toward freeland. take the harrisburg expressway. live look outside on 895 north of childs street problem free. fort mchenry looking good. live view on the north side at harford road looking good on the entire beltway. that is the latest on "traffic pulse 11." back to you. >> our big story this morning, new indictments against mayor dixon. only one day after helen holt was reindicted the investigation has reportedly discovered new details and new evidence against the mayor. >> the new charges include minister allegations about gifts she received and restores perjury charges previously dropped leaving many wondering where is the new information coming from. jennifer franciotti live outside city hall with the latest. >> the new indictments offer much more detail. the mayor's boyfriend ron lipscomb cut a plea deal with

prosecutors and it is speculated much of the information may be coming from him. the mayor face as laundry list of previous and new charges including three counts of theft, three counts of fraudulent misappropriation, two counts of perjury and one of misconduct. it gives specific details of items lipscomb gave to dixon when they were dating to fur coats to thousands of dollars in cash. dixon never reported the gifts because the indictment says lipscomb was doing business with the city at the time. >> right now as i have said and i'm going to continue to say it i'm focused on running the city and serving the citizens of baltimore. that is where my focus has been and will continue to be. >> the new indictment alleges the mayor took gift cards intended for needy families. what the mayor's attorneys believe will happen with the charges at 5:30. >> the baltimore city health

department says a safe streets employee was among the victims shot over the weekend. the individual is recovering from multiple gunshot wounds. safe streets is one of the programs working to reduce gun violence in the city. officials say the rash of violence over the weekend is a reminder that homicide is the leading cause of death for city residents between 15 and 34. howard county police are searching for the person or persons who stabbed a 19-year-old on a basketball court. skyteam 11 was over the scene in the 5700 block of columbia road. the victim was stabbed five times. no word on his condition or possible motive. >> dog owners and baltimore city parkgoers will talk about off-leash hours. the meeting with the department of recreation will focus primarily on patterson park. it starts at 7:00.

respective off-leash hours are between 5:00 a.m. and 10:00 a.m. and 5:00 p.m. and 10:00 p.m. three other parks are under consideration. both east and west side of the city seem to be in agreement with the proposed red line rail. they don't want it. folks in cannoten traveled to help protest it yet. it would run from woodlawn to hopkins bayview. they would rather keep the line underground. construction could be begin 2012 and is expected to cost about $1.6 billion. >> a new study says hundreds of tractor-trailer and bus companies ordered to shut down because of safety federal violations have stayed on the road under different names including some in maryland. it found offenders owing thousands of dollars in delinquent fines. they also will scores of violations from operating without the proper license to

>> welcome back to "11 news today." it is 5:10, 73 very steamy degrees downtown right now. muggy conditions will prevail today like we have seen all week. but today we won't see the trigger mechanism for strong showers and storms like the last several days. a few low-level clouds are that not really showing up yet are associated with patchy fog. the bulk of the low pressure area that generated the severe weather late yesterday is up into the new england area now. for us today just hot and humid for the most part. 88 to 92 the forecast high. typical late july weather. winds variable out of the northwest initially then shifting southwest. sun up at 6:05 and set tonight at 8:20. tonight the forecast mostly cloudy, isolated thunderstorms, 68 to 73. then tomorrow looks like we will be hot again but a better chance of late-day showers and storms. on the scale of yesterday but more showers than intense

more dry because there won't be the trigger mechanism for showers and storms. 73 downtown now, 71 at b.w.i.-marshall. 82 in ocean city. balmy there. dew points are elevated not like yesterday but upper 60's to 70. so that is firmly in place and it will stay in place most of the week. we will get a brief break saturday, then sunday we will get a little more humid again. looks like 76 in the mountains of western maryland, more sun. isolated showers and thunderstorms the potential chance. as far as baltimore goes, really hot and humid. but no showers and storms here so just about a 10% chance of seeing something. 91, well above the normal high and winds out of the southwest bringing in the humidity. 88 on the shores of ocean city, so an awesome beach day. winds out of the west-northwest 10 knots on the bay. wavers waves a foot or less.

98 the record high set in 1940 and low record 56 in 1997. overnight anywhere from 68 to 73. mostly cloudy, potentially an ice lighted storm tonight. -- isolated storm tonight. the low is out of the area. there is a front to the west and there is a trough over us but we have the front farther west. that could trigger more showers late in the day tomorrow. but when that is through we will feel less humid saturday. a high of 87 and partly cloudy. >> in this morning's consumer alert microsoft has formed a partnership with yahoo. microsoft is the world's largest software maker. yahoo was the internet's second largest search engine. the goal is to close the gap on google and raise revenue.

math may not be fun but it can earn you big bucks. the national association of colleges and employers tracks college graduate's job offers saying the degrees bringing the most lucrative starting salaries almost all involve math. engineering degrees pay the most. petroleum starts with around $83,000. chemical, mining and computer engineering are in the top four. computer science is fifth with a starting salary of around $61,000. by comparison a student with a degree in social work would start with about $29,000 a year. no word where tv journalists fit on that list. >> i'm sure way, way down. way, way down. time for a check of wall street where investors are digesting a report finding another rise in foreclosures in u.s. cities. we have a look at that with michelle steele in the bloomberg business report. good morning, michelle. >> good thursday morning. starting out the report close to

home with data on foreclosures. realty track's latest data is out saying the u.s. foreclosure filings rose to a record the first 1/2 of the year as job losses and slumping home prices fueled it. cities in california, florida, nevada and arizona still have the highest foreclosure rates with las vegas having a foreclosure rate six times the national average. but some foreclosures saturated areas like detroit, cleveland and indianapolis posted declines in foreclosure activity. the baltimore-towson area is 148th on the report with just over 5,000 properties listed with foreclosure filings. let's get to the markets yesterday. stocks lower for a second day after china shanghai composite closed down 5%. we saw commodities prices decline as well. speaking of commodities, alcoa the biggest u.s. aluminum producer closed down just over 2% as copper fell almost t2%.
