but first at 11:00, temperatures starting to plunge, and it's going to get dangerously colder. two reports oneonta frigid -- on the frigid temperatures. >> and lee goldberg is timing out the deep freeze. he's outside in central park. lee? >> reporter: beautiful central park, usually the site of such wasn'ter fun, but this -- winter fun, but this year winter jam canceled because of the blizzard, and now the ice festival canceled. let's look at temperatures right now. park. the feel-like reading is 13. so the winds are still only about 5 to 10 miles an hour. wind chill warnings in effect north of new york city, and wind chill advisories for new jersey, new york city, coastal connecticut and long island. looking at radar we missed a storm offshore, but why we had some snow over the island, and

end, but what we're really watching is the nasty looking squall line that went through buffalo and cleveland and headed our way. in terms of wind chills it's basically 10 to 15, and behind the fronted it's below 0, and that's here by morning. winds behind the front kick to 30 to 40 miles an hour experienced during the daylight hours tomorrow. snow squalls toward dawn signal the dangerous cold. temperatures fall throughout the day, and wind chills will be 10 to 30 below in the afternoon hours and into sunday morning. the record low sunday morning is 2. we're forecasting a tie right now, and the last time it was 0 in new york city was 1994. i'm taking some of my own advice and heading back to the studio, and next week after the storm we have a storm to talk about.

all the details coming up when i get back to the studio. with this arctic blast, the big issue is staying warm. the mayor is urging new yorkers to report heat and hot water problems from 311, and there was more than 1300 yesterday, and 2100 as of 10:00 o'clock tonight up from 800 earlier in the week. a.j. ross has more on what's being done to keep people warm. >> reporter: city-wide preparations are underway to make sure people have a safe and warm place to stay through the bitter cold weekend to making sure the homeless aren't out in the cold, it's going to be a continuous effort the next couple of days. with wind chills and temperatures plum meting to dangerous levels, were they're taking every -- they're taking every precaution. >> we're reaching out across the city to get all homeless to safety.

homeless in shelters on thursday, and an additional walked into er facilities to get out of cold, that can be deadly to elderly and infants and chronically ill. >> we have over 2,000 boilers and 21 mobile boilers. >> reporter: this is just a fraction of the 200 plus boilers heating complexes across the city. more than a hundred heating technicians will be on stand by throughout the weekend for any emergency outages. >> >. with temperatures like this you're especially concerned with underground water main breaks, so we'll watch that as well. >> i can't imagine being stuck in the cold. >> reporter: units are inspecking and thawing frozen hydrants throughout the city. >> it hasn't been that bad of a

original victim, now one of the suspects was walked out and taken to court. now charged with attempted murder in a bizarre and gruesome case. it was quite a turn of events for the married father of three that found himself cuffed in a police case and waiting forking a trip to court, accused of attempted murder. >> two families are destroyed tonight. my cousin and this kid's family. >> reporter: his cousin michael says he was just trying to help police catch the teen that just robbed him. the teen pulled a gun and stole sneakers they had arranged to sell on craigslist. the driver appeared to drive straight at the teen after he got out, mowing him down, but his does sin say he's just try

trying to detain them. >> what would you do if you were trying to corner him? >> reporter: sam that lost an arm in the crash ran away from the scene, stumbling to his house around the corner and mother. doctors spent hours trying to reattach his arm that police found at the scene along with his gun. when he's out of the hospital he too will be headed to jail. his upstairs neighbor has known him since he was six years old. >> >. should we call it instant karma? i don't know what to say. it should not be that way, shouldn't be putting himself in a situation to rob. >> reporter: making this even more dramatic, after sam was hit jumped up and on to a city bus to try to escape. pierre grabbed him off the bus, sam got away again, ran home and collapsed. now both men are in custody. at last report, sam, the 17-

where doctors were trying to reattach his arm. josh thank you. tonight rail service at penn station back on track after an ugly evening commute due to emergency track repairs causing service delays on the long island railroad, new jersey transit and amtrak at the height of tonight's rush hour. a disabled train added to those delays. and a brutal assault caught on camera aboard a city bus in brooke. a money -- book. -- brooklyn. a man pummeling the driver last month, and cops just are earlessing the -- releasing the video, then the man taunting the driver to come out and fight. police hope somebody recognizes this man. and too many drinks leads to a bodega getting trashed by two men, the suspects caught on camera causing chaos in the store, are now under arrest.

melrose section. >> reporter: you can see on this the two men tear apart the store, leaving about $300 worth of damage behind. this is the reaction from two allegedly drunk men after being locked inside this bronx deli by the store's owner. he allegedly caught the men steal, and decided to lock the men in the building to give police a chance to get there. the video is now part of a police investigation. the men trashed the police, spilling soda on the ground and knocking down shelves, all while going down a list of expletives. it happened last month here at this dela in the melrose section of the bronx. residents say they're not surprised. they're afraid to walk the streets because it's that dangerous there. >> that was disgusting, that was despicable man. i tell you, that was a very wrong thing to do, and they have nothing better to do but look for trouble.

arrested two men, a 20-year-old and 33-year-old, both charged with criminal mischief. in the melrose section of the bronx. carolina leid. the nypd not wasting any time firing the partner of a cop convicted of manslaughter in the deadly shooting of an unarmed man in brooklyn. protesters understanding the decision before it was made, and the officer was also fired after he was found guilty of manslaughter last night. the only african american on the jury telling us tonight the decision was not easy. >> he went against the rules of his own superiors, and the negligence came in when he didn't report it right away. >> he said jurors didn't buy the defense argument that he
