lewis-white ever be charged with murder again in the same case? i'll have that answer coming up on wavy news 10 at 6. chris horne 10 on your side. portsmouth police has a new leader. tonya chapman takes on her new role as chief on february 22nd. chapman comes from a state level position-- deputy secretary of public safety and homeland security for virginia. she began her career as an officer with the arlington police department in 19-89-- and richmond police. a story you will only see increased security at portsmouth elementary schools could be on the way. administrators say it's time for change -- after two incidents involving parents -- that ended in a school administrator and a student being hurt. 10 on your side's joe fisher joins us now with joe. tom, nicole -- right now the district tells me they're spending more

year on security guards at the three high schools and three middle schools. no security guards, though, at the elementary level. but the district hopes to change that next year. first half covered ((c3 1:43)) "we're very concerned about security in general. the safety of our students and staff." portsmouth public schools now working to beef up security at all of their schools district wide -- with an emphasis on their elementary schools currently not protected by a security guard. ((c3 6:07-6:22)) "is school security say this year a higher priority than past years." "i would say it is." less than two weeks ago -- police arrested a parent for allegedly knocking out the assistant principal at lakeview elementary. another parent busted into a classroom at james hurt elementary and forced her son to fight. ((c3 10:11-10:17)) "having a school security officer would have either

or prevented what happened." the district is in the process of drafting next year's budget. assistant superintendent chris steele says right now 16 security guards and 5 portsmouth police officers protect the middle and high school buildings. by next year, he hopes 16 new positions will be created to put a guard at each of the district's elementary and pre-k schools. ((c3 9:45)) "we have to go through some different decisions on priorities, but right now that's on the top of district is lobbying the city to provide them more resources from the portsmouth police department. ((c3 11:48)) "it's a shared responsibility on security in the community, whether its at the schools or right outside the schools, it's a shared responsibilirty." the final budget must be approved by the school board next month, with final approval coming from the

we are learning new information in an united states navy investigation into alleged misconduct of the former captain of the u-s-s anzio. navy investigators say captain brian sorenson is accused of sexually harassing a woman. the investigation claims sorenson offered the victim career advancement for sexual favors. this also isn't his first infraction. the navy reports he has been in trouble before for making inappropriate comments. sorenson could be kicked out of the navy following this investigation. police have filed charges in a deadly motorcycle crash from april. it happened on the denbigh boulevard overpass in newport news. 27-year-old kjersti dean, a passenger on the bike, was serioulsy hurt when it crashed into the back

dean and charged him with involuntary manslaughter. police say he had been drinking. neither david nor dean was wearing a helmet. no one in the car was hurt. virginia beach police are searching for a bank robbery suspect. perhaps you can identify the person in the surveillance video. detectives say a man walked in to the suntrust on kempsville road around 11 a-m on january 8. the person handed the teller a note that implied he had a weapon and demanded money -- before running out with the cash. contact police if you have any information in this case. the case against a corrections officer accused of stabbing a woman-- will now go to a grand jury. troy simmons waived his right for a preliminary hearing. he is charged with malicious wounding for allegedly stabbing the woman he lives with in front of four children. it happened in december on heritage avenue in virginia beach. simmons worked for the hampton roads regional jail. he is suspended from his job. virginia beach investigators are calling a house fire accidental. the fire department sent

mendelssohn court. it started just before 8 this morning --- in a second floor bedroom. no one was hurt. there's extensive damage to the second floor. the residents are staying with family. a customer foils a 'would be robbery' at a 7-eleven-- but now hampton police are looking for that suspect. detectives say this woman walked into the store on east little back river road around 11-15 last night -- implied she had a weapon and demanded money. when a customer walked in the suspect ran out without any cash. no one was hurt. virginia beach police sent us new video of a robbery. police say it happened january 25th at skinny dip frozen yogurt, in the providence square shopping center. detectives say the suspect-- you see in the video-- went in and first asked for change. when the employee opened the register, the suspect implied he had a weapon and demanded money. no one was hurt. call the crime line if you recognize that man. chesapeake police are asking for your help to identify whoever stole lottery tickets from a

returning from the european command area. during deployment montpelier steamed more than 38-thousand nautical miles! crew members visited several places including bahrain, the u-a-e and france. changes are on the menu at virginia beach schools in how they handle unpaid lunch accounts. beginning tuesday, february 16th --- students get five plated meals while giving parents time to add money to the account. when the debt hits $20.75, students will be offered a bag meal option. regardless of a student's account balance, a child presenting cash may purchase a plated meal, but not snacks. this change is prompted by a growing debt in the school division for unpaid meals. just into the newsroom - twitter has suspended 125- thousand accounts for what you're calling threatening or promoting terrorist acts - over the past eight months. this comes

(female announcer) shady brook farms . no growth-promoting antibiotics, just honest, simple turkey. a local lawmaker's proposed bill-- to help protect national guardsmen has cleared its first major hurdle. delegate scott taylor created the bill in response to the shootings at a small recruitment center in tennessee in july. anita blanton has this 10 on your side update. tom and nicole we've been following this story for month and delegate taylor says he couldn't be more pleased with this latest development. his bill would allow national guardsmen with concealed-carry permits to have their firearms while they're on duty at recruitment centers. and it's receiving overwhelmingly positive,

it was here at this small recruitment center in chattanooga, tennessee where four marines and one sailor lost their lives last year. in the days and weeks after this was the type of reaction people had across the country, even here in hampton roads, angered by the fact that people trained for combat could be killed at home, unable to be armed to protect themselves by law. by december, virginia beach delegate scott taylor had created a bill to change the law so many felt was unfair. 36:42 it's the right thing to do it's the virginian thing to do it's the american thing to do 36:45 this week in richmond his bill received the kind of support few others protect themselves their families and those on the left or right of them 36:06 i'm very pleased very happy 36:07 scott, a republican says when he made his case initially democrats only wanted one minor tweak. 35:42 afterwards they came to me and said a couple of them that they wanted to support this but they were a little concern we tweaked two words in it to address the concern 35:50
