[captioning made possible by constellation energy group] captioned by the national captioning institute --www.ncicap.org-- live, local, late-breaking. this is wbal-tv 11 news at noon in hd. good afternoon. i am mindy basara. we begin with an insta-weather alert. parts of maryland are under a severe thunderstorm watch. let's check in. >> hello there. we saw the heat, timidity, and we are seeing summer-like thunder storms. we have a thunderstorm watches in effect until this evening. that means that the potential is there for some strong thunderstorms, later in the afternoon as the storms continued to move through. the radar shows the bulk of the heavier storms is out toward the maryland mountains and further

south into virginia. in baltimore, the radar shows the light green. i did not see any rain outside just yet but it will be on its way and the clouds have made their presence known in the last few hours. there is the heavier rain coming through cumberland and that yellow box, that is our severe thunderstorm watch for that includes baltimore and everything mainly to the west of i-95, going through d.c. and to the north of raleigh. that will be until 5:00 this evening. we will have more on what you can expect and if the rain will have impact on your weekend forecast. we will have all of that coming up in a little bit. baltimore county police are looking for two suspects in connection with an attempted robbery and deadly shooting last night. the pair tried to rob a liquor store on bel air road in fullerton.

>> police are not releasing details on what provoked the shooting. they are looking for the public's help in finding two suspects. police got a call around 9:00 regarding a gunshot at him. this was in side the putty hill liquor store. the owner was shot to death. it happened during a robbery attempt. a start page in answer balance cameras inside and outside indicate two black males, one wearing a dark t-shirt and shorts and the other wearing a light t-shirt and shorts shot the honor and got away on foot. they don't believe they got away with any money. >> they ran out of the store but we do not have an exact direction of where they went. we are asking for the public and anyone who may have been in that area if they saw anything suspicious like two men running in any direction. we asked to contact the baltimore county police department. we are interested if it went to a bar or a vehicle and what that vehicle may be.

>> this happened around 9:05 last night in the 7900 block of bel air road. anyone with information is urged to call a baltimore county police department. a 15-year-old is being held without bond torch with the rape and murder of a 20-year-old pregnant woman in cecil county. he confessed to killing one last sunday. the boy who was a friend of the victim got into an argument and ultimately stabbed her in the throat. neighbors discovered her body later that day. >> i wasn't that shocked because when i was around him, he was really aggressive. >> he is charged as an adult with assault, rape, and murder. he is not charged with the murder of the unborn baby because at five months along, the baby was not considered viable.

investigators would like to find clues about the death of a man at lake montebello. a jogger found the body that appeared to have been there for days. they found it yesterday morning. members are disturbed about it because it is found to be a safe place for relaxation. >> it is an isolated incident. normally, it is quiet in the area and you can walk around with no trouble. >> an autopsy is being conducted. the debt is being ruled suspicious for now. >> a reisterstown man has confessed to turning out three teenage girls as prostitutes. some of the girls were as young as 15 and forced them into the sex trade in baltimore and craigslist. federal investigators found the girls at a truck stop in march. he will receive his sentence in october.

the sagging economy is forcing governor o'malley to make painful and unpopular cuts to the state budget for the governor has decided on a $350 million in cuts. he is trying to avoid new taxes. the largest labor union in the state suggests that $2 billion could be saved by cutting out outside contractors and turning those functions over to state workers. >> they are able-bodied, qualified, state employees that could fill in the gap and said the state billions of dollars over the long term. we think that is one great place to start. >> the governor is expected to make the budget cuts to the department of public works meeting next wednesday. sheila dixon is ordering her staff to trim their budget. surrounded by county council members, david craig signed a bill which capped the

breaking news -- a felon has been arrested for providing the gun used to kill steve mcnair. federal prosecutors in nashville will announce this later today. he was shot to death on july 4 at his condo by a 20-year-old girlfriend. she then killed herself. she bought the gun in a private sale from the person they have not identified. road crews are removing debris from a collapsed section of a bridge on i-75 in detroit. the explosion happened wednesday

night when a tanker carrying 13,000 gallons of fuel crashed. minor injuries were reported. 94,000 drivers use that highway every day and it will remain closed until next week. the natural -- the national transportation safety board is investigating. >> investigators want to know how white 3-month-old baby girl came to be found dead in her bed covered with over 100 small animal bites. they say the girl's father was found in the front of his yard screaming that his daughter was dead. police found the child in her crib with severe wounds on her nose and legs from what appeared to be bite from rats. bloody animal footprints were found in the crib but it's not clear how the child died. chunks of ice fell from the sky in the -- in pennsylvania. the car was pounded by walnut- sized hail.

now, your 11 insta-weather forecast. >> we have had summer-like temperatures the last few days and now we are starting to see some summer-like thunderstorms on the way. the heavier thunderstorms are down to the south and a few of the lighter rain showers are trying to push in for washington, d.c.. the cloud cover is helping us out a little bit. the clouds could help take out some of the punch from the storms this afternoon. we have the severe thunderstorm watch in effect along the pennsylvania border further south and you conceit severe thunderstorm warnings well to this out. overall, the bulk of the nasty weather is expected to be to the south. that is something we will watch very closely. 82 degrees right now in frederick and 83 degrees in hagerstown but much cooler out to the west because the cold front is the cause for these

thunderstorms and showers. there are 60's out to the west. we are holding steady in the 80's. i do not think temperatures will warm up too much because the cloud cover has started to arrive. it is 84 degrees at b w i. lots of cooler and drier air off to the north and west and that will have a big impact on our weekend. it will have a significant impact on our humidity. yesterday, it was oppressive as far as the humidity. today, it is a little muggy but when we look at saturday, it will be barely muggy. sunday will be comfortable. sunday will be the good day for the weekend. temperatures will be in the mid- 80's and low humidity that will start to climb by the beginning of next week. we are getting great timing, as far as the weather is concerned. storms are on the way for later

this afternoon. the front will clear tonight into early tomorrow. we could wake up to a shower or thunderstorm early saturday morning and things will start to clear out. there will be cooler air that comes in and less humidity and it will be a very nice saturday but sunday will be the better day. a few patches showers and thunderstorms and shows the heaviest ones to this out. by 3:00 a.m., we see some clearing in baltimore and at about 10:00 a.m., we will see sunshine. it should be good for our saturday, even into sunday. for the rest of today, afternoon thunderstorms, although it up to 92 in some places. some scattered storms possible later and some of the storms could be strong. partly cloudy for tomorrow with early morning storms. temperatures will be an below 80's. -- temperatures will be in the low 80's. temperatures are warmer here in the city. it is much cooler out to the

west as the cold front has started to arrive. your seven-day forecast shows a beautiful saturday and sunday and monday is dry at 81 degrees. the humidity will return by the middle of next week with scattered thunderstorms on your wednesday and thursday. a georgia man is on the road to recovery after becoming the first person in the u.s. to undergo a double han transd plant. --hand transplant. he had a prosthetic arms and legs until his wife heard about a hand transplant program at the university of pittsburgh. he received two hands to make 23-year-old daughter. his body shows no signs of rejection. physical therapy has given him the ability to move his arms. >> the first thing i want to do is to hold my wife's hand and told my daughter's hand and cooked again. it sounds silly but those are some of the things i am anxious to get back to perry >> he still
