detectives say they shot and killed two people last month on 14th street. officers shot him at the scene after they say he refused to cooperate. he went straight to the hospital to jail. anchor: we have learned that the state transportation board has given the city until april ready to commit bringing the tide to virginia beach. if the city doesn't, it could lose $155 million in funding. virginia beach has been tossing around the idea of letting voters make the decision in november, but the state wants to know before that, because the money could be used elsewhere. city would also have to apply to buy railcars by that. meantim, there is a public meeting going on right now running until 7:30. liz palka will have more tonight at 10:00 at 11:00. anchor: plenty of you are still talking about that huge of fire in norfolk over the weekend. investigators are still out

out where it started, and some residents are led to go back into recover whatever it is left -- whatever is left. reporter: i've cover these fires before, and it is possible that because the fire burned so ferociously for so long, they might not come up with a cause. but they were out here today -- you can see it behind me, a big hole there, a condo burned down. there were nine buildings destroyed by the fire, a total of 27 units and 38 people displaced. today we got a look at some of the apartments were the lucky ones lived. >> we were very fortunate that everything is intact. reporter: this is debbie hall, the property manager. she was nice enough to take us through who got lucky, that you will still see how much damage there is.

we will work to get that update for you. you can see more pictures from saturday night in the aftermath right now on wavy.com. anchor: after months of layoffs at local shipyards, finally some good news. the navy ordered a contract of three norfolk businesses totaling $3.5 billion. one has laid-off hundreds of people recently with 530 more being cut in march. however the contract could mean workers may be hired back. the two other yards benefiting have lengthy contracts running through 2021. anchor: good job news -- target is hiring for its distribution center, and they are looking to fill a lot of positions. 600, to be exact. targets that it is adding new equipment and product lines so customers can get their orders faster.

in that case, the suspect asked for change, then took money from the register. if you know anything, call the crime line. now to toll patrol. police believe62 people facing a judge in gloucester. anchor: to john paid told bills. they help cross the bridge but didn't pay the toll. the fees add up to thousands for some. before the hearing started, vdot worked to settle the bills. the judge even dismissed some of the violations. the people we spoke to say that even though they have to travel there every day for work, they will be doing things differently. >> we are going to keep better track of it. anchor: keeping better track of it, a bill aimed at changing the problems we see with tolls passed the house yesterday. now it is up to state senators to decide what happens next. anchor: next at 6:00, stopping a problem with homelessness before it happens.

police came out first, and the hazmat team, around 1:45 this morning. a neighbor told us that people in hazmat suits were looking at plastic bags and bottles full of some kind of pink substance. we have no arrests yet in the case. of problem in the city's plan to help anchor: the hotel is expected to be torn down, and more than a dozen families living there have to go. erin kelly joins us now with how the city is stepping in. reporter: this city says it has met with the families looking for help, all services counselors analyze each situation. they try to come up with a long-term plan so that families can move beyond living in a hotel. >> i didn't know what to think. reporter: that was diana's reaction when she learned that the super eight hotel where she lives and works is shutting down.

january and is planning on renovation. >> there are not many opportunities here for people that are homeless like myself. you know what i mean? the only opportunity is here in williamsburg. or you result to a hotel. reporter: boucher and her children has stayed at the hotel often on, she says she has not -- off and on, she says she is not moving. >> our approach is to help folks holistically and long-term. the expression is we don't want to use a band-aid. reporter: 35 people have been living in the hotel long-term. some were able to find somewhere else to go, but seven other families met with counselors. >> there can be barriers in someone's life that create difficulty for them to get beyond motel living.

r>> a grant fund -- reporter: a grant funded care team has also help the families in need. >> it's connecting folks to these resources, because often they didn't get in this situation overnight. they can't fix it overnight. reporter: the city so several families have moved to different hotels with the same weekly rate. williamsburg does have an ordinance that people can only stay in a hotel for 30 consecutive days. anchor: we are on your side with a traffic a grant alert. starting today, baltic avenue and virginia beach will be closed at the 20th street intersection for utility work. a gravity sewer main is being installed. it will reopen in two weeks. >> now your super doppler 10 forecast don slater. meteorologist: a little cooler today, and a lot cooler tomorrow. i want to show you what is going

between richmond and fredericksburg, dropping southeast. it is going to continue to drop southeast, but this is not the big deal. that big deal is the fact that this rain is part of a reinforcing shot of colder air that will be dropping in. you can see the swing of the clouds, a little shot of colder air raced through here that will drop through by 10:00 11:00 tonight, and we may see a sprinkle but nothing big is expected out of it. eventually it will warm back up. there again is a stray shower, and here is where things are an hour from now. by 11:00, the sprinkles that i showed you between fredericksburg and richmond could come dropping through, but most of us likely won't see if. -- won't see a thing.

lots of sunshine in the afternoon after streets. temperatures between 40, 41, 45, 48. still 50 in chesapeake, but that will drop down any minute as this cooler air takes hold. it's cooling-off already and it will get cooler during the overnight. 41, 45. temperatures around 40-45 degrees. colder air dropping in later on tonight. now 9:00, 1:00 this evening, we have some cloud cover with an outside chance of a sprinkle. temperatures dropping down to 40's, 36, 34. by that point, it will have picked up out of the north, and that 1000 mile-per-hour winds will continue through most of the day tomorrow.
