near shell road. 10 on your side's lex gray spent the day talking to people who live around there. lex - they weren't completely surprised by this. right, stephanie -- every neighbor i talked to said it's pretty common for them to hear gunshots. but they were surprised this time by how close the shots were...and that someone died. this is video from the crime scene early this morning hampton police say someone shot jermaine jackson while he was sitting in the driver's seat of a car in an alley behind the house. so far -- they haven't released any information about suspects. they also haven't said whether jackson was targeted for some reason...but investigators did say it seems to be isolated. neighbors told me they heard at least three gunshots, and they were loud...like they came from a big gun. and a couple of them mentioned a woman's loud scream right after the shots. it was a female that was screaming. but i'm not sure who it was. i think it was the one who was

suspect description. filed. chesapeake police need your help tracking down a fraud suspect. detectives say the man in these surveillance photos used three compromised debit cards last month. investigators say he withdrew nearly two-thousand dollars from an a-t-m on taylor road. if you recognize this suspect --- call the crime line. there was an extra police presence today at camden county high school. that's because someone called in a threat. the camden county sheriff says a man called last night and said he was going to attack the school. camden an alert to parents and students telling them about the threat. the sheriff's office is trying to figure out who made the call and if it legitimite threat. the c-d-c is revising its report on the cancer risk some types of laminate flooring sold by toano-based lumber liquidators. we told you about the february 10th report that said the risk of cancer from exposure is low. now u-s health officials say people exposed to the flooring

fire. all east lanes are closed. there is a big backup. the virginia presidential primary is just over a week away. many voters have requested absentee ballots. a 10 on your side viewer contacted us saying the absentee ballot he got in the mail was already filled out. you can see, it sanders' name selected. 10 on your side's brandi cummings went to investigate and found out more than a dozen voters in hampton got ballots selected. brandi? anita- hampton voting officials say this was a clerical error because of a new vendor. officials say in preparaton for the primary, they got a box in the mail from the company that prints official ballots and what's

officials say the test ballots weren't labeled and they weren't expecting them.... so the ballot coordinator sent those test ballots to some voters who had requested absentee ballots. in all, officials say 17 of those test ballots were sent out, but they say this mistake won't impact the election. sot - william lewis, vice chairman you just have to have faith in the process. whenever you have human beings you're going to have human error. this is correct it. officials say they have identified the voters who got the ballots and they're working to give them the correct ones. tomorrow is the deadline to request an absentee ballot. this isn't the first time the city of hampton has used this vendor. coming up tonight on wavy news 10 at 5:15, i'lll tell you what's different for this election. im brandi cummings 10 on your side. several presidential candidates will appear in hampton roads in the

days. tomorrow senator bernie sanders is scheduled to hold a rally at the scope in norfolk. on wednesday --- donald trump will speak at regent university in virginia beach. senator ted cruz will visit on friday. doctor ben carson plans to come to regent next monday. lawyers for the democratic party of virginia are arguing the state's voter id law is unconstitutional. a federal trial started today in richmond. a 69-year-old black woman cried on the witness stand as she testified about the trouble she had voting in the 20-14 election because she didn't have an accepted form of i-d. democrats filed the lawsuit last year challenging the 20-13 law requiring voters to show photo identification at the polls. they say the law illegally depresses minority voting. she said other voters looked at her and snickered. republicans who support the voter i-d law say it's a protection against election fraud. the trial is expected to take a week. l-l bean is opening a store at lynnhaven mall in virginia beach. and it needs to hire

in less than a week. officials want to warn the public-- and help people spot these crimes. 10 on your side's liz kilmer is live from one middlesex road with details. this now-condemned home was busted back on valentine's day --- since then, the investigation has led to the discovery of two other apparent labs --- officials say these situations pose big risks and dangers to not only meth users but to first responders and community members. today, emergency personnel met at a newport news fire station to inform the public about the toxic nature of these labs -- they say the chemicals used in these types of operations are poisonous, flammable and potentially explosive. they can cause serious health issues -- even death. hazmat crews broke down the careful process of decontamination for 10 on your side. a technician demonstrated the suiting up process that happens before entering a potentially hazardous

in newport news. wednesday we told you officers found making meth on cynthia drive. investigators sent the testing. so far police have not made any arrests. new at 4: new information in a weekend meth lab bust in norfolk. detectives say one of the men who lived in the second floor apartment on west 27th street told police his partner assaulted him. when officers went to serve a warrant early sunday morning --- they say they police charged and released 31-year-old james patterson with frequenting a drug house. this man --- lance otis --- is behind bars charged with manufacturing and possessing meth. there's a new police chief in portsmouth. chief tonya chapman was sworn in this morning. she is the first african-american woman to hold the position in portsmouth. 10 on your side's jason marks was at the swearing-in ceremony this morning at city hall. chief chapman says today was a dream come true. a

for 27 years when she began her career in law enforcement. chapman was serving as the commonwealth's deputy secretary of public safety and homeland security. before that she spent time with the both the arlington and richmond police departments. she spoke a little bit today about her vision as chief. of course her goal is to reduce crime but she wants her officers to treat all citizens with respect and to do the right thing when no one is looking. she comes into a the microscope after officer stephen rankin was charged with killing william chapman last year. the new chief says in this day and age, police departments need to open about what's going on. 55=:42:50 "transparency and accountability leads to legitimacy so that is extremely important to me and it has been important in my career to up hold the highest ethical standards and to hold others accountable as well so i will be as transparent as possible" chief chapman is the

woman to be chief in portsmouth. today just before her took her oath william chapman's family held a peaceful march from the courthouse to city hall. i will have their message to the new chief coming up at 5:30 live in portsmouth jason marks 10 on your side. the uber driver accused of going on a killing spree in kalamazoo, michigan is staying behind bars. jason dalton was arraigned this afternoon on six counts of murder, two counts of assault and eight gun charges. police arrested dalton early sunday after they say he killed six people over different locations. two others were wounded. prosecutors say dalton picked up uber passengers between the attacks. authorities are still trying to figure out a motive. bill cosby's wife camille is answering questions civil defamation lawsuit against her husband.

a civil case involving seven women who alledge they were sexually abused by cosby and that his denials amount to defamation. it's believed to be the first time camille cosby has given testimony since dozens of women came forward with the allegations. bill cosby has acknowledged cheating on his wife. because camille was his manager, lawyers for his accusers say she may have information about how his inner circle tried to reject the sex assault claims. the justice department could have gotten its hands on the information it's seeking from apple --- if the county government that owned the iphone had installed the technology it paid for. if the technology called mobile device management had been on --- it could have allowed the f-b-i to easily and immediately unlock the phone as part of the terrorist investigation. the only person who knew the passcode to unlock the iphone is the dead gunman syed farook. he was an inspector at the san bernardino county's public health department. a judge in california ordered apple to help.

a 16-member team of the c-d-c is starting work on a study aimed at determining whether the zika virus really does cause babies to be born with a devastating birth defect. the study started today in a brazilian city that's the epicenter of the south american nation's zika outbreak. the c-d-c team is working with brazil's health ministry. brazilian researchers strongly suspect the zika virus causes microcephaly. the team is tracking down babies with the

an update to that breaking news on i-64 at battlefield boulevard in chesapeake. a live look at our wavy jam cams. drivers can expect major delays because of a car fire. vdot says the east center lane, right lane, and right shoulder are closed. in certain dui cases --- cities have a way to save your tax dollars, but we found many are failing to do that. the driver might be injured - or might have hurt someone else -- or maybe crashed into a guardrail. in most cases you end up paying for those additional services. investigate reporter chris horne has found that some cities aren't using a law that lets them recover those costs fom the offender and not from the

the law applies when the city services are needed above and beyond a typical dui traffic stop by police. examples would be an ambulance or ems, a tow truck, or a repair crew if the driver has damaged city property. how much money are we talking about? the state says in the dui cases that qualify, cities can collect up to a thousand dollars per incident based on their actual expenses. without the law, those expenses have to be covered with taxpayer dollars. so who's using it and who isn't? we found some cities in the metro are making the law work... some have it but don't really pursue it... and others don't have it on

"just be careful and think about what they're doing because a bullet is going to go somewhere." the couple doesn't think their home was targeted. witnesses pulled a man from this car before it burst into flames. this scary sight happened in memphis, tennessee. witnesses say another vehicle sideswiped the car and pushed it down a moments later --- flames started coming from the hood. "once he hit that pole it went up in flames" "everybody started getting stuff to bust the windows we had to get the man out of this car" a witness smashed the window with a jack iron to get the driver out and carry him to safety. the driver's injuries aren't considered life threatening. once the car fire was out --- a slightly burned bible was found sitting in the front seat of the burned up car. authorities are investigating why a

that's when officers say a woman was about to get out of her car when a man with a knife demanded something she had. then -- according to officers -- an underaged male who also had a knife took her purse. police say when they didn't get anything value, the man forced his way into the car and sexually assaulted the woman. after that -- police say they forced her to drive to an atm at the 7-11 on northampton boulevard not far from here. that's where police say she was able escape and get help inside -- before the suspects ran away. lice say using k9s, they found later found the suspects at the econo lodge off northampton boulevard and arrested them. a hotel manager here at the wingate says they aren't aware of anything happening on their property but they are looking at surveillance video. we have more information on what the suspects have been charged with on our website. live in virginia beach, erin side. we are following developing news in hampton.

gathering information on a suspect in a deadly shooting this morning on powhatan parkway. 35-year-old jermaine jackson was shot in his car. he later died at the hospital. 10 on your side's lex gray talked with a neighbor. lex, what else did you find out? who live on this part of powhatan parkway told me they're used to hearing gunshots. but this time -- they said the gunfire was different -- closer, louder, and deadly.
