winter coat as we go through the overnight hours. winds have been gusty today, some 40 mile-per-hour gusts that will back off during the evening hours. we're seeing numbers drop to the 40s in the catskills, a sign of the air coming into the areas, not only that, a couple of flurries in the highest elevations and a few sprinkles in the next few hours and sunshine south of i-78. then we turn our attention to these two pieces of energy in the south, low pressure over the gulf of mexico. we're confident a storm will form over the carolina coast by sunday morning. then there's still more questions with the system when it comes to storm track and intense it i. when there are more questions -- intensity. when there are more questions with a spring snowstorm, the confidence is not high in big time snowfall amounts. we think snow will develop on sunday morning, wet snow, and the steadiest snow will be during the daylight hours and that's key because it's tough to have snow stick during the daylight hours in late march. the coldest night since early

we're looking at numbers dropping close to freezing and wind chills in the 20s. tomorrow is cool despite sun, still in the 40s. steadiest snow will be in the afternoon, but at that point i think roads remain wet. there might be slick spots into sunday evening in. terms of snowfall totals i've changed new jersey's snowfall totals down to 1 to 3 inches, but i do think we can still see 3 to 6-inch totals over connecticut and long island. i have a snowfall map and the details of timing in the minutes away. we continue to follow breaking news after a massive man hunt, the last fugitive want in the pair terrorist attacks has been capture -- paris terrorist attacks has been captured alive in brases les.

children on long island. caesar gonzalez magabura just arrested, yet accusations were made long ago and children were still in his home. >> reporter: the question is why? why were foster boys even being sent here? many of them had emotional disabilities and accusations here have lingered for years and years. well, now all that doubt substantiated in today's disturbing indictment. >> so sick, terrible. >> reporter: those who live closest to this house here in the small community of ridge heard the news about their neighbor caesar gonzalez mugaburu. all they could do is cringe. the 59-year-old who took in as many as 140 foster boys here over the past 20 plus years indicted today for sexually abusing them. this indictment is for seven

>> we would believe as i think most people would that there's probably more victims out there. >> reporter: authorities painted a horrific picture inside the home. the boys had rules, no girl friends, no extracurricular activities, no access to phones. they were fed but two meals per day and told to eat them while sitting on the floor. 16 of the 17 counts in this indictment are regarding the foster boys, but the last count alleges mugaburu also had sex with his dog. jerry barber lives right next- door and always had suspicions when these blinds were closed but could never prove anything. >> i've lived here for approximately 38 years and it's -- tears comes in my eyes. i know the children. >> reporter: and police confirm accusations dating back to 1998 here but nothing against mugaburu ever

they say suffolk county stopped sending boys here 15 years ago, that ever since it was this nonprofit group st. christopher o' tilly in brentwood filtering the boys in through the administration for children services. >> we want to know what they knew about it, about any abuse, when they >> reporter: but for now a community in disbelief. >> it's just disgusting. their foster kids. you take them in to try to help them and you do the absolutely worst thing you could do beside kill them. so i mean it's disgusting. >> reporter: we're back here live now at what prosecutors are calling this house of horrors. late this afternoon the city's administration for children services did release a broad statement on this case which says in part, "as soon as we learned of the allegation of abuse in this case, acs immediately closed the home of this foster parent and removed the children from his care." now obviously the biggest

the number of tasers and stun guns have went up more than 1,000%. >> the department of education says it has zero tolerance for any weapons in schools. politics now and the race for president now involves a criminal investigation. the fbi and the secret service are investigating a threatening letter sent to donald trump's son eric. that letter included a white powder. today trump the target of another attack online. eyewitness news political reporter dave evans is live from outside eric trump's home on central park south. dave? >> reporter: as you certainly know, eric trump is one of donald trump's five children. he has been active on his father's campaign the last couple months. he lives here on central park south in the apartment building there on the corner. last night at 7:15 report they were called basis eric trump's wife had apparently opened this envelope with a white powdery substance. this is on top of this case with the computer hacking

course, being investigated by not just police, but also the fbi and secret service. a hacking group called anonymous that posted this video on youtube is now targeting donald trump calling him a nazi. >> now is the time to unite to fight fascism to show that we are very serious about stopping any proposed fourth rite by the fascist donald trump. >> reporter: the hackers claim they've got personal information on donald trump and are ready to make his live miserable. federal officials are investigating. >> we have attached trump's social security number, cell phone numbers and other details that might assist you all in investigating this would be dictator. >> reporter: just last night police and the fbi were called to investigates a powdery substance in a -- investigate a powdery substance in a letter marked to trump's son eric postmarked from boston and opened by trump's wife lara.

in tie beck a says he's -- try beck as he's going to sue the city -- tribeca says he's going to sue the city. he was sitting in his car when that crane slammed onto his roof and is recovering from trailers to his skull and spinal. his attorney -- fractures to his skull and spine. his attorney said the city did not take appropriate precautions. a 38-year-old man was killed in the crane collapse. the former officer convicted in the shooting death the verdict. the attorneys handling the appeal argue police procedures did not require leyang to administer cpr to gurley and he trained. she was placed on leave over questions on whether she provided adequate cpr training.

in the owner of an apartment building in brooklyn issued a violation for failing to maintain a fire escape, this after a 23-year-old man plunges to the ground from the fourth floor railing of a fire escape. it suddenly gave way and broke off. the man is now listed in critical condition. eyewitness news reporter tim

>> reporter: let me show you where this accident occurred. that man fell from the fourth floor fire escape landing up where near that satellite is. as a worker began repairing this fire escape, city building inspectors were issuing the building owner a violation for failing to maintain the steelwork. a 23-year-old man police say was leaning on the railing late last night when it suddenly gave way, the man plunging four stories to the ground. he is said to be stable after being rushed to the hospital. >> that's crazy. >> reporter: some residents are left wondering about the accident. still others had not heard about the fall. >> i saw the police and i realized something must have happened, but i don't know what happened. >> reporter: are you surprised? >> yes, of course, surprised. >> reporter: city building records to this point show no outstanding problems with the fire escapes at this location,

asked for. residents point out most problems are quickly addressed. >> i know they're trying to make a lot of improvements to the be, but i don't know what stage here -- building, but i don't know what stage they're at. >> reporter: but no problem with the fire escapes? >> no. >> there's never been any problems here as far as the maintenance and care the owners take of this building. >> reporter: they spent the better part of the day making repairs to that fire escape. in brooklyn tim fleischer, channel 7 eyewitness news. governor christie says officials are doing everything they can to address elevated lead levels found at 30 public schools in newark and he says there's no reason to panic. the district will examine every single tap in all 67 schools for possible lead contamination. it is also testing thousands of students for possible lead poisoning. christie says lead levels are slightly above epa levels, but he does not consider the situation dangerous. >> there's no safe level of lead. we don't want lead to be in water anywhere, but i don't want people to get into a crisis thinking that there's

flint or that level. it's absolutely nowhere near that. >> the city of newark says there is no lead contamination in the water supply. it is believes that the metal entered school water systems through either lead building fixtures or soldering. a rare occurrence in nation caught on camera in our nation's capital, a baby eagle began to hatch wednesday night and was born this morning at the u.s. national arboretum. a pair of bald eagles began nesting high in the trees of washington d.c. in 2014 and there is a second egg that has yet to hatch. you can actually watch it live when it does. we do have a link to the eagle cam on our website www.abc7ny.com. >> eagle cam. >> look at the shell just moving. >> the cool thing is you see mom's foot there. see mom is there the whole time watching. there she is. >> look at that. >> just awesome looking creatures. >> i love bald eagles. >> you're seeing more and who are about that and hearing more

locally, great signs that. we'll have our own sightings this weekend. >> i saw a few bulbs at the house and i'm like no, wait. >> go back down. >> it doesn't look too bad. i've taken down totals from yesterday, still a decent snow threat sunday, maybe a few inches in spots especially east of the city, but this happens during the daylight hours. it will help travel rather than to have the heaviest snow sunday night, more on that in a moment. we have a lot of cloud cover now, 53 degrees. that's another thing. this storm isn't coming into fresh cold air. it's coming into many days above average and tomorrow is in the 40s, the high today 57. gusty wind now. monticello dropped to 43. in a couple hours we'll drop to the 30s in our far northern suburbs. it's still 60 in wrightstown. there's the cold front moving to our northern suburbs now, 40s and 30s upset. even though it's fairly mild now, go with the winter coat.

breezy during the evening, we clear out, bright sunny day tomorrow, high clouds in the afternoon filter the sunshine. we should top out in the mid- and upper 40s. a lot of these showers aren't reaching the ground, but there's a brief sprinkle over bergen county into lower westchester onto the island maybe brushing against the bronx and yonkers. this is the cold front slicing through, big area of high pressure nosing down in the northeast gives us a nice day tomorrow and supplies enough cold air for some wet snow. there are the two pieces now. the debate all week is how they work together. there is certainly going to be a storm along the coast, but i don't think we'll get huge snowfall totals. temperatures, cold tomorrow morning, 40s in the afternoon and this is the key. temperatures in the morning hours sunday, basically below freezing north and west, just above freezing in new york city

the roadways are likely to just stay wet during the daylight hours, maybe a couple slippery spots especially if the snow continues into sunday evening. futurecast here, sunshine tomorrow yields to clouds especially south and west. then some snow comes in. look at how this particular model holds it off till midday. i think you have to allow it to come in by middle morning, steady snow by the afternoon hours and likely to taper in intensity into the evening. a 1 to 3-inch snowfall for much of the area, 3 to 6-inch totals on connecticut and long island. a spring storm is very elevation dependent. i wouldn't be surprised once you get into passaic county or hudson valley, a couple spots might get over 3. a brief early evening shower, clearing and colder, wind chills in the 20s. very chilly tomorrow morning, not bad in the afternoon, although sun mixes with cloud, down to freezing tomorrow night -- clouds, down to freezing tomorrow night. snow could arrive late at night.

it was one year ago this weekend that we lost lisa colagrossi, our colleague and friend here at eyewitness news. >> she was just 49 years old when she suffered a sudden brain aneurysm. today we unveiled a photo of lisa that hangs near our newsroom. lisa's husband and son were there for the ceremony. >> we spoke with them about how they are coping and remembering lisa. >> everything here in the house has her fingerprints on it. we constantly feel her around us. >> last year's ncaa bracket still hangs in their kitchen right where lisa put it. >> being a loyal west virginia mountaineer she picked west virginia to go to the final four and win it all.

and his two sons 15-year-old davis and 11-year-old evan faced unimaginable heartbreak with the sudden death of wife and mom lisa colagrossi. her life was cut short by a brain aneurysm. >> that whole day i just felt something was off and when my dad finally came in, i knew that i felt something. >> i was texting her and she wasn't responding that much, but i didn't think much of it. i thought oh, she's just caught in new york city doing her job. >> her sister lorraine remembers the shock. >> just out of order and unbelievable that at 49 years old she had a medical event that would take her life like that. >> for lisa's brother lou he, too, is still adjusting. >> every day different things remind you of her, could be a song, could be the weather, could be anything, you know, and just hits you from nowhere

>> after the building department let construction continue the eyewitness news investigators asked who was overseeing the site and its safety? >> jim hoffer is here with what he found. jim? >> this construction site has quite a reputation for being unsafe. the buildings department thought it was fixed a few months ago when they kicked the contractor off the job. a new building took over, but workers are still taking huge risks there as we discovered. hours ago in response to our investigation, the city shut down the work site again. this seven-story apartment building in the bronx ranks among the worst construction sites in the city. it racked up so many fines for endangering its workers and the public that late last year city building inspectors kicked the general contractor off the project, but as this video taken by residents as recently as last week shows, the risks and dangers at the site workers doing masonry work along the edge of the building leaning over the wall while

some walking dangerously along the edge with a heavy cement filled bucket. while some of the workers are wearing safety harnesses, none of them is attached to an anchor to prevent them from falling. it's a high wire act without a net that concerned neighbors say they've repeatedly brought to the attention of the buildings department. >> that the city allows them to operate without much consequence in that way is shocking to people. >> i'm following all the procedures. >> reporter: that's not what this video shows. this video shows these workers without any safety harnesses. i mean if they would trip or slip here, they could fall to their death even. while the contractors have changed the building owner has remained the same and the daily presence at this nonunion work site. when we tried to get them to look at video of workers routinely taking risks, he refused. what do you have to say about this? can't you just tell us? i mean you have tens of thousands of dollars of fines here.

some responsibility at least? >> i have more responsibility than you do, okay? >> reporter: well, then why do workers continue to work unsafely? >> they are working safely. please get away from me because i told you they are working very safely and every step of the way is being followed. >> reporter: if you're going to work like that, you don't belong in the business. you just don't. the head of safety training for the union mason workers looked at the video of the bronx site and came to a quick conclusion. >> one wrong move he's dead. at season stories up he's dead. >> reporter: -- at seven stories up he's dead. >> reporter: why would an owner or general contractor do it this way? it's so risky. >> to save money. honestly to save money. >> reporter: earlier today the buildings department slammed an immediate stop work order against -- slapped an immediate stop work order against this site, a spokesman telling me it will not be lifted in enhanced safety measures are put back in place.

terror, a grandmother was driving along b 54th street when a bullet sailed through the window with two babies in the back seat. amazingly sneeze alive to talk about this nerve wracking -- she's alive to talk about this nerve wracking shooting. >> i had a panic attack. >> reporter: was waiting for the light to change when suddenly a bullet shattered her back passenger window and lodged a few inches from her head. >> it almost hit me because the bullet went to the front. >> reporter: the wild shooting happened in broad daylight here on beach 54th street. miriam thomas was driving her 1- year-old granddaughter in the back, another relative and a 4- month-old baby boy. glass rained down on them, but thankfully no one was injured. merriam says she prays to the saints and even the police acknowledged she had divine help today. >> i called to the police.

kids run. >> and race time starts 7 a.m. sunday morning. >> such a close call. i think it could. we have a chance to start dry. no doubt it will be cold, low and mid-30s, hans a chance to start dry. i think some wet snow could certainly be in the air during the half marathon. >> run fast. >> but don't slip. we look at central park, starting line for the new york city half marathon and we're likely to see the meadow covered in snowfall by the end of the day sunday into sunday night. we're at 53 now. so obviously we're going into this storm with fairly mild air. that would fight against big accusations, northwest wind 10 to 20, a big batch of cold air tonight. the difference between a winter and spring snowstorm is very big because you have dry air, more powdery snow in the winter, lower sun angle, frozen ground, easier for the snow to stack up. in the spring wetter snow,

day higher to stack up snow and the warmer ground. we'll get cold tonight, 36 tomorrow morning and warm up through the 40s. a fair amount of sunshine, most cloud cover south and west of new york city. we've had a couple sprinkles moving through and a couple flurries into the north dying out into the early evening hours. a cold front will slice through this evening and drop our numbers. medium to heavy coat tonight because we'll drop to the 40s and 30s and wind chills in the 20s by morning. these are the two key pieces that will form a storm along the carolina coast. one thing is becoming clear. although this storm will strengthen quite a bit over the atlantic, it will be too late for us to get big time snow totals. let's say seeing a 6-inch storm would be up in new england. we get colder overnight, start tomorrow in the 20s and 30s, warm to the 40s. clouds will increase from southwest to northeast late in the day and especially tomorrow

look for wet snow by midmorning. this particular model shows it waiting till midday. allow for it to come in by midmorning and maybe around daybreak south of new york city. mid-and upper 30s during the day when it's snowing steadiest. that's why i don't think roadways will be snow covered, maybe wet and a little slick. sunday evening things start tapering. so with that in mind we push some of the higher snow bands to the north and east, in general a 1 to 3-inch snowfall. i could see how elevations above 500 feet could pick up more, but you're running out away from the storms, so 1 to 3 inches in most areas. to the east it might be 3 to 6 inches, but spring will arrive with snow sunday and a warm-up next week. here is your seven-day accuweather forecast. 46 tomorrow, better half of the

>> one thing today is the storm has trended from a significant snowmaker to a more typical spring snowfall where it's difficult to accumulate. some spots may get several inch. we have cloudy skies now. central park which will probably be coated again by sunday afternoon, 53 degrees right now. so the storm is not moving into a lot of cold air, although we're getting a chilly shot tonight. wind have been gusty and will back off tonight. a cold front is going through now. it's 43 in monticello. we'll drop back to the 30s and 20s later tonight. there's just a brief sprinkle now and a couple flurries in the catskills. cold front sweeps through this evening. the building blocks for the weekend's store are on the weather map, middle -- storm are on the weather map, middle of the country and gulf of mexico. where does it go from there? there are still some questions, but here's the message today. the steady snows are mainly during daylight hours.
