>> it's raising the flag for the man to report to him, this person, i'm not reporting him. report to her, i'm not reporting her. so that was uncomfortable. >> reporter: now a note worthy settlement of two longstanding civil cases in new york city. in the settlement the city admits no wrongdoing but recalibrates the rules of surveillance. it bars investigations based solely on religion and caps the length of most of them. it also restores oversight from a civilian representative, a lawyer appointed by the mayor and it removes a report called radicalization in the west from the city's website. even the city's official called that report outdated today. >> what it is is a nearly decade-old document that's not a product of intelligence analysis but an academic case study produced by the nypd looking at terrorist attacks that occurred more than a decade ago.

dramatic new developments tonight in the frightening random slashing of a young woman in chelsea. the man caught on surveillance video right there is now under arrest for the attack and police are linking him to another slashing earlier this month. eyewitness news reporter jim dolan at the police precinct where the suspect is being questioned. >> this is a story of two women who were violently assault ed by a man they did not know but it is also a story of how ill equipped the judicial system is to handle some kinds of crimes and some kinds of criminals. kari bazemore has been arrested 32 times just since 1997 but he's never spent much time in jail and now police say he has turned violent. >> reporter: at the 13th precinct police are in the stages now before charging 41-year-old kari bazemore with assault, the latest in a long series of crimes, many of them violent, that has so far not

but this surveillance video, that's bazemore in the red coat, helped police catch him this time. >> the young man was watching the news, saw the jacket and went about his way in to the city that night. as he's walking on 5th avenue, he sees an individual wearing this jacket, acting somewhat irrationally. he went over and alerted this behavior and individual to two mounted cops on 5th avenue. >> a little bit shaken and sore but i'm all right. >> reporter: his latest victim, 24-year-old amanda morris, spoke with eyewitness news reporter kemberly richardson. morris was walking near bazemore on west 23rd street when he rushed and slashed her face with a razor. bazemore has been arrested 32 times over the last few years for a laundry list of crimes including assault, grand larceny, and forcible touching. morris never saw it coming. >> he started walking slower and slower and he could tell i

could tell that i could tell he was behind me. i thought maybe i broke my nose because i felt blood. when i went in to the diner, i told them i'm bleeding, please help me. they're like oh, my god, you have a big cut on your face. >> we're live at the 13th precinct where police are getting ready to move kari bazemore from the 13th precinct over to central booking where he'll be officially charged then arraigned later tonight in criminal court. we'll of course bring you the latest as it happens. reporting live from the 13th precinct in gramercy park, jim dolan, channel 7 eyewitness news. the father accused of killing his pregnant daughter will remain behind bars. william caruth appeared in court and was charged with second degree murder and manslaughter. caruth and his daughter andrea shared a home in bay chester. caruth lived in the basement.

hid his daughter's body after killing her. neighbors say they're stunned by what happened. >> never would believe he would do this to his daughter. so i'm shocked. very shocked. i still can't believe it. >> andrea was found early yesterday morning. investigators say the father and daughter had ongoing disputes over money. quite a shock for a homeowner. billy ladenheimer woke up to find his home in ronkonkoma and three cars on fire. he and his girlfriend were not hurt in the incident. police immediately suspected arson. they recovered plastic containers left at the scene. he says he does not know would do this to him. >> shocked. we looked outside and the car was on fire. >> i don't know why somebody would do this to somebody. it doesn't make any sense. i don't know how people sleep at night. >> that fire left neighbors badly shaken. it's a close knit community where crime is uncommon.

proposal for a new york landmark from governor cuomo. an expensive plan to renovate the javits center, iconic but old convention center has three makeover plans in three days. yesterday, penn station. the day before, the lirr. price tag for all of this, tens of billions. so who exactly will pay for it? here's political reporter dave evans. >> reporter: the governor has been on a roll lately, announcing a billion-dollar expansion at the javits center, more than a million square feet added, promising construction begins this year. >> it's our obligation to build a new york for the next generation and that's what this is. >> the javits center is big, but not big enough. convention centers in chicago, dallas, las vegas and new orleans, they're all bigger so we lose business. for example, the cardiologist convention. they want more meeting rooms so they won't come to new york.

convention center is busy but not busy with the right kind of visitors. most are local, they go home tonight. but those cardiologists, they'd come from all over and stay. >> the cardiologist convention is here for a week. they stay in hotels. they go to the theater. they go shopping in retail stores. they eat in restaurants. it's a much bigger economic impact. >> reporter: is the governor getting a little too aggressive with his new projects? yesterday a new penn station cost $3 billion. he wants new york to help build a new tunnel under the hudson. new york's tab would be about $5 billion. a new laguardia could cost $8 billion. the governor wouldn't talk about the new debt but his supporters did, saying economy is good and this is new york. >> if cities like new york are going to compete and be world-class cities, we have to have modern infrastructure and we've got to have more of it. >> reporter: the state controller lists new york's debt at $63 billion. that's about

dumpster. >> i've never seen it with this outcome, a condition like this where somebody actually urvived. -- survives. >> reporter: when they arrived at the scene of the crash, they were quite surprised to see the driver's hand poking through a crevice and him crying for help. >> please get me out of here. >> reporter: firefighters then began using the jaws of life and two other powerful cutting tools to cut away small pieces of the car. >> we relieved the pressure on his legs. he started to calm down a little bit. >> reporter: the chain reaction was caused when a tow truck stopped to help a vehicle in a westbound lane. an suv then smashed into the rear of the tow truck as the red car crashed, the suv was pushed in to a precarious vertical position. the red car was then crushed like an accordion by the truck, pinning the driver. >> it's an area probably about 3 feet by 3 feet i'd say and that's where his upper body was.
