[captioning made possible by constellation energy group] captioned by the national captioning institute --www.ncicap.org-- >> live, local, latebreaking. this is wbal-tv 11 news at noon in hd. >> good afternoon. i am sarah caldwell. breaking news, where we have learned of a stabbing downtown at the lexington market. lowell melser is live at the scene. >> we are getting new information right now. this is not as serious as we once thought. around 9:30 this morning, police responded to the lexington market on a call that a male had been stabbed. the person was taken to hospital. further investigation revealing that this mail received what they are calling an extremely minor puncture wound. in fact, they're not even sure his skin was penetrated.

they're describing it more like a graze wound or even read the paper cut. police tell us they have one person in custody and the investigation continues. lowell melser, wbal-tv 11 news. >> definitely not minor rain this morning. you're dealing with a wide spread of precipitation. greenspring ave, the rain is coming down. it was quite heavy at some times. nothing that rose to the level that severe. a lot of the eastern shore got it, and of course, the metropolitan area got some showers and storms, too. here is a little cell rolling through baltimore, a little light rain on the periphery of things. a stronger and sell up here. you can see that the bulk of the semi tropical system is moving up the eastern seaboard, and is on the periphery of our shoreline. a lot of what we get later on

this afternoon will come from the approaching front and upper level waves to our west. unsettled, very humid out there. for the most part, just unsettled. 81 is the forecast high for today. more coming up in a little bit. >> on the same theme, weather may have played a role in a morning accident involving an ax -- involving an ambulance in west baltimore. it happened just after 9:00, where two fire department members and civilians, including a child, were injured. the injuries are said to be non- life-threatening. after last night's prime- time news conference, president obama is on the road to drum up support for his health care reform plan. >> after making his case to the nation, today president obama is taking the health care fight to america's heartland, and the famed cleveland clinic.

>> the cleveland clinic is simply a role model for some of the kind of changes that we want to see. >> the president wants a plan that treats patients based on their needs, not the bottom line, a plan that is universal. but republicans say that is too much, too fast. >> there was not a lot of details in with the president laid out last night. people are questioning -- whether questioning -- questioning what a government health care plan is. >> the president refuses to add to the deficit, but so far, congress is not going along with his plan to tax the rich. he wants health care done by august. now he is saying that the end of the year. >> if you don't set deadlines in this town, things don't happen. >> republicans are hoping to slow the process down. >> why are you in such a rush? are you afraid americans will learn the truth of this time? >> i would believe that thousands of companies would

interfere with your life. >> now your 11 insta-weather- plus forecast with sandra shaw. >> we started with wet morning commutes and heavy downpours. the strongest activity just north of the state line. a little bit of light rain activity over baltimore right now. pop up showers just randomly over the eastern shore. as i expand the view, it is easy to see why we got the heavy precipitation. there is a low pressure area that is continuing to move up the eastern seaboard, and that will inundate parts of new england and the shoreline. we are on the periphery of this right now. behind it, we have a front that is approaching, this body of showers out ahead of that front in hagerstown. all in all, and unsettled the day. basically very mild out there. still in the 70's, but it is mild because of the united the -- the humidity. we're looking at 70's, do points

in the 70's. that is quite a contrast to what we were in most of july. at one point we were in the low 30's this month. a lot of moisture streaming from the atlantic ocean today, and moisture to our west, with the upper level low. 81 is the forecast high. we could see a break or two in the clouds. 72 and a high elevations in the mountains. 82, a washout day, in ocean city today. as far as the day forecast, no problems other than dodging showers and storms. triple digit record height, typical for this time of year, said back in 1991. a nice contrast, 57 degree, record low in 1977. tonight, we still have a chance for showers and storms, mostly cloudy skies, and the cloud cover insulating us. 64 to 68, the temperature range. the frontal system will die out once it gets here.

young person with no job skills at all to compete in a marketplace where individuals are losing work all the time. >> but these are temporary jobs, which is why some, like a virginia congressman erick kanter, are questioning whether summer employment is the most effective use of stimulus money. >> the american people are just frustrated seeing taxpayer dollars wasted, and when you say that you want to see a stimulus bill work, the american people expect the stimulus bill will be focused like a laser on creating jobs. >> are they wrong? >> to say that this program does not work does not hit the point. the point is that you are turning people for the future. >> he already use this in this project as a success. >> i would never think in a million years that i would have the opportunity to just sit in a beautiful office, air- conditioning.
