we're on your side with tips to prevent a potentially costly disaster in the cold. temperatures this low mean a higher chance that your pipes could freeze or worse, burst. there are some simple steps you can take to reduce your risk. first, close the vents outside of your house, open cabinets if your sink is on an outside wall in the kitchen or bathroom. that will let warm air inside. also drip your faucets. if your pipes do freeze, here's what you should do-- keep the faucet open that way as the frozen area starts to melt water will flow. apply heat to the frozen area. you can wrap a

the pipe, use a hairdryer or towels soaked in hot water. do not use a blowtorch, kerosene or propane heater or any other open flame. your pipes aren't the only things at risk in this weather. your pets can suffer too. cold air, sleet and snow can lead to chapped paws and itchy flaking skin or worse. here are some tips from the s-p-c-a. dry your pets as soon as he comes inside. make sure you get his feet and in between his toes. bathe your pets as little as possible during cold spells because washing too often removes essential oils. massage petroleum jelly on their paws to protect them before going outside. never shave your pet in the winter. a longer coat will keep him warmer. if its too cold for you -- its probably too cold for your pet so keep animals inside. relief in williamsburg tonight. a missing eight-year-old boy has been found. we first brought you this

editor: chopper vo of search the bitter cold on 10. chopper 10 flew overhead during the long search efforts. 10 on your side's erin kelly joins us live. erin -- how is the little boy? the fire department says medical crews evaluated the boy and he is in good health. he's happy to be back with his family -- and after this long day, they are so happy to see him. with snow still on the ground, and temperatures in the 30s, there was no time to waste finding 8- year-old zeb gross. his family didn't know where he was around 7 monday morning and had last seen him at his home on john pinckney lane in the middle of the night. and he didn't have a jacket with him. in the air -- a state police helicopter looked for the child. on the ground, bloodhounds followed his scent. the search included nearly 80 people, from volunteer crews to multiple public safety agencies. but just after 3 -- more than 12 hours since anyone had seen zeb, came the big break. the fire

found him in a crawl space under his home, an area they'd previously searched with no luck. c0083 5202 we feel wonderful that we were able to locate this young man. 5206 and put him back with his family. 5212 fire officials say it's not exactly clear why the little boy went into the crawl space, they'll leave that question up to his family. they're just grateful they found him. live in williamsburg, erin kelly, 10 on your accused of shooting four people in gloucester county. three of those victims are in stable condition tonight - but we're told one person died at the scene. 10 on your side's liz kilmer joins us in the newsroom with the latest. liz? 18-year-old dijon whitter, of hampton, is behind bars after that deadly shooting early sunday morning. three victims, we're told, ran for help and will be okay. but a fourth person was found dead in a car - 10 on your side is working to learn that victim's identity.

accused of shooting four people in gloucester county - wounding three, and killing one. investigators say it happened around 12-30 early sunday morning near the intersection of ditchley road and gill lane. there, reports came in of a chaotic scene surrounding a car. inside that vehicle - police found one victim shot to death. bill perry clip couldn't get through he couldn't let me through and that there was a black car there with doors open, windows open and trunks open, he said 4 people had been shot, one was dead." according to the gloucester county sheriff's office - the three other shooting victims were found less than a mile away at nuttall's country store. they had reportedly flagged down a car, for a ride. 10 on your side has learned this all went down near a large party on gill lane. the host - lexus walton - says she doesn't know the suspect but she didn't know everyone at the party. police went to the home. lexus walton 032g0081 02:32:57 "we were all

then the cops showed up and they were at the door a couple of times and then left everybody left and came back and said identity of the person shot - we've been in touch with people who believe it is their loved one - but investigators say they are waiting to hear from the medical examiner before confirming the identity. live in the newsroom, liz kilmer, 10 on your side. fire forced six people out into the cold this morning as flames tour through their portsmouth home. only 10 on your side captured this video of flames shooting out of this apartment on des moines avenue. everyone made it out safely. but damage is extensive. part of the roof is caved-in. firefighters said they had trouble battling the flames. it took more than an hour to get it under control. we are working to find out what caused the fire. hoverboards have been known to cause fires across the nation. that's why so many universities have banned them. virginia commonwealth university in richmond is the most recent to join the growing list of college campuses banning hoverboards. their ban, however, is specifically for inside

not extend to outside areas. old dominion university announced their ban earlier this month. university of virginia and virginia tech are also on the list. this comes amid concerns of falls and collisions. there are also worries about the product causing fires. nationally, more than 30 universities have banned or restricted hoverboards. north carolina didn't make the grade in a new federal report on child protection programs. north carolina failed to meet the standard set in all 14 performance factors. those programs include: maltreatment investigations, foster care, and adoption programs. the review also found the state only met or exceeded national standards in one of seven data indicators. the state could be fined if it fails to make enough improvements within three years. a 10 on your side follow-up-- we can know tell you the fate of some shelter dogs that needed a new home. we first told you about operation save a shelter dog back in november. the shelter in isle of wight county needed to

it's a day of remembrance as people around the country honor the memory of the leader of the civil rights movement --doctor martin luther king junior. several events around hampton roads today celebrated his accomplishments. in norfolk this morning, people gathered for a ceremony and a march. the event had live music and speeches. after the ceremony, people marched to the martin luther king monument on brambleton avenue. where they laid a wreath. 10 on your side caught up with a mother sharing this day with her young makes your realize how far we've come and where we still have to go. mia phillips tells us that she's teaching her son about what dr. king did for the african american community - and being a part of today's celebration can make that lesson come to life. in chesapeake, a nationally known minister led a breakfast to honor doctor king. the president of the national organization stand -- bishop e-w jackson.

new at five.... while popular ride-sharing companies have been hotly debated - they may be changing virginia for the better. 10 on your side's anita blanton is here to explain how companies like uber and lyft are reportedly saving lives. tom and deanna it's estimated that every 52 minutes someone is killed in a drunk driving crash. and while officials at the virginia department of motor vehicles are still compiling final figures they're already seeing a connection between ride sharing companies and new statistics that should be music to everyone's ears. we've done plenty of stories about safety concerns when uber and lyft first came on the scene, competition with taxis and more. but the d-m-v's preliminary data shows that in 2015, virginia reported 7,334 alcohol-related crashes on our roadways, which is a four percent

2014. and there were 195 alcohol-related fatalities, which is a 22 percent decrease from the year before. virginia dmv commissioner richard holcomb sent us this statement saying: while it may be too soon to say definitively that the availability of uber and lyft in virginia played a major role in that, there appears to be a causal connection. we also know that education and enforcement efforts help to prevent drunk driving deaths. no matter the cause, we are thrilled to be able to report that fewer people died senselessly in drunk driving crashes in virginia last year. uber and mothers against drunk driving have actually teamed up for a first of its kind comprehensive study on this issue that i'll put a link to on wavy dot com. as for the dmv, they're hoping to have their research complete in march. anita blanton, 10 on your side. it's not too late to get federal disaster loans if you were affected by

a price war between two gas stations in michigan forced gas prices down to numbers not seen in decades. one gas station was advertising a price as low as 47 cents a gallon yesterday. rough driving conditions didn't stop motorists from flooding the area. police officers arrived and directed long lines of drivers looking to score very cheap gas. the price war made michigan the first state to see gas less than one-dollar-a- gallon in decades. by the end of the day, however, the price war ended and gas prices at the stations went back to around one

crippling economic sanctions on iran were lifted over the weekend after the country reached a nuclear deal with world powers. not everyone is celebrating this controversial deal-- but people in the iranian capital are optimistic. the iranian people are hopeful now that sanctions have been lifted iran's economy and their personal wealth and income will greatly improve. sanctions had made it almost impossible for iranians to do business, abroad. the iranian president calls the deal a victory. at least 20 people are dead and 15 wounded in an airstrike by a saudi-led coalition targeting a yemeni police building. officials say several people were still trapped under the debris following the attack. the building was used as a gathering spot for security force and used by an anti- government shi'ite-rebel group known as houthis. the saudi-led coalition began airstrikes against the houthis and their allies in march 2015, siding with the internationally recognized government.

responsibility for a rocket that landed near the italian embassy in kabul according to an italian news service. footage from tolo (to-loo) t-v in afghanistan yesterday showed emergency teams on the scene after the attack. the only injuries reported so far have been of a security guard or two. italian news service ansa reports a spokesman for the taliban claimed there was "heavy human and material losses." also reported --the spokesman sent them a message citing italy's support of u-s military action in afghanistan. coming up on wavy news 10 - the first case of a brain-damage causing virus has been confirmed in the u-s. how a baby got it and why health officials are warning travelers. 13-17 "even if it's not perfect, even if you're not certified." learning c-p-r -- because you never know when it may be just the tool you

the first case of the zika virus has been that a baby born with brain damage in oahu, hawaii had the zika virus. the virus is transmitted by mosquitoes and has been linked to brain damage in newborns. it's believed the baby's mother was infected while living in brazil in 2015. last friday the u.s. centers for disease control issued a travel warning for 14 countries in latin america and the caribbean where the zika virus is most prevalent. pregnant women and women trying to become pregnant are most at risk. so far there is no vaccine for the virus. stay with us. wavy news 10 at 5:30, starts right now! its chilly out there right now and -- its going to get even chillier? -- cold enough you may need to worry about pipes freezing tonight. chief meteorologist don slater is in the super doppler 10 weather center with
