charlesworth is in nassau county but we begin with meteorologist jeff smith in for bill evans and bracing the elements on the upper west side. >> i can attest to the bright sunshine that we have out here doing absolutely nothing to help us in the temperature or the windchill department. check out the temperature. we are at about 23 degrees, 24 degrees. it went up one degree in the past hour. with the wind gusting up to 30 miles per hour all morning, that has driven windchills down into the single numbers. temperatures across the region, 20 sussex. 18 in monticello. you got mid-20s on the island and down the jersey shore. you take into account the wind and it feels like 11 degrees in new york city. it feels like it's below zero north and west of the city, up to monticello. there is a wind advisory effect for western ulster county through 7:00 this evening. winds could gust up to 50 miles per hour through the course of

the next seven hours looking like this. 20s. you notice the sustained winds hang out around 20 miles per hour. gusts over 30 miles per hour throughout the afternoon. and this regime will continue through early this evening before the wind gradually tappers off tonight. a cold bitterly cold windy afternoon. winds gusting past 30 miles per hour at times. that will send windchills, even though temperatures get in the upper 20s, it will feel like 10 during the course of the afternoon. then all eyes turn to late friday and into saturday. that's our first possibility of blockbuster winter storm. we will have many more details on the timing of that event in the full accuweather forecast a little later in the half hour. shirleen, david? >> jeff, thank you for that. our coverage continues now with eyewitness news reporter michelle charlesworth.

>> reporter: yeah. we are in rockville centre. everything jeff was saying is true. i am about to be blown over by the wind. it's cold. we stopped on the way out here on the upper east side to see how folks were dealing with this. more people on the streets. we wanted to make sure that we saw all of them. people are bundled up. when i asked how they are feeling or staying warm and describing this, they are calling it brick cold, rude it's extremely cold. that wind makes a difference. but it seems one of the best ways to stay warm is to laugh. >> i'm wearing a feather coat, fabulous, a heavy sweater, long sleeve polo, a scarf, silk underwear. >> i love it. >> reporter: the overshare. a man told me yesterday he was wearing his sister's warm tights. he was a construction guy. all toughness but he was warm. >> it doesn't matter.

search wabc in the apple app or google play store. bomb threats in a number of schools in northern new jersey. the threat was made to nine different districts in bergen and passaic counties. nothing has been found and several of the schools have been cleared. but it has created a disruption. new jersey anthony johnson is in fair lawn with the details. >> reporter: we are starting to see many of the students return here to the classrooms in fair lawn but we are seeing a lot of parents picking up students saying they are taking them home for the rest of the day. but here in fair lawn, things are slowly starting to return to normal. but this all began around 9:00 this morning. that's when the calls started coming in shortly after classes started forcing hundreds of high school students in the cold.

some were includes serred together, bergenfield, teaneck, neighboring communities. fair lawn, garfield close to each other. the only community outside of bergen county targeted was clifton in passaic county. the schools had to be thoroughly checked before classes could resume. before 11:00 several schools declared the lock down and evacuations were over. school was resuming. at some points parents responded to reverse 911 calls to the threat. nothing has been found but the incidents of s.w.a.t. are becoming a growing problem in school districts around the country. they have the responsibility to take the threats seriously even if officials believe the calls are a prank. >> emotionally wise the kids need a break, good home, decompress. it's parents responsibility to discuss what happened. >> tough morning for a lot of

i wish the world were a kinder place. >> reporter: with these pranks, of course, they have to spend a lot of manpower hours. a lot of authorities, officials, fire department, police department have to respond to these type of things. they are very emotional for the students and the parents and cost taxpayers a lot of money. that is the latest from fair lawn. anthony johnson, channel 7 eyewitness news. >> anthony, thank you. new at noon, police have just released new video of a man wanted in a random slashing attack. investigators say this is the man who slashed a social worker in the east village on saturday. anthony christopher smith needed 150 stitches to close the wound on his face. doctors had to do a nerve graft during eight hours of surgery. the supreme court says it will consider a legal challenge to president obama's executive actions on immigration. the president wanted to allow certain undocumented immigrants to apply to work in the u.s.

stairwell of a building he was patrolling. the bullet ricocheted off a wall killing gurley. a mother has pled guilty to criminally negative gant homicide in the death of her -- negligent homicide in the death of her daughter, lacy carr. westchester county prosecutors said the room was filled with alcohol and various drugs including morphine. the judge promised she would get five years probation when she is sentenced. the prosecution wanted jail time. new at noon, police in new jersey are looking for two men in an armed gas station robbery. we have surveillance photos. you can see the pair. investigators say one of them had a handgun when they went to the express fuel station in union last wednesday.

>> yeah, it can be 40, 50 miles per hour winds between the buildings. that drives the windchill lower, lower than it is right now which is down about 11 degrees as you can see right now and buffeted by the wind. another camera getting buffeted is this one from astoria to midtown. occasionally you will see the camera shaking in the wind. 24 right now. the wind from the northwest at 16 gusting to 29 miles per hour. we did get down to 16 degrees this morning. one of the coldest mornings of the season. 25 on the island. 22 sussex. 18 degrees at monticello. look at the wind speeds. 43 miles per hour wind gust recently at monticello. so, even higher winds in the higher elevations north and west of the city. that is driving windchills down to sub-zero levels up in monticello, down to two below zero. ten on long island and islip. we have a wind advisory in

the higher elevations of the catskills through 7:00 p.m. p. i want zoom things way, way out to the west coast to illustrate that this is our storm that we are talking about from late friday to saturday this is what we think so far. friday snow overspreading the atlantic states richmond to d.c. up to philadelphia. by very late in the day on friday and perhaps until friday night to move into new york city. areas south and west of the city get the snowfall first then at this time spreads across the entire tri-state area and new england into the day on saturday. this is the impact that we are looking at. we know it will be an intense storm. we know it will be a large storm, a long duration storm. that means major travel delays, blowing and drifting snow.

caught on camera, a bunch of dogs on the lamb. officers stopped a driver on a los angeles highway. she gets out of the car followed by at least six dogs. the pooch pursuit shut down the highway for at least a while. all of the dogs are okay we are told. no word on why officers were looking for the driver. from dogs to bears. in florida, a family of bears seem to have moved into a neighborhood. you can see a mama bear and her

>> reporter: it happened at 5:30, early evening in front of the elementary school ps 119 in the parkchester avenue of the bronx. the bangladeshi immigrant just picked up his 9-year-old niece from an after school program when two attackers yield the words -- yelled the words isis and muslim. >> what did you say niece about what she saw? >> she is in constant fear. >> reporter: community leaders are determined to see peace overcome hatred. >> we are in unison to demonstrate outrage. >> silence is acceptance. everyone should speak out against these atrocities so they will not continue. >> reporter: detectives say this newly released surveillance video shows two teens suspected in the attack. police are asking for help identifying them.

in the area as the search for the suspects continue. >> anyone responsible for this will be prosecuted to the fullest extent of the law. you will be hunted down, captured and arrested. >> reporter: the surveillance video is grainy but it's what investigators have to work with right now. if you have any information about the two suspects in the video, call police immediately. in the parkchester section of the bronx, mallory hoff, channel 7 eyewitness news. >> thank you, mallory. a horse-drawn carriage driver speaking out over city happens new compromise. the deal between mayor de blasio and the union would cut the number of horses. it calls for a stable in central park so the horses wouldn't have to be in traffic. drivers say they won't leave the current stables on the west side until the new stable is finished. >> we have a mayor that wants to ban us. why should we truss mayor de business.

approve the deal. also new at noon, police in new jersey releasing a sketch as they search for a burglary suspect. they say a woman looking like this was found by carlstadt resident in his kitchen on new year's day. she left but then the resident saw her getting in his car before he scared her away. they suspect her in other burglaries in the area. police want your help finding a pair of bank skimmers. here are pictures of the suspects. they used devices to steal debit card information at a bank and cvs in manhattan. they then went to queens and took money out of the victim's accounts. they got away with nearly $8,000 since october. moving to the race for president, the presidential candidates are battling it out in the first primary states with iowa leading off voting in under two weeks. lana zak is live in washington with new developments among the

waking up 30 days later with my family around him. >> reporter: the coroner was on the scene when he was found. but the doctor at the hospital didn't want to give up and would not pronounce him dead. >> initially they were almost questioning me like are you kidding me. >> we have low temperature it can preserve the brain and other organ functions. >> reporter: teams of nurses and staff did cpr on justin for two hours while his doctor approval to warm up the blood with a specialized machine. >> he held my hand that day and said i will throw everything i have including the kitchen sink at your son. >> we knew we needed a miracle. >> reporter: he was flown to another hospital in allentown. as he warmed up, his heart started and justin woke up amazed. >> i never heard of anything like this. amazing. i can't thank everyone enough. >> when you look at the science of what happened to justin, it

gusting above 30 at times. that drives windchills quickly down to the lower teens and single digits, down close to zero north and west of the city up by monticello. here is the regime we are in right now. harsh winds, temperatures 10 to 20 degrees below average. as we head into tomorrow and thursday, temperatures get closer to average. i think they remain below normal for this time of the year. at least the wind will have calmed down by tomorrow afternoon. then we talk about the snowstorm potential. the timing on this looks like friday for much of the mid- atlantic. we are talkinshgton, d.c., virginia, west virginia, southeastern parts of pennsylvania, delaware, southern new jersey. by late friday into friday night we will get the first flakes in new york city. then it overspreads the entire region friday into the day on saturday up to new england as well. these are the factors that we are looking at. it will be a large storm.

tristan from port henry got the go cart he hoped for from santa. after playing with it for a day, someone stole it off the family's porch as it was charging up. >> the next morning when we went to the porch, he bass saying car, car, looking for his car and it was gone. >> dad turned to facebook hoping someone may have spotted it. when the vice president of the port henry volunteer fire department read the post, he began a fund-raising effort to buy a new one. it was a huge success. he raised $1,000, enough to buy a new toy truck, helmet and a shed to keep it safe and locked away. >> he has to lock it away now because of the people in this world. >> the community stepped up. there is a young employee at a target in indiana inspiring people. he is teaching us an important lesson in patience. this is ishmael gilbert. he is helping out an elderly
