the question did police take the right action? >> our reporter is live with the response to this. >> we spoke with a child psychologist about this incident. the mayor seems to be coming down on both sides of the issue. >> police were following their policy. if you ask me, i might have handled it a little differently. >> the law is clear. they can arrest people as young as the age of seven. that is what happened friday not far from t.v. hill. >> what did they decide to do? >> this age year-old boy along with a seven year-old boy and an 11 year-old boy were arrested and handcuffed, loaded into a police car and held in a cell. the mothers believe the police went too far given the age of the boys. a child psychologist says the

parents need to ask themselves why the boys broke the law and the first place. >> the question would be to the parents. what are they -- where are they when your children are out of sight? what are they doing? which group of friends are they associating with? >> the doctor believes the arrest will instill a healthy respect for children to authorities if the parents set a good example. >> they can shape the experience. if they look at it as a positive experience and the children need to learn from this -- >> what lessons did you learn from this? >> no stealing. >> the mayor believes they need to learn how to make amends with their neighbor. >> the parents will the gentleman an apology. >> the boys may have an opportunity to apologize if they attend mediation with their
