police do not have a time frame of when they'll be back open. another breaking news accident - this one on the 664 south exit ramp to portsmouth boulevard in chesapeake. the ramp is closed because of an overturned tractor-trailer. a 10 on your side viewer sent us this picture of the tractor trailer on its side. norfolk's city treasurer, anthony burfoot indicted on federal corruption and perjury charges this morning federal prosecutors released the indictment. it accuses burfoot of using his role in public office to direct projects in a virginia beach company 's favor. 10 on your side's matt gregory has more background on the company at the center of the burfoot indictment. back in april, the fbi supbeanoed documents about anthony burfoots dealings with tivest development and construction tivest was a residential and commercial development company headquartered in virginia beach. the indictment says burfoot became a silent partner in tivest ten years ago, when burfoot was a norfolk city councilman. if true that would, put him in partnership with

etheridge. etheridge was found guilty in 2013 on federal charges related to bank fraud in the collapse of the bank of the commonwealth. once the bank began to collapse, tivest went 2010. tivest defaulted on loans, laid off its employees, and dwight etheridge declared personal bankruptcy. etheridge is currently in the federal prison in petersburg serving a four year prison sentence. matt gregory 10 on your side. now to a decision --impacting voters in almost every hampton roads city. who represents you in washington, d.c. could soon be changing. we told you last night about a federal panel's ruling to re-draw the lines for virginia's third congressional district. the new lines mean a shake-up for several surrounding districts, too! 10 on your side's joe fisher is here now to break this all down. joe. anita, stephanie -- right now, democrat bobby scott represents the third district -- which runs from richmond to norfolk. last year, the district was ruled unconstitutional because of its predominence of

just yesterday -- came an agreement on new lines --- which, if approved -- will change many people's representation across hampton roads. even 3rd district congressman bobby scott agrees -- telling 10 on your side, he believes his current district is unconstitutional. 56 percent of the population african- american. but new lines, re-configured and released this week, shift richmond, henrico, surry, and other areas. the move makes the district more hampton- roads centered. the african-american voting population would drop to 45 percent. ((c3 6:07)) "i am satisfied legally that the new district will pass the constitutional muster." ((c3 6:33)) "the districts are designed for the people, not the for the the candidates or the incumbents. my job is to take the districts that are drawn and do the best that i can with it." ((c3 10:29)) "the finding of the court was that if you had a hampton roads district, race would not be a prodiment factor in drawing the lines, it also, more of hampton, including the area

course. in norfolk, the larchmont and lakewood neighborhood's would shift into the third district. in chesapeake, south norfolk, greenbrier west, and deep creek north would also be represented by the winner of november's election. also included --- northern suffolk --- from hobbs, south to harbour view. and all of franklin and isle of wight county would be moved into the third district, too. whether the u.s. supreme court affirms the decision to change the lines -- or keep the lines the same -- congressman scott, first elected in 1992, says he plans to be a candidate. mph, with gusts as high as 30 mph. a gloucester man is now facing multiple charges for exposing himself in a walmart parking lot. the sheriff's office says 22 year old devin parker flashed three different women after asking for directions. we're told it happened monday and tuesday of this week. parker is currently in jail. an attack on a philly police officer is being investigated as an act of terror. the suspect was captured minutes after he fired on an officer sitting in a parked cruiser. when questioned by detectives the man claimed allegiance to the

captured the moment when the gunman opened fire - unloading his clip. the officer managed to return fire - even though he was hit three times. "the bravery he demonstrated was absolutely remarkable. his will to live undoubtedly saved his life. and we're ever so thankful to god that he's here today, because this could have easily been a police funeral." family expect the officer to pull through. police say suspect edward archer used a gun stolen from an officer's home in 2013. investigators say their biggest question now is whether archer acted on his own - or whether this was a coordinated act of terror. a new york man accused of plotting to bomb a bar in rochester to prove his loyalty to isis remains behind bars. 25 year old emanuel lutchman was in court today. the federal public defender did not request a detention hearing to ask for bail to be set or for a mental competency

lutchman has mental issues. they say he only became a self- professed muslim when he was in prison for robbery because he needed protection while inside. the fbi arrested lutchman on december 30th. he's due back in court next month. belgian investigators believe explosives used in november's deadly paris attacks may have been made in an apartment in brussels. it was rented under a false name. a fingerprint of a key fugitive, sala abdeslam, the brother of one of the attackers was found there. and material that could be used to make explosives was located in the apartment during a raid. so far, belgian authorities have arrested ten people, including one who rented that apartment. today is the fifth anniversary of the tucson shooting that left six dead and injured 13, including former u-s congresswoman, gabby giffords. giffords was shot in the head. she has a speech disorder and the right side of her body is also largely paralyzed. giffords along with her husband, retired astronaut mark kelly, have since founded a political action committee that calls for

her shooter is serving life without parole. a mother and her son were killed in an early philadelphia. when firefighters arrived on the scene the home was engulfed in flames. authorities say there were six people inside when the fire started. all but one made it out. but a mother ran back into the home to save her son and died holding his body. fire investigators say the home had no working smoke detectors and a portable heater might have started the fire. president barack obama has vetoed legislation that would have repealed his affordable care act and cut federal funding for planned parenthood. the bill goes back to the republican-led congress. lawmakers do not have the votes to override the veto. in decision 2016 -- republican presidential candidate donald trump is pledging to get rid of gun free zones. at a jammed packed rally last night in vermont trump called for the elimination of gun free zones in schools and u.s. military bases. he vowed to sign an order on his first day as

here come the food police again. they're saying you still eat too much salt. and they think they know

c-d-c recently re-analyzed earlier data from a small group of adults. they found nearly all americans are eating more than the recommended amount of sodium. the excess doesn't come from salt from a shaker. it was found mostly to come from processed and restaurant foods. as we all know-- too much sodium can raise your blood pressure-- and lead to heart disease and lot about football as a leading cause of concussions. but youth hockey may actually be more dangerous. researchers followed nearly 400 12 to 14 year old hockey players for two seasons of practice and games. they found the overall concussion rate was similar to football-- with most incidents resulting from illegal contact. the biggest difference was age. those players got more concussions than older players --- which is the opposite from other youth sports. keep this in mind if you're going to kick off the weekend with an adult beverage. a british study now says even a moderate amount of alcohol could lead to cancer.
