general loretta lynch delivered the keynote speech. she says the department of justice is still working to ensure every citizen has the right to vote. 28-45 ( loretta lynch / part by promoting trust and strengthening the relationships between law enforcement and the communities we all serve, and we are playing a leading role in this administration's effort to reform our criminal justice system." lynch says the department is working to reduce recidivism. she says programs distributed 53-million dollars in grants under the "second chance act" to ensure people who leave the criminal justice system have the "ability and right to go home." president obama was in louisiana today -- for his second post "state of the union" stop. he visited about a thousand high school students in baton rouge -- where he got a chance to talk more about a new national effort to cure cancer. boats to "stray accidentally." they were picked up in the persian gulf. iranian television aired video of a sailor it identified as the commander - apologizing. the pentagon says the video appears to be authentic but says it's not known if the crew was under duress. the navy has given no indication that the sailors were injured or mistreated. the obama administration has emphasized that washington has not apologized. in washington -- plans are under way to tear down a mansion where four people were killed. the multi-million dollar home was listed for sale "as is" -- but experts say because it was a murder scene -- it would be hard to sell. a man and his wife, along with their son and a housekeeper were held captive for roughly 18 hours last may. after receiving a 40-thousand dollar ransom, the suspect set the house on fire. when houses with a "history" go on the market, they're often referred to as "stigmatized" properties. in atlanta -- a 24 year old woman accused of robbing jewelry stores across the

a judge denied abigail kemp bond -- saying she is a flight risk and a danger to the community. kemp is accused of teaming up with another man and robbing half a dozen jewelry stores over the past nine months. the pair were arrested last friday outside of atlanta. it's likely additional charges will be filed in other states where the robberies happened. seven people were killed -- 20 were hurt -- in a suicide attack in indonesia. among the dead -- all five attackers. it happened in the capital city of jakarta -- not too far from the presidential palace and the u-s embassy. police say the attack outside a starbucks was similiar to the recent attacks in paris. the attackers carried guns - and grendades and wore suicide belts. police say they were affiliated with isis. isis is claiming responsibility for the attack. ten detainees have been transferred from the guantnamo bay prison in cuba -- to oman. bringing the prison population there to 93. it's the first time the number has dropped below one-hundred since 20-02. in his final state of the union on tuesday -

just when you thought cell phone companies were becoming more customer-friendly- they keep finding ways to get you. a new survey found overage charges - already at record highs - are up yet again. according to a survey nearly one in five cell phone customers reported paying overages during the past six months. but a-t-&-t continued to lead all of its rivals -- with 28 percent of customers saying they were charged for overages. as for the others -- it was 20 percent of verizon customers, 12 percent of t-mobile customers and five percent of sprint customers. that's up across the board from a survey in october -- which showed overages were at record levels. parents and health conscious consumers can breathe a sigh of relief . discount grocery store chain aldi says it's getting rid of candy in the check out aisle. the company says it's going to put healthier fare like trail mixes, granola

council members - is being called unconstitutional. last fall, a majority won in prohibitting council members from discussing closed session items with the public. and earlier this week -- the city dished out its first violation notice. 10 on your side's joe fisher is live in the newsroom with more on the policy and the controversy. joe. anita, stephanie -- this policy has many questioning transparency in portsmouth government. councilman bill moody fined 15- hundred dollars for talking about a closed session item. he tells me tonight he wants his money back. and one first ammendment lawyer tells me --- he deserves his money back. "i could see the potential for it." waving $1,500 bucks in the air -- councilman facebook followers before a meeting in early december. ((c563 3:55)) "i had $1,500 in which i paid the fine, i had
