[captioning made possible by constellation energy group] captioned by the national captioning institute --www.ncicap.org-- captioned by the national captioning institute --www.ncicap.org-- >> severe weather rolls through our area today. trees uprooted, roofs blown off, were scattered all over the ground. this was the aftermath of the storm in the north shore community. it was not the only area with damage. parts of baltimore, carol, and frederick counties were hit hard by the storm. in some instances, residents reported tornadic like activities. we have a quick recap of what happened. >> we had that steady flow of warm, moist air coming up out of the tropics. a strong and usually is strong late july jet stream flowed over the top of that. nasty storms rolled up the mountains during the late morning, trekking through baltimore, power, and montgomery county.

it finally cleared the eastern shore late in the afternoon and moved off the mid-atlantic coast. the good news is that the doppler shows up dry weather returning. then it will be a weekend of cleanup. kim is out checking on some of the damage. some folks will have work to do this weekend they did not expect to have. >> there will be cleaned up -- clean up here. what you are seeing behind me is downed trees and branches, some covering roads. luckily, there was no new major damage in this area. the storm hit hard in other parts of our viewing area. >> some homes are without roofs. others knocked off their foundations. three homes on constellation lane are condemned after a severe storm rolled through just before and three caught -- 3:00. >> we looked out the window and the clouds were really dark.

we saw stuff flying in the air. >> all the sudden we heard a huge bang. my mom felt down and she was yelling. we rushed to her aid to see what happened. his mother was the only one injured in the storm. she suffered a minor wrist injury when she felt. the house is another story. kevin says they saw the garage wall coming off. >> windows blown out. it was just a mess. water was coming down everywhere. >> in all, 15 homes were damaged in some way by the storm. this was not the only area hit hard. several families in cockeysville have a big cleanup ahead. >> i heard a loud whistle. then i saw the trees coming. i ran. i have never seen anything like this in my life. >> luckily, none of their homes

were severely damaged, he met many trees were ripped from their roots and torn in half. they are staying with family and friends until a structural engineer gives the all clear. >> it will take awhile to repair. >> fire officials say the national weather service will be out here tomorrow in during the daylight hours to take a look at the damage and decide if it was a tornado or just severe storms that rolled through this afternoon. >> though strong storms also knocked out power to sinai hospital around 3:30 this afternoon. there were forced to go into disaster mode. backup generators kicked then. visitors say the air conditioning was only on in some rooms, and the elevators did not work. michelle was picking up her mom after knee surgery. she says the whole ordeal was incredibly frustrating.

suv, driven by city police officer. her past it's clear by police officers, full time to a security detail. there is often a retired police officer who helps -- who helps keep the matter moving when reporters would rather she stop and chat. it all adds up to a substantial investment by city taxpayers. >> i am not answering any questions. >> they spire comparison, it puts baltimore in the top tier of protections for mayors. -- based on our comparison. there are seven officers and a sergeant assigned. the issue be -- she has three vehicles assigned. the cherokee sits in the mayor's driveway in case she needs to get somewhere in a hurry, she says. in atlanta, where surely franklin has seven officers assigned to her protection unit.

-- merkt shirley franklin. the seattle mayor has only two. he has the use of just one city- owned couar. he goes without it much of the time. he prefers to drive the car himself. one other perk that says baltimore part, mayor dixon's to personal aides. if they are the retired police officers to make $60,000 each. one of them, howard dixon, no relation to the mayor, shows up twice in the new indictments of the mayor. the indictment says he took $4,000 from her in 2002 and used it to pay her american express bill from her account. in 2006, he used five gift cards, allegedly stolen by the mayor, to buy a place station.

>> mayor dixon also benefits from 24 hour police protection at her home. her executive protection unit is the same size as the one used by martin o'malley. she is considering cutting -- asked if she was considering cutting back, a spokesperson said everything is on the table. city agencies look to cut 5% from their budget. >> we have new intermission tonight about the deadly helicopter crash in washington county. police say the pilot had been warned about the bad weather about 15 minutes before taking off. the preliminary report indicates a friend warned him about fog, wind, and lightning. the report says nordaas said he would wait for better weather but took off shortly after the conversation. the helicopter crashed, killing all four people on board.

the national transportation said the board says it has completed its testing of equipment at the site of last month's deadly train crash. they have released the area back to metro, but will continue to examine components from the trade -- from the train and at its operations control center. metro said they will begin replacing cracked circuitry in that area. that will take about a month to complete. police in aberdeen researching for the person involved and take a hit and run. it happened near the 715 overpass. officers found the man's body lying on the side of the road. they said he had injuries consistent with being hit by a vehicle. they have little information to go on, so if you were in that area around 6:00 this morning, you are asked to contact aberdeen police. tonight the baltimore city police department is investigating allegations that three white officers deliberately struck young man as he was talking with friends,

then left him in the street. he recently ranked no. 5 in the nation in junior olympics. >> i am very angry about the situation. it is devastating. they could have killed my son. >> she is reacting to allegations that three baltimore city police officers intentionally mowed down her son as he was sitting on a dirt bike talking to friends. the alleged incident happened around 9:00 tuesday night. johnson's attorney describes their recollection of events. >> 3 city officers in unmarked patrol car suddenly, violent, and without warning intentionally slammed their vehicle into mr. johnson. >> i saw him coming, but i did not know he was going to hit me. >> johnson says he was thrown off the bike and on to the ground. he says the police officers slowdown but never returned.

johnson was rushed to the hospital. he was discharged the next day in a wheelchair. >> i have goals that i want to set. >> johnson is an amateur boxer. in may, it took him only three rounds to defeat a boxer from northern ireland. he was preparing to try out for the 2012 olympic games, but that has been suspended indefinitely because of a broken leg and injuries to both hands, one more serious than the other. >> what is most troubling about this case is that there were not investigating any thing. they did not believe he was a suspect, because if they did, what he hit the ground, they would have gone out the car and questioned him. it was a random act. we are very, very troubled by this, and we are looking for justice and a full investigation of this matter. >> johnson's attorney announced their intent to file a suit against the baltimore police.

they say there are investigating the alleged incident. in tonight's project economy report, the university system of maryland will cut 175 jobs and freeze hiring in its effort to cut $37.8 million from its 2010 budget. the chancellor submitted his cuts today. he said the reductions include 24 layoffs and the elimination of 151 positions which include at jot and part-time faculty. those cuts are expected to save the system $27 million. other reductions total around six mary dollars and include maintenance expenses, library budgets, and financial aid. hundreds of thousands of cars or recalled tonight with a potentially deadly effect. and it is the swim wear at the center of controversy. it is not exactly the type of never you expect to pop up for a surprise visit, but our cameras are rolling at the baby alligator found around one home.

full team practice, later in sports. >> in tonight's consumer alert, honda is recalling 400 40,000 vehicles due to a potentially deadly air bag defect. the automotive company says a faulty airbag inflator corrupter from too much air pressure and then send pieces of metal shooting through the driver side air bag, possibly striking passengers. honda says the defect has caused one death and several injuries. the recall covers certain 2001 and 2002 accords, 200016, and 2002 and 2003 acura tl 6 -- sedans. the cash for clunkers program sparked the sale of 200,000 vehicles and less than a week. now the government is scrambling to keep the program funded before congress heads off to its summer break.

we were telling them it was on, and you better come in while it is on, i guess. >> industry leaders say the program is on until further notice. for more on the program, you can go to our website, wbaltv.com, and then click on consumer. >> tonight's weather forecast with our chief meteorologist. >> severe thunderstorms not only hit carroll county, they are touching down all over the region. these are pictures from frederick, where the national weather service has confirmed a tornado did touchdown. they have confirmed a tornado with 100 miles per hour winds touchdown in frederick county, so we know at least one tornado touched down. that has been confirmed, and the national weather service will investigate the damage tomorrow during the daylight hours.

they will probably find that there was something similar to a tornado, based on the damage we have seen from our reporters in the field. that line of severe storms is now up the mid-atlantic coast. you can see it clearing the baltimore area and moving out over the atlantic. up to the northwest there is another line of storms coming down that may get here before the weekend is over. there may be more storms headed this way, especially during the second half of the weekend. when you add up the numbers for july, and these are preliminary, they put us in 10th place for one of the cruelest july's on record. 2009 had an average temperature that ties another year. clearing skies behind a cool

>> alligator sightings are rare in this area unless you are visiting the zoo, but one family got closer to an alligator than they wanted to. they were alerted about the visitor early wednesday morning by their dogs were barking. as tom move closer to the commotion, he discovered a 41 inch baby alligator in the backyard. he said he could not believe his eyes. >> no way in the world and my thinking alligator. as i get closer, the dogs are right up on him, and he is snapping back and forth. >> i am looking as i go out in my yard. does he have friends? >> they were brave enough to lure the gator into a cage, and then took pictures to remember
