n-c-d-o-t is taking a look at how n-c-12 held up during recent storms. it says nc-12 is still closed between kill devil hills and kitty hawk. this stretch has fallen prey to strong wind and waves before. the mayor tells us, there was some overwash over the weekend, but the asphalt held up. even though there's no rush, he says a road expert will check to see if it needs any repairs. also, nc 12 is closed on ocracoke. take a look at the these pictures of flooded streets on the island. hyde county officials say most of the water receded, but there are still some areas of standing water. take a look at this video at the cape hatteras motel in buxton. you can see the surf wash right over route 12.

cape hatteras schools closed yesterday. local leaders are meeting today - to talk about ways to deal with rising sea levels. they're addressing risks from flooding across hampton roads. the environmental defense fund says they can take what they've learned in our area to other coastal cities facing similar threats. officials say one flooding threat to our hard surfaces like roads and parking lots that keep the water from being absorbed. but they say - there's a solution. christy everett chesapeake bay foundation hampton roads director c 30 ches bay foundation we're looking at putting in some strageties.... but also to make sure it doesn't create flooding situation for our communities." hampton roads is second only to new orleans as the largest population

flooding. breaking news this midday we just learned the identitiy of the two people in last night's southampton county death investigation. deputies say 64 year old donald raiford and 59 year old vanessa raiford were found dead inside a home. deputies spent hours at this house on southampton parkway on monday afternoon. it's about four miles west of courtland. deputies says they got a call out for a gunshot victim around 12:30. we;re told duputies are not looking for any suspects. the medical examiner will determine how the two people died. virginia state police say they are investigating a northampton county as a homicide. the fire happened january 27th in exmore. when firefighters got to the scene on occohannock neck road, they saw the trailer completely engulfed. 70 year old shirley onley was found dead inside. the coroner in norfolk performed an autopsy and ruled her death as a homicide. virginia state police are now asking for your help

did this. call them immediately if you have any information about this. new at midday, police have arrested two people they say sold drugs out of the animal hospital they own. 64-year-old barrett welch and 54-year-old patrice welch turned themselves in. the dare county narcotics task force and nags head police raided the animal hospital of nags head last week. police say the welches illegally prescribed, obtained, and misused prescription medication. both are facing felony drug trafficking charges. they are both out on bond this midday. federal, state, and local police and attorneys promise to fight back hard against the heroin epidemic. virginia attorney general mark herring talked about the devastating effects of heroin today. that's a story 10 on your side has been following for years. today -- herring gave us more details on the latest plan to fight back. 10 on your side's erin kelly joins us live with more on that from outside the federal courthouse in norfolk. erin. federal, state, and local officials came out here

guilty plea hearing for a man who distributed heroin resulting in death. he faces a minimum of 20 years in prison. attorney general mark herring, who was joined by the us attorney, dana boente - says in 2014 - 728 virginians died from heroin and rx drug overdoses. herring says he's been working on this for almost two years and in hampton roads -- has assigned a prosecutor to work with us attorney's office to focus on high priority heroin cases. when you're talking about drugs this dangerous, this addictive, and this deadly, all it takes is a few bad actors to create a real public health crisis. in last year and a half - herring says he's worked with local and federal partners to prosecute more than 28 cases. majority were in hampton roads. live in norfolk, erin

voters are out in full force in new hampshire. in most places around new hampshire, primaries started at seven this first presidential primary vote in the country. donald trump and bernie sanders lead their respective polls in the state by double digits. earlier this morning, people in the town of dixville notch counted their votes. there are nine voters in the town. they got to vote at the stroke of midnight because of a state law. ohio governor john kasich won the repubulican vote in the town, while bernie sanders won the democratic vote four to zero over hillary clinton. stay tuned, we will have much more on the primaries coming up at 12:30. we're learning more about a deadly train crash in germany. the two trains crashed into each other in the southern part of the country earlier today. we first told you about this as breaking news on wavy news 10 today. since then -- another person has died. that

felony charges. a judge ordered him to undergo a mental evaluation in decemeber. the center will have more security when it reopens monday. we are about to show you some incredible video. a gas station canopy collapsed on two cars while workers were on the roof! take a look at this. all of a sudden, the roof just comes crashing down. this happned in southern california monday afternoon. somehow, nobody in the cars or on the roof was seriously hurt. the two maintenence workers say they noticed cracks in the roof, and right when they were getting off the awning, the roof collapsed. one of them managed to get away, while the other just rode the roof down. he was just slightly hurt. this next story is absolutely bizzarre. a florida man is facing assault charges after authorities say he threw an alligator through the drive through window at a fast food reastaurant. it happened at a wendy's

recently tracked down the suspect. police say 23-year-old joshua james pulled up to the drive-thru for his order. after the server handed him a drink, james reached into the back of his truck, grabbed a three-foot gator, and tossed it through the window. now he is facing charges of aggravated assault and unlawful possession of an alligator. his parents say it was a harmless prank and the story is being blown out of proportion. rescue workers in taiwan are using heavy machinery to get to people buried in a collapsed high-rise apartment building. the building went down after an earthquake three days ago. victims are still buried deep in the rubble, so crews are using excavators to get to them. however, they are afraid the deeper they go, the weaker the structure will become. another collapse could be dangerous for survivors stll trapped. at least 41 people died in the earthquake. all but two of the deaths came in the collapse of the building. survivors are talking about their experiences being trapped under the rubble after the quake. a man had already given up hope of being rescued. but, that's when emergency workers heard calls of help from his girlfriend.

stay propped against a wall, so his body wouldn't fall on top of his girlfriend. the couple remained trapped for 20 hours before workers finally got to them. both the man and his girlfriend are recover in a hospital. scientists in india are taking a look at a small blue object that fell from the sky and killed a man. authorities think the object is a meterorite. the object hit the ground at an engineering college over the weekend. it shattered a water cooler and that debris hit and killed a bus driver standing nearby. scientists are trying to figure out if the object came from space, or maybe from a passing airplane or satellite. the object is small enough to be held in a closed hand. lunar new year celebrations turned into chaos in hong kong as protesters and police crashed. dozens of people were hurt and several more were arrested after a dispute over people selling food on the streets turned violent. the officers had to run past smoke from fires in the streets just to get the large groups of protestors. the leader of hong kong condemned the

information, like social security numbers. the justice department is investigating. voters in san diego will vote on a proposal to increase minimum wage. the city council put the issue on the june primary election ballot that would hike the minimum wage above what is required by state law. if it passes, the minimumn wage would rise to 10.50 an hour immediately, and then to 11.50 an hour on january first of next year. however, some are against the wage hike, saying it could push businesses out of the city. "businesses, their customers and the economy are generally much better off if employees are paid fairly."
