it went wrong. >> reporter: police sources tell us part of the reason for the delay is there is no direct radio link between nypd, 911 dispatch, and port authority police at jfk. when the 911 call of an intruder came in to nypd dispatch, they then had to make a land line call to port authority police. who then dispatched their own patrol. valuable time was lost. >> what could happen in 10 minutes? that's a lifetime. 10 minutes? and then the guy gets away? >> reporter: sources say this recent breach occurred where the intruder jumped over one of the many places surrounding the airport, where the fencing has no sensor alerts. authorities became so concerned at one point that the tower advised all aircraft to be held in place at terminal eight, stopping all air traffic at the terminal for more than 45 minutes. >> have minutes. >> have you an individual

and you don't know who he is or who he has. >> reporter: and when the intrusion was reported, police responded and swept the area using canines and deemed the area safe. they say detectives are reviewing closed circuit tv cameras and interviewing potential witnesses. >> i want a review of all of the procedures. this should never, ever happen. >> now tomorrow congressman meeks plans to meet with the port authority officials. also, he has spoken directly to the head of homeland security about the december 13 intrusion. back to you. >> thanks, jim. thank you. well gunfire erupted inside a supermarket in new jersey, and in the middle of the afternoon, it happened at a sea town in the monthaven section of the bronx. the store owner says the gunman walked in looking specifically for one person. when they spotted him, they fired several bullet, hitting the victim three times. he is expected to make a full recovery. the shooters are still on the loose this evening.

afternoon, of a hiker in rockland county, the hiker losing his feet and falling. rescuers pinpointing his location through a cell phone. and with hours of trying to be rescued, he suffered from shock and hypothermia and is in the hospital being evaluated. the bear who attacked a boy scout leader is roaming free in new jersey. >> the bear yanked the troop leader in a cave in rock away township. he fought off the animal but had some help. help. scene. >> reporter: liz, traps were set. but then they were pulled after wildlife authorities determined in this horrifying encounter, the bear was simply protecting his den. and the warning, do not

caves. >> they had never heard this before. >> we have a gentleman in the cave with a bear. he has been injured by the bear. >> the scout leader was not on an official boy scout outing. just taking his son and two friends off the trail to explore a cave he had been inside earlier this month. but when he lowered himself into the opening this time -- >> a bleak bear quickly grabbed his foot. and pulled him further into the cave. the victim struck the bear twice in the head with a rock hammer. he then pulled his sweatshirt over his head and curled into a fetal position. >> the black bear's teeth and claws had severely cut the 50- year-old father's head, arm and leg. and he managed to yell instructions to the boys to use bananas and their trail mix to distract the animal. >> and they threw it at the entrance to the cave, and in an attempt to lure the bear out with the treat, the snacks they were carrying in order to get the bear to leave. >> the chief says everyone is lucky to be alive. at the victim's home, friends

>> they are pretty amazing kids. sometimes we don't give our kids enough credit. >> others in the community were quick to commend the young scouts and police say the boys did not want to enter the cave. >> i don't know what the objective of his tour was, and i would hope he had better judgment and it was just miscalculated. >> we understand chris underwent 11 hours of surgery to repair his injuries. and is expected to recover. his wife lydia said in a statement, she commends the three boys who truly saved my husband's life, because of their quick thinking and brave actionses. we understand the boys had just gathered leaves and twigs to light a signal fire, when rescue teams found them. we are live in rock away township, channel 7 eyewitness news. >> a frightening or deal. nina, thank you. amtrak has put new safety technology in effect between new york and philadelphia.

activated over the weekend. experts say it could have prevented the fatal derailment in philadelphia last may that killed eight people. and this is the last stretch of tracks on the northeast corridor to get the system. and it can take control of a speeding train in danger of derailing. stung by criticism he wasn't doing muff to solve the homeless problem in new york city, mayor deblasio seems to be in a full court press. a new way of dealing with the homeless begins next month and a way to get them into housing and the beefed up outrage begins tonight. the question, will it work? political reporter dave evans with the story at city hall for us. david? >> reporter: you remember this summer when so many new yorkers became awfully angry with the mayor when he refused to acknowledge a homeless crisis in the city. and now the mayor admits we have a problem with the homeless in new york and now he is trying to do something about the 58,000 men, women and children who live in city shelters as well as the three to 4,000 people who sleep on city streets every night.

homeless crisis. he responded. dismantling homeless encampments across the city. and today, some of those affected complained bitterly. >> we are homeless people. we need help. we don't need to be stepped on. >> we are here to ask for humanity, and how we treat homeless people, especially this holiday season. and to remind our government, that we owe the least fortunate among us, more humanity. >> but the mayor today, refused to back down, one bit. >> sleeping in the exposed air, often unfortunately, and this is not an acceptable way of life for these people and we won't tolerate it for them let alone the communes around us. >> and an audit, city shelters, they say it is plain awful. 53% had roaches and rodents. 87% mold. mildew. or no smoke detectors. >> the condition of city shelters is appalling and unacceptable. >> but the mayor is now trying to a new tactic.

a new effort to convince homeless people to stop sleeping on the streets. besides ordering those 30 encampments dismantled this year, the mayor now wants to build 15,000 supportive housing apartments for the poor. and he is hiring 137 extra outreach work ers. city hall is trying a lot of new things. >> we put the whole set of tools on the playing field. in a way that has never been done before. and it will have an effect. it will take time. but it will have an effect. >> i think mayor deblasio has his heart in the right place. whether a bureaucracy can do that, without lots and lots and lots of waste, i don't know. >> reporter: the mayor is also promising new program that will start next year, that when people do complain about homeless problems in their neighborhood, that city hall promises to respond within 60 minutes. that program, coming next year. we will see. reporting live at city hall, david evans, eyewitness news.

turned that pain into this. a toy drive for homeless children. officers he worked with donated all of these gifts that will be delivered this week, and some churches and other private more. a drive begun by a guy who without. bottom. it is not easy seeing fathers with their children -- i'm sorry. and you don't have a father. >> ramos has children of his own but has room in his heart for kids in the place he was just 20 years ago. >> i just want to make a difference. i just don't want to be selfish. >> officer ramos says that when he was 10 years old and in that homeless shelter hen it seems hopeless at christmas time, someone gave him a basketball

smashing an old record of 63. and a lot of clouds. maybe a passing shower. a little hint of sun. but not a lot of rain. a lot of rain is wednesday night into early thursday. christmas day, still mild. and that is is our sunniest day of the seven-day forecast. and meanwhile, other than a little chill in northwestern new jersey, these temperatures hold steady in randolph and dumont and hold in the upper 40s and low 50s. this is where we stay for much of the night because of a southwest wind coming in. dry. and a couple of showers north and west through early morning and through the rest of the day, you can have occasional rainfall and have your umbrella and your rain coat. don't need a heavy rain coat because it is mild. a few showers in kingston. and pike county and into parts of sussex county. otherwise a lot of clouds around. same high that gave us all of the chill over the week. we continue to warm up. we missed a lot of the rain to the north. and we have all of the rain developing over the gulf of mexico. the atlantic will start to contribute by wednesday. and it is wednesday afternoon, into the wee hours of the morning on thursday, we get the heavy rain. tomorrow though, even some rain

midday and afternoon hours. and on wednesday, get your stuff done in the morning. clouds, maybe a couple of thin spots of the clouds early and then the heavy rain comes in. cloudy and milder and late rain north and west. and need the umbrella tomorrow. a quarter of an inch of rain. back in the 60s tomorrow. and tomorrow night, we don't drop much. areas of fog begin to form. and wednesday afternoon with the heavy rain. look at the future cast. a wall of rain in the afternoon and an inch of rain, and we could shatter a record on christmas eve. we will. at 73 degrees. so it doesn't look like a washout either. clouds may break at times. and just a passing shower. christmas day, 62. rain is back for the weekend, saturday is the wetter day. so it is 56 on sunday and might have to bump it up to close to 60 again. just amazing for the first will week of winter. >> remarkable to see 73 up there. >> i know. >> thanks, lee. next in sports -- o'dell beckham jr. trying to make some kind of a statement yesterday. the nfl made its statement today. straight ahead the best player on the team told to sit out.

no question, what beckham did was outrageous but it looked like a rumble. >> at times completely out of hand and the league came down today. a one game suspension after the one game meltdown. there is word today panthers players and staff carried baseball bats on the field at the meadowlands and something they have apparently done in

allegation that somebody waved a bat at o'dell beckham jr. during pregame warmups and that is what had him all riled up. beckham was suspended one game for what he did. beckham dropped what would have been a touchdown. it all started there. he and panthers corner josh norman went to to toe most of the game after that. choir ball. and beck hamlet emotions get the better of him for the better part of the game. personal foul calls. from beckham to coach coughlin to eli manning and the officials being blamed for not getting a handle on this. beckham has already appealed his suspension and that hearing will be held by the end of the week. beckham spoke last night. coughlin spoke late this afternoon. >> it is team first, team last, team always and nothing stands above that. and he is responsible to his team and to his franchise, to his ownership. just as we all are. >> and you are out there competing and competing against one of best teams in the league and anyone who has a passion
