that takes effect september 16th. >> i'll miss seeing you every single day. but this friendship and this deep, deep connection will continue and i want to thank you for all you've done for the people of new york city. >> reporter: the mayor today grew emotional in bidding the city's top cop farewell and made it clear the resignation isn't because of any protest over police reform and not because of any ongoing federal investigation in to police misconduct. rather it's simply because bratton has a really good j >> i'm leaving with reluctance. i wish i had more time chronologically to stay around for three or four years, to work on the issues that are going to take that long to straighten out. i don't have that type of time. >> reporter: over 40 years bratton ran police departments in los angeles and new york twice, the first giuliani. he dramatically reduced stop and frisk yet kept crime at historic low records. he built up a massive anti-terrorism and intelligence

divulged to join the consulting company taneo to advise them on terrorism. >> i get to stay in the city and i can walk to work. three blocks and i'm at work. >> reporter: today a handful of people protested as bratton left city hall. >> he's a continuation of giuliani and this mayor has to go next. >> reporter: for the most part bratton remains extremely popular in the city. he's tried to create a kinder, focused on community policing. his replacement is jimmy o'neill. and next in line, carlos gomez. >> chief o'neill, soon to be commissioner o'neill and i, we're a people person. we love cops. we love communities. >> commissioner bratton says under no circumstances will he ever come back from the private sector to rejoin the police department. he's joining the company taneo. he'll make a lot of money. all this takes effect september

news. one of bratton's harshest critics quickly responded to the resignation. reverend al sharpton organized leaders in the african american community. among other issues sharpton has been highly critical of bratton's notion of broken windows policing. >> it is mixed feelings i have on mr. bratton's departure but i wish him well. i feel that broken windows policing is broken policing and the community's police relations. >> reverend sharpton strongly encouraged chief o'neill to meet with civil rights leaders. other reaction to the change in command. the head of the sergeant's benevolent association says commissioner bratton is finally doing what is right for the members of the nypd and people of new york city. we wish him well and look forward to a new direction for the nypd. and the patrolman's benevolent association says we thank

period for the nypd. they hope that chief o'neill will make supporting and protecting police officers on the street his first priority. the pba comes hours after union members followed mayor de blasio around the city in protest today. they demonstrated outside gracie mansion and then in brooklyn as the mayor worked out and got his morning coffee. they're calling on the mayor to get to work on a new police contract. as we have o'neill will take over the country's largest police department. o'neill is a lifelong officer who started with the department in 1983 as a transit cop then rose through the ranks. he's been at the helm in overseeing security planning for major events including the visit of pope francis last year. and most notably he spearheaded the department's new approach to neighborhood policing. tim fleischer is in foley square tonight and continues our coverage.

heard that phrase before. chief o'neill is actually a cop's commissioner. he started out as a rookie transit officer. he's worked his way to the top position. he comes with a wealth of experience. >> i can't wait for the opportunity to lead the great cops in this city to make new york city an even safer place. >> reporter: chief james o'neill, affectionately known as jimmy, has coming in and served to make sure the cops, more importantly the community knows us. >> reporter: former police commissioner ray kelly is surprised by commissioner bratton's sudden departure but sees chief o'neill as an accomplished police official. >> i think he's well qualified. he came up to the ranks. he's an experienced executive. >> reporter: as he watched commissioner bratton step down, chief o'neill is preparing to take over the nypd, having served from the ground up, learning as a rookie subway cop

we'll turn now to the other news of the day. we're learning disturbing new details about the death of a 5-month-old baby in queens. the baby, alaia baque, was found unresponsive in her family's apartment saturday. the medical examiner says she died from abusive head trauma. sources say the parents were convinced their baby was possessed with a, quote, evil eye, and they brought her to a so-called priestess last week for a cleansing ritual. neighbors say they did not notice any issues with the girl's parents. >> definitely nothing violent. saw them with the stroller pushing the baby around a lot but nothing out of the ordinary. >> at this point there are no arrests. the baby's parents have both been questioned by police. we've learned a man who remained in a coma a week after he was a victim of an apparent road rage attack in queens has

vincent chun mansay took him off life support over the weekend. he got in to a fender bender with anderson last week in flushing and things quickly became violent. anderson is now charged with felony assault. turning now to presidential politics, president obama bluntly criticized donald trump today saying he's, quote, unfit and, quote, woefully unprepared to lead the country. mr. obama answered a question about the presidential race even while in a jnt he criticized trump's attacks on the muslim parents of an american soldier killed in iraq and he went on to ask why republican leaders endorse him. >> somebody who makes those kinds of statements doesn't have the judgment, the temperament, the understanding to occupy the most powerful position in the

his recent battle with the khan family, who spoke during the democratic national convention. he sat down a short while ago with our sister station in washington, d.c. >> he's a terrible president. he'll probably go down as the worst president in the history of our country. i think it just means he's concerned i'm going to win. >> do you regret at all engaging in this back and forth with the khans? >> i don't regret anything. i said nice things about the son and i feel that very strongly but of course i was hit very ha just one of those things. no, i don't regret anything. >> new jersey governor chris christie is speaking out in support of the kahns. >> for mr. and mrs. kahn, the pain of losing their son while defending our country is unfathomable and i think it gives them the right to say whatever they want, whether they're right or wrong. >> christie fell short of specifically criticizing trump's handling of the situation. christie added that any advice

tonight we introduce you to some teens in new jersey who are spending part of this summer cleaning up their town. for six weeks they are bagging garbage, planting flowers, and removing graffiti. they're doing it in the cash strapped city of y forced to close dozens of summer camps. all that hard work is making a big difference for their community. here's toni yates. >> reporter: this will call for a good night's sleep tonight. they'll be up and at it again tomorrow. 40 high schoolers busy making paterson more beautiful. >> we're out here, we help the community. that's our job. >> reporter: they can thank the

creating this program. and paterson mayor joey torres for providing the grant that gave them paying jobs and teamwork experience, working with and learning from the more experienced great falls neighborhood community group. >> it's getting a lot of kids off the street. look at all the kids here today. it's doing a lot. >> this time this community needs a lot of helping. it means the world to me to be involved. >> it shows us we can all come together and work as a team and some of the positives, some of attitudes we bring, it changes. you can have a positive attitude. >> reporter: a $100,000 grant from the city of paterson makes all of this possible. they're calling it a win-win-win-win situation. >> it means an opportunity to really gain work skills, life skills, build a work ethic while they're teenagers and also to put some money in their pockets so they can have a brighter summer and maybe some money to buy books when they go back to

the job done, stopping at one point long enough to receive a well deserved salute. >> it's especially gratifying to see a group of young people serving our great city of paterson. >> reporter: at west side park in paterson, toni yates, channel 7 eyewitness news. pope francis is making news today on gender issues. he's setting up a panel to study whether women can serve as deacons. he's also making waves with comments that are not supportive of transgender community. the role of deacon is resve can preach and preside at weddings, baptisms, and funerals but cannot celebrate mass. vatican also released a transcript of remarks francis made last week in which he said it's, quote, terrible that children are being taught at school that gender can be a choice. taking a quick look at wall street where stocks finished the day slightly lower. dow lost 91 points. nasdaq down 36. s&p 500 closed down nearly 14 points. a healthier option as we

[ laughter ] outside we go tonight. got some blue sky trying to peek through the clouds right there. still a shadow over lower manhattan. that's the camera moving through midtown. let's take a look at street level on the upper west side which looks very nice. a pleasant evening. overcast skies. it's really, really comfortable out there. we're at 74. the humidity, it's on the moderate side but lowering during the day tomorrow. nice northeast breeze at times. pressure is holding steady. high just short of 80. shade below average. sunset tonight at 8:10. so august is about to get back on track. it's really nice the next three days. saturday is a bit of a question mark. humidity is climbing. there's a thunder threat. i like the way sunday is looking so far. 76, poughkeepsie right now. 74 in islip. definitely seeing a thinning of the clouds over connecticut and hudson valley. 72 in belmar. still partly to mostly cloudy. during the evening hours, low and middle 70s.

sunshine tomorrow. light northeast wind. patchy clouds at times especially over western new jersey and hudson valley. no worse than partly sunny and high in the lower 80s. looking great. clouds are starting to thin out. still patchy cloudiness. a little disturbance in the atmosphere over the cape. that's going to be shifting off in to the atlantic. once that leaves, it's all about surface high pressure moving in. you can already see how it's carving out this large area of clear real estate. will fall apart. no big deal there. then we'll look to this front getting in to the pacific northwest. that's the one we're timing for saturday and i'll get in to the timing in just a really a nice day tomorrow but as high pressure builds in on thursday, even better. picture-perfect day. a little front off to the north. humidity nice and low. there's that front. it should approach later friday night in to the first part of saturday. this is tropical storm earl looking healthier in terms of tropical storm status during the

symmetrical around the center. that indicates strengthening. winds at 50 miles per hour. it's moving off to the west at a pretty good clip. likely either a strong tropical storm. 70-mile-per-hour forecast or minimal hurricane as it approaches belize later tomorrow night in to early thursday. if it maintains the circulation it could go back in to the gulf of mexico and back in to southern mexico as we go in to the weekend. something to watch for a while. this is not a storm that's forecast northern gulf of mexico or have a major impact on the u.s. mainland. 67 degrees. partly cloudy to clear skies tonight. will be comfortable. tomorrow is a high of 80. beautiful day. partly to mostly sunny. pleasant. tomorrow night, partly cloudy and 67. here's your 7-day. near 80 the next couple days. lower humidity. as we go in to friday, a little bit more humid. a nice august day at 84. any thunderstorms we wait till late at night and in to the day on saturday. the thing with saturday is the timing of the front. we could hit 90 but that front may be over us during the middle

the first time since injuring his hamstring. a lot of attention has been on the jets offense but the team will only go as far as the defense will take them. todd bowles knows he can have a dominating unit but he also knows there's a lot of work to do. >> communication is always a big thing. you try to improve on every year. guys getting to know each other. we've got to do better there. we've got a couple new guys over there. we're trying to get that accomplished. >> and the first start at the u.s. open is set 29th. but today the new roof on arthur ashe stadium was unveiled and it's magnificent. billie jean king and the wife of arthur ashe were on hand for the ceremony. the retractable roof will make rain delays a thing of the past as the $150 million project had its first public showing today. construction on the roof began after the 2013 tournament and will protect 20,000 spectators from bad weather.
