around two forty five this afternoon. the virginia state police say three vehicles are invovled. we're told a van sideswiped a tractor trailer that was stopped on the shoulder. that caused the van to hit another tractor trailer headed in the same direction. one of the tractor trailers involved lost its load - as you can see here in these pictures. that's what is blocking traffic. police say the driver of the van was taken to the hospital - but expected to be ok. troopers are still on scene investigating and now we're tracking some storms coming our way. that's right, the clouds are starting to roll in and the rain and wind will hit the area very shortly meterorologist ashley baylor is hard at work in the super doppler 10 weather center. ashley, what can we expect? tonight: rain with a few isolated thunderstorms.

fall into the mid-40s by 3 pm. we'll keep a few isolated morning showers in the forecast for friday, but the afternoon should be dry with highs in the mid-40s. today is the last day of work for more than 700 workers at newport news shipbuilding. the company announced the lay offs in december. now some families are trying to figure out -- what's next. 10 on your side's erin kelly talked with the union representing some of the people who lost their jobs. the local 8888 says it's a sad day for them -- and more than half of those laid off are active union members. newport news shipbuilding says the reductions are

-- and all other options were exhausted. the decision affects 730 hourly and 8 salaried workers. the president of the company says the workload valley has a beginning and an end -- and work should pick back up next year. for now -- the local 8888 steelworkers union is trying to help -- and has provided job training, information on vice president, local 8888 936 i'm sure it's sad. they had, three months ago had a good career going, planning, and they could really support theirself and family 948 now they have to depend on others and make it as best as they can. 952 the union will distribute food to the workers february 24th at their union hall. they're also partnering with the virginia peninsula foodbank and others.

resources on our website. and coming up at 5 -- you'll hear from one of the families trying to figure out what's next. live in newport news, erin kelly, 10 on your side. so now several people are looking for work now they have been laid off. coming up at five, i'll show you some of the resouces workers can use to find a new job and get back to work. emotions running high in a virginia beach court this morning. prosecutors dropped the charges against a woman accused of murdering her boyfriend. megan dejesus was accused of murdering her boyfriend on sedgewick court back in september. jason marks was in the courtroom today. jason, very emotional in there. today had to be a very tough day for megan dejesus. yes the manslaughter charge against here was dropped but she still has to live with the fact she stabbed her boyfriend to death. today's hearing only lasted about 5 minutes. prosecutors told the judge they wanted to voluntary manslaughter

was charged after police were called out to the couple's home on sedgewick court. when they got there they found terrance covington lying in a pool of blood. he'd been stabbed in the chest. dejesus was charged with his death. after reviewing the case the commonwealth's attorney says witnesses and physical evidence overwhelmingly showed dejesus acted in self defense. that's why the charge was dropped and covington's family can't believe it. ""i think it is completely unfair a murder just walked free. people who run a traffic light get more punishment than than that. nothing changes the fact that she stabbed him and killed him" dejesus was already out on bond. she sat and court and weeded as the judge

go. she did not have anything to say as she left court. covington had three children-- one of those with megan. live in virginia beach jason marks 10 on your side virginia beach police arrested a man for a murder earlier this week. this is 38-year-old christopher mitchell. police say he shot and killed 39-year-old robert atwood early sunday morning on newtown arch near south newtown road. atwood died at the hospital. mitchell is charged with second degree murder. he is being held in the virginia beach correctional center without bond. a newport news man is in the hospital after someone shot him. police are still trying to find who did it. it happened on 31st steet and oak avenue around seven last night. the man was shot several times. police say he was shot outside, but made his way into a nearby home. police still don't have any suspects. but if you saw something or know who may have done this, call crime line at the number on your screen. remember, you can get a reward if your information leads to an arrest. today portsmouth councilman danny meeks was suppose to be in court. councilman meeks was

by portsmouth police for violations involving his vehichle recently meeks spoke with andy fox about those violations and he is in the newsroom i recently reported on councilman meeks plan to cut down crime in portsmouth. during that interview he spoke about the december incident, which he takes full responsibility for, but mentioned how disappointed he was with the officers tone. councilman danny meeks was stopped by a portsmouth police officer here along duke street that officer is c. nelson and meeks did not like the way officer nelson spoke to a citizen who had stopped meeks. we're on your side with a look at some of the top consumer stories. a big operator of shopping malls says amazon is planning to open up hundreds of bookstores. the c-e-o of general growth properties says amazon's goal is to get 400 phyical bookstores into malls across the country. however, amazon officials have not confirmed this. actual, physical stores would be a major reversal for amazon because their online business is credited with putting several retailers out of business. it really wasn't too long ago we were talking about the pain at the pump. now gas prices keep going down. triple-a says the national average for a gallon of gas is now a dollar and 78 cents. in some states, gas prices are below a dollar fifty. virginia sees an average of $1.65 a gallon and north carolina drivers pay around $1.77 a gallon.

now at 4:30... plans for a new runway at the norfolk international international airport have been grounded by the faa. airport officials say the new runway would help prevent delays and make the air traffic safer on the ground. 10 on your side's brandi cummings spoke to airport officials about the plans. stephanie, anita- the airport authority is disappointed with the faa's decision to stop the creation of this new parallel runway. the plans were for it to be 65-hundred feet and run parallel with the current runway. right now there are two runways at norfolk international. the longest one is the one used by all the aircraft carriers and even the private planes. the shorter one - known as the cross winds runway is rarely used. that's why the airport authority wanted to create a new one. officials say the new runway could cut down on delays by allowing more planes in and out of the airport.

if the airport agrees to the change to the deal, uber will be ready to agree to the permit. the official is hopeful the issue can be resolved so uber can start operating at the airport. the investigation into the flint water crisis took two giant leaps today. two branches of the federal government now involved. that raises the possibility of criminal charges. details from nbc's chris clackum. embattled comedian bill cosby back in court for the second straight day. his attorney's are trying to get the sexual assault charges against him thrown out. yesterday, the former district attorney for montgomery county pennsylvania testified he made an unwritten promise of immunity with cosby. today in court, the current d-a says his predecessor had no right to make that kind of deal. cosby is charged with sexaully assaulting a former temple university employee in 2004. dozens of women have accused cosby of sexually assaulting them over the last four decades. if you're looking for employment -- we're on your side. new at five stephanie harris will help you navigate through the job hunt. those bed bugs are getting harder to fight. why scientists say it is getting harder to kill texas say the zika virus has been spread through sexual contact. why they say it is a game changer when it comes to fighting the

we're on your side, looking out for your health. this may make your skin crawl. a new study suggests those nasty bedbugs are becoming harder to get rid of. scientists say the overuse of chemicals has actually made the bugs resistant to them. experts say companies may need to consider making alternate chemicals, especially if people notice bedbugs in places that have already been treated. researchers say more than one in 20 children suffer

this week, city manager's office presented the city council with a vision for growth in virginia beach. and it all tied into light rail. while the city moves forward so has the opposition. 10 on your side's matt gregory has the latest from town center. if the plans go through,here at town center would be the final stop on the new light rail extension. its where the old norfolk soouthern line ran. but if a group in virginina beach has their way, it wont even get that far. to give you the latest on the light rail here's what you should know. this week's presenation is just the first of several aimed at giving city council a view of what light rail could do.. here's a look at what the council saw. the study shows that in other cities businesses and apartments grew up around light rail. from the perspective of the city, they say the new transportation could do that here. in the meantime citizens against light rail say their supporters continue to grow.

had to pull him from the water. he was the only person on board. because of the zika virus. health officials in registered more than three thousand cases of the virus in less than three months. the world health organization says the epicdemic is an honduras's president says the prevention of the spread of mosquitos is disease. the governemnt is ordering health workers to fumigate houses and school buses, and to raise awareness on how to prevent mosquito breeding sites. officials confirm a rare case of zika in dallas. a person got the virus while in venezuela. health officials say that person then gave the virus to someone else, through sexual contact. the director of dallas health and human sevices says this is a game changer when it comes to the spread of the virus. we looked at the mosquito biting the human in latin america, coming here to the united states, and then the mosquito biting and transferring the virus

talking about sexually transmitting the zika virus. that is a concern because of people who travel to latin american countries, who are engaged in unprotected sex, who can potentially bring back the virus and infect others." the official went on to say the fact most people who have zika don't show any symptoms will be a challenge when it comes to battling the diesase. martin shkreli says he's done talking to the public. and that includes congress. shkrieli left federal court after a hearing. he is facing severa lfraud charges. he is also going to a hearing in d-c tomorrow in front of congress, regarding his company hiking the price of prescription drugs. namely, a life saving drug for h-i-v patients that he increased from 13 dollars a pill, to 750 dollars a pill. his attorney says he will not be speaking at tomorrow's hearing. um and yet, because of the pending criminal charges, if required to appear before a congressional
