department the lead in the investigation. officials say according to video evidence, the two 17-year old boys were struck from behind sunday afternoon. there are a lot of questions concerning the driver of the train that hit the boys because he never stopped. the mta says that trevor is at the center of their investigation. -- says that the driver is at the center of their investigation. third-party experts have also been brought in. still, no clear-cut answer about how the driver did not know that he had the boys. >> any idea how it is possible that the driver did not hit two people? >> we are taking all of the details and that is the answer we are looking for.

road and was pronounced dead on the scene. police are not linking the two shootings. police in aberdeen are investigating a july 4 homicide. a man was found shot in an apartment and pronounced dead on the scene. police have identified the victim from the bronx in new york. police are looking for these two men. they were last seen leaving the area with a new york license plate. if you have any information, you are asked to call aberdeen police. >> developments tonight in the criminal case against mayor sheila dixon. according to paperwork filed today, witnesses are being called to testify about the use of cards. the mayor's lawyers are asking the judge to cancel the subpoena. we will have more on this later.

tonight, baltimore city wants to get tough on animal cruelty. it is the first jurisdiction in the nation to create a task force with the purpose of ending animal abuse. kate amara has the latest. >> the baltimore city is seeing an uptick in animal cruelty cases. >> the amazing story of the phoenix that touched us all. she did not have a voice. she had to wait for someone to help. >> help is on the way thanks to a new first of its kind anti- animal cruelty task force. the mayor says the plight of the pit bull drove this action, found severely burned back in may. she had to be euthanize a few days later. >> it is important to improve that animal welfare in our

community and public safety. violence, drugs, weapons, and gang culture are associated with animal abuse in baltimore. >> the task force is charged with making recommendations on training, awareness, and legislation and prosecution of suspects. >> police officers are trained in the academy to look for signs in juvenile laws of anti-social behavior and violent behavior as acted out in cruelty to animals at very young ages. >> stop cruelty against animals, now they say in order to stop violence against humans down the road. it is why everyone should care about the creation of this task force. >> animal abuse is a social problem and a community problem. it is often an antecedent to violence against individuals.
