane boarding a landing in charlotte, north carolina after a sudden and powerful burst of wind. as the tail hit the ground, the 153 passengers not

even a clue that they could have been moments from a catastrophe. >> reporter: wind sheer. it poses the greatest danger to aircraft during take-off and landing. such was the case this weekend when wind sheer slammed a jet to the ground causing near disaster. >> bounced it, went around. if he had a tail strike he might have gotten pieces down the runway. >> reporter: here's a simulation. this is what it looks like when a plane is trying to land. the pilot of the u.s. airways a321 approaching charlotte from atlanta saturday and is hit by the wind sheer. he aborts the landing, hits the power to go around and tries again. >> we've got about a 20 knot wind sheer, about 10 feet above. >> reporter: the pilot hit the runway, striking runway lights and significantly damaging the underside of the jetliner. >> this came as close as you

possibly can to having a major catastrophe. he hit the ground. he hit the lights. he ran the tail along the ground before he was able to get airborne again. >> the ntsb has both of the black boxes from the jet which will tell them a lot about the moment the wind sheer slammed the plane. new tonight, six workers from kennedy airport now facing criminal charges accused of stealing mail. prosecutors say the workers took part in a scheme to steal mail containing about $250,000 of cash. three of the defendants were cargo handlers who allegedly targeted international flights transporting mail with foreign currency. a sickening crime in newark. police looking for the grave robbers who stole human remains from a cemetery. police say the remains date back to the 1940s and were taken from a mausoleum at the mount pleasant cemetery today. there is no word of any suspects. bloomingdale's customers get thousands of dollars to go on a shopping spree but is it too good to be true?

topless women in times square causing quite a commotion today, a lot of double takes.

sparking debate over whether bare breasts should be legal on the streets of new york city. these women with their breasts painted working the crowd and posing for pictures notorious for cash tips. this may be surprising but it's not illegal for the women to go topless in the city. times square is an attraction for families, many with children, and that's a problem for some visitors. >> reporter: a naked woman showing her body painted, i don't see anything wrong with it. i consider myself a decent woman. >> look how many people are here with kids. i'd totally avoid this whole area. >> she's got the courage to walk around. she's promoting it. >> many say the problem in times square is all of the aggressive panhandlers in costume and out. mayor de blasio says the city is working on that. data stolen from the infidelity website ashley madison has been posted online by hackers. hackers dumped the names, addresses, and credit

card information of 32 million users to a park of the dark web only available through a special browser called tor. ashley madison is a website where married men and women set up extramarital affairs. new at 11:00, an e-mail glitch gives bloomingdale's shoppers thousands of the dollars in unexpected store credit. by the time the department realized, some people had already gone shopping. this is the e-mail one shopper received, saying she had $5,000 in credit and when she tried to use it she was denied. but one man who got $25,000 reportedly bought diamond earrings, a watch, and a designer bag. bloomingdale's is demanding he return the items. you hear their trademark music and instantly you know it's a mr. softy ice cream truck. but not so fast. the company

accusing a rival truck for stealing its jingle. josh einiger in fresh meadows. >> reporter: it's just 16 notes in the key of e flat, and to children everywhere the jolly jingle means only one thing. >> it means we can go outside and get some ice cream. >> reporter: while you may not share the same enthusiasm for the endless loop of chimes, they sound like money for joe valerio. >> when i first started working here i'd hear it in my sleep. >> reporter: he earns his living on those 16 notes. it's been the company's brand for generations. >> these guys are running around here playing our music, they're not paying the royalties. they're pretty much laughing at mr. softy. >> reporter: joe works purely on commission which mean that jingle drives every dollar. when competitors use that music

the humidity will more than make up for it. if you've stepped outside you probably notice humidity has come up even more than what we had earlier today. we look over toward the empire state building right now, 79. humidity up at 72%. high on the day got up to 90. that was our fourth consecutive 90-degree day here in the city after a morning low of around 73. well above normal and only 4 degrees from the record. rainfall, .29 inches during the wee hours of the morning. sun setting these days at 7:51. got up to 91 at newark, sussex. 93 up toward poughkeepsie. heat wave coming to an end. any scattered thunderstorm that we get over the next few days can contain some downpours. if you happen to fall under one of these storms you get a quick downpour. it lasts 15 to 20 minutes and then it's over. they stay

spotty through thursday and then much more numerous thursday night. i'm concerned about friday. there could be flooding downpours in the area during friday. 78 right now in teterboro. 78 at laguardia. temperatures in the upper 60s well north and west of the city up toward monticello. dew points are squarely within the oppressive category, right around the 70-degree mark. the radar satellite not showing much in the immediate tri-state region. we had a couple showers develop during the afternoon hours of today, much like what will happen tomorrow and on thursday. more moisture located off to the west and there's a lot of players here on the map. there's a storm located well offshore in the upper levels of the atmosphere. this thing can actually move toward the had coastline. this will cause this front here over minneapolis to stall right over the tri-state region thursday night in to friday. that's why i'm concerned about heavy downpours around then. the tropics starting to light up finally. danny right now, tropical storm, 50-mile-per-hour winds, approaching the leeward islands

by late in the weekend in to early next week perhaps as a category 2 hurricane with 100-mile-per-hour winds. going to be keeping a close eye on that one. futurecast showing what's going to be evolving over the next couple of days. couple scattered storms in the city. couple scattered storms on thursday. thursday night in to friday, we have to watch this band of heavier rainfall move in to the area. here's your accuweather 7-day forecast. 84, not as hot tomorrow but very humid. could be a spotty storm out there. spotty storm during the day thursday. maybe more significant downpours coming in very late thursday night and lasting through the day potential on friday and on the weekend we cannot rule out a shower or storm both saturday and sunday with that front nearby. the humidity stays pretty high right in to the early part of next week. bill evans has an update in the morning. up next, will what do all those long hours at the office mean for your kids before

but the bullpen almost let it slip away again. orioles have the bases loaded. ground ball, left side. the mets hang on for a 5-3 win. second place washington playing right now in colorado. next nfl preseason game for the giants, saturday at home against jacksonville. they have a day off from training camp practice today. the jets were hard at work in this sweltering heat. word tonight they'll add much traveled veteran quarterback matt flynn to the roster with geno smith out, bryce petty not ready, and ryan fitzpatrick the starter. so there's going to be a new face on the practice field soon. >> as we said before, anything we can do to make our team better going forward, whether it's in trades or players in the street, we're going to look in to those things and make us a better team. pb -- tom brady in new york city. they talked about settling that deflategate difference but failed. tomorrow's court hearing will go on as planned with lawyers arguing their cases. brady
