council has met again. it's the first time since an eventful meeting-- two weeks ago. the city fined councilman bill moody 15-hundred dollars, over a facebook post. they say he shared secret city business with the public, which violates a code enacted by council last year. on top of that, sheriff bill watson charged mayor kenny wright with a felony. minutes after the meeting ended, watson says the mayor led him on a chase, refusing to address an expired inspection sticker. packed house with several explosive moments one woman expressed disappointment in what she called destructive and malicious behavior from certain leaders. a room so packed, folks had to stand during the

virginia beach -- police dispatchers say officers are investigating a robbery with shots fired. they say it happened on bonney road near south independence boulevard tonight. dispatchers say it it started when one person tried buying a cellphone from two men. they say the men robbed the would- be-customer -- who tried to shoot the suspects, as they ran away. they say no one was hit-- and the victim refused to go to the hospital. a virginia beach veteran has taken on a new role in the resort city. city counil named dave hansen the new city manager tonight. they say he has spent ten years working for the city, and he had a 30-year military career. hansen takes over for former city manager james spore. he retired last month after 24-years with virginia beach. new information about a couple of planned projects in virginia beach. tonight, city council planned to discuss a proposal for the 15th street pier. mayor will sessoms says: leaders will be working with the developers-- and pier proposal - clip 48 17:05;05 the largest city in the commonwealth outta

would have gone on the sand near 40th street. republican frontrunner donald trump says he will not take part in thursday's presidential debate. his campaign manager says he will skip the fox news event. trump held a news conference today, suggesting he may not participate. he has criticized the network and its anchor megyn kelly, in the past. it was the last scheduled g-o-p debate before the iowa caucuses on monday. instead of debating -- trump says he will host his own event in iowa. all new tonight. a portsmouth woman faces charges after police say she knocked out her child's principal. police say 43-year-old tracy lawrence fought the assistant principal of lakeview elementary today. when she didn't like something she heard, police say lawrence hit the woman in the head. lawrence is in jail tonight. police say no children saw the fight. they did not say how the assistant principal is doing tonight. we're working to learn more about a stabbing in virginia beach. police say it happened

edgewater condos -- on atlantic and 36th, at the oceanfront . officers say both people involved know each other. they expect the injured man to recover, and they have not arrested the suspect yet. norfolk police are investigating a shooting. dispatchers say it happened around 6:45 tonight on barre street-- between church street and tidewater drive. they say a man was shot in the arm and he should recover. the so-called zika virus has made its way to virginia, but health officials haven't said exactly where. the state health department says a traveler brought it back-- but wouldn't say where that person had visited. it's going around 20 countries in latin america and the caribbean. the c-d-c has been warning pregnant women against travel to the affected areas. zika is transmitted through mosquitoes-- and may cause birth defects. health offiicials say the affected person does not pose a threat to other not mosquito season. norfolk police thanked anderson cooper for helping protect their k-9s.

10 on your side has learned: an american tourist --murdered while on a caribbean vacation--- has local ties. jessica colker was raised in yorktown. she was with her husband in grenada when she was killed. liz palka is looking into what happened-- and talked to her classmates about the tragedy. liz? tom and nicole - this is jessica colker. the two pictures on the side are how her classmates from tabb high school remember her. some hadn't seen her in years as she's been living in atlanta. but you can imagine their complete shock when they saw she was killed. c21 42:22 - there's no words to describe it. none. kristin mcmanus couldn't believe it when she saw this familiar face on her

38:35 - immediately as soon as i saw her picture, i got chills. and i was trying to figure out, why she was on international news. :41 she recognized the smile immediately. her friend from high school: jessica colker. mcmanus and colker had gone to tabb high school in yorktown. graduating in 1994. this was not the type of update she wanted to get on her friend, whom she hadn't spoken to in years. according to police...colker was murdered sunday while on vacation with her husband in grenada. c19 38:56 - to know that i knew this person from high school was just beyond words, i couldn't describe it even at that time. :02 colker has since moved to atlanta where she worked as a physicians assistant for children's healthcare. grenada police say the 39 year old and her husband were attacked by a man while walking on the beach. the husband escaped...and another man is in custody. meanwhile, memories are posted on the tabb high school class of 94's facebook page. mcmanus has many of colker... c19 40:36 if you were new to the school, new to a class, she would

one of the people to welcome you, if not the first person because that was just her personality. :45 c21 43:30 - the tabb community as a whole just expressing grief and lending support to each other. knowing that one of our classmates is no longer with us. :41 police in grenada say colker died of a severe skull fracture. an investigator did tell our atlanta affiliate that the man in custody has not been arrested. they are relying on the husband's witness account, as well as several other sources to link someone to the scene. i'm liz palka, 10 on your side. the navy has not said what may have sparked a six-hour lockdown at naval medical center san diego. this morning the military spread the message everyone there should run, hide or fight due to reports of shots fired. the navy combed the campus for hours, after an employee reported hearing gunshots. military police say they found no sign of a shooting.
