dismiss half-day. we'll show you how cities and agencies across hampton roads are preparing for the possibility of snow in just a few minutes. but first --- let's get right to meteorologist ashley baylor in the super doppler 10 weather center. tonight: increasing clouds. lows: mid to upper-20s. winds: light north. friday: wintry mix and snow developing by midday. mostly snow north and west of the metro. changing to all rain by 7 pm. highs: to snow after 9 pm. highs: mid-40s. winds: n/ne 15-20 mph. i won't waste any time.. tonight, we'll gradually see increasing clouds as our next storm system approaches. as you head out the door tomorrow morning, we will not see any falling precip, but make sure you have warm layers and an umbrella with you, because you'll need it as you're heading home from work/school. by midday, a wintry mix and snow will spread across the region. the metro will see a mix of rain/snow/sleet, while farther north, along the northern peninsula, middle peninsula, and northern neck, we'll likely see snow to start. after 7 pm, temperatures will warm into the low- 40s, so we'll make the transition to all rain.

governor terry mcauliffe has declared a state of emergency ahead of the winter storm. here's a picture of the governor signing the declaration in richmond this morning. the action to identify and position resources for quick response anywhere they are needed in virginia. he's urging virginians to prepare. 500 virginia national guard soldiers, airmen and members of the virginia defense force are now on state active duty. they will help with the commonwealth's severe winter weather response plans to stage personnel at readiness centers along the i-81 corridor between

we've also reached out to southside cities to find out how they are preparing for the weather. a portsmouth spokesperson says they are monitoring the forecasts and will have crews working 12 hours shifts tomorrow with snow plows ready to go if needed. we will keep checking with the cities as things develop to keep you informed. v-dot says its crews are in full deployment mode. it has about 2,500 crewmembers and more than 13-thousand pieces of equipment, including plows, trucks and spreaders, for snow-removal operations across the state. v-dot also uses contractors to maintain the interstates throughout the commonwealth. the agency says supplies are in good shape with more than 650-thousand tons of salt, sand and abrasives and nearly two million gallons of liquid salt. v-dot says there are 77 weather sensors in roadways and bridges, allowing crews

gallons of motor oil. open. the man police say threatened to bomb j-e-b little creek-fort story is back behind bars after his arraignment. 28 year old khalid mohamed abdalla faced a judge this afternoon. he was arrested after the discovery of a suspicious package closed one of the gates for several hours yesterday. 10 on your side's jason marks is live outside the today's courtroom developments. the suspect kahlid mohamed abdalla was only in front of a judge for a couple minutes. he was read the charge his is now facing. police say he made threat to bomb jeb little creek. here's a picture of the 28-year-old. he lives in virginia beach not to far from where last night's incident took place. it was just before 5 when police say a suspicious package was dropped off by gate 5. at point the area was roped off to investigate what was inside. the fbi was called in and abdalla was

later. he was questioned by the norfolk joint terrorism task force but turned over to virginia beach police. abdalla was charged with threats to bomb. he was in court a short time ago in what can be described as bizarre arraignment. the judge tried to ask him his name and kept saying he couldn't see her because he didn't have his glasses so he wouldn't believe she was a real judge. he was saying he needs to go to detox and he wanted some zanix. his parents were in the courtroom and they told the judge he has mental health problems and has been institutionalized in the past and they said he was "in bad shape" the judge said most likely he will be sent for mental health evaluation to determine if he can stand trial. as for what was in the package dropped off at gate 5, police still aren't saying. jason marks 10 on your side. a local drug store

a 10 on your side follow up. a federal judge declared a mistrial in a military housing mold case. during jury selection yesterday, attorneys tell us a dispute caused the judge to recuse himself. so what happens next? for that we turn to 10 on

this dates back to 2010. that's when attorneys say the family of marine gunny sergeant frederico first noticed mold in their home in norfolk. a claim that lincoln military housing vigoursoly denies. now attorneys say they may have to wait nearly another year to try this case. attorneys for the frederico family say the family suffered physical and mental issues caused by black mold. in documents they allege lincoln military housing neglected to address the issues or properly fix the problems. i talked with a spokesperson for lincoln military housing. he told me they have maintenance records that show they did address the mold issues. he added they have no records and no proof of mold in the home. this was all supposed to play out in front of a jury today. but late last night during jury selection, that changed. both sides tell me the their was a disupte on the jury selection and the judge declared a mistrial. now it could be months before the trial picks back up. stephen smith / attorney for family c0057 31:27:19 "they've destroyed this family and they've destroyed other families

charges. police say the senior brought a gun to school and planned to distribute drugs. the sheriff's office says the school resource officer got a tip and started investigating, wednesday. deputies say the 17-year-old student was carrying a gun and drugs on school property. they took the student to juvenile detention with the plan to press charges. a hampton man is in jail charged with possessing 20 images of child pornography on a cell phone. police say they arrested james hudgins earlier this month. court documents say the explicit images are of a 14-year-old girl. hudgins is due back in court next month. new information on the arrest of a robbery suspect in newport news shot by a store employee. detectives say sylvester lipscombe walked into the metro pcs store on j. clyde morris boulevard december 28th. surveillance video shows him rolled out on a stretcher by medics. police say a clerk shot lipscombe after he pulled out a gun. new court papers reveal lipscombe told

travel waivers to customers. they're letting customers make changes without penalties. american cancelled all flights to and from charlotte tomorrow. if you're flying this weekend, make sure to stay in touch with your airline for any changes. you'll find all kinds of useful information to help you prepare for winter weather on wavy dot com. york county deputies say a citizen tackled a man --- they think robbed several drug stores. charles loher -- the third -- of williamsburg is locked up tonight. 10 on your side's erin investigators. the sheriff's office says a nearby sergeant saw the citizen chasing the man -- and the two of them stopped him. loher is charged with 8 robberies. police say around 2:45 yesterday afternoon, charles loher, the third went into the walgreens on the corner of route 17 and goodwin neck road. they say he passed a note that he wanted pain medication and implied that he had a gun. when he left -- deputies say a man who was inside of the walgreen's chased him down and tackled him

auto parts -- and within a minute a nearby sergeant took him into custody. the sheriff's office thinks loher is responsible for two other robberies at separate rite aids on route 17, and a previous one at the same store. lt. dennis ivey jr. - york poquoson sheriff's office 3532 we really caution when they think about doing those, but it worked out very well 3539 james city county police say they are working to see if a robbery in williamsburg is related to the ones in york county. charles loher declined to talk to us today. coming up at 5 -- deputies say he robbed drug stores 4 times -- but is charged with 8 robberies. i'll explain why. in the newsroom, erin kelly, 10 on your side. we are learning more about the contamination concerns near a navy landing field. yesterday we told you about the navy giving bottled drinking employees at naval auxiliary landing field fentress. that's because tests showed a high level of a certain chemical. 10 on your side's brandi cummings is here with more information on the tests.

the navy created a policy to begin testing at certain installations that may have contaminants in the drinking water. results from tests done in december at naval auxiliary landing field fentress came back this week. they showed elevated levels of contaminants such as p-f-cs. pfcs are widely used to make everyday products more resistant to stains, grease, and water. in the navy - pfcs are used in firefigting foam. some research suggests pfcs could affect your health, but the full impact is unknown. because of the elevated levels of pfcs in the drinking water at naval auxiliary landing field fentress, officials provided drinking water to the 50 people who work there. the navy says this was done as a precaution. according to a release from the city of chesapeake, the navy will test ground water in areas within a half mile from fentress. officials say the concerns about pfcs relate only to water drawn from wells, and not

around the world a british judge says russian president vladimir putin probably approved a plan to kill a former agent-turned-kremlin critic. alexander litvinenko solved his own murder. he told british police two russians he met at a 2006 killing named the men as the likely killers, accused the russian state of ordering

to the community 24:00 what's being done to end domestic abuse in hampton roads - tonight on wavy news 10 at six. a republican lawmaker wants to make it easier for domestic violence victims to get guns for protection. delegate todd gilbert of the shenandoah valley has unveiled a proposal that would allow someone who is protected under a protective order to carry a concealed handgun without a permit for 45 days. gilbert says the goal is to help women who are the victims of domestic violence arm themselves without worrying about red tape. republicans are also proposing tougher penalties for those repeatedly convicted of domestic violence crimes. money for road work. the totaling about $194 million. here are the local projects: a 139 million dollar contract will widen and reconstruct seven miles of i-64 in newport news and york and james

counties a 15 million dollar contract will reconstruct the u.s. 58 interchange at route 742 in southampton county. there's a 6-point-7 million dollar contract to replace the u.s. 58 bridge over route 6-32 and the rail tracks in carrsville. we're on your side with information about the recall of thousands of infant car seats. the recall involves britax b-safe 35 and b-safe 35 elite infant car seats the carry handle can crack and break, allowing the seat to fall unexpectedly and hurt the infant inside. the same company is recalling thousands of strollers and replacement top seats due to a choking hazard. the recall involves britax b-ready strollers and b-ready replacement top seats. the foam padding can come off in fragments if a child bites the arm bar. you'll find more information about both these recalls on wavy dot com. if someone calls you from the i-r-s and demands you immediately send a payment --- hang up. that's the message from the treasury department.

americans about a tax scam. a criminal calls you pretending to be and i-r-s agent and demand phony back taxes. since october 2013 --- scammers have cost more than five-thousand victims more than $26 million dollars. tim camus, u.s. treasury deputy i.g. a man recorded this video on his cell phone from his balcony. the driver and elderly passenger got out of the car. then the driver picked up the passenger in her 80s to get her farther away from the dangerous situation. it's unknown what caused the fire. winter gear is designed to keep us warm. but doctors say it could make us sick! that's because many coats, hats and gloves are loaded with germs. most people don't frequently wash their winter gear. think about all the stuff you touch with your gloves. kids are especially at risk. dr manny alvarez/physician: "you're contaminating your coat when you cough into it... saliva..... falls onto it." experts say you should wash your gloves, scarf, coat and hats at least once a week during the winter. check out these pictures from near richmond. fire crews rescued a dog stranded on an icy pond this morning. it was there for an hour. they went out with ice rescue equipement including a special suit that keeps them warm and dry if they go into the water crews used an

we're back with news that's just out of this world. literally! scientists think there may be a 9th planet in our solar system. and we don't mean pluto! astronomers at the california institute of technology say computer simulations show the mystery planet could orbit about 20 times farther from the sun than earth. so far, no one's seen the planet
