nasa address. once its posted you can find it under this story live in the newsroom brandi cummings 10 on your side. the president's 20-17 budget proposal also includes a 19-billion dollar increase in cyber-security. that's a 35 percent increase from last year. the administration announced its "cyber-security national action plan" today. it includes the addition of a federal chief information security officer. that person would coordinate cyber- security efforts across government agencies. the white house hopes to have the position filled within the next few months. it's decision day in new hampshire. voters started heading to the polls early this morning. most polls close in just a little over an hour from now -- at 7. with the last polls closing at eight. and there's a big voter turnout being reported in new hampshire. the polls point to big wins for republican donald trump and democrat bernie sanders. nbc's steve handelsman is in manchester with the latest.

united auto workers is sending its support to families affected by the flint water crisis. the detroit-based automaker -- and the union -- planning to donate three million dollars over the next five years. working with the united way -- the money will go towards health and education services for children in flint who have been exposed to lead. the mayor of flint announced a 55- million dollar plan to remove the lead- contaminated pipes from the city. working with a group from lansing -- the "fast start plan" will begin with high risk homes that have children under age six and pregnant women. lansing has already removed 13-thousand contaminated pipes from its city in the past 12 years. mayor weaver said she does not want to wait on governor rick snyder -- but she is asking for his support of the project. it could begin as early as this month and be completed in a year. meantime -- about three hundred miles away in sebring, ohio -- the latest round of testing show the state environmental protection agency found high levels of lead in the tap water of nearly a dozen homes.

600 homeowners in sebring have submitted tap water samples for testing. 30 have tested above the federal standard - so far. the city has come under fire in recent week after officials said the operator of the water plant waited months to let the people know about high levels of lead in some homes. the number of americans who do not have medical insurance has dropped dramatically over the last two years. according to the national center for health statistics, more than 7 million fewer people were without insurance in the first 9 months of last year -- compared with 2014. the biggest decrease was among adults aged 18 to 64. states showing the biggest declines in the number of uninsured americans were arizona, california, colorado, and florida. coming up on wavy news calls for an investigaiton after the captain of a cruise ship -- loaded with passengers -- decided to sail into a dangerous storm. why a florida congressman is comparing it to what happened with "el faro."

a follow up to a story we first told you about yesterday. a florida congressman is now calling for an investigation -- after a cruise ship -- with thousands of passengers on board - sailed right into a storm. a royal caribbean cruise ship - anthem of the seas -- was battered off the carolina coast on sunday. for nearly twelve hours passengers were forced to stay inside their rooms. the national weather service had issued an alert -- warning of possible hurricane force winds in the area. today - senator bill nelson is calling for the national transportation safety board to investigate. . sen. bill nelson/d florida 8-32 when there's a storm brewing -- why are mistakes made just like el faro - they knew that a hurricane was coming - what is happening in this
