"i'm like wow i was just almost murdered in my own home" a woman nearly stabbed to death is talking for the first time about her attack and the suspect who is still roaming the city parks department is looking at possibly not sponsoring tackle football and now supporters are rallying to keep it. ill explain what it means, coming up. breaking news from portsmouth. chief tonya chapman begins in her new role on february 22nd. chapman comes from a state level position-- deputy decretary of public safety and homeland security for virginia. she began her career as an officer with the arlington police department in 19-89-- and richmond police. have been withdrawn against a portsmouth woman.

children dead. police say takiara lewis-white was at the wheel in september with three kids in the car when state police tried to pull her over on 2-64. investigative reporter chris horne is live in portsmouth with more on what's next for lewis-white. the charges against lewis-white were nolle prossed - that means they were withdrawn at least for the time being. this portsmouth case is now in the hands of the suffolk commonwealth's attorney phil ferguson. ferguson was appointed special prosecutor, because one of the prosecutors in portsmouth had prior involvement in the case before he was hired. lewis-white had faced charges of second degree murder, felony child neglect and several traffic violations following the deadly september crash. a state trooper gave preliminary hearing about 8- year-old destiny wilson, and 5-year-old shawnta wilson. lewis-white was watching

for a friend. they were in the back seat - without seatbelts - when lewis-white was speeding and went off the road at the greenwood drive exit. her suv flipped and ended up near some trees. the two wilson girls were dead at the scene. lewis-white's own son was in a car seat and he survived the crash. i spoke this afternoon with special prosecutor phil ferguson. he says his office will look at all the evidence in the case - essentially start from scratch. lewis-white could end up with a murder charge all over again, or not. ferguson says he has learned from previous cases not to predict any kind of schedule about what his office will decide

is, we will let you know. or when. whatever that is, we will let you know. chris horne 10 on your side 10 on your side has learned portsmouth prosecutors nolle prossed charges against two people charged in the killing of a portsmouth teen. jazavia hill was shot and killed last may on deep creek boulevard. the 17-year-old was just a few weeks away from graduating from woodrow wilson high school. two other people survived the triple shooting. according to court documents --- prosecutors set aside gun, malicious wounding and conspiracy charges against andre keel. they set aside first degree murder, robbery, malicous wounding and abduction charges against roderick britt. prosecutors could bring back the charges in the future. rayquan short, jalon trotter, and samking beale are charged with first degree murder in the killing. now at 4: the weather.

without any money. no one was hurt. virginia beach police hope you can help them track down this bank robbery suspect. this is surveillance video from the suntrust on kempsville road. detectives say a man walked in around 11 a-m on january 8, handed the teller a note that implied he had a weapon and demanded money. he then ran out with the cash. this is new video from another robbery in virginia beach. police say it happened january 25th at the skinny dip frozen yogurt at the providence square shopping center. detectives say the suspect you see in the video went in the store and first asked for change. when the employee opened the register, the suspect implied he had a weapon and demanded money. no one was hurt. if you have any information about any of these robberies --- call the crime line. newport news police have charged a man with involuntary manslaughter in a deadly motorcycle crash. it happened in april on the denbigh boulevard overpass. a motorcycle crashed into the back of a car. 27-year-old kjersti dean died from her injuries. after a thorough

dean this week. police say he had been drinking at the time of the motorcycle crash. neither david or kjersti dean were wearing a helmet. investigators are working to find the cause of a virginia beach house fire. accidental. the fire department sent us this video from the court. when firefighters responded around 7- 45 this morning --- they found a small bedroom. no one was hurt. damage to the second floor is extensive. the residents are now staying with family. portsmouth public schools say they're working to increase security at all of their buildings districtwide. this -- after two incidents involving parents -- that ended in a principal and student being hurt. 10 on your side's is live in portsmouth tonight -- and joe -- what's the plan? the plan is very fluid right now. but we know the superintendent is working with the city manager to find resources to put a police officer or security guard at all 22 schools in the city. the

((c3 8:50)) super = christopher steele/portsmouth school asst. superintendent "the other part of the security personel that we're looking at are school security officers. those are portsmouth school employees, not portsmouth police." a total of five portsmouth police officers patrol the district's three high schools and three middle schools. another 16 security guards are inside the schools. but the 13 elementary schools and three pre-k schools have no security guards. in october -- a parent busted into a classroom at james hurt elementary and forced her son to fight other students. and just two weeks ago -- police arrest another parent for knocking out the

"having a school security officer would have either mitigated what happened or prevented what happened." assistant superintendent chris steele says if next year's budget is approved by the school board and city council all elementary schools will be equipped with a security guard. ((c3 9:45)) "we have to go through some different decisions on priorities, but right now that's on the top of the list: school security." the district says they will finalize their budget by the end of the month, before the school board finalizes it and turns it over to the city manager's office.

at 5 -- i'll tell you about grants the district applied for that could put at least a few security guards inside the middle and high schools by the end of the year. i'm joe fisher, 10 on your side. the virginia beach school distirct has made a change in how it deals with unpaid student meal accounts. beginning tuesday, february16th --- students will receive five plated meals while giving parents the time and opportunity to add money to the account. once a debt limit of $20.75 is reached, students will be offered a bag meal option. each bag lunch will include a turkey, chicken or ham and cheese sandwich, fruit, a vegetable and milk. the breakfast bag contains a cheese stick, graham cracker, fruit juice and milk. regardless of a student's account balance, a child presenting cash may purchase a plated meal. a student with an overdrawn account will not be permitted to

a 10 on your side follow-up to a story we've been following for months. a local lawmaker's proposed bill to help protect national guardsmen has cleared its first major hurdle. delegate scott taylor created the bill in

that claimed the lives of four marines and one sailor in chattanooga, tennessee in july. it would allow national guardsmen with concealed-carry permits to have their firearms while they're on duty at recruitment centers. 39:15 by the end of session which is mid-march this bill will i believe will have gone through the senate on to the governor's desk and will be law first of july 39:25" at five we'll talk about the overwhelmingly positive feedback he's received and the one tweak to the bill he needed to make for bipartisan support. hampton roads continues to help the victims of the water crisis in flint, michigan. we told you yesterday at four --- you could drop off cases of bottled water today at the justice building across from newport news city hall. this morning --- zion baptist church dropped off 78 cases. tomorrow --- new beech grove baptist on tabbs lane will collect water between 9 a-m and 5 p-m. the sheriff's office says catholic charities in flint will distribute the water. the unemployment rate is the lowest it has been in eight years.

first time. the victim was attacked in her own portsmouth home. 6 months later police are yet to make an arrest. she talked only to 10 on your side's jason marks. jason --- how is she doing? she was stabbed almost a dozen times. the worst as you will see was in her throat. an artery was punched and doctors say she is lucky to be alive. tashaye was stabbed august 17 at her apartment in the village of western branch on churchland boulevard. she asked us to only use her first name. she says she walked though her front door and someone was standing there holding a knife. she was able to break free and get help. tashaye spent 13 days in the hospital. as she still recovers she wonders if the person responsible will ever be arrested. 01=7:46 "i know i do at least want to know why he did it considering he didn't try to do anything else. he didn't say anything and he didn't go through with actually killing me" when we first reported the story in august police told us there was also a

suffered cuts to his arm. it was thought he was injured helping out tashaye get away from her attacker. she says that's not the case and he was actually the suspect. 10 on your side asked portsmouth police about what the victim is saying. i'll have their response coming up at 5:30. jason marks 10 on your side. former nfl star and virginia beach native plaxico burress has five years to repay new jersey $56-thousand dollars in back taxes and restitution. today a judge sentenced burress to five years' probation. he faces a 364-day jail sentence if he fails to make the payments in time. burress admitted in december he didn't pay $46-thousand dollars in state taxes on his one million dollar income in 2013. prosecutors said burress filed his 2013 state income tax, but the electronic transfer to cover his payment didn't go through. tax officials said they repeatedly contacted burress about the matter but didn't get

we expect to learn more we expect to learn more next week about officer body cameras for the elizabeth city police department. there's a news conference on wednesday. the department says it will discuss the body camera policy, as well as plans to purchase and deploy them. there are growing concerns as the zika virus continues to spread. u.s. senators mark warner and tim kaine of virginia are urging president obama to ensure that the federal government is working with local and state develop strategies for protecting virginians from the threat. they are asking the president to devote more funding to the emerging pandemic threats program to enhance efforts to control outbreaks, counter the spread , and prevent transmission. the senators are also asking u.s. customs and border protection to immediately review whether inspections procedures at major points of entry from south america and other affected areas need to be revised in order to respond to the zika virus. they are also directing the department of health and human services and

border protection to develop educational materials to inform travelers regarding the risk of zika virus exposure. florida is declaring a health emergency. the state's warm climate, year-round mosquitoes and revolving door of international travelers make it vulnerable. governor rick scott compares the state's response to the zika virus to preparing for a hurricane. (gov. rick scott (r) florida) "we're going to get ahead of this. just for the worst and hope for the best." more than a dozen states now have confirmed cases --- including virginia. brazil says it is sending a set of samples related to the zika outbreak to the u.s. centers for disease control and prevention. the decision is in response to criticism over the country's hoarding of disease data and biological material. brazil's health ministry says it just wrapped up zika field work with an american team. the country will ship two-thirds of the material gathered to the united states. brazil is the epicenter of a zika outbreak. organizers of the rio de

crane collapsed onto a manhattan street. one person died --- three others are hurt. the victim was walking on the sidewalk when part of the crane toppled onto him. video from the scene shows the crane upside down and resting on the top of several cars in the tribeca neighborhood. several nearby buildings also have damage. the crane was being lowered into a secure position because of high winds when it fell. they mayor expects the area to be shut down for a few days. detectives continue to investigate a gruesome scene in chicago. two women, two men and two children were found dead thursday in a home on the city's south side. police say they appear to be members of the same family. all the victims died of blunt force trauma. investigators say the home's doors were locked. there was no sign of a break-in. chicago police say the case appears to be an isolated incident and there is no threat to the community. police in florida are investigating a shocking crime. they say an eight-year-old boy with a

grocery store. surveillance video shows the boy walking into the store with a motorcycle helmet and a sweater covering his mouth. a clerk says the boy walked right up to the counter, pulled out the gun and demanded money. the clerk took the gun away from the boy. another employee prevented the boy from escaping. i'm so shocked i don't know if it's a real gun know. i just turned his wrist and took it out from his hand. at that point, another coworker of mine grabbed him." investigators say the boy mother. been filed. police are investigating a fiery crash involving a wake forest university shuttle bus and car. it happened last night on campus. both vehicles caught fire after impact. a wake forest student was driving the car. no one was hurt. check out this startling video from china. a man on an electric bike on an icy road fell down while trying to avoid a head on collision with a

takiara lewis-white was behind the wheel on 2-64 in portsmouth. she rolled her suv with a total of three kids in the car. investigative reporter chris horne has more on what's next for the woman who had been charged with second degree murder. the charges including murder, felony child neglect and eluding police were all nolle prossed, because a new prosecutor has taken over the case. takiara lewis white is out of jail for now, but could very well be charged again. this was 20 year old takiara lewis-white appearing in portsmouth shortly after the deadly september crash. she was charged with second degree murder in the deaths of these two little girls -destiny wilson, 8 and her 5-year-old sister shawnta. lewis white had been watching the girls that day for a friend. but that murder charge and other felonies

now been withdrawn. the commonwealth's attorney in suffolk has taken that action after he was appointed special prosecutor in the case. commonwealth's attorney phil ferguson told me this afternoon he just got the case within the past week and needs more time to review all the evidence. back in september, a state trooper broke down on the stand recalling the case during lewis-white's preliminary hearing. he described how the wilson girls did not have seatbelts, and how he gave one of them cpr, but both had died at the scene. the trooper's dash cam video showed lewis- white's car going by at high speed, estimated as high as 120. lewis-white tried to take the greenwood drive exit, but she ended up flipping her suv, ending up in some trees. the suffolk commonwealth's attorney says he can't predict what his office will decide or when. his staff will re-examine the entire case. now that the
