i'm erin kelly in chesapeake, where court documents show what police say happened before raids on several massage parlors. tonight: temps slowly fall...still in the 50s after midnight. falls to the 40s by sunrise wed. wind:sw/nw 10-15mph i'm lex gray in virginia beach, where dozens of birds are recovering after a fuel leak last week. i'll tell you how the community is now helping. although construction is still underway, there are questions about the future of the new hyatt at the oceanfront. im brandi cummings in vb with the story. first at 4: a grand jury just indicted a man for his part in a deadly crash that killed a local mother. police say christopher jackson hit and killed angie cartwright in surry county just days before christmas. now cartwright's heartbroken family is raising the three children she left behind. 10 on your side's jason marks just talked with them and jason-- they say they

happened. no-- they believe jackson should have never gotten behind the wheel and state police say the same cross marks the spot where 30 year old angie cartwright lost her life. police say she was walking home from a christmas party in surry county early in the morning on december 20th. he was following closley behind her boyfriend on the narrow burnt mill road when she was hit by a car. the young mother of three children died a short time later. state police say they found 47-year-old christopher jackson in a near by home. we're told he was hiding his car behind the house. he was arrested and charged with felony hit and run. today- a surry grand jury indicted jackson on involuntary manslaughter. "he will still be able to talk with his family in the phone his kids still kids will never be able to see thier mom" jackson is still out of jail on bond. i'm told he will now have to turn

this new charge. police tell me they couldn't charge him with dui because they found him three hours after the crash. coming up tonight at 5-- you'll hear the message cartwight's family is sending to jackson. jason marks 10 on your side. new at 4 -- we're learning more about why police and federal agents searched six massage parlors in the city of chesapeake. chopper 10 captured video earlier this month of two women being escorted into a sheriff's van above one of those businesses. officers arrested 14 women following a year-long investigation. 10 on your side's erin kelly has been reading through court paperwork. search warrant affidavits show undercover detectives went into the businesses --- and that workers touched them inappropriately. court paperwork says detectives conducted hours of surveillance and heard from a citizen who said a woman working at one of the businesses reached toward his "erogenous zone." one the day before and the day of the raids, documents say five undercover detectives entered the 6 businesses for

masseuses touched the detectives inappropriately. police would not discuss these cases -- but tell me that kind of interaction establishes "probable cause" -- and that detectives stop the activity -- and either arrest the workers on the spot -- or later. we talked to a councilman about the investigation. c0008 - robert ike jr. - everybody's nose i'm glad we're ferreting it out and getting it out of chesapeake in july, chesapeake city council approved a set of code changes to ensure businesses have proper licensing there is no evidence at this time that the massage parlors are related or that they are part of some kind of ring. coming up at 5 - i'll explain what detectives found online during their investigation. erin kelly, 10 on your side. a big scare at a san diego navy hospital today. someone reported hearing three gunshots- the hospital immediately went into lockdown. hours later - the navy says there was no evidence of that shooting. but servicemembers,

were on edge all day - waiting for answers. 10 on your side's deanna leblanc joins us now with the newest developments. the report came in - initially as an active shooter. it sent the navy, and hospital staff into a somewhat organized panic at naval medical center san diego. the military and law enforcement response - was, not surprisingly, enormous. it started just after 8 west coast time - when the navy says a single witness reported hearing shots in the basement of a gym and barracks area on the hospital campus. then, the hospital sends out this message on facebook: "all occupants are advised to run, hide or fight." the building, and many in the surrounding area went into lock down. an unsettling sight, uniformed service members - walking out, hands in the air as armoured vehicles rushed ot the scene. first responders and dog units spent hours meticulously clearing the building. but in a news conference earlier this afternoon, the navy says - they could not confirm there was

chesapeake and norfolk police are searching for a suspect after a police pursuit ended in a crash. 10 on your side covered this as breaking news this morning. police say it all started around 2-30 a-m when a driver didn't stop for a chesapeake police officer. the officer chased the driver on to i-264 into norfolk. police say the driver hit the side of a townhouse at stoney point and john hancock lane. the driver jumped out of the car and ran. only 10 on your side was there as crews towed the have arrested a man they say exposed himself to children. officers arrested 69-year-old ralph gutshall earlier this month. detectives say if you or your child were a victim --- call the crime line. the chesapeake fire department is investigating what sparked an overnight fire that was difficult

it started around midnight on woodland drive. that's in the western branch area. 10 on your side viewers report they could see the fire from northbound 6-64 near dock landing road. initally firefighters thought it was easier to access from the interstate. no one was hurt. the fire department says the place was vacant. the virginia beach fire department is investigating what caused this house fire. firefighters sent us these pictures from the scene on glenfield court in the first colonial estates. they got the call around 2-45 this morning. investigators say the fire was contained to a second floor bedroom. the put it out within 15 minutes. there is smoke damage through out the house. two residents refused treatment for smoke inhalation. the state department of labor is investigating a possible work- related injury in hampton. it happened this morning on wells court. 10 on your side learned a man fell off a balcony and onto the concrete below. police say the 22-year-old victim has life-threatening injuries. portsmouth police are investigating the location of a shooting. two men walked into maryview hospital last night with gunshot

their injuries aren't considered life threatening.. investigators believe the men were shot near the cavalier manor neighborhood. newport news police are working to track down the suspect in a convenience store robbery. this surveillance video is new since noon. the robbery happened last night at the hop and shop on jefferson avenue. you can see a man walk in with a gun. an employee gave him money and then he ran out. there were four people inside the store at the time of the robbery. no one was hurt. these surveillance photos from a virginia beach robbery are also new since noon. detectives say this man walked into the "skinny dip" frozen yogurt in the providence square shopping center and asked the cashier to make change for him. police say when the employee opened the register --- the suspect implied he had a weapon and demanded money. he ran out of the store with the cash. no one was hurt. police need your help identifying the suspect. big news for manufacturing in newport news. governor terry mcauliffe announced today printpack is investing 25-point- seven million dollars into its operation in the

10 on your side is following up on a fuel leak that hurt animals in chesapeake. we first told you about this friday... as hazmat crews evacuated 70 homes on hill street. the chesapeake fire department tells us 75-thousand gallons of jet fuel leaked out of a tank at a kinder morgan facility. no one was hurt...but we found out, the spill did harm and kill local wildlife. 10 on your side's lex gray has more on that. stephanie -- the virginia beach s-p-c-a is still treating 30 ducks and geese hurt in the spill. they had to put down even more than that, because they were too saturated with oil to survive. here's another goose...brought in by a volunteer this afternoon. most of the birds are clean now, and resting up before they can go back out into the wild. but as you can see in these pictures -- it takes a lot of care before that can happen. volunteers and workers from 8 different agencies immediately went through their supply of dawn dish soap, towels,

too many people are putting themselves at risk for an overdose of over-the-counter painkiller medication. that's because they're ignoring the labels on the aspirin, acetaminophen, ibuprofen and similiar medicine. a new survey from the american gastro-enterological association found 43-percent of chronic pain sufferers report they've taken more than the recommended amount of over-the-counter painkillers. doctors say a majority of their chronic pain patients are using medicines at a higher dose and for a longer amount of time than recommended. overdoses can lead to serious complications such as intestinal and stomach damage, liver and kidney problems. we're on your side with a new airbag recall. ford is recalling nearly 391-thousand ranger pickups because the driver's air bag inflators can

what will happen to the 27th street hyatt project in virginia beach? that's a question many are asking after the state denied a request for funding last week. construction has been underway for several months already. 10 on your side's brandi cummings has been working on this story and joins us live to explain. the future of the hyatt is unclear right now. officials say developers own this land so they started to build the hotel without the final financial commitments from both the city of virginia beach and the state. this is supposed to be a 156-room hotel with parking and retail stores. today we saw know what will happen with it. an odu professor reviewed the proposal on the project and told city leaders the project cannot fund a 20-million dollar gap. so he recommended, in addition to the state funding, the city would also need to help finance the project. but in a letter from the state tourism development financing

state determined that the 27 atlantic hotel and retail center project does not meet the program requirements. it went on to say that overall, the project does not appear to be substantially different from the existing lodging experiences currently available to visitors in the area. today mayor will sessoms told me he supports the project but agrees with the state. mayor will sessoms, virginia beach - im all for bringing the hyatt flag into virginia beach. i do think would be built is 3 star, the state is right. mayor sessoms told me he plans to sit down with the developers to discuss the future of the project. he'd like to see it happen with or without the state funding. we tried several times today to interview someone with the company responsible for this project. no one made themselves available. a marketing director told me there may be a

say he handed the teller a note demanding money, but never showed a weapon. officers are looking for the suspect. a man can't spend the night in his norfolk home because of an attic fire. investigators say an electrical wiring problem sparked the flames on westminster avenue. insulation in the attic caught fire. the resident smelled something burning and was already outside when firefighters arrived around 3-30 this morning. no one was hurt. the fire department says the home didn't have working smoke alarms. a man is recovering after the coast guard rescued him from a fishing boat near oregon inlet. the call came in around 5-30 this morning from the "sea dog." a man fell and had a serious injury to his ear. the coast guard transferred the victim to one of their boats and got him to shore for medical treatment. at last check he was in stable condition. actor abe vigoda has died. his daughter says vigoda passed away this morning in his sleep. vigoda was best known for his roles as detective phil fish on tv's "barney miller" in the 1970s and as the

"the godfather." abe vigoda was 94. a 10 on your side follow-up. investigators now say the large piece of debris that washed up on a southern thai beach is not from missing malaysia airlines flight m-h-370. we told you about the discovery yesterday at 4. both malaysian and thai officials have inspected the large piece of metal a fisherman found on friday. the malaysia airlines plane disappeared in march 2014 with 239 people on board. malaysian and french officials said a piece of debris that washed up on the indian ocean island of reunion last year came from the plane. a potential milestone in olympic history. transgender athletes could be set to compete in this summer's games without having gender reassignment surgery. transgender athletes have been allowed in the olympics since 20-04. but only after surgery and two years of hormone therapy. the proposed rule change is from international olympic committee medical chiefs. anatomically

levels have been below a certain benchmark for a year to compete in female divisions. they must also declare their female gender. the proposed rule change would allow female-to-male transgender athletes to compete in the male category without restriction. president barack obama says he's working to ban solitary confinement for juvenile and low-level offenders in federal prisons. in an op-ed piece in the washington post --- the president said that solitary confinement diminishes chances for successful rehabilitation. he says solitary confinement should be a last resort and used for inmates that pose threats to themselves or staff members. president obama says his decision follows a justice department review. the move will affect 10-thousand federal inmates --- and also limit solitary confinement for the mentally ill. president obama also plans to propose new legislation that will help more americans save for retirement. among his ideas --- offering tax credits to small businesses that enroll employees in retirement plans and

police have rescued a scared sloth in ecuador. check out these photos from the transit commission. the sloth apparently became frightened last week while trying to cross the highway. it ended up clinging to a roadside barrier. the sloth is now back in the wild. a vet examined the animal and released it.

people don't accomplish. a dog in alabama is now a half-marathon runner. "ludivine" escaped from her backyard earlier this month and ended up at the starting line of the race. the bloodhound trotted along with runners for the entire 13-point-one- miles. the dog led the pack for a while. she finished in seventh place. will be told they have some problems on their hands )) tonight at six andy fox looks at the legal issues, looks at what moody wants, and get reaction to another huge distraction for the city of portsmouth an ohio sheriff's deputy hopes to return to work next week after a terrifying crash with a tractor trailer. his dashboard camera recorded it all. captain brad moore was directing traffic around a crash on january 8th when a semi crossed nearby train tracks. the track's gates stopped the truck. moore says he stepped out of the way and motioned for the truck to pull forward. that's when the train came barreling through --- crashing into the back of the semi's trailer. the impact sent the semi straight into deputy moore. capt. brad moore preble co. sheriff's office "i remember seeing the train hit the trailer and then i felt the impact of the semi, rolled up in right to the semi. and you can see it kind of jack knifes and in the video and shoots it hard almost at a 90 degree angle right into

"it's just an accident i have no bad feelings toward that man period." the driver has minor injuries. the family plans to rebuild. a rhode island business is heavily damaged after a city bus crashed into the building. the driver has serious injuries. two bus passengers are also hurt. two workers inside the shop at the time of last night's crash weren't hurt. thirteen people are safe on dry land. the yacht they were on is under 12- hundred feet of water off the coast of south florida. it ran aground yesterday morning and started taking on water. at one point the yacht's bow was forty feet in the air. the coast guard safely rescued 13 passengers before the three-year-old yacht sank in waters off fort lauderale. it is unrecoverable. a convicted sex offender faces more time behind bars after courtroom chaos in new mexico. security camera footage shows the just convicted man charge a lawyer,

and attempt to punch him. this set off panic in the entire courtroom. everyone jumped to their feet --- including the judge who jumped in to stop the fight. an officer eventually tackled the defendant. we have new video from this weekend's earthquake in central alaska. you can see the shelves in this hardware store in anchorage shake at first on sunday morning. then they completely topple over. no one was inside the store at the time. the store opened for business. but there's still a big mess to clean up. the seven-point-one magnitude quake triggered a gas line break that caused a fire which destroyed several homes. this drone video gives you a look at a dangerous situation along the california coastline. the cliffs are crumbling near an apartment complex. police have told residents to leave because the entire place is at risk of falling into the pacific ocean. some people have no plans to leave. a north carolina woman's truck didn't have enough horsepower to get her to work during this weekend's winter weather.
