when it comes to the college application process - kindess matters. or it at least it should. that's according to a new report from the harvard graduate school of education. the report recommends college admissions officers put

we continue to look for answers in a developing story we've been following since midday. chaos and confusion at fort eustis, after calls about an active shooter. concerns about mass shooters and terrorism always present these days-- so they took no chances. we've been through it before in hampton roads-- incidents at naval station norfolk and portsmouth naval hospital. the lessons learned and constant training-- prepare troops for the worst here at home. and that seemed to be what was happening this morning at fort eustis. the joint base was sent into lockdown at 11-30 this morning-- after someone said they heard shots being fired. 10 on your side's jason marks was first on the air from the scene. jason-- walk us through what happened. base officials say they have not been able to find any evidence shots were ever fired. i'm told this could be a misunderstanding. they tell me it could be a misunderstanding. it.

and retract off of that. that is xakly what ft. eustis officials did. they ordered a lockdown when they heard about shots. >> there was an assumption that shots were fired west within the building and it was not. it turns out the sound came outside. three contractors were working on the roof when they heard what they thought sounded like gunfire. >> there are noises throughout the installation. a contractor not familiar with the military might have jumped to a conclusion. jason rves: officers searched for victims or property damage and they found nothing. >> we have to do better but the beauty of it is the emergency managers and the first responders did what they were
