harrison on the new jersey turnpike on sunday. eyewitness news reporter n.j. burkett is in valley stream where harrison lived. >> that's right. in the officer's neighborhood here in valley stream, long island where friends and relatives have been gathering all day to support one another. mayor de blasio called it tragic. a rookie officer struck and left to die in the new jersey turnpike. >> reporter: his friends and fellow officers are consoling the officer's family in valley stream tonight. 25-year-old vincent harrison was struck and killed this weekend by a hit and run driver. after a fender bender on the new jersey turnpike. investigators say officer harrison was off duty at the time and had just stepped out of his car to inspect the damage when he was struck by a passing car at 3 a.m. on sunday in elizabeth. police say the car stopped briefly then sped off.

a 40% increase. >> we're working always to avoid these delays. >> reporter: lirr spokesman salvatore reyna insists those numbers are greatly affected by events out of the railroad's control, like bad weather or the plane that made an emergency landing on the tracks last summer, as well as ongoing improvements to the system. >> there are a lot of major construction projects going on influences on-time performance but it's really a promise for could get better. >> reporter: some riders say promises about the future aren't enough. they're demanding improvements now. >> their time is very frustrating and you wonder if they couldn't do better. >> we're constantly reminded by the railroad to watch the gap. i guess our message to the railroad is to watch the gap. the gap that's forming now between the riders and the railroad. >> the lirr is insisting this evening that it hears that growing frustration and it does care.

we've got new details on a charter bus that crashed in to 10 other vehicles in new jersey. >> police now blame the crash on distracted driving. the driver of the bus faces multiple charges. >> eyewitness news reporter tim fleischer in south brunswick with more. >> that bus driver surrendered to south brunswick police and now faces serious charges stemming from this accident.

was horrific. this coach usa bus slamming in to two cars waiting at a red light on route 130 early last wednesday morning. some cars smashed on the roadway, others pushed out of sight in to the woods. south brunswick police described it this way. >> the bus failed to stop. it struck 10 vehicles, sending some of the vehicles in to a nearby field. two of the people had to be extricated from their vehicle by the fire department. >> reporter: in this video you can see the driver of the bus in he's identified as 30-year-old jamal penton and is being charged with assault by auto. he surrendered to police and posted bail. now police reveal he allegedly became distracted for over 1,000 feet prior to the collision. they add he was traveling at 50 miles per hour. police officials say drivers have to focus on their driving. that responsibility, the chief said in a brief statement, was

overnight period. there's a cold front that's coming in during the overnight that probably arrives here around 2:00 in the morning. partly cloudy skies right now and a west wind around 9 to 16. because long island took a little longer to clear out that's why you're in the upper 40s. we're also starting to see colder air come in to the catskills. most of us very comfortable despite the breeze. the february calendar, you see a lot of red here. a lot of above normal temperatures. 2 degrees above average for the month. precipitation was below normal by an inch and a quarter. we got 4 inches of snow. snow. the 5th, 8th, and 15th. we should have 9 inches of snow in february and we only saw 4 below normal there. between the 9th and 19th we got the cold spell, subzero for the first time since 1994 but then four out of the last six days of the month we go in the 60s to propel us above average. numbers will be drawning dropping in to the 40s. dropping during the evening hours, it will feel a little bit

overnight, dropping in to the mid 40s and even upper 30s. your planner for tomorrow, about a 6 to 12-mile-per-hour wind. a cold start. partly to mostly sunny skies. 46 to 48 for your high temperatures. i think we'll come up just shy of the 50-degree number. there's the band of rain that moved off the east. still clouds moving in. mainly clear for now. but there's a cold front right here coming through ontario. it's getting in to the great lakes right now. that will come through overnight. by tuesday night and wednesday, we'll watch this system come in, and i think it will give us a decent period of rain. maybe 3 to six hours. during the overnight hours tuesday night in to wednesday morning. by the way, that cold front that's coming through around 2 a.m., it's a sneaky little shot of cold arctic air that tries to get in here. glancing shot. the 40s. you look at the futurecast here, you've got below freezing temperatures north and west. middle 30s on the island and down the shore. during the afternoon hours,

temperatures in the upper 40s. 48 tomorrow, cool blue skies but less wind than today and then look at wednesday's number. 51 degrees and falling during the day. in terms of the rainfall on wednesday, i think we'll start to see some rain come in late tuesday night, maybe 10:00 or 11:00. could be a little bit of a mix in the catskills. but the key time period is right around sunrise. leaving in to that morning commute, there could be a few-hour period of rain. maybe puddles and gusty winds, especially where we have the heavier downpours. wouldn't be surprised to see a 40 or 50-mile-per-hour gust. that will exit as we go through the afternoon. on thursday brisk and cold, 38. friday, this is a close call here on friday. i think the bulk of this storm system is going to go just to our south but there's going to be an area of snowfall. best chance will be south of i-78 to see a little light snow or flurries but i don't think we're talking about accumulating snow at this point. we'll keep you posted. the first weekend of march, 43.

finally tonight, a big cleanup is underway after an oil spill in westchester county. >> hundreds of thousands of gallons leaked and that means a big headache for people living in the area. joe torres has more. >> reporter: there shouldn't be people inside this storm drain. then again, there shouldn't be oil in the drain either. but the presence of the ladder prompted ladder -- but the presence of the latter, some of the oil made its way in to the storm drain. all of that led to a sifz cleebup operation. operation.

credit to the oil delivery driver who when he pulled up in to this driveway and heard his truck bottom out, got out to investigate, saw the oil leak, and then alertly pulled this truck out in the street further down the block away from the storm drain. that allowed first responders to block and divert the oil. 48 hours later the result is this. >> there's no concentrated pockets of oil. it's just a sheen at this point. we'll be monitoring and the cleanup company will do more cleanup as needed. >> reporter: nonetheless, the spill impacted some neighborhood people. this woman emerged from cvs carrying a jug of water. >> we have to get water because we have no drinking water right now and we're not sure when we'll have good water. >> the fire chief estimates 500 gallons of oil leaked. he thinks less than 100 gallons made it to the river. the monitoring and cleanup should last another day or two.
