running about 20 degrees warmer than normal. be. it's a warm rain, if there's such a thing in december. here's what's happening, the rain is overspreading the the southwest to the northeast. the front is back to the west. there's a couple spots where the rain is moderate here in essex and hudson and union county. and sliding eastward. this is going to make for a slow evening commute on a gridlock alert day. so as of noontime, .25 to far and now bridgeport we're just getting going. the totals will go up to .50, maybe an inch in spots. that will create slow travel conditions this evening. you see on the futurecast, see the darker yellow shade, the orange shade, 3:00, 4:00, 5:00, and then out of the way by 6:00 in the city and about 7:00, 8:00 out toward the eastern end of long island. and watch the futurecast as cold air starts to pour in here for friday night into saturday.

where a random slashing of a 16- year-old girl continues to stump this community and rattle nerves. >> feel bad. our neighbor's niece, i believe. and it's -- you get worried and scared. >> reporter: it was yesterday around 8:20 a.m., the teenaged girl, an exchange student from china only in this country for eight months, was walking to her small school, white stone academy when suddenly police say this man wearing a hoodie, a surgical mask and surgical gloves approached her from behind. >> he's wearing a surgical mask and he has surgical gloves on. slashed to the face twice. once from ear to the middle of the throat and another part of the face as well. >> reporter: as cops continue the to v a source close to the family says they remain traumatized and she remained at long island jewish medical center this morning, still trying to overcome her injuries. police recovered the box cutter and residents are hoping there's a break many the case soon.

the fire was in the rear of the 2.5 story house no. one was hurt. four tenants -- house. no one was hurt. four tenants have been displaced. the cause is under investigation. the streets of baltimore remaining calm after a mistrial declared in the case of the first police officer charged in the death of freddie gray. lawyers are scheduled to meet with the judge to discuss dates for a possible retrial. >> reporter: what happens next is really a question. an administrative hearing was scheduled and abc reporting that the meeting did not take place between the attorneys and the judge steps. it could happen any time this week or in the coming weeks. these are the moments after a mistrial was announced in the freddie gray case, a jury unable to reach a decision about officer william porter's alleged role if the 25-year-old gray's death. a handful of arrests, and authorities clearing the the

there's no cold temperatures out here. looking at temperatures at 58 degrees, the high humidity and a southerly wind that's been pumping up the moisture here at noontime. and so we have the rain that started now. and it will be steadiest through the afternoon and the evening. looking at a cold day on saturday is. and looking at record highs again next week. and 56 smithtown and right around babylon. and here at noontime, looking at the temperatures that continue to be about 20 degrees warmer than normal for this hour of the day and this time monticello. about a 3 miles per hour wind in the park out of the south. wind. so just keeps the moisture feeding into this cold front that's off to the west. so the showers have been heavy here in union county and heading across the city. pretty much south and east will get the lion's share of the rain. and then the edge is back in western pennsylvania and new york state. and that will take a while the

to move through. this afternoon, .70 in newark. and nearly .10 in the park and just getting going. the heavier rain from 2:00 on commute. and 6:00 at night, just east of the hudson river valley and to gone. and then the game is on for the cold air. and clear skies saturday. reinforcing surge of cold air squeezing out the moisture and could produce some flurries into the weekend. but eventually what will happen to go back north. week. the weekend, feeling like the 30s on saturday. and warmer. rain into the evening now ends early tonight and then cloudy 48. breezier and chillier tomorrow, clouds and sun and 49, and wind 25 miles per hour but going to feel like the 30s. and colder saturday. and west wind on sunday.

caught on camera, a dare thing rescue on a highway by a sheriff's deputy that looked like a scene out of a hollywood action movie. take a look. dash cam video captures the sergeant running across the roadway towards a moving semi- truck. the officer leaps on to the side, hits the brakes and brings it to a stop. it turns out, the driver had suffered from a diabetic episode because of low blood sugar and was unable to control the truck. the driver is expected to be okay.

late december, especially around now. but right now, rain is moving through the tri-state area. a live look outside. a very foggy day out there. meteorologist bill evans will have another update in a few minutes. hello again. >> all new this half hour, a big ruling about flu shots today involving preschoolers in new york. >> a state supreme court judge blocking the requirement that preschoolers must get flu shots after some parents filed a lawsuit. with more. >> reporter: that's right. state state supreme court here in lower manhattan where a judge struck down a health department requirement for flu vaccines for young children. it was supposed to go into effect in two weeks but now that will not happen. parents and autism activists filed a lawsuit to the stop the implementation of all of this, the requirement that children in new york city regulated

head start program be vaccinated against flu. so in other words, it would apply to children six months old to five years old. the regulation would have taken effect on the first of the year but critics said they weren't comfortable with the vaccine and despite research to the contrary, those parents still feared a link to autism. and one parent told us that the flu was a risk she was willing to take with her child. >> no one is being prevented from getting a flu shot here. every parent can get one if they want one. they're just not required to do so which is important. >> reporter: and in striking down the ruling, the judge found that new york state legislature retains the statutory authority to mandate vaccination not already expressed within the public health law. so specifically he is saying new york city health officials lack the authority to mandate new vaccines, end quote. and now the state from the new

york city health commissioner, quote, the vaccination requirement will save lives. while we evaluate our legal option, we strongly recommend that children vaccinate their children against the flu, end quote. so it's not clear at this hour whether the city will appeal but it is clear that the requirement is not going to go into effect on the first of the year. live at state supreme court lower manhattan, channel 7 eyewitness news. >> thank you. well new at noon, the rapper involved in profile confrontation, this time arrested for allegedly attacking a bouncer at a nightclub in chelsea. it happened as the 24-year-old was thrown out of the up and down club after a dispute yesterday. police say he bit the woman escorting her out and tried to punch her in the face. she has been released. the navy will award the purple heart to service members killed or wounded in an attack this year in tennessee.

action complaint against the league. approximately 144 former pros now alleging in a lawsuit that the league didn't do enough to warn them of the long-term effects of repeated blows from the head or protect them from the hits. a former captain is part of the lawsuit. >> we knew we were going to separate shoulder, lose teeth but long term brain trauma was never brought up. >> reporter: last week, the family of a former defense man slapped the nhl with their own lawsuit. >> hammered him. >> reporter: 10 months after the 35-year-old was found dead inside his home. an autopsy concluded his brain was ravaged by the disease cte. the family claiming the league failed to warn him of the long- term risks associated with repetitive head trauma. when asked in may if he believe there's a connection, the nhl commissioner said from a medical science standpoint

hudson river valley to coastal connecticut, long island, and this will continue to rain through the evening commute. and some of these rain showers will slow down traffic and slow down the things at area airports. so here we go with the temperatures, still into the 50s at 3:00, really warm. so the rain starts to wind down from the city westward at 6:00. temperatures in the 50s tonight. and out and about late this evening, coming boo the theater, the rain will be gone but temperatures are still mild but then the temperature starts to drop like a rock tomorrow afternoon and tomorrow night. and going to be coal on saturday and maybe flurries up above i-84. over the next seven hour, hugging the 57, 58 number into the evening with the rain winding down after 6:00. and go out toward long island, going to be just slowly dropping a degree or so into the evening hours with that rain. the weekend is going to be cold however.
