both expected to survive. the officers were not injured. residents startled by the string of shots describe for us the gunfire. >> i heard the first six shots. and then, there is a pause. then a fourth shot. that is when i saw the police car coming up the street. and then, i just look and saw the police running in different direction. and that is all i see. >> reporter: other residents heard more than a dozen shots fired. maybe up to 14 shots in three separate bursts. to recap. an nypd gun buying operation ends in gunfire here in mount vernon. two people are shot, both described as suspects in this undercover sting. the nypd, mount vernon police and westchester public safe tiff are investigating. residents say this is a quiet

part of the city not known for such outbursts of gunfire. we are live in mount vernon, i'm lucy lang with channel 7 eyewitness news. >> lucy, thank you. now to the plane crash. the pilot is dead tonight after his stunt plane crashed during a practice flight in orange county. eyewitness news has exclusive video showing the moments leading up to the trackic crash just after 2:00 this afternoon near stewart international airport. darla miles is in new windsor with new information tonight. darla? >> reporter: liz, several eyewitnesses told us this pilot was doing such a great job. it was so impressive many of them pulled out their cell phone to catch him practicing but then a piece of the plane calls off, the pilot took a nose dive and police say he didn't even have time to call for help. at first, it was a sneak peek into this upcoming weekend's new york air show until the single engine plane took a nose dive. >> i'm not sure whether the

pilot just tried to get it out of the way. but he just got beyond to where people were out in a clearing in the area where there were treeing. and it just went straight down. >> reporter: several onlookers caught the tragedy on tape when a large piece of the tail broke off of this giles-202 in stewart international airport in new windsor. >> it is an acrobatic plane. it does very extensive maneuvers. i'm not sure why the tail went apart. that has to be investigated. >> at least 202 aircraft appeared to experience a structural failure. it went into a steep dive. >> reporter: it crashed into a wooded area just beyond the runway. >> he went straight up. >> reporter: now, the air show is still scheduled to go on this weekend though practice

has been canceled for the daytime at this point, the investigators are not releasing the name of the pilot pending notification of the next of kin. reporting live, darla miles, channel 7 eyewitness news. >> darla thank you. in westchester county, the noise of the partial building collapse scared folks in one community today. around 12:30 this afternoon, the front facade at the tequila sunrise restaurant came crashing down onto the sidewalk below. tables and chairs were set thereupon for outdoor dining. no one was hurt. the cause is under investigation. now to some shock on the road to recovery. after superstorm sandy. residents on long island who already paid the price to raze their homes are getting slopped with hundreds of dollars of extra unexpected fees. n.j. burkett has their story. >> reporter: national grid says two-and-a-half years is long enough.

homeowners who have not disconnected and reconnected their natural gas service out here will be charged for it. you can't elevate your house without doing that. and tonight, critics say the utility is kicking homeowners while they are down. >> it is going to go over here. >> reporter: frustrated he told his wife to write the check. a check for $2,300. >> i wrote the check because we had no choice. >> reporter: no choice because their utility company national grid refused to reconnect their natural gas service without it. >> we shouldn't have to go to any more horror. we did it with sandy and i feel like they are making us relive all these things. >> reporter: after the superstorm, national grid waived disconnection and reconnection fees for struggling homeowners. but, this summer, quietly reinstated those fees. ms. willy says it is adding insult to injury.

>> all the people here, it is long. from new york rising. >> reporter: it will affect hundreds, perhaps thousands of homeowners who have yet to elevate their homes to meet new >> people don't have the thousands of dollars at this point to shell out for that. >> reporter: assemblyman todd kiminsky sent out this letter asking them to reconsider. but the utility is firm. two years after the storm, national grid volunteerly suspended relocation charges said a spokeswoman. customers should discuss the work required and any associated charges and we will review each situation on a case by case basis to see how we can help customers. >> we need to be helping people like the folks that live here. not holding them back. >> reporter: and he says he will continue to pressure the utility when it is fair for

him on murder charges. well, former president george w. bush visited the gulf coast today marking the 10th anniversary of hurricane katrina. he and laura bush attended a ceremony honoring the victims. he was criticized for his lack of response in 2005. today, he remembered those who died but celebrated the region cease resurgence. >> last time i was here, it didn't look quite this pretty. the place was totally devastated. and then, to see all the boats and the cranes is a testimony to the recovery of the gulf coast. >> bush also visited louisiana and new orleans while visiting a high school there, the band's music, as you can see, inspired the former president to break out some moves. florida is bracing for what could be one of the biggest storms in years. tropical storm erika has

already done major damage to the caribbean island of dominica. it slammed the island triggers landslides and floods there. the prime minister says at least 12 people are dead and two dozen are missing. and in florida, a state of emergency is now in effect. the national guard has been activated and highway tolls have been waived in case evacuations in that state are need ed. there are already large gas lines as some residents brace for the worse. that is the situation on tropical storm erika in florida. meteorologist lee goldberg is tracking the storm and lee, what's the late nest. >> this is what it looks like on an enhanced satellite. all the reds, big time thunderstorms over the dominican republic andhe center itself is about to move over lands moving quickly. the question is, does erika survive going over the mountains an encouraging news in florida probably breathing a little sigh of relief. we will tell you about the latest track of intensity in the accu-weather. liz? >> also ahead, the negotiator.

>> for decades, he has been a man called into new york's tensest situations. lieutenant jack cambria has been involved in every major negotiation in recent memory including those popularized on the big screen. today, after three decades, he is handing in his badge. eyewitness news reporter dave evans has his story. >> reporter: after 33 years, lieutenant jack cambria walked out of police headquarters. he joined the department in 1982 and learned on the beat, it is important to be nice. instead of frowning, say good morning. >> people looking at me, i was looking at them. morning. good morning officer. oh my goodness. this stuff works. >> reporter: for the last 14 years, he ran the hostage negotiation team. the actor john tuturo played him in the taking of pelham

123. >> i know what i am doing. >> he became jack from his suit to his yellow tie and blue shirt and mannerisms and jack was on the set. >> we have confirmation that one firefighter is down. >> reporter: two weeks ago on staten island, cambria flew in the barricaded man's mother from delaware to try to help in the stand off there. >> they exchanged that they loved each other. at that point, he indicated he was going to surrender. >> reporter: across the city, 100 officers are part of the hostage negotiating team. lieutenant cambria said all candidates for his team have two important qualifications. they have to be compassionate and they have to be at least, at least, 35 years old. >> probably, at 35 years or so, one would know what it means to experience the emotion of love at one point in their life. to know what it mean to be have been hurt and loved. no know what it means to know success and to know what it means to know failure.

here is a good news, erika is likely the weaken to a tropical depression tomorrow. tropical depression. more on that in a moment. a little mild tore night. still crisp in the morning. it is in the mid 70s , nice beach weekend. 70 in monticello. 79 in wrightstown. sunshine, clear skies tonight. sunshine again tomorrow. some high clouds. but they are just decorative. should be great. a warm day in the mid 80s . we are going mainly clear, a couple of fair weather clouds around. high pressure will be right on top oftous night. this little system to the west here will fan some high thin cirrus clouds. no big deal there. a little more in the way of cloudiness sunday. you will get clouds from this system and in the front offshore. our high currently headed to us tonight will join and team up with the bermuda high. and then erika, no matter what form she is in, it will be a

big heat pump for coast. heat and humidity. so half of erika's center right now over land, right here in toward haiti. mountains. this should shred it apart. mud slides, it will likely become a tropical depression. so wind is not going to be a huge factor it will be big rains and it looks like it is a miss for a good part of south florida in terms of the center. and some beneficial rains will come to the drought areas in south florida and into early next week. it is a tropical storm or tropical depression. at least it doesn't get a chance to really strengthen into a big tropical storm or a hush. and some of these future cast rainfall amounts have gone down. maybe six inch amounts across south florida. your accu-weather forecast, we are heating up over the weekend. humidity still in check. by the time we get to sunday, it is more humid and near 90.
