20s. more severe storms took their toll on the outer banks. n-c dot has temporarily closed nc-12 also known as the beach road in kill devil hills north of palmetto street to the kitty hawk border. these are photos from ocean rescue. crews are addressing ocean overwash and clearing debris. n-c 12 is closed on ocracoke because of the high water. neither route is expected to reopen until around 10 tomorrow morning. a drug trafficking arrest at a local business you may not expect. dare county sheriff's office arrested the owners of the animal hospital of nags head. 64-year-old barrett welch and 54-year-old patrice welch turned themselves

authorities. they are charged with felony trafficking in opium or heroin. 10 on your side's andy fox is live on the outer banks. andy how did this investigation unfold? patrice welch's daughter caroline is taking down the name dr. logan bo-tzman he no longer works here. but according the probablye cause for the search warrant dr. bo-tzman told investigators dr. barrett welch was diverting practice for his own personal use or the personal use of his family members. he stated this has been going on for over a year. former employee victoria bradford was in charge of inventory and had complained about dr.

we are following developing news in northampton county -- a suspicious fire investigation took an ugly turn when a elderly woman was found dead inside the home. it happened last month-- but the case is now being investigated as a homicide. 10 on your side's deanna leblanc spoke to a neighbor today. deanna what did you find to wrap their heads around the fact that 70-year-old shirley onley is dead. now - hearing that someone may have contributed to her death - makes it even harder for them to understand. 20:56:26 she didn't have any enemies. she was just a nice, kind person. agnes johnson has known shirley onley for more than 30 years. she lives next door, and

24-year-old tavone cropper and 20-year old jahad triggs are still out there. investigators say they are responsible for the shooting death of robert baytops. the 22-year-old was found injured thursday outside a home on raymond townsend lane in horntown. he died at the hospital. if you know where the suspects are -- contact the sheriff's office. nicholas edwards is wanted for sexual battery in york county. sheriff's deputies say he allegedly touched a woman inappropriately at the wal-mart on route 17, in december. if you recognize edwards or his car - call the crime line. chesapeake police are trying to find the driver of a pick up who did a battery park road yesterday afternoon. a 10 on your side viewer sent us these pictures. witnesses say they saw two people riding in the truck, but police say they couldn't get a good description of the people inside. call crime line if you know anything. a man is dead after witnesses say a car struck him as he walked

it happened in elizabeth city sunday night on halstead boulevard -- near east rich boulevard. witnesses say 58-year-old louis white was walking in the middle of the northbound lane when he got hit. the driver told officers she didn't see him until it was too late. he was dressed in all black-- and it was raining. officers say they do not plan to charge the million dollar grant to lure a fortune 500 company here. we'll be hearing about this at tonight's city council meeting. if city leaders agree, a-d-p has said it may be heading to south hampton roads. 10 on your side has learned it is expected to bring a large number of permanent full time jobs to norfolk. liz palka is at the council work session and also plans to attend tonight's meeting. look for updates here and on wavy dot com. chesapeake city council is also meeting tonight. they'll consider adding funds for a new field house in the western branch area, as part of next year's capital improvement plan. we first reported on this proposal last week. a lot of the details --

officials say one flooding threat to our area is the increase of hard surfaces like roads and parking lots that keep the water from being absorbed. but they say there's a solution. they are looking at strategies such as man-made wetlands and rain gardens. the city of virginia beach proudly announced-- it saved taxpayers more than four-million dollars, over 14 years. they say they did it by re-financing some bonds. these are loans that fund major construction projects-- from school renovations to infrastructure. the city says this is the seventh year in a row they earned a triple-a bond rating -- and they say they're the only city in hampton roads to have a perfect rating. the extra funds help pay everyday expenses-- including staffing police officers, firefighters, teachers, and running parks. a new school calander in virginia beach? school board members are considering proposals. they held a special meeting today. last week the board decided not to vote on the school calendar to allow

than car crashes. 10 on your side's erin kelly was at the news conference. erin -- the number of overdoses just keeps growing. this problem has been the subject of several 10 on your side special reports. nearly 730 virginians died from heroin and prescription drug overdoses in 2014. attorney general mark herring says he's going to be relentless going after the people trafficking the drugs. gregory hatt of virginia beach admitted in federal court tuesday -- that he gave 23-year-old monica beaudry heroin -- that killed her during an overdose in 2014. and -- that he continued distributing the drug to others after her death. minutes after his guilty plea -- federal, state, and local officials gathered outside the courthouse to announce their plan to address the epidemic of heroin. c0005 - mark herring - attorney general - (d) virginia 2724 i am going to be relentless in going after and holding accountable dealers and traffickers like gregory hatt, who profit off of addiction

attorney general herring said interpretations of the law make it difficult to pursue some cases in state court. he said both parties in the general assembly are working on legislation that would allow the state to prosecute drug-induced homicide. suffolk police say a man called them to his house to report robberies and break- ins - but after their investigation, police say they charged him for selling pot. investigators arrested 35-year-old david dolloff and his 25-year-old roommate allison odom last month. they say dolloff called police to his house on nansemond drive three times last year. officers allegedly found marijuana in the trash. both face gun and drug charges. they're due in court next month. tonight: light evening rain showers. small light snow chance after
