report of the troubleshooting. at least one man was shot in the arm. another man was shot in the chest. the man was taken to the hospital with serious conditions. it is unclear where the other person was shot. just one hour before that, telling people were shot in essex. you are taking a live look at the scene. both victims were taken to the hospital, for non life- threatening conditions. baltimore county police say they want to hear from a man who possibly witnessed the light rail hitting two teenager boys. >> both of the boys died. our reporter is live with more on this story. >> a week ago today when the mta as the baltimore county police apartment to take over the investigation, detectives have been looking for evidence. it seems as if they had found

one valuable clue in what a certain witness on the trains all. they need to find this person. police are helping that these images from the surveillance camera will help lead them to the witness that they are looking for. these were taken on board the train that hit and killed 17 year-old boys as they walked on the tracks back on july 5. >> we want to identify with this person is. we would like for that person to come forward and taught for a couple of minutes with our detectives about what he saw on that date. >> baltimore county detectives are in a week of their investigation and have taken it over from the mta. they are anxious to talk to the man because of where he was sitting. because of the investigation, they would not reveal where that was. >> we know that he was sitting in a position that he may have seen or experienced something in the area where he was sitting

it sent claims to hundred feet into the air. at least two other tractor- trailers' were involved in the accident. the explosion forced a 10 mile shut down on the highway. one person suffered minor injuries. maryland jurors convicted a 16 year-old girl for asking someone to kill her father. she was found guilty of solicitation of first-degree murder. she faces up to life in prison when she is sentenced. authorities say the man charged in the stabbing death of her father is not the same person she approached on a school bus days before the killing. she says she only wanted her father brought up so he would stop beating her. police are searching for the people responsible for killing a man not far from a school. the shot happened around 7:00 this morning. authorities found 28 year-old man dead at the scene.

tonight to the case of a 17 your boy accused of shooting in critically wounding a 5 year-old girl. this young boy had cut off his electronic device. people say though it was still attached at the time of the arrest. our reporter as more of the story. >> 16 year-old hall was with davis. police went looking for davis as a suspect in the july 2 string of a five year-old child. the child was shot in the head as davis use a gun to settle a fight. contrary to what had been reported, davis still wore the monitoring and lead at the time of the arrest. the person had not cut it off. >> they cut it off when he got

to homicide your request the police cut off? >> yes. >> he was under monitoring so he could live in the community and still remain under supervision. >the governor led the announcement that the spate -- state would use the monitoring units to monitor juveniles. the state chose the system which includes the anklet that attaches to the offender and the gps device the opener is supposed to carry. >> the gps units, where is that? >> on delaney street. >> several miles from where davis was with the anklet on. the gps system sends up a red flag if the offender goes somewhere without the portable device.

because davis left the device at home, it was no help in locating him. authorities will not say when or how davis violated the system. >> he went outside. >> how often? >> every day. >> she says she does not believe davis had anything to do with the shooting of the little girl. the company that makes the gps tracking units did not return our call today. wbal tv 11 news. city officials are urging congress to approve legislation to allow states to jam illegal cell phone use by prisoners. federal law prohibits jamming those cell phones. the use those phones to coordinate drug activities and hit on the streets. one person is serving time for using a cell phone behind bars

doctors are trying to ease the pain of a dog that was intentionally set on fire by other people. they are trying to fight animal cruelty in baltimore. >> everyone is coming together to look into this to make sure that something like this does not happen again. >> this task force met for the first time wednesday night. >> the mayor asked us to look at legislation, prosecution of these crimes, how to better control officers in the investigation. >> it overlaps social services, education -- all members of the community need to be installed in responding to animal cruelty issues. >> biting across a dead animals will lead to crimes against people. -- fighting crime against animals hopefully will lead to reducing crime against people. >> perhaps we can break the

donations from this organization. >> anyone can spin things and it can look like a scam. or you can say, this guy started a foundation and he gave away $7,000 last year. it helps people that may not have gotten help. >> he says a this organization gives the $1,500 a month to the johns hopkins children's cancer center. the cancer center and children's center are not accepting donations from him or his organization. the money is being returned. what about the yellow bins? there are about 800 in our area. it is from a charity watchdog group out of chicago. it has been given a "f" grade.

its tax return showed that less than one-third of what it collects actually goes out to help others. >> we are concerned with the transactions with charities. the charities are doing negotiations with partisan owners of the operation. >> -- with parties and owners of the operation. >> they spent 42% on international aid. planet a has a conflict of interest policy in place. any officer or board member that may have a conflict will always excuse themself from any decision on the matter. most organizations say not only do they give to charity, but they are saving the environment. they are keeping the clothing out of landfills.
