more visible this summer. >> police and city hall launched a new homeless outreach program. it started august 17th. they have identified 80 homeless even campments. police teams visited 50 even campments. 161 street people have been identified. >> to visit the teens that go out and they will give fair warning of the impending clean up that could be up to a week after the visit. >> by law, new york city has to offer shelter to any homeless person that asks for help. the homeless problem has steadily grown through the blueburg years and now with mayor de blasio -- bloomberg years and now with mayor de blasio. 3 to 4,000 live on the street. those on the street, about 40% have mental problems. >> about 2% of that population are the ones that scare the hell out of everybody. the irrational acts that they commit.

>> reporter: commissioner bratton said homeless people have a constitutional right to beg if they choose to do so. >> the people on the sidewalk with a sign, hungry, i need help, et cetera, there is really no legal way we can deal with that person unless they are creating fear or intimidation. >> reporter: and commissioner bratton said that the homeless problem, while it is serious in new york city, it's not nearly as bad here as it is in los angeles. he said it is absolutely horrible in los angeles where he was also the police commissioner. reporting live at city hall, dave evans, channel 7 eyewitness news. >> dave, thank you. the nypd weighing in on security during the pope's visit three weeks from tomorrow. officials say security measures will take into account the pope's desire to personally greet as many people as he can. >> his holiness would like to make contact, be seen by -- enjoy the presence of as many people as possible. while we have to secure the

upper-90s in interior parts of new jersey. air quality warning through tonight and then right through the day tomorrow then the air quality will improve through friday. thunderstorms to the west. that's where they stay for tonight. we are looking for that cold front to come south for relief. it doesn't happen until tonight into friday. we may escape the storms. day four of the heat wave. that would make it the longest of the summer. heat peeks tomorrow with feels like reading in the mid-90s. relief with maybe a shower. heat back for labor day weekend. we will have that in the seven- day forecast when i come inside. bill and liz, back to you. >> come on in, lee. a stolen car. what police didn't know until it was over, the suspect was wanted for rape and murder. the car stolen in lower manhattan. police using a app to find him on the brooklyn bridge. when he was busted, police he was. eyewitness news reporter darla miles with the story.

she is in lower manhattan tonight. darla? >> reporter: bill, kendrick gregory is expected to be arraigned in lower manhattan. the he faces gun and larceny charges in new york city. there is the matter of his carolina. >> flab gear ghasted. mushroom. >> reporter: two .45 caliber kendrick gregory. he was taken down by three young nypd officers and an iphone. >> we were happy that we were part of that and able to work as a team to stop him. >> reporter: investigators in raleigh, north carolina, say gregory went on a two-day crime spree from sunday to monday which included the shooting of a 17-year-old man, the rape of a 13-year-old girl, carjacking, robbery, burglary, assault and murder of pawn shape owner thomas duran. >> we didn't know how that

would happen. we only new about the car -- knew about the car at the time. >> reporter: the officers were responding to a 911 call about a stolen car. using an app connected to the gps in the car, they tracked the car to smith street. in the driver's seat, there was gregory. >> glad i had the three people here. >> inside his pants pocket a pistol. >> reporter: one was used in the murder, the other -- >> one of the weapons was stolen from the man murdered, the pawnshop owner. we believe one of the 45s. they are the same make. >> god knows what he would have done in new york. he was really an individual totally out of control. >> reporter: now, kendrick gregory was arrested in 2014 in manhattan for disorderly conduct. according to the nypd but outside of that, it's not clear

why he fled here and what his ties may be to brooklyn. darla miles, channel 7 eyewitness news. >> thank you. authorities are awaiting an autopsy to determine how a family of four in new jersey died following a suspicious fire rat their home. the victims were found inside a bedroom on the second floor of their home on joline avenue in long branch this morning. they are identified as 35 years old linden shane beharry, amanda morris and their two children, brian and brandon. >> the preliminary investigation has revealed that there are multiple areas where this fire started within this home. >> there were other injuries to the victims' bodies besides burns. investigators have not ruled out murder-suicide. linden beharry worked for the long branch department of public works for 16 years. new at 6:00, ready for school? not exactly the best way to describe what is happening at one school district on long island.

the students in hempstead in nassau county are ready. the high school is the problem. so many students without classes so they go to campus and then go home. what is going on. here is long island reporter kristin thorne. >> i have a 45 minute class, home room. then i got lunch. that's it. i didn't come here to eat. >> >> reporter: frustrated students at hempstead high school. imagine if this was your schedule, a blank sheet. >> i am trying to graduate. this is bad for me. >> reporter: the head of the teacher's association says the school switched to a new schedule, a block schedule but didn't leave enough time to deal with the complicated computer tear rised system. in -- computerized system. some students were signed up for a few classes or registered for classes they have completed. hundreds have spent the last few days packed in the school's auditorium up to five hours eventually being sent home. >> everybody was in the auditorium, didn't have nowhere

to go and didn't have a schedule. now some people are getting a schedule. >> reporter: the middle of the school day, these kids are hanging around, leaving early. is this acceptable. >> no. it shouldn't be like this. it's not educationally sound for these children. >> i'm very disappointed. i hope that the parents and the school will be patient to get this resolved. >> reporter: a spokesperson said some patients registered late which is only contributing to the chaos. school officials are working around the clock to get students into classes as soon as possible. in hempstead, kristin thorne, channel 7 eyewitness news. a temporary fix for an unexplained power outage. officials on the l.i.r.r. plus everybody else is hoping the evening commute goes smoother than the commuting mess for tens of thousands of passengers this morning. jamaica station jammed with people after the trains for nassau and suffolk county were

a couple of clouds strolling by middlesex county. there are thunderstorms here. they are not able to make it over the mountains. now we turn to this cold front. it's inching eastward all week long. upstate new york tomorrow afternoon. a couple of storms in the poconos and catskills. then at night a spot shower just about anywhere. also a little bubble of high pressure keeps the winds and spares us from late afternoon storms. during the day, spotty storms really forming closer to albany to syracuse thin into the catskills and poconos. because the front is so slow to come through on friday and friday morning, we may be stuck in low clouds on friday morning and worst case there is a couple of showers that flare-up along the front. that may be the only chance to see raindrops scattered through the area, through the upcoming weekend. we will get that out of the way friday.
