>> good monday morning. i'm mindy basara. >> and i'm stan stovall. thanks for joining us for 11 news today. >> we'll get to our big story. first a check of our forecast with sandra shaw. happy monday. >> exactly. did you have a good weekend? >> yes. it was very nice. went to the international festival. excellent. and free. >> i went running yesterday, got caught in the heavy downpour. already been out three miles, soaking wet rat. nothing like that. there were several others out there as well. but it is going to be calming down today. we did have the reports of severe weather throughout the day yesterday, but today the front has passed through. so we're going to see a stabilization of the atmosphere, meaning hot. 89 our forecast high under partly cloudy to mostly sunny skies. we're beginning at 75 downtown. 70 at the airport. there you see just a slight chance later on this afternoon of an isolated thunderstorm. other than that, a pretty typical first monday of august. sarah, what does traffic look like? >> good morning. dealing with some

weather-related issues. we have a downed tree in pasadena at bedford and granada. all lanes are closed as a result of that. you can see everything running smoothly as far as our speed sensors. delaware avenue is closed between howard and whitehall road. traffic in the white marsh area, so far so good. southbound away from us and moving without delay. and a nice ride so far on the north side at harford road. that's the latest on traffic pulse 11. mindy and stan, over to you. good morning. >> good morning. our big story, having a lead foot in baltimore county could cost you. >> the council will hear legislation on whether to approve speed cameras. 11 news reporter jennifer franciotti live outside baltimore county police headquarters with more. >> and under state law speed cameras can only be placed in school zones that means over 200 locations in baltimore county that apply. there are 214 school zones in baltimore county that are being assessed right now.

and baltimore county police are preparing for speed camera installations if the measure passes. the county gets part of the cut. >> focuses on public safety. i have not been part of any conversation or gathers discussing what revenues may be generated from this. in fact, if our motorists abide by the law, we'll generate nothing. >> and the baltimore county council will have an initial hearing of this measure tonight. if it eventually passes down the road, once the cameras are in place, there will be a 30-day warning period before tickets begin to be issued. live here in towson, jennifer franciotti, wbal-tv 11 news. >> thank you. baltimore county police are investigating a deadly boating accident in essex. authorities say a man in his 20's was killed when he was hit by the motor on the boat. it happened just after 5:00 last night on bayside drive. the victim has not been identified. baltimore city police are searching for the person who

shot two people in southwest baltimore. the shots were fired just after 1:00 yesterday afternoon in the 800 block offallendale street. that's where police found an 18-year-old and 47-year-old man both suffer from gunshot wounds. the 18-year-old was pronounced dead at shock trauma. the other victim is expected to survive. police are searching for a white conversion minivan with blue stripes and tinted windows. if you know anything about the vehicle or the case, you're urged to call baltimore city police. meanwhile, police are crediting crime cameras with heching to capture a murder suspect. police say saturday morning cameras caught a fight between two groups of boys in the 300 block of north paka street. authorities say the 17-year-old suspect, oscar skinner, took out a knife and stabbed the victim in the chest. police say that's when skinner took off. fortunately cameras tracked his every move and moments later he was arrested. skinner has been charged as an adult with first degree murder, assault and various weapons charges. >> baltimore city police are

investigating a shooting that happened just after 4:30 saturday morning inside shon's food market in the 4700 block of garrison boulevard. police say they were investigating a burglary when they were confronted by a man wearing a mask and bran dishing a screwdriver. an officer shot the man. he was pronounced dead about 35 minutes later. things took a drastic change. >> after being observed moving or taking a breath or sigh or something, we're not sure, they returned to that location, treated the victim and transported him to a nearby hospital. >> the medics who responded to the scene face an internal investigation. at last check the victory maind in critical condition. residents of a silver spring community are on edge after a 99-year-old woman was'sedly attacked in her home. investigators say two men called the woman and asked her to come to the door and fill out a survey. police say when she went to the dor and answered a few questions, that's when the men attacked her, allegedly pushing her inside the apartment,

stealing items. >> it's always been very safe. walk my dog late at night, all hours, never had a problem. i'm really sad to hear this. >> police say the woman was traumatized and had to be hospitalized overnight. the cash for clunkers program is running out of fuel. the house voted friday to pump more money into the popular program that gives consumers up to $4,500 credit for their gas guzzlers. >> and the senate is expected to take up the measure this week. nikole killion joins us with the latest. >> good morning. they hope to take up this cash for clunkers bill this week, but transportation secretary ray la hood warns if they don't act soon, the program could be suspended. cash for clunkers still operating, according to the cars.gov website. the question is -- >> for how long we don't know. >> dealers and customers remain in limbo. >> you're so scared. you're not sure exactly what to do. >> after word last week the program is running out of cash.

>> give it a fillup and let's get cash for clunkers back on the road. >> before they recessed friday the house approved $2 billion for the program. but in the senate it could face a bumpy road. >> we have agreed that we're going to work to try to continue this program. >> the white house is also trying to give assurances. >> we're not working with congress on a bipartisan solution to ensure that the program continue for everyone out there who's still looking to make a trade. >> and administration officials guaranteed the program through this past weekend. and starting today the government will make a good faith effort to honor transactions. buyer jeff hague traded in his van just in the nick of time. >> it concerns me a lot because it's $4,500 to me. >> the automobile dealers association is also concerned and being cautious, warning its members in an e-mail not to close any more deals until the fate of the clunkers program is clearer. reporting live in washington, nikole killion, wbal-tv 11 news. >> thank you.

"covering the nation," colorado police are investigating the discovery of more than 100 animals inside a home. authorities found a total of 102 animals which included 52 cats as well as rabbits, dogs, rats, guinea pigs. they also found 28 dead cats in a freezer inside the home. animal control returned to the home on saturday and were trying to contact the residents because they were told that there may be more cats inside. officials say no one was at home when they searched it. no arrests had been made. >> the harvard scholar arrested at his cambridge home by a white police officer is now making jokes about the incident. henry lewis gates jr. appeared at a book signing. last week he attended the beer meeting at the white house where he, sergeant crowley, president obama and vice president joe biden talked about the issue. gates told the crowd he liked crowley and the two hit it off,

downpours we had, and the weather related issues at the moment will start in pasadena. we have some downed wires and a downed tree along bedford and agree nada. all lanes are closed because of that. otherwise we're looking pretty good as far as our speed sensors go. we're checking the beltway. i-95 and 895 running smoothly at this hour. both the 83's looking good along with 795 and i-70. delaware avenue and elkton is shut down from howard to whitehall due to flooding. a lot of times when we get a lot of rain that road has to shut down. we'll let you know when things dry up in that area. traffic in howard county, north and southbound i-95 looking good at 100. we're looking at a pretty nice ride as we switch over to 97 just south of the beltway heading down toward glen burnie. that's latest on traffic pulse 11. now let's get the latest on the buses and the trains. for that go to kurt kronke of the m.t.a. >> good morning. we're also looking very good here.

summer, if you will. 74 downtown right now. 71 at the airport. low 70's on the eastern shore. and 76 in ocean city, maryland. we will note that the humidity will drop throughout today. good news there because there will be winds out of the west-northwest in the wake of that front. pretty comfortable. we're going to see it surge back up by midweek. 78 in the upper elevations and the mountains of western maryland. mostly sunny there. we'll stay partly cloudy to begin things of the mostly sunny by this afternoon. surging to a high of 89. typical for this date is 87 so a little bit above normal. that will be the trend for the first part of this week. we're going to surge into the low 90's for tomorrow. 85 on the shores of ocean city. maybe a few more clouds. but all in all a great beach day. winds out of the northwest initially. then shifting this afternoon to the south. very light. variable. waves only a foot or less. water temperatures not too far off. temperatures in the low 80's. the record high for august 3,

100 degrees set back in 2006. in contrast, the record low of 55 was set back in 1998. our average slow 66 for this time of the year. we're actually going to stay above that. we'll have a few clouds around tonight. that serves as an insulation overnight so 67 to 71. can't tonight rule out an isolated thunderstorm. but after night things will settle down. we have i the front -- a front that will continue today and high pressure will start building into the east. it's going to stabilize things at least until midweek. by midweek the front that you see out to the west will be making progress and that will give us another shot of showers and thunderstorms. 89 today. chance of an isolated thunderstorm. 91 for tuesday. we're going to be sweating it out tomorrow. by wednesday, 90. 30% chance of scattered showers and storms. and by thursday we actually cool down nicely for august. 85, mostly sunny.

another shot of scattered showers on friday. >> in this morning's "consumer alert," airlines are making a lot of money off of your emergencies. in fact, airlines in total are raking in about $2 billion a year from change and cancellation fees. some carriers are making more from those fees than baggage fees. customers onboard american airlines paid $116 million in change fees while only paying $108 million in baggage fees. the change and cancellation charges add up to 3.2% of passenger revenue. a new computer virus is going after financial accounts that are universally used by businesses. the hackers are going after companies, not individual accounts. it spies on accounts until someone logs in. then it steals the log-in and passwords allowing hackers to clean out the accounts by making transfers. about half a million computers have been infected since march.

analysts say it can be blocked by antivirus programs but hackers can easily tweak it. nissan unveiled its interest car yesterday taking a step towards the goal of leading the industry in the category. nissan will begin selling the first cars in the u.s. and japan in the second half of 2010. the price has not yet been announced, but the automaker says the car will be in the range of the gasoline cars. it will travel 100 miles at a time without needing to be recharged. >> dr. doom is predicting a boom in a certain sector of the economy. michelle steele joins with us a look at that story and the rest of the business news in the "bloomberg business report." good morning, michelle. >> good monday morning, mindy. good morning, everybody. dr. doom himself. he's dr. doom because did he predict the financial crisis. he was the n. yumplet economist who did so. he says commodity prices may

extend their rally in 2010. rue beanie -- roubini tells bloomberg news oil in particular will have a better increase than the other commodities within aaverage price of $70 to $75 next year. crude oil this morning rising to nearly $71 a barrel. speaking of rising, ebay shares may get a boost, too. ebay's core auction business is rebounding along with the economy. and its paypal and sciep units are -- skype units are expanding. a mixed close friday. the dow posting its best month since 2002 as the companies for moat moat to master -- from motor role i can't to caster cards top estimates. reports this week say employers cut jobs with a slower pace last month and the factory slump eased, adding to indications we're getting closer to the end of the recession. even so, economists expect the

>> it wasn't supposed to go this badly again, but the orioles have won just three times since the all-star break and things seem to be go from bad to worse. yesterday against the red sox while being swept at camden yards gave up 18 runs. it started off badly in the first inning. bases loaded for j.d. drew. berkin couldn't get out of the second inning. a three r.b.i. double. red sox get out to a 7-0 lead. but credit baltimore. birds battle back. a two-run shot in the third. orioles exorcism times in the frame. takes 7-6 ball game. then they give it right back. yikes. matt albert. this was a tough one. just -- it's a bloop. it finds the hole off the bat of victor martinez. victor's second single of the inning. he had five on the day. the red sox score seven times in the inning. go on to win 18-10.
