. seriously. >> the big chill! bitter temperatures and biting winds put the tri-state in a deep freeze and everyone on alert for some of the most but first this evening, breaking news. antonin scalia the influential conservative justice of the supreme court has died. i'm sandra bookman. >> i'm joe torres. news. the death of supreme court justice antonin scalia.

scalia was found dead of apparent natural causes today at a resort in west texas. the 79-year-old justice was a guest at the see bolo creek ranch a resort region south of marfa near the mexican border. arrived at the ranch yesterday and attended a private party. when he did not appear for breakfast today, a person associated with the ranch went to his room. that's when they found his body. scalia was nominated to the u.s. supreme court in 1986. former president george w. bush released a statement mourning scalia's death saying, he was a towering figure and important judge on our nation's highest court. he brought intellect, good judgment and wit to the bench. and he will be missed by his colleagues and our country. >> stay with eyewitness news and abc news for complete coverage on this breaking story. the passing of supreme court

>> we have team coverage of this art particular assault. we again with meteorologist jeff smith. >> darkness descending on one of the coldest nights in the city. we are on the verge of single digits down to 10 degrees not including the wind chill. let's check the stats. first of all, we have a wind chill warning in effect areas north of new york city. you don't see a wind chill warning issued too often around this. it's in effect for new york city, long island and new jersey through noon tomorrow down to 10 in central park all the way down to 6 degrees in white plains and check out these numbers already well north and west down to 4 below zero for an actual temperature at monticello. you add to that winds which are gusting upwards of 20 and 30 miles per hour across much of the area even up to 40 miles per hour and that is driving wind chills down to 8 park. that's what it feels like. it feels like 24 below zero at monticello. so already dangerously cold

more dangerous as the night goes along. down to 2 for a low. that would tie a record set 100 years ago in central park. 11 below zero in monticello. highs tomorrow barely getting up into the middle teens and lowest wind chills overnight will be 10 to 20 degrees below zero. so a lot of layers, just common sense, wear hats and gloves heading outdoors. keep pets indoors and definitely know the signs of frostbite. in this type of situation, frostbite and hypothermia can develop in a matter of minutes when it gets so cold when these wind chills get to 10 to some cases 30 below zero areas north and west of new york city. not only are we talking cold in your accuweather forecast but we're also talking about snow, some accumulating snow. we'll have that coming up a little later in the half-hour. >> thank you. new york city mayor bill de blasio warns people to take extreme precautions and heed all the cold weather warnings. a code blue is in effect to get the homeless safely off the streets. eyewitness news reporter darla miles in downtown brooklyn tonight. darla.

city leaders met here at the office of emergency management this morning as they would with any major weather event be it a blizzard or hurricane. think put together a response plan to this dangerous weather just like think would any other major weather event here in the city. >> i want everyone to know it's so important to take this seriously. >> reporter: don't let the sunshine fool you. there's a wind chill advisory from the national weather service 45-mile-per-hour wind gusts that make it feel up to 24 degrees below zero. >> frostbite is the freezing of your skin the kinds of double digits below zero we're going to be seeing just being outside for 10 minutes may >> stay indoors to the maximum extent possible. if for any reason you have to go out, go out for as little time as possible. bundle up. lots of layers. do not have skin exposed. >> reporter: saturday morning mayor de blasio issued a code blue which eases the emissions

admission rules for those who need to get into a homeless shelter. friday night more than 200 people walked into a hospital or health facility to get out of the cold. and outreach teams were able to bring in 62 people off the streets. >> when we encounter people in the subways, we make every effort to bring them in. obviously, the risk is greater on the streets than in the subways and we're prioritizing bringing people in off the streets. >> reporter: because of the high winds, the city has ordered that all cranes be lowered and secured and close attention is being paid to all nycha buildings. 2,000 boilers have been weatherized to make sure resident don't lose here. teams in place. also want you to know in terms of our department of housing preservation and development we have added 50 staff for duty this weekend. now 150 are on duty to respond to heat and hot water complaints. >> reporter: now, on top of all of that, the city says

work for the city police officers, firefighters, will be watching overnight as temperatures drop to make sure no one is in distress. they will get them help. live in downtown brooklyn, darla miles channel 7 eyewitness news. this brutal polar vortex is sending temperatures plummeting to life-threatening lows. even though people are being warned about frostbite and other dangers that hasn't stopped some from going eyewitness news reporter cefaan kim is in lower manhattan. >> reporter: sandra, as if the cold isn't bad enough, add in the punishing wind and it's dangerous. of all the ways to get around town today, the water taxis and ferries might have been the most painful way to go about it with winds whipping across the river it made for a choppy ride exposing riders to a brutal cold.

of the city, the countless tourists and new yorkers alive showing live goes on but you have to keep moving to keep that blood flowing. it's the pushing wind that makes you want to give in. >> it's whipping you in the back of the head. it hurts. it's like being on a roller coaster. >> it feels like a razor. its sharp. . >> reporter: for those who have to be outside like this traffic agent, every few minutes you have to find some shelter. then there's these hat and glove vendors who say while sales are hot, the weather is not so despite this being a good day to earn a packing it up and heading home as soon as the sun goes down. >> i want to survive. money. >> see, i can, you know? the money i pick it up i go inside because it's freezing! >> reporter: it's probably a wise decision for those vendors to head home because after all how many customers are going to be out tonight to buy the hats and gloves? even standing out here in the past hour, it's gotten considerably noticeably colder

a cruise ship sets sail once again after being battered in the ocean. royal caribbean's anthem of the sea sailed into a major winter storm on sunday. powerful winds and waves tossed the vessel around ruining passengers' vacations. but now the ship is back at sea. eyewitness news reporter aj ross in bayonne tonight. aj. >> reporter: the next wave of passengers aboard the an on this of the seas tonight seem more concerned about escaping the cold temperatures than the battered ship's turbulent some had reservations. but recent inspections by the coast guard seem to cast away most of their fears. week after the massive cruise ship was bat ahead in violent storm off the carolinas. while crews spent the past several days repairing damage aboard the vessel, the coast

enough time to make a new set of memories. >> just relaxing. actually enjoying ourselves. we are renewing our wedding vows. >> we are looking forward to going to disney. >> thank god we're going. i wouldn't know what to tell them. >> reporter: the ship did set sail two hours late. we are still waiting on some information to get a better understanding for the reason behind that delay. for now i'm live in bayonne. aj ross, channel 7 eyewitness news. heavy snow squalls may be to blame for a deadly pile-up on the interstate. more than 50 vehicles smashed into each other along i-78 in central pennsylvania today. 46 people were sent to the hospital. 70 people were taken to an emergency shelter to try and keep them out of the cold. eyewitnesses say that snow squalls were blinding at the time. >> it sound like bombings. my wife ran up and saw the accident. >> the highway is shut down in both directions in the town of fredericksburg and is expected

midnight. the streets of mexico city are lined with catholics just trying to catch a glimpse of the pope. his open air popemobile took him down about 25 miles of streets today. and while speaking, he encouraged the bishops there to challenge mexico's drug trade. the pontiff told them they should not hide behind their own privilege and "careers." we are in the middle of an arctic assault. coming up on eyewitness news, an accuweather alert! you have felt how cold it is out there. well, jeff smith is here. he says it's about to get worse.

a fire broke out in the king towers in harlem this afternoon. an adult and child were injured in the fire. they are being treated now at st. luke's hospital where we are told they are in serious condition. the only good thing to say about this weather this weekend is that it is in here fast and out here fast. >> by tuesday temperatures are back up to 50. it's something to look forward to. in the meantime, dangerously

we are going to be approaching records in new york city. a live look over toward midtown. that temperature down to 10 degrees. look at the wind coming in the from northwest at 17 gusting up to 36 miles per hour. now, the record for today is minus 1. that was set back in 1914. unless we get down to that level by midnight we won't reach that record but a reachable record is going to be tomorrow morning. 2 degrees set 100 years ago back in 1916. i think we'll tie that record perhaps even go a little lower than 2. if that happens if we get down to zero it would be the first time down to zero since january 1994. so it's been over two decades since the park has gotten down to the goose egg. record cold tonight still bitter tomorrow. dangerous outdoors overnight. wind chills of 10 to 20 below zero even cold ever north and west of the city. -- colder north and west of the city. accumulating snow monday afternoon into the evening, then rain monday night into tuesday.

temperature at monticello. you're down to 1 whole degree at newburgh. 12 at belmar. 10 on the island at islip. we'll tracking for you on the futurecast. we're down to 2 by 6 a.m. sunday. see this would tie that 100 yearly record for coldest valentine's day ever in central park. 6 below in sussex. 11 below in monticello. those are actual air temperatures. that's not the wind chill. during the afternoon, despite a lot sunshine we get to the middle to upper teens. clouds increase monday morning. monday afternoon, snow moves into the area and that could provide a slippery monday evening commute. definitely something to keep an eye on. again dangerously cold. down to 15 below for a wind chill by midnight in central park, down to 30 below at monticello even colder than that by sunrise tomorrow. here's your accuweather forecast for tonight. partly cloudy, frigid breeze. that record cold down to 2 degrees in the park.

the high getting up to 17. that's it. increasing clouds very cold tomorrow night. we are down to about 12. even though the atmosphere is going to try to warm things up on monday, when this next system comes in, it's initially cold enough to come in as snowfall for the monday evening commute. and there can be a coating to an inch in and around new york city, maybe more like one to three inches areas north and west. i think that quickly goes over to rain monday night. and during the day on tuesday there could be some heavy enough rain for localized flooding. that rain probably tapering off in the afternoon. and then we clear things out. we try to clear things out still mainly cloudy on wednesday 44. and then we are back to sunshine on thursday upper 30s and back to the upper 40s by next saturday. stay in tonight if you can. that's really the up shot. >> perfect weekend to stay home. >> another log in the fire. laura behnke is next with sports. the best players in the nba they are all in one place this weekend toronto where the all star festivities are under way.
