governor terry mcauliffe declared a state of emergency this morning-- in preparation for the upcoming winter weather. he addressed concerns while in norfolk this afternoon. a state of emergency authorizes state agencies to help local governments respond to a major winter storm. it puts resources in place where needed for a quick response. mcauliffe urges everyone to prepare and stay safe through the weekend. 12;28 'stay off the roads, let us do our

we're learning more about an arrest after last night's suspicious package found at j-e-b little creek-fort story. the suspect is 28-year-old khalid mohamed abdalla. he's accused of making bomb threats against the base. abdalla was in court this afternoon. 10 on your side's jason marks was also there. jason what's the latest? abdalla remains in jail tonight. most likely he will soon have a mental health evaluation to see if he is able to stand trial. here's a look at 28-year-old kahlid mohamed abdalla. the man accused of treating to bomb jeb little creek-fort story. the incident happened last night around 5.. when police got a call about a suspicious package outside of gate 5. the area was roped off-- streets were blocked- and bomb squads were called in. at the same time- the fbi and virginia beach police went looking for the suspect. they found him a short time later. we're told he was questioned by the joint terrorism task force and then turned over to

in jail being held with no bond. he made is first court appearance this morning by video. the judge tried to ask him his name but he wouldn't answer that question. he kept saying that couldn't see her because he doesn't have his glasses and he didn't believe she was a real judge. he also kept saying he needed to go to detox and he also needed a zanix. his parents were in the courtroom and they told the judge abdalla has a history of mental illness and has been institutionalized in the past. his told the judge abdalla is in bad shape. police are not yet saying what was found in the package left outside gate 5. in virginia beach jason marks 10 on your side. the gloucester county sheriff's office arrested a high school student for bringing a gun to school. they sent us these pictures. investigators say the school resource officer investigated a tip and found all this. the 17-year-old was charged with possession of a gun on school property and

we're learning more about the corruption case against norfolk city treasurer anthony burfoot. burfoot's attorney -- andrew sacks -- has asked a judge to change the conditions of burfoot's bond. right now -- burfoot cannot have contact with any potential witnesses and/or victims. sacks says both sides originally agreed burfoot should be able to have contact with them as long as they don't talk about the case. sacks says the change would let burfoot communicate with family or people he would normally interact with. a hampton man is charged with possessing child pornography on a cell phone. police arrested 36-year-old james hudgins of chapel street earlier this month. court documents say there were 20 explicit images of a 14-year-old girl. hudgins remains in jail. he'll be back in court next month. governor mcauliffe's administration supports a toll bill sponsored by suffolk delegate chris jones. this would prohibit any toll on the high rise bridge, the monitor merrimack and the hampton roads bridge tunnels unless new lanes are added and it's only those new lanes that

new information in a store robbery and shooting in newport news. this video allegedly shows sylvester lipscombe walking into the metro pcs on j. clyde morris boulevard last month. he pulled out a gun-- and police say the clerk shot him. new court papers reveal lipscombe told the clerk his gun was fake and he needed the money for his kids. he then asked for the clerk to let him go. lipscombe faces robbery and weapons charges. he's also believed to be involved in multiple robberies in hampton, in the same week. hampton police need your help to find a carjacking suspect. detectives say 25-year-old james drew stole a man's car at gunpoint earlier this month on michigan drive. the victim wasn't hurt. if you know where police can find james drew --- call the crime line. coming up -- a judge declares a mistrial in a military housing mold case im ten on your side's matt gregory in the news room what caused a nearly 5 year long case from going to trial. a judge declares a mistrial in a military

a 10 on your side follow up. it could be another year before a military family sees a ruling on mold found inside their home. we told you about this last night-- during jury selection. its that very jury selection that's caused a judge to declare a mistrial. 10 on your side's matt gregory is in the newsroom to explain. in 2010, attorneys for the family of marine gunny sergeant joe federico claim they began to have mold problems in their home. at that time the family lived in lincoln military housing in norfolk. its a claim that housing vigorously denies and says they have proof that it didn't happen. but it might take another year to fight the case. a day after a judge declared a mistrial in their case. the legal team sits in what is affectionalety

a portsmouth man at the center of an a-t-f investigation plead guilty today. 26-year-old kenneth meeks plead guilty to conspiracy to distribute cocaine and possession of a firearm by a convicted felon. this all stems from two home raid back in august. court paperwork shows that a-t-f agents found cocaine, digital scales, 30-thousand dollars in cash-- and 35

a federal safety official has a new warning for all of you with hoverboards. the chairman of the consumer product safety commission is urging hoverboard owners to keep a working fire extinguisher nearby. this is due to safety and quality concerns following a number of those two- wheeled electric scooters bursting into flames-- while charging or during use. the agency is actively investigating fire hazards associated with the products. here in virginia and across the country-- several college campuses have banned hoverboards. the latest on snow preps in our area. stay with us. wavy news 10 at 5:30,
