they were most vulnerable. this morning prince showed some regret, but the judge was not inclined to go lightly. c 9 19:02 pamela campbell assistant commonwealth's attorney -- most egregious in the case is that he took money from these people for headstones for their loved ones. the prosecutor in chesapeake asking the judge not to go lightly on edward prince. the former headstones dealer had pleaded guilty last august to taking more than four thousand dollars from grieiving families for headstones that he never provided. c 9 19:12 pamela campbell assistant commonwealth's attorney -- he would tell them there was weather issues, there's this, they never got the headstones from this gentleman, they never got their money back, he never refunded their money. prince says several medical conditions kept him from completing his contracts with fifteen victims overall in chesapeake, norfolk, virginia beach and portsmouth. c 11 22:32 edward prince defendant -- i'm very sorry to the families. i know the headstones business is a serious business. it was my intention and it's still my intention to make total restitution to

marjorie arrington gave prince 21 months active time. his attorney asked that it run concurrent with the 14 months he's already serving from virginia beach. the judge refused, so now he's serving a total of nearly three years. prince's attorney told me he tried unsuccessfully to get the cases in the four cities consolidated into one federal case. they total about 70 thousand dollars. had that worked, he says his client would be facing far less time in prison, especially with one more state case remaining. c 12 28:37 brian dunnigan defense attorney -- he could be spending six to seven been two years, at a camp. the final case for prince comes up in april in norfolk. it involves nine felony charges - more than the first three cases combined, and of course we'll be there. the 14 year navy vet says he plans to make restitution to all of his vicitms from

owes him for disability. i asked his attorney when that money is likely to arrive, and he said it's unclear. side we continue to follow the developments in an officer involved shooting in vriginia beach. the commonwealth's investigating the case and will determine if any charges will be filed. india kager and angelo perry were killed at a 7-eleven last year. police said perry shot at them first. today kager's mother gina best demanded to see the video of the shooting. she's calling into question many of the things police have said. 10 on your side's brandi cummings was there this morning as best layed out her concern. she's now live at the courthouse. a couple hours ago gina best met a deputy commonweath's attorney here. after that meeting she said they told her the case should be concluded in about a month, but she it still calling for an independent investigation

when it comes to the college application process - kindess matters. or it at least it should. that's according to a new report from the harvard graduate school of education. the report recommends college admissions officers put

advanced placement courses -- and focus more on what applicants are doing to make a difference in their communities. the report is called "turning the tide - inspiring concern for others and the common good through college admissions." it already has the endorsment of dozens of college professors and administrators from across the country - including harvard. though - a representative from the school was quick to point out - it still expects applicants to take high level courses and would not be lowering their standards. we have a warning from the i-r-s about scams targeting taxpayers. that's because the number of email and texting whopping 400 percent this year. the i-r-s says more than one-thousand phishing and malware schemes were reported in january alone -- up by more than 250 from the same time last year. and so far in february, 363 incidents have been reported. that's compared to 201 incidents for the entire month of february in 20-15. the scams are designed to trick taxpayers into official communications

it's the last full day of campaigning for republicans -- before voters head to the polls in south carolina. jeb push spent the day rallying voters at several events across the state. and as promised -- he brought his mother along. barbara bush joined her son at "meet and greets" in spartanburg and greenville. the campaign has become a family affair. george w bush was in south carolina campaigning for his brother earlier this week. polls show jeb is still far behind the front runner - donald trump -- but could make a play for second place.

hillary clinton won another big endorsement today. south carolina congressman jim clyburn is supporting clinton for president. he is the highest-ranking african- american in congress. his endorsement comes just one day before nevada's democratic caucus -- and one week before democrats in south carolina head to the polls. latest polling shows clinton leading rival bernie sanders by a large margin in south carolina. in nevada the numbers are so close -- it will be a fight to the finish. an update to a story we've been following out of texas. it's the case of 18 year old ethan couch - the so-called affuenza teen. a judge deciding today -- couch's case will officially move to the adult system on midnight of his 19th birthday -- which is april 11th. he was 16 at the time of the crash that killed four people near fort worth. he was convicted in 20-13 and sentenced to ten years probation in the juvenile system. today's ruling means he could face 120 days in jail - then finish his ten year probation. if he violates probation again - under the adult system - he could

right now more than a million tons of trash are hurtling through space headed for earth don't worry though -- it will all burn up as soon as it hits earths atmosphere somewhere over the pacific tomorrow. the "flying garbage can " first delivered food and other vital supplies to the international space station back in december. astronauts filled it back up with garbage -- before sending it all to its fiery destination today. stay with us... wavy news

we continue to look for answers in a developing story we've been following since midday. chaos and confusion at fort eustis, after calls about an active shooter. concerns about mass shooters and terrorism always present these days-- so they took no chances. we've been through it before in hampton roads-- incidents at naval station norfolk and portsmouth naval hospital. the lessons learned and constant training-- prepare troops for the worst here at home. and that seemed to be what was happening this morning at fort eustis. the joint base was sent into lockdown at 11-30 this morning-- after someone said they heard shots being fired. 10 on your side's jason marks was first on the air from the scene. jason-- walk us through what happened. base officials say they have not been able to find any evidence shots were ever fired. i'm told this could be a misunderstanding. they tell me it could be a misunderstanding. it.

and retract off of that. that is xakly what ft. eustis officials did. they ordered a lockdown when they heard about shots. >> there was an assumption that shots were fired west within the building and it was not. it turns out the sound came outside. three contractors were working on the roof when they heard what they thought sounded like gunfire. >> there are noises throughout the installation. a contractor not familiar with the military might have jumped to a conclusion. jason rves: officers searched for victims or property damage and they found nothing. >> we have to do better but the beauty of it is the emergency managers and the first responders did what they were

jason: all clear, two words that nobody could wait to be announced. nobody is sure if shots were fired. >> we thought better be safe than sorry since we didn't know what was happening at the time. jason e: tense moments at ft. eustis. they searched all of the buildings and did not find any signs of bullet holes or anything like that. they are trying to figure out what the contractors heard to begun with. >> we'll stay on top of this story. ft. eustis became a permanent military installation as a prison. it closed and reopened as world war ii. it merged to be a joint base in 2010 and is home of many army youunits.
