state economic is forcing the governor to make what he describes are more painful cuts to the state's budget. gov. o'malley has decided on $350 million in cuts. the state's largest labor union suggest that more than $2 billion can be saved by cutting outside contractors and consultants and putting those functions over to state workers. >> there are qualified and who are wrecking state -- hard- working state employees who can fill in the gap. >> the governor is expected to bring the first round of budget cuts to the meeting next wednesday. the second meeting will come in august. the dow jones is up again this week. the news was much worse on foreclosures. we have a reporter in washington
