he was read the charges against him and then released on bond. he burfoot was in front of a judge. he was read the charges against him and then released on bond. he had turned himself in the us marshals earlier in the day. here is some video of burfoot coming out court.. he is facing charges of that he was involved in a scheme to defraud the citizens of norfolk of their right to honest services. the charges stem from when burfoot was vice mayor on city council and spilled over to the treasurers office. one indictment alleges that over a period of years, burfoot solicited things of value including money, car payments, and home appliances for votes cast. the indictment provides detailed allegations of burfoot's illicit relationships with the managers of tivest development.. my colleague andy fox has that more on that coming up. burfoot is also facing perjury charges claiming under oath he never accepted or allocated things of value in exchange for performing

scheme. burfoot became a silent partner in tivest and promised other partners he would use his position to help direct city projects to tivest. at some point burfoot gets nervous about his interest in tivest and demands money to cash out. he wanted $250,000 but the partners reminded burfoot the company hadn't made any money, and burfoot had not made any investment in the company. but they paid thousands to burfoot to continue getting the city projects. prosecutors say he directed about $100,000 to tivst in federal grant money eventhough tivest wasn't licensed to do the work. the feds also bring up the controversial midtown office tower development project where burfoot got $50,000 in cash and other gifts in exchange to do favors for tivest. burfoot delivered the votes, but councilman andy protogyrou voted against it. accused of sex crimes involving a child. 40-year-old jason ellis of portsmouth faces several charges including sexual battery. detectives say the crimes took place between 2014 and 2015. suffolk police are searching for two suspects in a family dollar store robbery. it happened around 10 last night at the store on west constance road in the suffolk west plaza shopping center. these are surveillance photos of the two men detectives say came in with guns, demanded money and ran out with the cash. no one was hurt. an isle of wight county highway is back open after a crash. we reported it during wavy news 10 today. the sheriff's office says a driver of a pickup truck made a sudden lane change on route 17 near the james river bridge. a tractor trailer driver tried to avoid a collision with the pickup, lost control , overturned and hit two other cars. the pickup truck also hit two vehicles. deputies charged the driver of the pickup with reckless driving.

landmark ruling over who has parental rights in a same-sex couple's

two women who plan to divorce -- are both considered parents of a child they had together. a virginia beach judge made the ruling today. 10 on your side's erin kelly was in the courtroom -- where it was an emotional day for both women. judge steve frucci ruled it was clear at the time of conception and birth that lauren poole was intended to be a parent. even though karen poole -- the biological mother -- argues against that now. the two women were back got married in maryland in 2013.

10 on your side just learned a gloucester man is now facing multiple charges for exposing himself in a walmart parking lot. the sheriff's office says 22 year old devin parker flashed three different women after asking for directions. we're told it happened monday and tuesday of this week. parker is currently in jail. the congressman who represents you in the nation's capial right now -- could soon be changing! that's after a federal three-judge panel ruled yesterday to redraw the lines of virginia's third congressional district. 10 on your side's joe fisher joins us now to break this all down. and joe --- this affects voters throughout hampton roads. voters in almost every hampton roads city could be affected by this. right now, democrat bobby scott represents the third district -- which runs from richmond to norfolk. but the new lines change that. this all comes after the district was ruled to be unconstitutional because of its predominence of african-american voters.

third district as it stands now. from richmond to norfolk -- and african american voters make up 56 percent of the population. here's how a federal panel ruled to change the district. you can see it becomes more hampton-roads centered. the newly-drawn district, in purple, includes all of newport news and more of hampton. it also includes parts of chesapeake, suffolk and all of franklin and isle of wight county. congressman scott says race would no longer be a factor -- dropping the african-american voting population to 45 percent. ((c3 6:33)) "the districts are designed for the people, not the for the the candidates or the incumbents. my job is to take the districts that are drawn and do the best that i can with it." representative scott tells me the ruling is far from final.

supreme court has said they will review the ruling. he's hoping that will happen before the april deadline to file to be a candidate in november's election. we're getting more details --- including neighborhoods in those split cities who can expect changes. we'll map it out city-by-city at 5:30. i'm joe fisher, 10 on your side. the u-s supreme court will decide whether or not to take on former governor bob mcdonnell's corruption case. if the court decides to not hear the case, mcdonnell will go to prison on a two-year sentence for corruption charges. senator tommy norment says that will send a clear message to politicians across the country. everyone in elected office better be incredibly sensitive and attentive to what's going on 4:37 if you have the slightest question about the inappropriateness of something do not go there the justices are not expected to make an announcement until monday. a federal jury found mcdonnell and his wife

trading political favors for gifts and loans from a wealthy businessman for special treatment. in september 2014. new information just into the newsroom about a fire at a virginia beach goodwill store - back in novemeber. fire crews sent us this surveillance video of the two suspects setting fire to stuff left outside the store on lynnhaven road. you can see two people walking across the back of the goodwill store parking lot. you can see the one male walk up to a pile of donated goods left unattended at the back of building. we're told it happened around one-thirty the morning of novemeber 29th. the fire damaged the rear of the building, the back door, an awning and the donated items. if you know anything about the two people in the video or this fire - call the virginia beach fire prevention bureau at 3-8-5-4-2-4-8. joaquin "el chapo" guzman is considered the most powerful drug trafficker in the world. a federal official says he was apprehended after a shootout with mexican marines. "el chapo" was not hurt. the u.s. justice department isn't saying whether it would push to extradite guzman here to america, where he faces a long list of charges. reports of sexual assaults at the three military academies surged by more than 50 percent in the 2014-15 school year. according to documents reviewed by the associated press --- complaints of sexual harassment also spiked during that period. according to the documents --- there were 91 reported sexual assaults at the u.s. naval academy in annapolis, maryland, the u.s. military academy at west point, new york, and the u.s. air force academy in colorado. that's compared to 59 reported sexual assaults during the 2013-14 school year. a senior defense official says the sharp increases are due largely to students' growing confidence in the reporting system and

drive are also closed. seven vehicles involved --- one of them is a tractor trailer. we just learned the driver of the tractor-trailer died after being taken to the hospital. the crash happened at 2:30. other driver were hurt - but are expected to be ok. norfolk police believe the driver of the tractor trailer was headed south and crossed the median into oncoming traffic the tractor trailer hit two vehicles - causing a chain reaction accident. at this time, the exact cause of death regarding the tractor trailer driver has not been determined. once again - police blocked off tidewater drive from norview avenue through widgeon road. drivers should avoid the area. a lot of commotion after police looked into what they say was a suspicious package found at a medical facility in norfolk today. this was the scene at the sentara healthcare package was just a briefcase. many of you called in with concerns about the heavy police presence. part of the facility was evacuated during the investigation - for a few hours. across the nation a philadelphia officer

(police radio call) "shots fired...on spruce. i'm shot. i'm bleeding heavily" that's the radio call from 33-year-old jesse hartnett after a gunman walked up to his patrol car stopped at an intersection last night --- and started shooting. the gunman told investigators that he shot the officer in the name of islam and pledged allegiance to isis. the rookie officer was hit several times in the arm. he still managed to fire his own gun, hitting the suspect who was caught a few blocks away. commissioner richard ross/ philadelphia police) "i just have to idea he was coming. it's amazing he's alive" the police commissioner says the suspect fired at least 13 shots at officer hartnett. police say the suspect used an officer's gun that was stolen in 2013. a florida father is under investigation after his toddler took a a wild ride along a busy highway.
