is wrong. neighbors believe in man's carbon monoxide detector saved several lives this morning. he called 911 this morning. >> i heard my alarm going off. i got my family out. the fire department came. >> he, his wife, and their four children were among the residents rushed to the hospital for carbon monoxide poisoning. >> next door is where a very frustrated woman lives, saying she returned home from the emergency room to find nothing had been fixed and the property management refusing to install a carbon monoxide detector in the meantime. >> we have no hot water, no

heat, or air we can use. we just went to home depot to buy ourselves a detector. >> she is fed up and finding herself a lawyer. she can't believe the company's refusal despite recent carbon monoxide scares and the company's inability to solve the problem. >> he would have had over 20 people dead last night's. you already know that -- it does not make any sense. >> in a statement sent to their public affairs company, sawyer realty tells us that after a july incident, they began inspecting every unit here and installing detectors.

his mother. samantha lee smith wasn't pushing the stroller, when authorities say they were hit by a car. the child was pronounced dead. the 18-year-old driver was not injured. the accident remains under investigation. police have identified the man killed in a boating accident. he was to bring with a group of people when he fell into the water -- he was tubing with a group of people when he fell into the water. the boat operator was arrested for operating the boat under the influence. an autopsy is being performed to determine the exact cause of death. >> police shot a burglary suspect over the weekend and paramedics pronounced the man dead at the scene and then laughed. 30 minutes later, city police were shocked when they realize that man was still alive, so they called paramedics back.

david collins joins us live with more. >> a paramedic and a firefighter trained arrived at the scene. fire officials said that paramedic was in charge and called all the shots. it is his actions that are now the focus of an internal investigation. it is puzzling. no one can recall it happening before, and the circumstances are now the focus of an investigation. a patient declared dead at the scene is actually alive. >> we have begun an investigation into exactly what happened on that morning, what his actions were, what his subsequent actions were, whether any protocol violations occurred. >> northwest district police on routine patrol interrupted a burglary in process. >> a suspect was wearing a mask

and launched at police. police officers fired one defensive shot, striking just suspect in the head. >> police identified the suspect as a 51-year-old michael quarles. he has been arrested 16 times since 1991. when medics arrived, they pronounced him dead and left. sometime later, police saw the man moved and made a sound. >> what steps are involved in assessing a patient? >> it would involve a head to toe the survey, assessing their abc's. >> the internal investigation will include interviews with emt's and police. >> we will need to identify specifically a-z what actions were taken by this group.

>> the paramedic under investigation has several scheduled days off. when it comes back to work, he will be placed on administrative duty. he could face suspension and/or a demotion. >> in north carolina man is in custody after impersonating an officer. the 48-year-old was arrested after he approached a man. he opposed another vehicle and a parking lot. police say the badge was a security guard badge in north carolina. >> and d.c. mayor adrian fenty was not injured in a car accident that he was involved in this weekend. he was driving his suv in northwest washington last night. police say another vehicle ran a stop sign in front of the mayor. there was minor damage but no one was injured.

>> some baltimore county employees are in a dispute because of a county policy. john sherman has an explanation for us. >> baltimore county remains in good financial shape compared to the city and surrounding counties, but a major union is arguing the county is withholding promised pay raises. >> i want to thank everyone for coming out. >> the protesters come from the most critical public service sectors, the baltimore county federation of government employees. >> the county is trying to take away a provision in our contract that has been there for 20 years and essentially. what we are seeing is a slow erosion of our contract. >> john is the union president and says the problem really starts and ends right here at

the county detention center. >> this provision only affects correctional officers. they are taking away simply because we filed a grievance over this contract. >> he says the issue is how they use of personal leave days on an emergency basis. he argues the race is long overdue. >> last year, we agreed on a contract without raises for any of our employees. this year, the county executive jim smith has asked for a 2% in the budget. that budget was approved for all county police. >> tonight, the county declined
