five undercover detectives entered the businesses for 30 minute massages. a document saying workers touched the detectives inappropriately. police would not discuss these cases but say that kind of interaction establishes probable cause and detectives stops the activity and either arrest the workers on the spot or later. the documents say investigators only saw mail customers and were not leaving after hours or opening the business from inside, indicating they may have been sleeping there. the chesapeake city council improve -- approved code changes to make sure the businesses have top or licensing. >> i am glad we are ferreting it out and i hope he other cities in the area will strengthen their rulings. reporter: paper works -- paperwork says the massage parlors or seen on online databases listed as places that

there is no evidence at this time the massage parlors are related or part of some kind of ring. the 14 women faced different charges which are all listed on our website. nicole: we have coverage of this story since it broke linked to today's developments on wavy.com. tom: police are searching for a suspect after an overnight police pursuit ended in the crash. it began around 2:30 a.m. when a driver was told over for something faulty on the car. the chase went on to 264 in norfolk, ending with the driver crashing into the side of a home in norfolk. no injuries and no damage to the home. the driver got out and took off and has not been found yet. nicole: a man is rushed to the hospital after being stabbed this afternoon at the edgewater.

the victim and the suspect new each other, but the suspect had not yet been arrested. community is mourning the loss of the mother of three, killed by a man with his car who then took off. christopher jackson was indicted in the crash just days before christmas. jason marks is here and he talked with families about this tragic loss. reporter: not only did they lose a loved one, but the man behind the wheel admitted he had been drinking. a small memorial sits at the side of the road in surry county . it will serve as a constant reminder for future christmases. >> the biggest thing is the three kids are not going to see their mom anymore.

reporter: early in the morning on december 20, angie cartwright left a party and was walking down the road when she was hit a car. police say the driver never stopped. >> you don't drink and drive and get behind the wheel. he took a mother, a daughter, sister. reporter: car right died from her injuries. the driver was arrested by police hours later. they say his car was hiding behind a cousin's home. >> he was told not to drive. he fell because he was so drunk. reporter: jackson left the same party just minutes after cartwright. troopers say he admitted he had been drinking. jackson was not home when we stopped by. he is out on bond after being charged with felony hit and run. now he has been charged with involuntary manslaughter.

reporter: he's now caring for the family's three children. they hope they will see justice, but a know it will not bring her back. today, a grand jury indicted jackson on that involuntary manslaughter charge. in the meantime, families struggling with the cost of raising cartwright's three children. nicole: developing news from hampton tonight -- a worker is incredible condition after suffering a work-related injury. 10 on your side learned the man fell from a balcony and onto the concrete below. the state department of labor is investigating. children playing too close to a space heater is blamed for yesterday's fire at the harwood mills community. three people went to the

nicole: virginia beach has a new city manager, name to the post starting immediately. he was deputy to the deputy who did type -- who retired after nearly it quarter century in that position. the future of a high-end hotel at the oceanfront is up in the air. tom: that is because the state says it won't fund any of the

an odu reviewed the proposal and reviewed it would need 30% to fund it. according to the mayor, even without financial commitments, developers move forward. he said he supports the project but agrees with the state. >> i'm all for bringing the hyatt flag into virginia beach. i think that would be something that would increase the number of people coming to virginia beach. at the same time, if what is going to be built is a three star, the state is right. tom: he plans to meet with developers. he supports the project and hopes it will be complete without state or local money. nicole: legit or bogus? the local council and who paid for supposedly talking out of turn.

tom: this comes one day after councilman bill moody announced he would fight but finally has to pay up for speaking about city matters. does the city really have the authority to find them -- to fine him? reporter: councilman moody has given clear indication in this letter sent by his attorney that he has a lawyer and he is fighting back. councilman bill moody wrote facebook followers breaking the news that the confederate war monument will be discussed in a closed session. he said nothing after the session, just before. >> all he did was alert people it was going to be a topic of discussion. reporter: under this new policy, he was fined $1500 for violating the confidentiality of a closed session. but all he did was reveal the

>> did you say anything after the closed session? >> not a word. >> i don't see any violation when it comes to telling people and advance the generic topic that is to be discussed. reporter: the letter was sent to solomon ashby and asking what is legal authority for restricting free speech and wanting to know how their flawed rule justifies a $1500 fine. >> the language of the rule did not apply to the session, but they decided to sanction him. do you regret fining him? what do you want to say about it? another issue is how solomon ashby informed city council of the rule is legally sound. >> the mayor called me and said

>> it's not good enough to tell the mayor you're going to sanction somebody in the not be present in the meeting. reporter: did you sign off on this meeting that -- do you think it passes constitutional muster? >> it you get my e-mail? reporter: guess what the e-mail said? no comment. he says this is what they want -- they want the rule that sanction moody rewritten or dropped. they want moody to get back his $1500 and want assurances council will not infringe on first amendment rights in the future. tom: now a follow-up to a possible solution on the portsmouth crime problem. councilman danny meeks says he has a plan that includes

police and community. we asked you whether the plan would work and 56% think it would make a difference. 19%, not so much. don: we will see some light rain sneak into the area and allow some cooler air. light rain sneaks in tomorrow. there is a feeder line all the way down into the gulf of mexico. a few tenths of an inch at best. snow is not likely from this or anything else in the near future. no snowfall going on. that will start to draw closer as the cooler air draws closer.

here's where things are at 2:00 in the morning. we are looking at rainfall -- by the noon hour, it looked like scattered showers and that is all that is left. might see some clearing at the end of the day coming up for tomorrow. then some more rain -- as of last night, a few forecast models had about this much rain reaching into virginia beach. then into north carolina. this has been a little more forceful pushing rain into the day on thursday. other forecast models have absolutely nothing, but most of them keep this line of rainfall moving through the area. looks like this forecast model

then the rain is moving off for the day on thursday. cloud cover in advance of that rainfall moving in and then a break and we see a little more rainfall on thursday. temperatures right now in hampton roads cities, 55 in norfolk, but it is dropping into the 40's in williamsburg right now. we have a variety of temperature readings throughout the evening. likely a little snow on the ground left in sheltered areas after a nice warm day. in the south side, around 65 degrees. very mild and we melted a lot of snow. tomorrow, we will likely melt more snow but it is not going to be a warm day. around 48 here and we will see high temperatures earlier in the

morning rainfall by the noon hour and then starting to fall apart for the peninsula and temperatures around 43 to 45 degrees. a better chance of rain coming on thursday. quiet for friday and warm again by saturday and sunday with a shot of rain coming up. we will up a everything, including this forecast for thursday. a little indefinite but we will watch it. >> up next, the schedule is out for virginia and virginia tech.
