who also says today was very historic. the first day of school with parents and anxious students ready to jump into a new year. >> in this new facility, new curriculum they got. good thing. >> reporter: at ps 59 on staten island, mayor de blasio and school chancellor carmen forina greeting students. >> the first time any child anywhere in the city, any 4- year-old can have full day pre- k for free. >> reporter: 65,000 children are enrolled in the pre-k program. it's the largest pre-k program in the country. also the most expensive costing an estimated $400 million a year. >> this is probably the single biggest accomplishment in education in this country in the last two years.

>> reporter: the mayor estimates the prom is saving parents from paying up to $15,000 a year for day care for his daughter mia starting school today. >> for us it's biter sweet. she will be gone five days a week all day. but, you know, it's helpful that she will be getting a head start. >> whatever number of children want full day pre-k, whatever number of parents want to sign up their children for full day pre-k, it is guaranteed to them. >> reporter: 65,000 pre-k students are enrolled but the school system still has room for 10,000 more so they are actively reaching out to parents and in some cases going door to door to encourage parents to enroll their 4 year olds and they hope parents that do so. and you can call 311 if you have any questions about how to enroll your 4-year-old in a pre- k program. clark, channel 7 eyewitness news.

a high school in the bronx rocked by a powerful explosion over the summer is back open. the blast on august 20th blew the walls and windows off several classrooms at john f. kennedy high school in marble hill. the damaged areas are sealed off and the building is safe and air quality tests show there is no risk to students and staff. some 4,000 students use this building. >> just how hot will it get this afternoon in the classroom and bus stops? a big question for a lot of people. let's turn to meteorologist bill evans with the exclusive accuweather forecast. >> it's hot little wind. the wind is hot, too. so, it will be an oppressive day. more humidity than yesterday. yesterday we were in the 40% range for humidity. we are in the 60s to 70% range. the humidity is what makes it unbearable. you can see the hazy dome right over manhattan as we look from our camera in brooklyn.

87 degrees. 82 sunset park. 86 ridgewood. cooler than yesterday. we hit 90 during the noon hour yesterday but we quickly see the humidities, they can feel like 93 in brooklyn. 92 in the park and that will go to 95, 98 this afternoon because we have more in the way of humidity and the heating should get into the 90s. real feels in the mid-90s west of the city. upper 90 region. but then we will have a cold front coming in after a sticky stuffy afternoon. the last day of the 90-degree weather. the third heat wave of the summer. thunderstorms tomorrow. they could be heavily. we could get much needed rain. we are about 7-inches short of rainfall up until now. we will talk about that next in the accuweather seven-day forecast. back to you guys. >> thank you, bill. the stifling heat is forcing some schools to let students out early today. in clifton, new jersey, all public middle school and high school students will be released around noon. the elementary schools will

close at 1:00. morning pre-k programs will end at 11:10 and dismissal for full day pre-k will be 11:50. a number of districts in connecticut including stamford that will have an early dismissal today. in new york city, a full day of classes scheduled for all the students. some will be forced to sweat through it without air- conditioning. we have been talking about this all morning. meteorologist amy freeze is live in washington heights with that part of the coverage. >> reporter: it's hot out here, no question about that. and it's somewhat unusual in some aspects. if you look at the long term averages, 10 degrees above the normal. normal is over a 30 year period. if you look at the last three decades of kids going back to school in early september, the average high would be 78. we have been in the 90s. it's a long stretch. this morning as kids were walking into school it was uncomfortable. >> it's ridiculous. i am drenched in sweat. >> too much heat.

you can't focus at all. >> reporter: heading into school, students could already feel the heat. >> bring your duray, an ice rag, whatever you want. >> reporter: carmen forina has little sympathy for the first day back. >> one of the advantages of someone in the system 50 years, i remember when there was no air-conditioning whatsoever. like i say to my children and my grandchildren the story of all the things they had that i never had and i managed to survive. >> the department of education says 95% of educational department buildings have ac in some or all of the instructional spaces meaning a resource room or some part of the school has air-conditioning but not every classroom. last september the first three days of school were 87 degrees or hotter. so, it's unusual to have september heat but not unheard of. >> you deal with it. you just deal with it. >> it's september. >> it won't be hot for long. >> reporter: that's true.

the fire wasn't the big worry. the smoke was. it filtered through the high- rise. certainly concerned residents headed to the stairwells and made panicked calls to 911. firefighters say it was hectic at first. >> due to the nature of the smoke, a lot of people were reacting a bit more panicked than normal. so, yes, we had a lot of calls. it managed to get up through the stairs quickly. people were in the process of using the stairs got concerned. >> seven people were treated at the scene. one person went to the hospital for observation. new at noon, a landmark decision today marks a new chapter in new york city's attempts to have us live healthier lives. the board of health passed a rule requiring all restaurants in the city to post warnings about salt on their menus. eyewitness news reporter rob nelson in lower manhattan with more on what this means to restaurantgoers. rob? >> good afternoon. new york city is the first city

in the country to enact something like this. officials say it's simple. we americans and new yorkers simply consume too much salt. starting a few minutes from now they will require fast food restaurants to denote on the menu which items exceed the daily recommended amount of salt. this vote came down in the past hour or so. it was unanimous. we have been talking about it for months. today it's official. this requirement set to go into effect on december the 1st, three months from now. it will impact fast food chains with 15 or more locations around the country. critics, there are some, they say this is an example of overreach or culinary nanny state around the country. health officials say look at the numbers of the maximum recommended daily limit of salt is 2300 milligrams every day. 95% of americans consume a lot more than that. 3400 milligrams. that overconsumption of salt can lead to all types of health

issues, particularly cardiovascular disease and that is a big factor in heart attacks and strokes. heart does is the leading cause of death among new yorkers. leaders say restaurant food is the primary source of the salt. many popular food chains will use the salt to highlight the items high in sodium. city officials say this is not a ban, not back to the sugary drinks debate. they just want people to be aware so they can make better choices about their diet and health. >> this is information that doesn't change the food but provides people with information that they need to make healthy food selections. >> reporter: now, the new york city restaurant association has been opposed to this regulation from the beginning. a while ago, the group did release a statement, kind of reiterating opposition saying it will be costly. two, federal regulations are more comprehensive coming down

she spoke at the brooking think tank in washington. she said it's groundbreaking and there are safeguards for iran's nuclear capabilities. the republican candidates are saying that the deal itself is reckless. this afternoon donald trump and ted cruz along with sarah palin and glenn beck will rally at the capital building. action is needed now. those strong words from the president of the european commission. he addressed member nations about the migrant crisis on the continent. he points out that nearly all europeans were refugees at one point or another and asylum is a fundamental right. he is pushing for a plan to accept hundreds of thousands of refugees who are mostly from syria. the kentucky clerk jailed for five days refusing to issue marriage licenses to same-sex couples is expected to return to work on friday or monday.

a coast guard rescue. a bizarre moment at a european meeting and a close encounter with whales. some of the stories that were caught on camera. we begin with dramatic video of a coast guard rushing to the aid of two men trapped in april damaged boat off texas. officials say the fishermen heard a boat slam into the rocks and called for help. the coast guard dispatched a helicopter. a rescuer was lowered down to the men and minutes later a rescue basket sent to them. they were hoisted up into the helicopter and individually saved them. a moment at a european union commission meeting. an italian member of parliament started wearing an angel la merkle mask, and ran up to the podium. no word on why he was wearing the mask.

will be back in a few minutes to update us on the back to school forecast. >> hello again, i'm shirleen allicot. >> i'm david novarro. as students head back to school, a possible bus driver strike could spell trouble for schools on long island. 1,000 workers at a school bus company are threatening to go on strike as early as tomorrow morning if there is no compromise in a meeting later today. >> kristin thorne is live in farmingdale with more. kristin? >> reporter: shirleen and dave, we are outside the teacher's headquarters. this is where members of the union will meet with federal mediators around 2:00 to reach an agreement to avert this strike. the union says that they want to strike because the 1200 members are not being paid or are being paid poverty wages.

the union says they have been trying for months to reach an agreement with bauman and sons. on top of getting ready for back to school this week, they are trying to come up with contingency arrival and dismissal procedures for parents. the union president says he doesn't want to see a strike but if they can't reach an agreement, so be it. >> many of our own members have children on the buses. the last thing we want to see is a strike. but the owners of these companies who are multimillionaires are more interested in taking care of their thoroughbreds on their horse farm in pennsylvania than providing a dignified wage for the people that do this important work. >> again, the meeting is set to begin at 2:00 this afternoon at the teamsters headquarters in farmingdale. the union president says they are willing to work through the night to try to reach an agreement but they don't have

more than 170 people were on board when the plane burst into flames on the tarmac. elizabeth hur has the story. >> reporter: good afternoon. thankfully there were no serious injuries. right now the ntsb is on the scene trying to figure out the exact cause of the fire. disaster averted. >> we have a fire. i repeat we are evacuating. >> reporter: with crews aboard this british airways flight wasting no time calling for help and evacuating the plane. >> may day. >> heavy fire services are on the way. >> reporter: they arrived within minutes quickly transporting 14 passengers from flight 2276 to a nearby hospital. >> i don't remember what i was thinking. >> all you could see was smoke and then all you could see was ash. >> reporter: 157 passengers and

13 crew members were on this flight in las vegas. according to experts, a mechanical failure could have caused the engine to explode sending hot metal into the flame starting the fire. >> the fire in the pictures is really the airplane itself, not the engine on fire. after they put the fire out, you could see how clearly that fire came to almost penetrating into the cabin which meant this could have been a serious accident. >> reporter: the quick thinking crew getting credit for saving the day and nearly 200 lives. >> quite happy that we were all okay. >> reporter: officials say it could be some time before we learn exactly what happened here. what they can tell us at this point, had this plane taken off while on fire, the result could have been catastrophic. elizabeth hur for channel 7 eyewitness news. we turn to meteorologist bill evans with the afternoon, after school accuweather forecast. >> it could be dangerous outside later on with the heat
