a cold front is moving through the area. temps have fallen from the mid 40s to the low 40s. scattered showers will decrease through the mid afternoon. we will dry out a little later today as the front stalls out offshore. some clouds will remain. tomorrow an area of low pressure will form offshore along the front. this will push some moisture back towards our region. we'll see a few showers in the area with the highest chance for rain over northeast north carolina and the outer banks. then we'll dry out for friday into the weekend. we are looking at a very nice on monday breaking news out of florida -- a strong storm hit the southern part of the state this morning and a tornado may have touched down. you are looking at video from a chopper showing the damage. you can see cars and trucks

or moved from where they were. emergency management says strong winds picked up a car and tossed it from working to find out if anyone was hurt. keep it on wavy news 10 midday for updates. going on right now in richmond -- a transgender boy from gloucester is before the u-s supreme appeals court. gavin grimm and the a-c-l-u are fighting a policy made by the gloucester school district that requires students to use bathrooms based on biology. grimm was born female, but identifies as male. he says the policies made him feel uncomfortable, and the a-c-l-u sued on his behalf. it sought a preliminary injunction in norfolk last year, but the court ruled against the a-c-l-u. it's planning on holding a news conference after the hearing today. 10 on your side's jason marks is in richmond. look for updates from him later today. new at midday -- a man has been arrested for a sex offense in pasquotank county. this is 41-year-old darrell

elizabeth city. there are no details as to what he is accused of doing, but we are told he is a teacher with the perquimans county school system. however, it is important to point out there are no misconduct with any students. he is jail on 75-thousand dollars bond. he is scheduled to appear in court thursday morning. the woman accused of assaulting a portsmouth school assistant principal was in court this morning for a bond hearing. the judge set the bond for tracy lawrence at 10-thousand dollars. police say yesterday, lawrence spoke to the assitant principal about her child, didn't like the answer, and then hit her so har she knocked her out. today, the judge ruled she is not allowed to contact anyone at the school. a trial date will be set february fifth. lawrence has three children ages 16, 12 and 10. new at midday -- police in virginia beach need your help tracking down a robber. this happened back in october at the 7-

near arrowhead drive. the man went into the store and showed the clerk what police describe as an archery type weapon and demanded cash. he got the cash and then ran away. nobody was hurt. if you know who the man in those picture is, call the crime line. a person is recovering after a cell phone sale turned south. police in virginia beach tell us a man arranged to meet another person in a parking lot on bonney road. officers say once he arrived three suspects robbed and assaulted the man. the victim used his gun and fired at the suspects, who all ran away unhurt. police say the case is still under investigation. portsmouth residents fired off concerns during last night's city council meeting. the meeting marked the first since disputes between city leaders made national headlines. some residents had to stand because the room was so packed. several folks expressed disapproval of the fine facing councilman bill moody. he paid 15-hundred dollars to council for a facebook post. councilman moody is

a machete. "they were both attacked by this man, and the husband apparently escaped and ran and raised the alarm that his wife was in danger and she was missing." an autospy did not show any knife wounds on colker. instead it revealed she died of a severe skull fracture. meanwhile, colker's loved ones in yorktown are mourning her loss and remembering a dear friend. "jessica could fill the room with laughter in a second. and her smile just glowed. and she was such a caring person and open person. colker graduated tabb high school in 1994. we spoke with former classmates who showed us yearbook photos of her. they say the tabb community is grieving her loss. people in surry country are mourning the loss of a mother of three killed in a hit-and-run. christopher jackson faces charges in the death of angie cartwright. according to court records, he told police he had been drinking

20th. police say the 47-year-old hit cartwright who was walking on the side of the street. they say jackson did not stop. carwright's family says they both left the same jackson driving. "he was told not to drive. people at the party knew that he was to drunk even my sister helped him up when he feel because he was so drunk" i don't want his family to hurt, but he has to pay some kind of consequences for what he did. he knew what he did. and eventually down the road we might be able to forgive him, but right now i can't. i do not cartwright's family says they are struggling with three children. if you would like to learn more about how to help the family, just search for this story on wavy-dot-com. president obama wants to speed up research that would diagnose, prevent, and treat the zika virus. he met with top health leaders yesterday, and says he wants everyone to have information about the virus and

themselves. we learned yesterday from the virginia department of health -- a virginia resident tested postive for the mosquito-borne virus. the person became infected after visiting a country where mosquitos are transmitting the virus. the health department says because it is not mosquito season in the u-s, the infected person does not pose a threat to anyone. the virus is strongly linked to cases of infants being born with birth defects. if you are pregnant, u-s officials and the c-d-c- want you to avoid traveling to countries in the caribbean and south america. a follow-up now to a generous donation to protect four legged officers in our area. c-n-n's anderson cooper spoke in norfolk last night. you might remember he donated his speaking fee to spikes k-9 fund after learning a norfolk police k-9, krijger, died in a shootout. krijger's human partner was there to hear cooper speak, and was met with a standing ovation. outside media officer mcniff standign ov for k9

a clash between federal officials and the occupiers of a wildlife refuge turned deadly overnight. officials killed one of the protesters and arrested eight others, including group leaders ammon and ryan bundy. 54-year-old arizona rancher lavoy finicum is the protester who died. he was one of the most outspoken militia members, constantly giving interviews to the media. the protesters have occupied the refuge since the beginning of the year. one of the members who is still free reacted to hearing the news. (s/ jason patrick / protester :19) "now that there are no women and happen? is that what you are worried will happen? that's what i keep hearing over over and over again. i hear

you tell me." all of the protesters in custody face several federal charges. two people are dead and three more are hurt after someone shot them at a homeless camp in seattle. this happened early this morning. one of the victims died at the scene. the four others went to the hospital, one of them died there. police and swat are surrounding the camp right now. officials say they are looking for two people of interest. the police chief says the shooting does not appear to be random. (s/chief kathleen o'toole - seattle police department:08) "we don't think they were targeted because they were homeless. we think under pressure to deal with the homeless problem in seattle. he called tuesday night's shooting a tragedy, but says now is not the time to point fingers. the so-called affluenza teen will have to come back to texas soon. that's because he dropped the legal challenge against his deportation

the u-s. ethan couch will be back in texas to face several charges in the next few authorities arrested ethan and his mother, tonya, in mexico last month after they ran away from the u-s. they have violated his proabtion for a 20-13 drunk driving accident that killed four people. deportation officials sent tonya couch back to the u-s shortly after her arrest. meanwhile, a lawyer for the 18-year-old says he should be back in the states soon. benitez says: "and the suspension has been lifted. so there is no more legal hindrance that would impede the immigration authority in mexico from continuing with the deportation procedure action against him, which we expect to happen in the next couple of days." couch will be put in a juvenile detention center as soon as he comes back to the u-s. a wrong-way driver caused several traffic accidents

cameras along state road 528 caught the driver traveling eight miles in the wrong direction. the 78-year-old driver caused two accidents when others pick-up. fortunately, no one was hurt in those crashes. family members were called to the scene to take the elderly driver home. being recommended for re-examination. a man died after the in ohio. it happened outside of columbus. this is video of the house engulfed by the fire around nine last night. officials say natural gas was a factor in the explosion. the newcomerstown school district cancelled classes for today. much of the northeast is back to normal after last weekend's record setting blizzard, but some cities are still struggling to dig out. that's why cleanup crews from connecticut are going to d-c and maryland to help with removing the snow. even with the warm-up in temperatures, some streets in those areas are still covered

a massive fire destroyed a building in downtown new orleans. the fire broke out around 3:30 this morning. take a look at the fire and smoke shooting into the sky. one person was in the building at the time of the fire, but they were able to get out safely. firefighters fought to keep the fire from spreading to nearby buildings. several blocks of a street that borders the french quarter are closed. the cause of the fire is still under investigation. secretary of state john kerry is urging chinese officials to do more to

north korea's nuclear activities and find a way to relieve the tensions over disputed parts of the south china sea. kerry met the chinese foreign minister in beijing earlier today. kerry appreciated china's cooperation in issues of anti-exteremism, climate change, and iran's nuclear program. however, china is north korea's main link to the outside world and the u-s says china is not doing enough to stop north korea from testing nuclear weapons. kerry says there are a lot of issues that need to be worked on. s/ john kerry/ secretary of state :36 one is the issue of the nuclear program of the dprk - north korea. up an eight day diplomatic tour for kerry. a gruesome discovery in ramadi. at least 40 bodies were found in a mass grave. a spokesman says the bodies found in the grave are police officers and civilians, including women and children. security forces and a forensics team were digging to get the bodies out and so they can try to identify them. iraqi troops recently took ramadi back from isis, who occupied the city for months. at least one person died after a chinese fishing boat capsized off the coast of south korea. video and photos show the boat surrounded by the south korean coast guard. ten crew members were on the boat. it was being towed because of a mechanical problem, however, it suddenly 53 miles northwest of gageo island. the coast guard rescued five of the crew members, but four are still missing. rescuers saved 40 fisherman in a bay in

stranded on a broken slab of ice. an official says a helicopter took the men to shore after being stuck out in the bay for more than four hours. 28 of their cars also floated out to sea with them. ice drifts usually start in early spring when the ice begins to melt, but a sharp change in regional temperatures has weakened the ice. pakistani officials destroyed large quantities of liquor, heroin, hash, and other items to mark international customs day. the items destroyed include more than 22-thousand liquor bottles and more than 54-thousand beer cans. customs took the items over the past year. one of the customs leaders says this is a big dent in contraband moving from afghanistan into pakistan. tennis' governing bodies announce they will commission an independent review of their anti-corruption policies in an attempt to restore the public's

a cold front is moving through the area. temps have fallen from the mid 40s to the low 40s. scattered showers will decrease through the mid afternoon. we will dry out a little later today as the front stalls out offshore. some clouds will remain. tomorrow an area of low pressure will form offshore along the front. this will push some moisture back towards our region. we'll see a few showers in the area with the highest chance for rain over northeast north carolina and the outer banks. then we'll dry out for friday into the weekend. we are looking at a very nice weekend. chance for rain on monday

we'l kobe bryant didn't play last night while the l-a lakers went up against the dallas mavericks. he also didn't play when trying to find a seat on the bench. bryant sat out with a sore right shoulder. he couldn't find a seat next telling rookie forward larry nance junior to take a seat on the floor. kobe is in his final season and apparantly is still letting the young guys know who is in charge. a lot of us would have loved to just play with legos at school when we were younger. well, a group

in poland got to live that dream. the kids built a large organized the event for poland's winter holidays. the center uses legos to teach the children about the history and architechture of the palace and its grounds. activities like this are happening all over poland this week. europe brings us another fun and interesting competition. guy screaming. the european shouting championships happened in norway. screamers from all over europe came to a small town in central norway to find out who could yell the loudest. judges measured their screams with a special device. the winner of the male category clocked in at 96 decibles. the winner of the ladies competition said winning is easy because she yells a lot at home. thank you for watching
