continue to move forward to the other side of this recession. >> gov. martin o'malley laying it on tuesday morning, announcing major state budget cuts felt the majority. the $54 million includes 205 layoffs, thousands of furloughs, and a $210 million reduction in state aid. breaking those cuts further, local road projects will lose $160 million. health departments, $20 million, police funds cut by $21 million, and community colleges will lose $11 million. >> we are estimating we will lose $1.8 million, and that will hurt. >> the president of the community college of baltimore county's says it is quite a staying for the community colleges, but they know this was coming. >> we knew we would have to give a pound of flesh. >> one thing he says they have going for them is record

the report says the accident followed an unsafe decision to dock. five people drowned. coast guard investigators say the boat capsized due to a number of reasons. a possible gasoline may be to blame for an underground explosion that sent four manholes into the air. sky team 11 was over the scene downtown. the department of public works were investigating what caused the explosion. tomorrow morning, drivers should be where said utah will be closed at baltimore and lexington streets, and fayette will be closed at howard street. baltimore police are hoping city watch cameras will give clues to a deadly shooting in northwest baltimore. just after 2:00 this afternoon, a man was shot multiple times in the street.

authorities say they have very few details, and that is why they are now relying on those cameras. >> we're learning new details about the deadly shooting involving police authorities. they say the officer was forced to shoot when the suspect tried to run him over. brian was shot and killed around 6:30 last night. authorities say 20 minutes before the incident, a man fitting his description robbed ave. while searching for the suspect, police saw doukas, who they say matches the robbers description. >> the officer actually ran in the opposite direction of where the truck had acted too, and when he did, the suspects slammed on the gas and went toward the officer. >> the officer shot and killed doukas. police say doukas was suspected in three of the robbers. baltimore police say three men

who raped three women in the school parking lot are behind bars. police have charged anthony and a 20-year-old and one other man with gang raping three different women. police say two of the women expected ride home, but when they told him he was driving the wrong way, he threatened them with a knife. they were driven to the back of a school where the men raped them repeatedly. another gang rape was reported with similarities. >> the victims were able to give considerable details, despite the viciousness of the attack and the violence she endured. >> police say the critical information led the right to one of the suspects who confess, and then he turned his friends in. prosecutors are recommending the victims in that case for

preserving evidence, but investigators say most rapes go unreported. there's a statewide effort to change all of that. live at mercy hospital with details. >> mercy hospital is pioneering the implementation of the jane doe law, a federal law that took effect in january. it means nurses have forensic investigators on call 24 hours a day ready to respond when someone is raped in the immediate aftermath to collect evidence, even if the victim is not ready to go to police yet. >> it eliminates seamen and saliva because it is all washed away. >> the forensic nurse is equipped to find every trace of evidence when a rape victim comes into the exam room. >> we can see hand prints on their net. >> the head of the mercy

hospital program collects specimens for police from 50 victims every month, and now under the jane doe law, she is also providing a safety net for rape victims not ready to go to law enforcement. >> the vast majority of patients there is no other perpetrator, and with that comes the risk of that person knowing all the vulnerabilities, all the things they can threaten with. they may have to have further contact. >> that is why only 10% of rape victims come forward. now under the law that took the fact in january, victims can visit a forensic nurse within five days of the attack, and if he or she wishes to file charges within a year, police can get the records from the hospital to make a case. >> they are afraid of embarrassment for their families. they are afraid of being not believed by police.
