this is new york's number one news, channel 7 eyewitness news with joe torres and sandra bookman, laura behnke with sports, and jeff smith with the exclusive accuweather forecast. now, eyewitness news at six. crane collapse tragedy. family and friends remember the man fatally crushed by a falling crane adds the hay -- as the mayor unveils new safety guidelines. and here we snow again. get ready for a blast of winter to kick off the workweek. good evening, everyone, i'm joe torres.

we're going to begin with an accuweather snow alert. a new storm system is on the way, threatening to dump snow on part of the tristate area right before the monday morning rush. >> new york city's department of sanitation has a snow alert starting at 3:00 a.m. let's get the very latest on the accuweather forecast with meteorologist jeff smith. >> one similarity between this storm and the one friday, long island stands the best chance to get heavier snowfall. there's a winter storm warning through suffolk county. winter weather advisories extend back to west chester county, and coastal flood advisory through the day tomorrow likely to be extended into tuesday as well. we have a new moon, higher than normal astronomical tide, and that can cause splash over at the time of high tide. look at it, it looks very impressive on the radar and satellite. the center of the storm moving more off to the east than the north. thankfully we would miss the brunt of this storm.

would stay just offshore, but nonetheless. by 7:00 tomorrow morning, so around daybreak, snowflakes start flying in new york city. would have been flying for a couple of hours, i think on jersey shore. 4 or 5:00 a.m. is when the snow arrives. 10:00 a.m., temperatures fall close to freezing in the city, below freezing on long island. you're starting to accumulate the snow on the roadways mid- morning in that area, and that's when the heavier bands really start getting set up county. during the afternoon, i expect things to taper off, but temperatures remain cold enough to cause slick spots. i think the back edge of the snow makes it all the way back to western new jersey. the real accumulations from the city and points east, 1 to 3 inches from new york city, to western parts of long island. it's 3 to 6 inches over the eastern 2/3 of suffolk county. 6 to 12-inch band might sneak into extreme parts of long island, by montauk, and this is only storm number one. we have another one on the way for tuesday.

full accuweather forecast. >> remember, you can track the weather anytime with the accu track weather alert app. you can find out if schools are delayed or canceled right on our app, and here on air. now to the latest on the crane collapse. the crumbled steal from the fallen 565-foot long crane is now gone. city workers sliced it up into dozens of pieces before carefully removing it. but the investigation into the cause of the collapse is far from over. eyewitness news reporter cefaan kim is in tribeca tonight. >> reporter: well, joe for the first time since this massive crane came crashing down in tribeca, you can see that church street has been reopened to both traffic and the pedestrians here. worth street, though, you can see is still closed as crews continue work here, and some subway service in this area is still impacted. in the meantime, the mayor is proposing some new policy changes that will go into effect starting tomorrow.

the 565-foot steal crane that collapsed on worth street friday, gone from tribeca. the last piece hauled away to an undisclosed location by 4:00 a.m. sunday. as the investigation continues, mayor bill de blasio announcing a number of new policy changes. 38-year-old wall street worker david wichs was killed by the train while walking to work. the mayor says there will be more sidewalk protection for pedestrians. >> in any situation where there will be a securing of a crane, and pedestrians are not supposed to pass in the affected area we'll be sending in uniformed city personnel to ensure that pedestrians are kept safe. >> reporter: while it's still unclear if weather played a factor, there will be no regulations for construction equipment with increased penalties for violating the rules. >> crawler cranes must cease operation and go into safety mode whenever steady winds are forecast to exceed 20 miles an hour or gusts are forecast to

>> reporter: meanwhile there have also been complaints from some residents that they or not properly notified of work being done. the mayor says that will change. >> we will make sure residents and businesses know when a crane is being moved into a secure position. >> reporter: the mayor says this investigation will take weeks, perhaps even months before a cause is determined. crews meantime are trying to have most of these streets reopened in time for the monday morning commute. they say at least two blocks will be closed one or two more days. report live in tribeca, cefaan kim channel 7 eyewitness news. family and friends came together today to mourn the lone fatality of the crane collapse. david wichs was praised as a brilliant husband. the grieving widow is trying to cope with the sudden loss of her partner. kemberly richardson has more on

>> david, i am devastated i have to live my life without you. >> a young widow's agonizing words to her husband this morning in an emotional service for david wichs killed friday when that crane collapsed in tribeca. >> they lost the best of the best. >> reporter: people from just about every point in david's life gathered at this synagogue on east 85th street where david and his wife rebecca worshiped. quote second to none. that's how they described the harvard educated math wiz. >> all i could do was polish the stuff that he did. >> reporter: what he did with his life was remarkable. david was just a teenager when he came here in czechoslovakia. at the time of his death worked at tower research capital. david's younger brother says david dreamed of starting a family with rebecca. >> my dream was that our families would be close, that our future kids would play

would get to play with them. what a horrible tragedy. >> reporter: rebecca's final good-bye. >> though the pain right now is unbearable, i want you to know that i will do my best to live for us both. >> reporter: said with such grace and dignity. >> it was a heroic act by her because this is a crushing blow to her, and i hope that this courage will help her in the future. >> reporter: kemberly richardson channel 7 eyewitness news. >> stay with eyewitness news crane collapse. you can see a slide show of photos from the scene at abc7ny. we are following a developing story on long island where a small plane had a close encounter with a drone. the pilot spotted the drone about 6 miles north of republic airport in farmingdale just before 8:30 this morning. >> there's a drone above us. >> you said there's a drone at the mall.

>> drone about 200 feet off my left wing at the mall, very close. >> despite the close call, the pilot managed to land safely at republic airport. the faa notified the suffolk county police department who will investigate. we are following another developing story. this time in jersey city where homicide detectives are investigating the death of a senior. details are still coming in, but we know that a woman's body was found on the floor of a 2- story home on lexington avenue. earlier today, as we learn more about this, we will of course bring information to you. police have arrested the robbery and slashing suspects with bright red hair. officers found 20-year-old shay irving of harlem sleeping on an a train about 2:00 a.m. saturday. they say he had a beer and two knives on him. he was charged in one subway slashing, a mugging, a robbery

store. a fourth incident thought to be connected remains under investigation. the so called no show principal of queens now fired for misconduct two full years after administrators removed her from the job. 50-year-old marcel la sills was let go for extreme misconduct, including excessive lateness and absences while collecting full pay the sills is the former principal of far rock away where she was paid $128,000 a year. administrators say she failed to document her absences and knowingly took pay she did not earn. elevators out of service leave residents out of luck. coming up, the frequently broken elevators, trapped them in their own homes. is anything being done to fix them. he is young, he is from new

in the bronx, broken elevators are leaving tenants stranded. an apartment building is racking up scores of unresolved elevator violations and many residents saying using the stairs is simply too hard, which means they are left prisoners in their own homes. eyewitness news reporter, lucy yang is in the tremont section this evening. lucy. >> reporter: sandra, residents say they have called 311 repeatedly and complained to

elevator, but they feel like their complaints have fallen on deaf years, and they are left without a working elevator. laverne harrigan has five children, it is no easy task hauling her stroller up and down the stairs. >> it's hard. once i'm up these stairs, that's it, i don't go back down. sometimes i'm in the house two or three days. i send my son to the store. >> reporter: groceries are difficult especially for carmen graham who struggled with a cane. >> if i go grocery shopping, it's very hard. >> reporter: this is 20205 davidson avenue in the bronx, a 6th floor apartment building. according to the tenants, their elevator has not worked in more than a year. they tell me they pay their rent but don't get services. >> we want water and a four hour hold for our whole family. >> reporter: we saw a refrigerator in the hallway, and bags of garbage in the

struggle to survive and feel like no one is listening to their complaints. >> the main owner passed away and his son has it. so i don't know who has the building, really. the building is all kind of messed up right now. i don't know who's in charge of it. >> reporter: now, according to the department of buildings, there are currently 58 open violations on this building for this nonworking elevator. the owner, told our station they are due back in court on february 28th to try and resolve this issue. we're live in the bronx, i'm lucy yang for channel 7 eyewitness news. >> all right. lucy, thank you. a new jersey boy is becoming somewhat of a super bowl star. 7-year-old messiah campbell sings with other children in a you tube video that's been viewed millions of times. the nfl produced a video to celebrate the 50th messiah went to a casting call and got the part. >> he's so laid back, me and his dad are more anxious and

he's -- excited than he is. he's just walking around normal. i'm like messiah, do you know how big of a deal this is. >> he's been wanting to be on tv since he was 2 years old. he worked hard for it, and it came true. >> the video features children and adults, conceived after the super bowl over the years. but messiah's parents say their son is just an actor playing a part, he's not actually a super bowl baby. but he's a tv star. isn't that great. clear today, but snow is on the way. >> coming up on eyewitness news, on and off snow for the first few days of the workweek.

tomorrow morning, the commute is going to be an interesting one for a lot of people. >> a little bit dicey. i don't think it's accumulating on the roads, over parts of long island it will be because by then temperatures will have fallen. the snow is coming down heavier, especially over eastern long island and there can definitely be issues tomorrow morning. we head outside and the empire state building is lit up for super bowl 50. it's going to act as a virtual score board for the game. 42 degrees. the wind from the east at 8 miles per hour. got up to 47 after a morning low of 33. temperatures well above average for this time of year. it's actually 7 degrees shy of a record. that was 54 set back in 1948. the snow developing just before dawn tomorrow from new york city and points south and east.

range from an inch or two in the city to six inches or more over extreme eastern parts of long island. another batch of snow on tuesday can leave an additional one to three inches. when you add the two systems together, much of the region will get several inches of snow between tomorrow and tuesday night. minor coastal flooding also a concern through tuesday with the higher than normal astronomical tides and the on shore flow. right now, 39 morristown. 37 in belmar, and tom river. you need the temperatures to get colder for the snowfall to fall and accumulate. it will happen by later on tonight and into tomorrow morning as some o. heavier bands -- of the heavier bands of precipitation rotate on shore. the real meat of the storm will stay well off to the south and east. here's what we're looking for for snowfall start times. around 4:00 a.m., eastern parts of long island, parts of the jersey shore. by 7:00 a.m., daybreak, we get the first flakes in new york city, probably takes until 10:00 a.m., areas well north and west of the city.

to -- of the snow makes it back to western new jersey. it's one to three inches of accumulation during tomorrow from the city and points east out onto central parts of long island. now, the eastern 2/3 of suffolk county, about 3 to 6 inches. 6 inches or more. that can sneak into extreme suffolk county by montauk. in addition, the wind is going to make it nasty out there. up to 40 miles per hour wind gusts in the city, maybe up to 50 miles per hour where you get the most snow on the eastern parts of the island. another snow maker coming in tuesday to tuesday night, a storm shifting to the south. that might be a widespread 1 to 3 in snowfall, and late in the week, it's all about the bitter cold. it's a bitter accuweather forecast. rather cloudy, increasingly windy late. that snow coming in before dawn from new york city and points south and east. we're down to 35. cloudy, windy, colder, snow steadiest and heaviest will be to the east of the city.
