morning, a passerby noticed a man slumped over in a car. there was evidence the man had been in the car for several days, but as far as the cause of death, they could not tell, simply labeling it a suspicious death. >> we are getting suspicious -- conflicting reports about how long the body was here. it was obvious that the man inside the vehicle was deceased. >> just to walk -- just watch your back when you walk. >> people are wondering what the circumstances were and if foul play was involved. >> we have never had a problem like this. >> sources tell us that the decomposition of the body was

apparently so bad, they are not able to tell at this point how old the man was. police are waiting for the results from the medical examiner's office to determine which direction to go. >> police have arrested three men in connection with a nightclub shooting but there are still looking for a fourth suspect. a man were shot inside club at 7400. the victim was dancing with a group of people when several shots were fired by this woman. her picture was captured on surveillance video. if you know who this woman is, you are asked to call the baltimore county police. a double shooting investigation is underway tonight in wo odlawn. one man was shot in the chest and rushed to shock trauma where he is in serious condition

tonight. >> the juvenile services official response publicly for the first time for questions about 17-year old lamont davis. questions brought to light by our i-team. jayne miller has the story. >> we have now learned the handling of lamont davis by the juvenile system is now under internal investigation while officials question the company that makes the gps monitoring system that is supposed to keep tabs on lemond davis. what have you done to ask what has happened here? >> the secretary is in charge of the system, saying that lamont davis was under his wing for the past few years. now, davis is accused of selling its core with a gun and in the

process putting a bullet in the head of a five-year old girl. >> we have been analyzing every aspect of the operation relative to our levels of supervision. >> davis has been arrested more than a dozen times starting at the age of 10. he was permitted to return to his own home after an arrest in a robbery case at the end of may. the shooting happened july 2. are you comfortable that this individual was in the community? >> we are reviewing that. i am not going to comment on that right now. any comment would be premature given the fact that we are doing our own internal investigation. >> a girl said lamont davis still had the gps device on him

during the arrest. juvenile authorities might have known that he was no longer in contact with the system but they could not use the satellite tracking to find him. the company that makes and monitors the system has been called in for a meeting. >> we have asked the vendor to come in and meet with me. we have some very hard questions that we are going to ask ourselves. >> several law enforcement sources tell us there has been concerned that some juvenile offenders have figured out ways to circumvent that gps system. it is being used to monitor some 200 persons. >> a man will be sentenced in october 4 pending three teenage girls on the internet and on the street -- in october for pimping

that came this morning from gov. martin o'malley as he slashes spending. the state's largest labor union has some suggestions. david collins has the latest. >> those ideas include closing a loophole to capture more corporate property taxes and take a wacked out of state consulting contracts. red ink is pouring out of annapolis. the financial analyst warned last week of a $700 million budget shortfall. tax collections in june or nearly 6% less than what was expected. the state is so cash strapped, the scalpel is not big enough to make the cuts that need to be made. >> all of it will be painful and require us to make sacrifices and understand that we are in this to get there. >> the union warren's budget cuts could compromise budget

in man is on the road to recovery after becoming the first person in the u.s. to undergo a double hand transplant. he had his hands and feet amputated after fighting and infection. his wife heard about a hand transplant program in pittsburgh. he received two hands from a 23- year-old donor and has been showing a good signs. >> i wanted to hold my wife's hand and a coke again. it sounds silly but those are some of the things i am anxious to get back to. >> it normally takes one to two years to gain full function. >thousands of people die every year from preventable medical

we hit the 90-degree mark today. that is two times in the month of july, not too bad. temperatures are in the mid 90's. 93 at bwi marshall. westminster and hagerstown are hot, too. if you get out to oakland, you feel the cooling effects. it is a relatively comfortable 77 degrees. the warm and muggy air is helping to trigger storms. we are likely to continue to see some of those off and on with the possibility of a storm or two crossing your neighborhood. most areas are just partly cloudy and relatively mild.

there is an area of low pressure setting up north of the great lakes in canada. the counterclockwise rotation swings these disturbances through. they do not have much cooler air behind them. they do shift the wind. you can see storms breaking out in parts of central and eastern maryland. some bigger storms along that east coast. some of that moisture will be feeding north. our chances of storms go up to about 50% or 60%. you add a little bit of cloud cover, that will knock the temperature down tomorrow. the sun rises at 5:54. out on the chesapeake bay tomorrow, watch for an afternoon or evening storm.

we have seen some strong storm's track into lancaster county. that is pretty much where the most active weather is right now. a storm could pop up during the evening hours. things could be a little different 24 hours from now going into friday evening. just one for the tree pollen count. that is just a ninth count total, in the moderate range. 96 degrees in downtown baltimore. it feels like july. 104 is the record high back in 1988. hot stuff all around the state. much cooler up in the mountains. 77 degrees. that risk of a storm, a very minimal chance. partly cloudy skies.

you can see the clouds associated with that storm tracking eased out of northern delaware. here comes a cool front will cross through the region. as that high pressure builds, it will try to clear things out. moisture coming up from the south will trigger tomorrows storms. that cloud cover holds the temperature backed from the 90's today to the 80's tomorrow. showers and thunderstorms chances moved up to about 50% or 60%. southeast winds on the chesapeake bay. western maryland, showers and storms and a little bit more likely tomorrow, noticeably cooler, 70's. for saturday and sunday, the weather looks pretty nice. 86 degrees at the chesapeake bay tomorrow.
