there is a lot to talk about in our hour on midday -- and now we want to turn to our other top story -- the cold. we hope you are able to bundle up and crank up the fireplace and heater, today. thousands of folks lost power earlier this morning. dominion crews have restored all but a handful by now. the live look at tower cam 10 at the skies over downtown norfolk shows that it is pretty clear now. but we can expect that to change as the week goes on. let's get the latest from meteorologist deitra tate in the super doppler 10 weather center.. rest today: cold with sunshine. highs will only be in the upper 20s. winds nw 10-20mph. wind chills in the teens for this afternoon. tonight: mostly clear and cold. lows will be in the upper teens & low 20s. winds nw 5-15mph. wednesday: increasing clouds...light snow possible wednesday night. highs will be in the mid 30s. winds nw/sw 5-15 an arctic high is dominating our weather, and it has a very cold air mass over us. highs will

so drip the faucets today. even during the the afternoon. we'll warm up a little tomorrow as the winds die down, but it won't be as sunny. clouds will increase...leading to a cloudy sky by midday wednesday. a weak upper level system will move into the region tomorrow evening,and it may bring light snow showers our way. only light accumulations are expected as worse case scenario. a much larger system will move into the region on friday. it may start as a wintry mix, but it will turn into rain during the day. rain may be heavy at times. this system could bring large amounts of snow to northern and northwestern virginia. as the system moves away on saturday it could drop snow over parts of our region as the cold air moves in. stay tuned for updates to this developing weather

today, hundreds are expected to line the streets to honor krijger , the norfolk k-9 killed in the line of duty last week. this afternoon, there memorial service for the k-9. after the service, there will be a procession down kempsville road and princess anne road to the garden of pines pet cemetery, where krijger will be buried. police say the public is more than welcome to line up along the route, which you see on your screen. norfolk police say krijger served on the force for more than three years and gave his life faithfully in the line of duty. editor: liz 10 pkg c7 17:32:35 - all i know is that my heart dropped. and i feel for the officer involved and all officers involved." butt to c7 17:32:40 - and i feel for this community. that k9 officer served his community alongside his partner, and it's a loss for every body. police say keith richardson shot and killed krijger after a seven-hour standoff

back and hit richardson. he died the next day. the officer who shot the suspect, remains on administrative duty, a standard practice in any officer-involved shooting. we are learning more about a police officer shot in the line of duty over the weekend in utah. officer douglas barney was working overtime to pay for medical bills for his cancer treatment when a suspect killed him. officer barney survived bladder cancer. police say corey henderson shot and killed him as he responded to a car accident. fellow officers say he was in remission, and in very high spirits. officer barney was married with three children. new at midday --- the supreme court says it will consider undoing lower court orders that blocked president obama's immigration plan to take effect. the case will be argued in april and decided by late june. the immigrants that would benefit from the plan are mainly the parents of permanent u-s citizens. texas is leading the 26 states challenging the

immigration plan. if the court sid's with the obama administation, that will leave him roughly seven months to put his immigration plan into place. all new at midday -- police in suffolk are looking for this man they say robbed a drug store, sunday night. these are surveillence pictures from the rite aid on north main street near west constance road. police say this man in his 50's or 60's walked into the store, told the pharmacy technician he had a gun, and demanded prescription drugs. then, he ran away. take a good look at these pictures. if you know who he is, call the crime line at 1-888-lock-u-up. remember, you don't have to give your name when reporting a crime and you could earn a cash reward if your information leads to an arrest. searchers looking for the marines missing of the coast of oahu have found all four life rafts deployed after the helicopter collision. however, there is still no sign of the marines. coast guard officials say it doesn't look like anyone was ever on the three rafts

crashed into each other last week with twelve marines on board. so far, there is no sign anyone survived. more than 60 marines are involved in the search, as well as navy divers, and federal agencies. overnight. the airline also gave them meal vouchers. a battle over gun control in virginia is brewing in richmond. supporters and critics rallied at the state capitol yesterday. those against gun control criticized governor terry mcauliffe's executive action to increase prohibit concealed carry in state buildings. there are dozens of bills before the general assembly aimed at increasing gun rights. one includes carring a concealed weapon without a permit. another would restore the reciprocity agreement with 25 other states. allen mullins gun rights supporter there's baby steps being taken by the left to take our rights and they don't realize how many of us are against what they want to do butt to gov. terry mcauliffe / (d) virginia we need to do more and i am committed to all of you here today that we will continue on in this battle. our voices will never be diminished, we will continue to fight for what is right. supporters for gun control pushed for

checks and to keep guns out of the hands of people convicted of domestic violence. it turns out ride-sharing services like uber and lyft may have a bigger benefit than just convenience. new research shows they may be saving lives across the commonwealth. the department of motor vehicle's preliminary data shows a four percent decrease in alcohol-related crashes on our roads. and there's been a 22 percent decrease in those crashes that were deadly. virginia dmv commissioner richard holcomb said while it may be too soon to say definitively that the availability of uber and lyft in virginia played a major role in that, there appears to be a connection. still ahead - people in flint, michigan are still dealing with toxic water in their city. more on the protests against the governor, who they blame for the situation. plus - a police chase ends in probably the most unexpected way possible. why police had to round up more than just a suspect. also still to come -- a

authorities in texas are expected to hold a hearing soon to request to transfer "affluenza" teen ethan couch's case to adult court. the teen is still in mexico, but his mother is back in the u-s after fleeing to mexico late last year. they feared he would be found in violation of his probation for a drunk driving crash that killed four people. his case

lawyers argued his wealthy upbringing left him unable to tell right from wrong. representatives from mothers against drunk driving will be at the hearings. protests are still going on in michigan because of toxic water in the capital, flint. several are calling for the resignation and arrest of governor rick snyder for his role in the crisis. residents marching outside governor snyder's home in ann arbor yesterday. demonstrators say snyder had knowledge about tainted water long before they switched water supply back to the detroit water system. and they say he knew about the problems long before he declared a state of emergency earlier this month. brown says: "it feels personal and it makes us all, people who are in flint and people who are tied to flint very, very angry." bonnell-wenzel says: "they're poisoned. and now, at the very best, they're going to go through very difficult times to try and get that lead out." the demonstrators say they plan to protest

"state of the state" speech, which is scheduled for tonight. "shut it down" protesters continue to demonstrate against a gas leak in california. officials in los angeles say they expect to have a natural gas leak sealed later next month. they say work on a relief well is ahead of schedule. methane gas has been spewing into the air since october of last year. officials say the emissions from the site of the leak decreased by 60- pecent since novemeber. some scientists say this is the worst fossil fuel disaster in the u-s since the b-p oil spill. a woman lead police on a chase in california. but whe she finally stopped and surrendered, the officers realized they had to catch more than just the woman. the chase started when the woman didn't stop for a california highway patrol officer. they end up spinning her out at 40 miles an hour, putting an end to the chase. however, as the woman gets out of

follow her, and start running around the freeway. there were also more dogs still in the car. animal control had to be called in to wrangle up the dogs. they are all safe now, and being taken care of at a shelter. the driver is in jail. as the debate over gun laws continue across the country, a georgia legislator is proposing a compromise in his state. the new bill would allow weapons like tasers on college campuses in georgia. the campuses are supposed to be gun- free zones, but there are some lawmakers students to carry handguns. the new bill is seen by some as finding a good middle ground. proposal is mixed. unveiled a brand new helmet. alex rozier has more. (nats) "it's a tough conversation many times." as a pediatric browd has helped many athletes with concussions. (sot: dr. samuel browd, pediatric neurosurgeon) "we see hundreds of kids come every year for concussion." out of concern that current helmets weren't safe enough he reached out to per reinhall, the chair of the mechanical engineering department at the university of washington. (sot: per reinhall, chair, mechanical engineering dept, univ of washington) "so we came together and tried to solve this societal problem." over the last two and a half years they came up impact, a layer that prevents skull fractures, and another that improves the fit for athletes. we have breaking news out of newport news. a break in a murder case! police have officially arrested a man in connection with a double-homicide that happened last week. the man just got out of the hospital after he was hurt in a shootout with police. and, the shooting caused a lockdown at four schools in newport news. this is 33-year-old laratio dantzler. police say he shot and killed 38-year-old cadre grey and

coalition has been launching airstrikes on yemen's houthi rebels and their allied forces' since last march. the u-n says the airstrikes have caused more than 5-thousand deaths in yemen. israeli forces say they arrested a 16- year-old palestinan suspected of stabbing an israeli woman to death in her home on the west bank over the weekend. the israeli military put out this video of the raid, showing about a dozen soldiers entering the suspect's house. the woman died sunday as she tried to defend herself against an attacker who broke into her house. there was even more violence in the area yesterday, when another palestinian teen stabbed a pregnant israeli woman. israeli troops shot and wounded the boy. tourists in bali say they feel safe despite a terror threat made on the island. authorities have increased security, but the shopping areas and beaches are still busy today. the local government offfice received a threatening letter from isis that the terror group is

company in that country. the envioroment ministry in south korea is filing the complaint over the emission-cheating scandal the company is in. this is the latest in legal actions against the company all over the world against volkswagen, after it falsifying emissions tests for some of its diesel cars. the head of south korea's volkswagen faces five years in prison if he is found guilty. the dalai lama will be in the us today for a health check up. tibet's exiled spiritual leader will visit the mayo clinic for his physical. the 80-year-old says he has a minor problem in one of his eyes, but otherwise, he did not feel sick. the dalai lama also said he will meet with scientists in wisconsin during the trip. the dalai lama has been in exile from his native tibet since 19-59 after a failed uprising against chinese rule. he's been pressing for more talks between tibet in china recently. the world's oldest man has passed away.

died at the age of 112 earlier today. he was born on march 13, 19-03. he had been the world's oldest man since last august. it is still not known who the title of world's oldest man belongs to now. the oldest person in the world is susannah jones of brooklyn, new york. she is 116 years old. if you tried to log onto twitter this morning, you may have received an error message. that's because the social media site was down all over the world. several people all over the world could not get their latest information from their twitter sources this morning. after a few hours, the service came back just before six this morning. but, just a couple hours later, it went down again! it eventually did come back at full stregnth. however, some users are reportedly still having trouble with the search functions. starting tomorrow, we will get a special treat in the night sky. if you look up, you'll be able to see five planets

the the event starts just before dawn. mercury, venus, saturn, mars, and jupiter will all be visible for about 45 minutes before sunrise. scientists say this is the first time in more than 10 years the five planets have appeared together in the pre-dawn sky. this will happen every morning until february 20th. if you need help finding the planets in the sky, you can check out the u-s naval observitory's webpage.
