say it ended "peacefully." john street had been blocked -- it is back open. we're also watching another road closure in chesapeake. this one is on elbow road just east of centerville turnpike. there was a crash earlier that caused power lines to come down. dominion is on scene do leaders in portsmouth value the city's rich history? that's what concerned residents are asking --- ahead of a vote on a new list of priorities to guide the city through the year 20-30. that list excludes preserving the past. 10 on your side's joe fisher is in the wavy live center with both sides of this story. anita, stephanie -- in the words of councilwoman elizabeth psimas -- these "vision principles" are the council's priorities. it guides them through making everyday decisions. for years, the city's vision has included a section labeled "pride of past" in this new list -- that section on history has been deleted. ((c175 26:08)) "our first land grants here go back to 1620. a lot of important things have happened here over the centuries." it's no shock its residents care about keeping the history alive. ((c175 28:52)) "when you step outside of hampton roads, we're one of the greatest places in the world." the portsmouth city council currently uses these "vision principles" that include "preseving the proudest traditions of the past as a compass for our future." in recent weeks, however, new "vision principles" have been drawn up -- ommitting the "pride of past" priority. it's the city's history, he says, that fuels so much of the economy. ((c175 24:00)) "that's what people come here are wanting to see if our history, so to try to eliminate it is ridiculous. it's what sells us, it's what we are, who we are." councilwoman elizabeth psimas tells 10 on your side these are the council's priorities -- but this time around have been drafted primarily by city staff. she believes the city should be building upon its history, not erasing it. the council is slated to vote on this set of priorities next tuesday. it should be noted, a section "efficient and responsive government" has also been taken out of the new list of priorities. we'll be sure to let you know what's included, and what's left out in the final list next week. i'm joe fisher, 10 on your side.

in virginia beach. school board members will soon vote on the calendar for next year. they have to decide if there will be 183 - days, like this year, or if there will be less. 10 on your side'es brandi cummings is here now to explain why the school board is considering the change. stephanie, anita- each year the virginia beach school board votes to appove a new calendar. this year after getting imput, a committee presented a calendar similar to the current one with 183 days, but school board members wanted more options. this is the current virginia beach school calendar. classes began september 8 and end june 17. there are 183 teaching days. but that number could change. sot - trenace riggs, virginia beach education association - clip 2 2:09 trying to get everything in and trying to keep 183 days and fit all that we need to fit in was not doing it. it has become such a difficult task. 2:20 trenace riggs is president of the virginia beach education association. she wants the calendar to have

breaking news in virginia beach police dispatch tell us a suspicious package is being investigated at joint expeditionary base little creek-fort story. viewers tell us at least one gate is closed. an alert from the base says gate 5 is closed and on security alert. that's the gate on independence boulevard. we're working to get more information from the navy. we'll update you as sson as we can. the navy is providing bottled drinking water to some of its employees in chesapeake after tests showed a high level of a certain chemical. we're told water is being provided at n-a- l-f fentress - just as a precaution. the chemical is commonly found in fire extinguishing foam that's used during training exercises on base. the navy says

an apartment buidling caught fire in philadelphia last night -- and this is what's left --- firefighters not only had to battle the fire -- but dangerously cold temps. by this morning -- the building was covered in ice. two firefighters were hurt fighting the fire. the good news -- all of the residents made it safely out of the building. stay with us... the latest on the snow headed our way is next on wavy >> from the station on your side, this is wavy news 10.
